		<legis-type>A BILL</legis-type>
		<official-title>To better protect, serve, and advance the rights of
		  victims of elder abuse and exploitation by establishing a program to encourage
		  States and other qualified entities to create jobs designed to hold offenders
		  accountable, enhance the capacity of the justice system to investigate, pursue,
		  and prosecute elder abuse cases, identify existing resources to leverage to the
		  extent possible, and assure data collection, research, and evaluation to
		  promote the efficacy and efficiency of the activities described in this
		  Act.</official-title>

		<section id="HDBC1985B0D194BBFB2901743D39E7F03" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Elder Abuse Victims Act of
			 2013</short-title></quote>.</text>
		</section><section id="H0345D03F215146449680761E66A2377E"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act—</text>
			<paragraph id="HBDFA269656CC4829AD47D39E4316B228"><enum>(1)</enum><text display-inline="yes-display-inline">the terms <term>abuse</term>,
			 <term>elder</term>, <term>elder justice</term>, <term>exploitation</term>, and
			 <term>neglect</term> have the meanings given those terms in section 2011 of the
			 Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397j">42 U.S.C. 1397j</external-xref>);</text>
			</paragraph><paragraph id="H20D332F88E41438B826FFFA4E2193096"><enum>(2)</enum><text>the term
			 <term>elder abuse</term> includes neglect and exploitation;</text>
			</paragraph><paragraph id="HA4E7C37644094C3EB9B83E23BA73A120"><enum>(3)</enum><text>the term
			 <term>Director</term> means the Director of the Office appointed under section
			 3(b);</text>
			</paragraph><paragraph id="HA47A97798DA54B14984539C763C0B470"><enum>(4)</enum><text>the term
			 <term>Office</term> means the Office of Elder Justice established under section
			 3(a);</text>
			</paragraph><paragraph id="HCC72879DD4B84E3E81703F7683447253"><enum>(5)</enum><text>the term
			 <term>State</term> means each of the several States of the United States, the
			 District of Columbia, the Commonwealth of Puerto Rico, and any other territory
			 of possession of the United States; and</text>
			</paragraph><paragraph id="H844D3BFE38BA41CCB135C009BC40985A"><enum>(6)</enum><text>the term
			 <term>task force</term> means a multidisciplinary task force on elder justice
			 established or designated under section 5(c)(1).</text>
			</paragraph></section><section id="HD7DA5E6538B3408E900DFF6AE28E728D"><enum>3.</enum><header>Office of Elder
			 Justice</header>
			<subsection id="H7414B7840BDD491AAEFCB8BF355A4DBE"><enum>(a)</enum><header>In
			 general</header><text>There is established within the Department of Justice an
			 office to be known as the Office of Elder Justice, which shall address issues
			 relating to elder abuse.</text>
			</subsection><subsection id="H2E8AEC34FCA4480FBBBC6BBED86F0A04"><enum>(b)</enum><header>Director</header><text>The
			 Office shall be headed by a Director who shall—</text>
				<paragraph id="H39586D156D9A4405BCEBAFD802054A8C"><enum>(1)</enum><text>be appointed by
			 the President, by and with the advice and consent of the Senate, from among
			 individuals with experience and expertise in elder abuse; and</text>
				</paragraph><paragraph id="H96F5885D078D431F80D138281618AD87"><enum>(2)</enum><text>serve as counsel
			 to the Attorney General on elder justice and elder abuse.</text>
				</paragraph></subsection><subsection id="HA47782F1DD3E414F87DF1D17411BF524"><enum>(c)</enum><header>Responsibilities</header><text>The
			 Director shall—</text>
				<paragraph id="H72B4A42B96374C65AC60320D0B3AF59D"><enum>(1)</enum><text>create, compile,
			 evaluate, and disseminate materials and information, and provide the necessary
			 training and technical assistance, to assist States and units of local
			 government in—</text>
					<subparagraph id="H4BD5D729862E425C8DEAC8A8ABD23298"><enum>(A)</enum><text>investigating,
			 prosecuting, pursuing, preventing, understanding, and mitigating the impact
			 of—</text>
						<clause id="H6C60ABA6C877479DA52288C00927322E"><enum>(i)</enum><text>physical, sexual,
			 and psychological abuse of elders;</text>
						</clause><clause id="H61AFA61D68F5445C84EB8A2469943B9B"><enum>(ii)</enum><text>exploitation of
			 elders, including financial abuse and scams targeting elders; and</text>
						</clause><clause id="HCD93FB4712E6464E92BFFC44C82133C1"><enum>(iii)</enum><text>neglect of
			 elders; and</text>
						</clause></subparagraph><subparagraph id="H389C4C392CDC4D2991CD9938FF17C9CE"><enum>(B)</enum><text>assessing,
			 addressing, and mitigating the physical and psychological trauma to victims of
			 elder abuse;</text>
					</subparagraph></paragraph><paragraph id="H660271801FCD4D558C716EB8F4CB3BA2"><enum>(2)</enum><text>collect data and
			 perform an evidence-based evaluation to—</text>
					<subparagraph id="H100E5D9A33F5445C9F8FAF0230630C86"><enum>(A)</enum><text>assure the
			 efficacy of measures and methods intended to prevent, detect, respond to, or
			 redress elder abuse; and</text>
					</subparagraph><subparagraph id="HB55F4BCE5D8549BA9FF3CD991F594B44"><enum>(B)</enum><text>evaluate the
			 number of victims of elder abuse in each State and the extent to which the
			 needs of the victims are served by crime victim services, programs, and sources
			 of funding;</text>
					</subparagraph></paragraph><paragraph id="H4C6CB33C4E6F4B01A6774F0C8ECD1E0B"><enum>(3)</enum><text>publish a report,
			 on an annual basis, that describes the results of the evaluations conducted
			 under
			 <internal-xref idref="H72B4A42B96374C65AC60320D0B3AF59D" legis-path="3.(c)(1)">paragraphs (1)</internal-xref> and
			 <internal-xref idref="H660271801FCD4D558C716EB8F4CB3BA2" legis-path="3.(c)(2)">(2)</internal-xref>, and submit the report to each
			 Federal agency, each State, and the Committee on the Judiciary and the Special
			 Committee on Aging of the Senate and the Committee on the Judiciary of the
			 House of Representatives;</text>
				</paragraph><paragraph id="H30D8242C46B0447E8EFB6E422607DE62"><enum>(4)</enum><text>evaluate training
			 models to determine best practices, create replication guides, create training
			 materials for law enforcement officers, prosecutors, judges, emergency
			 responders, individuals working in victim services, adult protective services,
			 social services, and public safety, medical personnel, mental health personnel,
			 financial services personnel, and any other individuals whose work may bring
			 them in contact with elder abuse regarding how to—</text>
					<subparagraph id="HC011354F595B432DBE177A882E83A691"><enum>(A)</enum><text>conduct
			 investigations in elder abuse cases;</text>
					</subparagraph><subparagraph id="H9FD63CC532F247C3A24142C7C1BE7D10"><enum>(B)</enum><text>address
			 evidentiary issues and other legal issues; and</text>
					</subparagraph><subparagraph id="HB560F9F2B8F0442B9E875A6E2F50F532"><enum>(C)</enum><text>appropriately
			 assess, respond to, and interact with victims and witnesses in elder abuse
			 cases, including in administrative, civil, and criminal judicial
			 proceedings;</text>
					</subparagraph></paragraph><paragraph id="HD5294F0612524AB5A5E012BC2E3F1270"><enum>(5)</enum><text>conduct, and
			 update on a regular basis, a study of laws and practices relating to elder
			 abuse, including—</text>
					<subparagraph id="H498B4F81DBDB49B9856FF243E0F0732E"><enum>(A)</enum><text>a comprehensive
			 description of State laws and practices;</text>
					</subparagraph><subparagraph id="H284826EA8A5F46A58E03456F259FD19B"><enum>(B)</enum><text>an analysis of the
			 effectiveness of State laws and practices, including—</text>
						<clause id="H30A23F6EB9CC47C586DACFAB4CF6BABF"><enum>(i)</enum><text>whether the State
			 laws are enforced; and</text>
						</clause><clause id="H3766BEC1ABE84C72A8F7228AE0303E85"><enum>(ii)</enum><text>if
			 enforced—</text>
							<subclause id="H5EC7AA7365884A6294E6A93E47E18956"><enum>(I)</enum><text>how the State laws
			 are enforced; and</text>
							</subclause><subclause id="H6953C64070B54C93A385B8F4FD20B659"><enum>(II)</enum><text>how enforcement
			 of the State laws has effected elder abuse within the State;</text>
							</subclause></clause></subparagraph><subparagraph id="H648722C8F5164A579C95735AC38EC55E"><enum>(C)</enum><text>a review of State
			 definitions of the terms <term>abuse</term>, <term>neglect</term>, and
			 <term>exploitation</term> in the context of elder abuse cases;</text>
					</subparagraph><subparagraph id="HCDC7D29AB5954DADA033BF82DE866EE9"><enum>(D)</enum><text>a review of State
			 laws that mandate reporting of elder abuse, including adult protective services
			 laws, laws that require the reporting of nursing home deaths or suspicious
			 deaths of elders to coroners or medical examiners, and other pertinent
			 reporting laws, that analyzes—</text>
						<clause id="HA2DE52DD1C45432B9712666B6DF8BF74"><enum>(i)</enum><text>the
			 impact and efficacy of the State laws;</text>
						</clause><clause id="H708CB72DDD4E4654AECD220CAAD4F0A6"><enum>(ii)</enum><text>whether the State
			 laws are enforced;</text>
						</clause><clause id="H1DCA55FE2DFF4F67AE6BB78C3B2FE67C"><enum>(iii)</enum><text>the levels of
			 compliance with the State laws; and</text>
						</clause><clause id="H10389860B6F94CF99537B1515F0B63A8"><enum>(iv)</enum><text>the
			 response to, and actions taken as a result of, reports made under the State
			 laws;</text>
						</clause></subparagraph><subparagraph id="HFCE55DBF5D494904A12979AA1F8CA9AF"><enum>(E)</enum><text>a review of State
			 evidentiary, procedural, sentencing, choice of remedies, and data retention
			 issues relating to elder abuse;</text>
					</subparagraph><subparagraph id="HE2379B0C52784638B8969D34AE46A4A6"><enum>(F)</enum><text>a review of State
			 fiduciary laws, including laws relating to guardianship, conservatorship, and
			 power of attorney;</text>
					</subparagraph><subparagraph id="H5D0E80B2E2634971934FE264F06C8A19"><enum>(G)</enum><text>a review of State
			 laws that permit or encourage employees of depository institutions (as defined
			 in section 3(c)(1) of the Federal Deposit Insurance Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1813">12 U.S.C. 1813(c)(1)</external-xref>)
			 and State credit unions (as defined in section 101 of the Federal Credit Union
			 Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1752">12 U.S.C. 1752</external-xref>)) to prevent and report suspected elder abuse;</text>
					</subparagraph><subparagraph id="H0A76A9D9A4834A8C8BC7962EDEB23348"><enum>(H)</enum><text>a review of State
			 laws used in civil court proceedings to prevent and address elder abuse;</text>
					</subparagraph><subparagraph id="H783BC481125A4588B8B8BB3A88E967CD"><enum>(I)</enum><text>a review of State
			 laws relating to fraud and related activities in connection with mail,
			 telemarketing, the Internet, or health care;</text>
					</subparagraph><subparagraph id="H5068FD77026041C8BDD9D0FB283C6332"><enum>(J)</enum><text>a review of State
			 laws that create programs, offices, or entities that address or respond to
			 elder abuse; and</text>
					</subparagraph><subparagraph id="H9D600B1E2CBA4355B3FACD3E3D0CE56F"><enum>(K)</enum><text>an analysis of any
			 other State laws relating to elder abuse; and</text>
					</subparagraph></paragraph><paragraph id="HD17D9DAFCBDD4129BF4511B4F8F8C7CB"><enum>(6)</enum><text>carry out such
			 other duties as the Attorney General determines necessary in connection with
			 enhancing the understanding, prevention, and detection of, and response to,
			 elder abuse.</text>
				</paragraph></subsection></section><section id="HFA2AC62F53D54332970E0F4617C4BB63"><enum>4.</enum><header>Data
			 collection</header><text display-inline="no-display-inline">The Attorney
			 General, in consultation with the Secretary of Health and Human Services,
			 shall, on an annual basis—</text>
			<paragraph id="HBA305B5AABEF447F838FC6A8BC0484D6"><enum>(1)</enum><text>collect from
			 Federal, State, and local law enforcement agencies and prosecutor offices
			 statistical data relating to the incidence of elder abuse, including data
			 relating to—</text>
				<subparagraph id="H9C83524DB0E2416D86D19CDF43947F14"><enum>(A)</enum><text>the number of
			 elder abuse cases referred to law enforcement agencies, adult protective
			 services, or any other State entity tasked with addressing elder abuse;</text>
				</subparagraph><subparagraph id="H1AF3B01D158749CDB65E7AE50A42D538"><enum>(B)</enum><text>the number and
			 types of such cases filed in Federal, State, and local courts; and</text>
				</subparagraph><subparagraph id="H0C70C34F083246C7932F3AF223E8B5A4"><enum>(C)</enum><text>the outcomes of
			 the cases described in
			 <internal-xref idref="H9C83524DB0E2416D86D19CDF43947F14" legis-path="4.(1)(A)">subparagraphs (A)</internal-xref> and
			 <internal-xref idref="H1AF3B01D158749CDB65E7AE50A42D538" legis-path="4.(1)(B)">(B)</internal-xref> and the reasons for such
			 outcomes;</text>
				</subparagraph></paragraph><paragraph id="HE0778AB276AB49A19AFFED0BE5ED2620"><enum>(2)</enum><text>identify common
			 data points among Federal, State, and local law enforcement agencies and
			 prosecutor offices that would allow for the collection of uniform national data
			 related to elder abuse;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE99E70C55DB84DFF9CDF29629612F3E6"><enum>(3)</enum><text>publish a summary
			 of the data collected under
			 <internal-xref idref="HBA305B5AABEF447F838FC6A8BC0484D6" legis-path="4.(1)">paragraphs (1)</internal-xref> and
			 <internal-xref idref="HE0778AB276AB49A19AFFED0BE5ED2620" legis-path="4.(2)">(2)</internal-xref>;</text>
			</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6472FF1C9FAC42AFB28C6250F82B659A"><enum>(4)</enum><text>identify—</text>
				<subparagraph commented="no" display-inline="no-display-inline" id="HF15CDEAC00144E1B8FE08B6994F2FF4F"><enum>(A)</enum><text>the types of data
			 relevant to elder abuse that should be collected; and</text>
				</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBDBF6C0EEFFF4D8FA34AA1FB701F0DA0"><enum>(B)</enum><text>what entity is
			 most capable of collecting the data described in
			 <internal-xref idref="HF15CDEAC00144E1B8FE08B6994F2FF4F" legis-path="4.(4)(A)">subparagraph (A)</internal-xref>; and</text>
				</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAC52762CB8514E5886C079DF4E2BD174"><enum>(5)</enum><text>develop
			 recommendations for collecting additional data relating to elder abuse.</text>
			</paragraph></section><section id="H886502E57B5D40D2AED1ED0351F9A81E"><enum>5.</enum><header>Elder victims
			 grant program</header>
			<subsection id="H7BDFCBD49DE74385A4E6ED46A7DA892E"><enum>(a)</enum><header>In
			 general</header><text>The Director may make grants and provide technical
			 assistance to not more than 15 States to assist the States in developing,
			 establishing, and operating programs designed to improve—</text>
				<paragraph id="HC50308986F62423697A24FBD8D06516A"><enum>(1)</enum><text>the response to
			 cases of elder abuse in a manner that limits additional trauma to the elder
			 victims; and</text>
				</paragraph><paragraph id="H89C487992FBC4C45889BE7284FEB1EF1"><enum>(2)</enum><text>the investigation
			 and prosecution of cases of elder abuse.</text>
				</paragraph></subsection><subsection id="HCC3BF65859B34A22ABA2CA16B4D509C8"><enum>(b)</enum><header>Eligibility</header><text>A
			 State is eligible to receive a grant under this section if the State—</text>
				<paragraph id="H6C47E80902FE466E872C53495E436EB9"><enum>(1)</enum><text>has a crime
			 victims compensation program that meets the criteria described in section
			 1403(b) of the Victims of Crime Act of 1984 (<external-xref legal-doc="usc" parsable-cite="usc/42/10602">42 U.S.C. 10602(b)</external-xref>); and</text>
				</paragraph><paragraph id="H3891448BCE5A4D429098F533954997C3"><enum>(2)</enum><text>is in compliance
			 with
			 <internal-xref idref="H18F69D23203E49DFB135C9A5355519B2" legis-path="5.(c)">subsection (c)</internal-xref>.</text>
				</paragraph></subsection><subsection id="H18F69D23203E49DFB135C9A5355519B2"><enum>(c)</enum><header>Establishment of
			 task force</header>
				<paragraph id="HC8A65845DC294A92AC43DC50508FB190"><enum>(1)</enum><header>In
			 general</header><text>In order to be eligible to receive a grant under this
			 section, a State shall establish or, subject to
			 <internal-xref idref="H3D2D3E30F3944B3F9E2981AA5058C4D4" legis-path="5.(c)(5)">paragraph (5)</internal-xref>, designate a
			 multidisciplinary task force on elder justice that is composed of professionals
			 with knowledge and experience relating to the criminal justice system and
			 issues of elder abuse.</text>
				</paragraph><paragraph id="H66D2AE3F703B40FCA5D2DFF64A520A3C"><enum>(2)</enum><header>Membership
			 requirement</header><text>Except as provided in
			 <internal-xref idref="H3C76B83B7C6E44F8986DB7DF88C04E93" legis-path="5.(c)(6)">paragraph (6)</internal-xref>, a task force established
			 or designated in accordance with this subsection shall include—</text>
					<subparagraph id="H1C9F654C7AA74408AE524258BED0EDCC"><enum>(A)</enum><text>representatives
			 from law enforcement agencies, such as police officers, sheriffs and deputy
			 sheriffs, detectives, public safety officers, corrections officers,
			 investigators and victims' service personnel;</text>
					</subparagraph><subparagraph id="HF9F7701A6A0843ADAF88F9581DF71DC5"><enum>(B)</enum><text>a representative
			 from the crime victim compensation program of the State;</text>
					</subparagraph><subparagraph commented="no" id="H0E2C5E553E524F60BF4E36C234A7965F"><enum>(C)</enum><text>judicial and legal
			 officers, including individuals who work on cases of elder abuse;</text>
					</subparagraph><subparagraph id="H7EC65E776B7B4E15AF4D982DEEBBCDA3"><enum>(D)</enum><text>elder justice and
			 elder law advocates, including local agencies on aging and local public and
			 private agencies and entities relating to elder abuse and other crimes against
			 elders;</text>
					</subparagraph><subparagraph id="HB02F41C0113C43F39CF5D56835A8500E"><enum>(E)</enum><text>health and mental
			 health professionals;</text>
					</subparagraph><subparagraph id="H46334FB60ED04FB89962581020981133"><enum>(F)</enum><text>representatives
			 from social services agencies in the State; and</text>
					</subparagraph><subparagraph id="H19AAE4F3D4184C8DAA0B477DFB75EB38"><enum>(G)</enum><text>family members of
			 victims of elder abuse.</text>
					</subparagraph></paragraph><paragraph id="H3C16299C6CF84224A4B9859F4F5CA163"><enum>(3)</enum><header>Review and
			 evaluation</header><text>A task force established or designated in accordance
			 with this subsection shall—</text>
					<subparagraph id="HB0A16AF8AB3B48679A8167F70C988837"><enum>(A)</enum><text>review and
			 evaluate the investigative, administrative, and judicial responses to cases of
			 elder abuse in the State;</text>
					</subparagraph><subparagraph id="HE3BDDC6D6A6D475990ADCD30D3103DAA"><enum>(B)</enum><text>make
			 recommendations to the State based on the review and evaluation conducted under
			 <internal-xref idref="HB0A16AF8AB3B48679A8167F70C988837" legis-path="5.(c)(3)(A)">subparagraph (A)</internal-xref>, including
			 recommendations relating to—</text>
						<clause id="HFD022FA363B94EFFAEA578E00FB19BDD"><enum>(i)</enum><text>modifying the
			 investigative, administrative, and judicial response to cases of elder abuse in
			 a manner that—</text>
							<subclause id="HD30327ED69414CC890A40DC5C81AFEDD"><enum>(I)</enum><text>reduces additional
			 trauma to the elder victim; and</text>
							</subclause><subclause id="HCBBE50D91A1B4FC4958C758F43455F97"><enum>(II)</enum><text>ensures
			 procedural fairness to the individual accused of elder abuse; and</text>
							</subclause></clause><clause id="H139163D0B2F74E7DA5F5D3641E7CF6AC"><enum>(ii)</enum><text>experimental,
			 model, and demonstration programs for testing innovative approaches and
			 techniques that may improve the rate of successful prosecution or enhance the
			 effectiveness of judicial and administrative action in elder abuse cases, and
			 which ensure procedural fairness to the accused, including a determination of
			 which programs are most effective; and</text>
						</clause></subparagraph><subparagraph id="H6BF142A4F350465B99EDC1806DD03D57"><enum>(C)</enum><text>submit the
			 recommendations described in
			 <internal-xref idref="HE3BDDC6D6A6D475990ADCD30D3103DAA" legis-path="5.(c)(3)(B)">subparagraph (B)</internal-xref> to the Office.</text>
					</subparagraph></paragraph><paragraph id="H3D2D3E30F3944B3F9E2981AA5058C4D4"><enum>(4)</enum><header>Task force
			 alternative</header><text display-inline="yes-display-inline">If determined
			 appropriate by the Director, a State may comply with the eligibility
			 requirement described in
			 <internal-xref idref="HC8A65845DC294A92AC43DC50508FB190" legis-path="5.(c)(1)">paragraph (1)</internal-xref> by designating a commission
			 or task force established by a State before January 1, 2013, with membership
			 and functions comparable to those described in
			 <internal-xref idref="H66D2AE3F703B40FCA5D2DFF64A520A3C" legis-path="5.(c)(2)">paragraphs (2)</internal-xref> and
			 <internal-xref idref="H3C16299C6CF84224A4B9859F4F5CA163" legis-path="5.(c)(3)">(3)</internal-xref>, respectively, as the task force on
			 elder justice required under such
			 <internal-xref idref="HC8A65845DC294A92AC43DC50508FB190" legis-path="5.(c)(1)">paragraph (1)</internal-xref>.</text>
				</paragraph><paragraph id="H3C76B83B7C6E44F8986DB7DF88C04E93"><enum>(5)</enum><header>Task force
			 membership waiver</header><text>The Director may waive, in part, the task force
			 membership requirements under
			 <internal-xref idref="H66D2AE3F703B40FCA5D2DFF64A520A3C" legis-path="5.(c)(2)">paragraph (2)</internal-xref> for a State that
			 demonstrates a need for the waiver.</text>
				</paragraph></subsection><subsection id="H1E62E52F55BA488CACD67702DA70C122"><enum>(d)</enum><header>Use of
			 funds</header><text>Grant funds awarded under this section may be used by a
			 State to support—</text>
				<paragraph id="HD670367B2D4D491BBE88F8CE71973A50"><enum>(1)</enum><text>State and local
			 prosecutor offices and courts in elder abuse matters, including—</text>
					<subparagraph id="H57179FC1381B40018A3E4B105AC5D86E"><enum>(A)</enum><text>hiring or paying
			 salary and benefits for employees and establishing or implementing units
			 designated to work on elder justice issues in State prosecutors' offices and
			 State courts; and</text>
					</subparagraph><subparagraph id="H2A80FBA250A54995B65BCD81372B24A5"><enum>(B)</enum><text>hiring or paying
			 salary and benefits for an employee to coordinate elder justice-related cases,
			 training, technical assistance, and policy development for State and local
			 prosecutors and courts;</text>
					</subparagraph></paragraph><paragraph id="H96402F4D86164672A146AC8BF0724613"><enum>(2)</enum><text>State and local
			 law enforcement agencies investigating cases of elder abuse; and</text>
				</paragraph><paragraph id="H47ED222BEEB645EA8C864B6EEC343F0D"><enum>(3)</enum><text>adult protective
			 services.</text>
				</paragraph></subsection><subsection commented="no" id="H3919E543F92D489ABDC45EB4DB3EF7D9"><enum>(e)</enum><header>State
			 reports</header><text>Not later than 1 year after a State receives grant funds
			 under this section, the State shall submit to the Director a report that
			 includes—</text>
				<paragraph commented="no" id="H329525DE0491421281BD122515672A1E"><enum>(1)</enum><text>an evaluation of
			 the effectiveness of the grant program;</text>
				</paragraph><paragraph commented="no" id="H90DA6F4EC6424C97A4724BF4D84B109C"><enum>(2)</enum><text>a list of all laws
			 of the State relating to elder abuse; and</text>
				</paragraph><paragraph commented="no" id="H3CAB2B8A91874BEE9B42862D80F0EB48"><enum>(3)</enum><text>any other
			 information the Director may require.</text>
				</paragraph></subsection><subsection id="H80623AD0CAF046CFB9970CE74BCB5944"><enum>(f)</enum><header>Evaluation and
			 report</header><text>Not later than 1 year after the date on which the Director
			 makes available the final funds awarded under a grant under this section, the
			 Director shall—</text>
				<paragraph id="H27331C0D981C4D06AE358CD150CFDA02"><enum>(1)</enum><text>evaluate the grant
			 program established under this section; and</text>
				</paragraph><paragraph id="H02896E9EA05B405B8FFD4289E12914B8"><enum>(2)</enum><text>submit to the
			 appropriate congressional committees a report on the evaluation conducted under
			 <internal-xref idref="H27331C0D981C4D06AE358CD150CFDA02" legis-path="5.(e)(1)">paragraph (1)</internal-xref>, including recommendations
			 on whether the grant program should be continued.</text>
				</paragraph></subsection></section><section id="HACE4424E54FD4C419038D1EDDF4C58C2"><enum>6.</enum><header>Elder Justice
			 Coordinating Council</header><text display-inline="no-display-inline">Section
			 2021(b)(1)(B) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1397k">42 U.S.C. 1397k(b)(1)(B)</external-xref>) is amended
			 by striking <quote>(or the Attorney General's designee)</quote> and inserting
			 <quote>(or the Director of the Office of Elder Justice)</quote>.</text>
		</section><section id="H99E82A39C9134136BDFC0A96FCFD93DF"><enum>7.</enum><header>Authorization of
			 appropriations</header><text display-inline="no-display-inline">There is
			 authorized to be appropriated to carry out this Act $20,000,000 for each of
			 fiscal years 2014 through 2016. Such sums shall be derived from amounts
			 appropriated in each such fiscal year for General Administration, Salaries and
			 Expenses, for the Department of Justice.</text>
