			</subsection></section><section id="H3419AE82843440F49669C2B7909E3903"><enum>2.</enum><header>Findings and
			 statement of policy</header>
			<subsection id="HF6F8289B7F414B5CB43A1C89CF28E962"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="H3E2CBDBB46AE4BCF8784A99573EA9CCF"><enum>(1)</enum><text>Iran’s acquisition
			 of a nuclear weapons capability would—</text>
					<subparagraph id="H2B8163213512469E8CF83F43F1D1D9D1"><enum>(A)</enum><text>embolden its
			 already aggressive foreign policy, including its arming of terrorist
			 organizations and other groups, its efforts to destabilize countries in the
			 Middle East, and its efforts to target the United States, United States allies,
			 and United States interests globally;</text>
					</subparagraph><subparagraph id="HAE89D968EC6D4A3D81405A22A1C1BE83"><enum>(B)</enum><text>increase the risk
			 that Iran would share its nuclear technology and expertise with extremist
			 groups and rogue nations;</text>
					</subparagraph><subparagraph id="H5BCB03C4A2BF428BB3F8FA7E2DD629FA"><enum>(C)</enum><text>destabilize global
			 energy markets, posing a direct and devastating threat to the American and
			 global economy; and</text>
					</subparagraph><subparagraph id="HF2E5B02540AA40868D1BE967BA0B5EC9"><enum>(D)</enum><text display-inline="yes-display-inline">likely lead other governments in the region
			 to pursue their own nuclear weapons programs, increasing the prospect of
			 nuclear proliferation throughout the region and effectively ending the
			 viability of the global nonproliferation regime, including the Treaty on the
			 Non-Proliferation of Nuclear Weapons, done at Washington, London, and Moscow
			 July 1, 1968, and entered into force on March 5, 1970.</text>
					</subparagraph></paragraph><paragraph id="HFEA4761418104DC09B7C513C347166D0"><enum>(2)</enum><text>A
			 nuclear arms-capable Iran possessing intercontinental ballistic missiles, a
			 development most experts expect could occur within a decade, would pose a
			 direct nuclear threat to the United States.</text>
				</paragraph></subsection><subsection id="H80181BEC254A4FAB9F5D6DC331F9FF36"><enum>(b)</enum><header>Statement of
			 policy</header><text>It shall be the policy of the United States to prevent
			 Iran from acquiring a nuclear weapons capability.</text>
			</subsection></section><title id="HAC26A82A786F4B6396B8B5DE9661F6AF"><enum>I</enum><header>Human
			 rights and terrorism sanctions </header>
			<section id="HEDB64DC4CDE34A5CB2FDADF9F223F848"><enum>101.</enum><header>Mandatory
			 sanctions with respect to financial institutions that engage in certain
			 transactions on behalf of persons involved in human rights abuses or that
			 export sensitive technology to Iran</header>
				<subsection display-inline="no-display-inline" id="H5F64892CF6F54434A21D6AAE652AAFF2"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 104(c)(2) of
			 the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
			 (22 U.S.C.
			 8513(c)(2)) is amended—</text>
					<paragraph id="H8DCEA17ECDA14358AAF74694868CBBF8"><enum>(1)</enum><text>in subparagraph
			 (D), by striking <quote>or</quote> at the end;</text>
					</paragraph><paragraph id="H0B3AC49F64A248EAB2730E6FF307A312"><enum>(2)</enum><text>in subparagraph
			 (E), by striking the period at the end and inserting <quote>; or</quote>;
			 and</text>
					</paragraph><paragraph id="HD4F62A2717BA44498D72958CD4A7C40A"><enum>(3)</enum><text>by adding at the
			 end the following new subparagraph:</text>
						<quoted-block display-inline="no-display-inline" id="H4095C5A49C1B4954B90F6C0821D5091E" style="OLC">
							<subparagraph id="HF95282245E264DBA81BEBD70AEEBCD61"><enum>(F)</enum><text display-inline="yes-display-inline">facilitates a significant transaction or
				transactions or provides significant financial services for—</text>
								<clause id="H1E9E7F3A0B4640AB80AABD886FF7CC75"><enum>(i)</enum><text>a
				person that is subject to sanctions under section 105(c), 105A(c), 105B(c), or
				105C(a); or</text>
								</clause><clause id="H8AB882F935AC407DA1E90CC8059CDA29"><enum>(ii)</enum><text>a
				person that exports sensitive technology to Iran and is subject to the
				prohibition on procurement contracts as described in section
				106.</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection display-inline="no-display-inline" id="H56420FB39BA148CA8482F50292B97BF1"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) take effect on the date of the enactment of this Act and apply
			 with respect to any activity described in subparagraph (F) of section 104(c)(2)
			 of the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
			 (as added by subsection (a)(3) of this section) initiated on or after the date
			 that is 90 days after such date of enactment.</text>
				</subsection><subsection id="H327598D9FE1D4937A2D3755137BDF900"><enum>(c)</enum><header>Regulations</header><text>Not
			 later than 90 days after the date of the enactment of this Act, the Secretary
			 of the Treasury shall prescribe regulations to carry out the amendments made by
			 subsection (a).</text>
				</subsection></section><section id="HB268BFD5EBA14230B4020A7104E06C45"><enum>102.</enum><header>Prevention of
			 diversion of certain goods, services and technologies to Iran</header>
				<subsection id="HA4191CCC061046E2A48C7889FD25A816"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">Section 301(1) of the Comprehensive Iran
			 Sanctions, Accountability, and Divestment Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/22/8541">22 U.S.C. 8541(1)</external-xref>) is amended by
			 striking <quote>knows or has reason to know</quote> and inserting <quote>knows,
			 has reason to know, or should have known</quote>.</text>
				</subsection><subsection id="H6A80AAE6E1DF43159310A4A820D1B133"><enum>(b)</enum><header>Identification
			 of countries of concern with respect to the diversion of certain goods,
			 services, and technologies to or through Iran</header><text display-inline="yes-display-inline">Section 302(b) of the Comprehensive Iran
			 Sanctions, Accountability, and Divestment Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/22/8542">22 U.S.C. 8542(b)</external-xref>) is
			 amended—</text>
					<paragraph id="H3AEC3792619B452C896360CAA3BD231A"><enum>(1)</enum><text>in paragraph (1),
			 by striking <quote>or</quote> at the end;</text>
					</paragraph><paragraph id="H55B81393562647528D7523CDFEBA084E"><enum>(2)</enum><text>in paragraph (2),
			 by striking the period at the end and inserting <quote>; or</quote>; and</text>
					</paragraph><paragraph id="H5D11CF5E94C542CB891855695FCA83B2"><enum>(3)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="H05A3601BF0AE49C7B9FF52578D31AD42" style="OLC">
							<paragraph id="HBAF5326C56444BA1877E5A2BD6E60894"><enum>(3)</enum><text display-inline="yes-display-inline">that are—</text>
								<subparagraph id="H09E3A0D3BAC94B5A86FA71C66DDC1232"><enum>(A)</enum><text display-inline="yes-display-inline">items described in the Nuclear Suppliers
				Group Guidelines for the Export of Nuclear Material, Equipment and Technology
				(published by the International Atomic Energy Agency as Information Circular
				INFCIRC/254/Rev. 3/Part 1, and subsequent revisions) and Guidelines for
				Transfers of Nuclear-Related Dual-Use Equipment, Material, and Related
				Technology (published by the International Atomic Energy Agency as Information
				Circular INFCIRC/254/Rev. 3/Part 2, and subsequent revisions);</text>
								</subparagraph><subparagraph id="HDBB17455E0FA418CAAF0FBEF4AF8ABF4"><enum>(B)</enum><text>items on the
				Missile Technology Control Regime Equipment and Technology Annex of June 11,
				1996, and subsequent revisions;</text>
								</subparagraph><subparagraph id="H91F6AA3D525946F998152F957CA03B01"><enum>(C)</enum><text>items and
				substances relating to biological and chemical weapons the export of which is
				controlled by the Australia Group;</text>
								</subparagraph><subparagraph id="H7E964FB6E14E4ADD9145A834D06A7400"><enum>(D)</enum><text>items on the
				Schedule One or Schedule Two list of toxic chemicals and precursors the export
				of which is controlled pursuant to the Convention on the Prohibition of the
				Development, Production, Stockpiling and Use of Chemical Weapons and on Their
				Destruction; or</text>
								</subparagraph><subparagraph id="HB0D76260D02D40EA920745036B5BAC04"><enum>(E)</enum><text>items on the
				Wassenaar Arrangement list of Dual Use Goods and Technologies and Munitions
				list of July 12, 1996, and subsequent
				revisions.</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="H8E0257400F4C45FDA053BC25BDAD330D"><enum>(c)</enum><header>Destinations of
			 diversion concern</header><text display-inline="yes-display-inline">Section
			 303(c) of the Comprehensive Iran Sanctions, Accountability, and Divestment Act
			 of 2010 (22 U.S.C.
			 8543(c)) is amended—</text>
					<paragraph display-inline="no-display-inline" id="H3FC7C743AE9E4DF8B6E26A4A6C8A1CD9"><enum>(1)</enum><text>by striking
			 <quote>Not later than</quote> and inserting the following:</text>
						<quoted-block display-inline="no-display-inline" id="HF0C4339FF71C4C39AC199F1E4A3E9879" style="OLC">
							<paragraph id="HE67B39EE78644F44842101D01CCB7D67"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later

							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</paragraph><paragraph id="H93818E21DB74494EA9CA1B6EB2190100"><enum>(2)</enum><text>by adding at the
			 end the following new paragraph:</text>
						<quoted-block display-inline="no-display-inline" id="H592806A87B924A79A50AF21C8EAC3E16" style="OLC">
							<paragraph id="HB58463E9F6394ECA9FC20E24E538CF30"><enum>(2)</enum><header>Additional
				measures</header>
								<subparagraph id="H34BC3BE034964CEB8C6BDF888DBC5294"><enum>(A)</enum><header>In
				general</header><text>Except as provided in this section, the President may
				impose restrictions on United States foreign assistance or measures authorized
				under the International Emergency Economic Powers Act with respect to a country
				designated as a country of diversion concern if the President determines such
				restrictions or measures would prevent the transfer of United States-origin
				goods, services, and technology to Iran.</text>
								</subparagraph><subparagraph id="HE691D8FF3AA34B7E8963C001688683DE"><enum>(B)</enum><header>Exception</header><text display-inline="yes-display-inline">The authority to impose sanctions under
				subparagraph (A) shall not include the authority to impose sanctions relating
				to the importation of goods.</text>
								</subparagraph><subparagraph id="H19B7B4C6F5214C739CB89A0CEDE7CBE6"><enum>(C)</enum><header>Good
				defined</header><text display-inline="yes-display-inline">In this paragraph,
				the term <quote>good</quote> has the meaning given that term in section 16 of
				the Export Administration Act of 1979 (<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/50/2415">50 U.S.C. App. 2415</external-xref>) (as
				continued in effect pursuant to the International Emergency Economic Powers Act
				(50 U.S.C. 1701 et
				seq.)).</text>
								</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="H677C691FD69C4398B7EA0122B765F46E"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 this section take effect on the date of the enactment of this Act and apply
			 with respect to countries identified in any update to the report that is
			 required under section 302(c) of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 and submitted to Congress on or
			 after such date of enactment.</text>
				</subsection></section><section commented="no" id="H93DCEBF8A1954C19B417D505FC587B5D" section-type="subsequent-section"><enum>103.</enum><header>Designation of
			 Iran’s Revolutionary Guard Corps as foreign terrorist organization</header>
				<subsection commented="no" id="H3980E4FD42B2481C93195DC425156874"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle A of title
			 III of the Iran Threat Reduction and Syria Human Rights Act of 2012
			 (22 U.S.C. 8741 et
			 seq.) is amended—</text>
					<paragraph commented="no" id="HDB7760C18F7E40B58171A7A090F78611"><enum>(1)</enum><text>by redesignating
			 section 304 as section 305; and</text>

								<subsection commented="no" display-inline="no-display-inline" id="HE18923CEA61A4E21A98164DBBAFB7131"><enum>(a)</enum><header>In
				general</header><text>Not later than 30 days after the date of the enactment of
				this section, the Secretary of State shall determine if Iran’s Revolutionary
				Guard Corps meets the criteria for designation as a foreign terrorist
				organization as set forth in section 219 of the Immigration and Nationality Act
				(8 U.S.C.
				1189).</text>
								</subsection><subsection commented="no" id="H865907DF664D439DB3A240AA81B1B1DA"><enum>(b)</enum><header>Affirmative
				determination</header><text display-inline="yes-display-inline">If the
				Secretary of State determines under subsection (a) that Iran’s Revolutionary
				Guard Corps meets the criteria set forth under such section 219, the Secretary
				shall designate Iran’s Revolutionary Guard Corps as a foreign terrorist
				organization under such section 219.</text>
								</subsection><subsection commented="no" id="H186782C150F14857B8BB537CE53BD997"><enum>(c)</enum><header>Negative
				determination</header>
									<paragraph commented="no" id="H3333A73B7AC34B33B001601B3E0A4A47"><enum>(1)</enum><header>In
				general</header><text>If the Secretary of State determines under subsection (a)
				that Iran’s Revolutionary Guard Corps does not meet the criteria set forth
				under such section 219, the Secretary shall submit to the committees of
				Congress specified in subsection (e) a report that contains a detailed
				justification as to which criteria have not been met.</text>
									</paragraph><paragraph commented="no" id="HD9D19C22FDA44DCA95EFF212D6A82ABF"><enum>(2)</enum><header>Form</header><text>The
				report required under paragraph (1) shall be submitted in unclassified form,
				but may contain a classified annex, if necessary.</text>
									</paragraph></subsection><subsection id="HFFE9594CB8304E06B5D8F71B7DB72F7A"><enum>(d)</enum><header>Applicability of
				sanctions to Quds Force</header><text display-inline="yes-display-inline">The
				sanctions applied to any entity designated as a foreign terrorist organization
				as set forth in such section 219 shall be applied to the Iran’s Revolutionary
				Guard Corps Quds Force.</text>

				<subsection id="H8589DE600F244687A3594AF5246A8A43"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress makes the following
			 findings:</text>
					<paragraph id="H2B8ACE61116742F9B4913BD08BD20253"><enum>(1)</enum><text>The Iranian people
			 are systematically denied free, fair, and credible elections by the Government
			 of the Islamic Republic of Iran.</text>
					</paragraph><paragraph id="H8539DD04F6094645ABA6B9186B756163"><enum>(2)</enum><text>The unelected and
			 unaccountable Guardian Council disqualifies hundreds of qualified candidates,
			 including women and most religious minorities, while the regime intimidates
			 others into staying out of elections completely.</text>
					</paragraph><paragraph id="HA810F85F44954D98BC3C7F1453BDBB05"><enum>(3)</enum><text>Voting
			 inconsistencies, including an absence of international observers, and fraud are
			 commonplace.</text>
					</paragraph><paragraph id="HA045E57ED8C5433AB45CE8247791E91C"><enum>(4)</enum><text>The 2009
			 presidential elections proved that the regime will engage in large scale
			 vote-rigging to ensure a specific result.</text>
					</paragraph><paragraph id="HE762C961EBF5447ABA372F35E2C655C2"><enum>(5)</enum><text>The Iranian regime
			 combines electoral manipulation with the ruthless suppression of dissent.
			 Following the 2009 elections, peaceful demonstrators were met with violence by
			 the regime’s security apparatus, including arbitrary detentions, beatings,
			 kidnappings, rapes, and murders.</text>
					</paragraph><paragraph id="H50BB94B56F644C90AAA567E5EEE375DC"><enum>(6)</enum><text>The electoral
			 manipulation and human rights violations are in violation of the Government of
			 Iran’s agreed to obligations under the United Nations International Covenant on
			 Civil and Political Rights.</text>
					</paragraph></subsection><subsection id="H4BB77C82A7EE4B898D746BC508F4118E"><enum>(b)</enum><header>Sense of
			 Congress</header><text>It is the sense of the Congress that—</text>
					<paragraph id="H59B53D4E4CDB45E0BEBED18434A8449C"><enum>(1)</enum><text>the Iranian people
			 are deprived by their government of free, fair, and credible elections;</text>
					</paragraph><paragraph id="H85D5BDF8350340E0AB6890D560F23C24"><enum>(2)</enum><text>the United States
			 should support freedom, human rights, civil liberties, and the rule of law in
			 Iran, and elections that are free and fair, meet international standards, and
			 allow independent international and domestic electoral observers unrestricted
			 access to polling and counting stations; and</text>
					</paragraph><paragraph id="H58C683BBB78D4D4D97CF55964A025B1D"><enum>(3)</enum><text>the United States
			 should support the people of Iran in their peaceful calls for a representative
			 and responsive democratic government that respects human rights, civil
			 liberties, and the rule of law.</text>
					</paragraph></subsection></section><section id="H8AF9816AA6A34A11934DDD0E7167E72F"><enum>106.</enum><header>Sense of
			 Congress on designation of a Special Coordinator for advancing human rights and
			 political participation for women in Iran</header><text display-inline="no-display-inline">It is the sense of Congress that the
			 Secretary of State should designate a Special Coordinator position in the
			 Bureau of Near Eastern Affairs whose primary function is to facilitate
			 cooperation across departments for the purpose of advancing human rights and
			 political participation for women in Iran, as well as to prepare evidence and
			 information to be used in identifying Iranian officials for designation as
			 human rights violators for their involvement in violating the human rights of
			 women in Iran.</text>
			</section></title><title id="HA9E7811F3AED4F9FAA4EFCE9978650A4"><enum>II</enum><header>Economic and
			 financial sanctions</header>
			<subtitle id="H83E095B8EA294A428515042397CBFEEE"><enum>A</enum><header>Amendments to Iran
			 Sanctions Act of 1996</header>
				<section id="HBAB2EC46FF6347F38FC3C5E6FB7738B7"><enum>201.</enum><header>Transfer to
			 Iran of goods, services, or technology that would materially contribute to
			 Iran’s ability to mine or mill uranium</header>
					<subsection id="HDF10627F12634B388CB036089274CE00"><enum>(a)</enum><header>In
			 general</header><text>Section 5(b) of the Iran Sanctions Act of 1996
			 (Public Law
			 104–172;
			 50 U.S.C.
			 1701 note) is amended by adding at the end the following new
			 paragraph:</text>

			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010

			 State and local governments to avoid exposure to sanctioned persons and
			 sectors</header>
					<subsection id="HC54C3275626C4500AD67494F5B409978"><enum>(a)</enum><header>In
			 general</header><text>Section 202 of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/22/8532">22 U.S.C. 8532</external-xref>) is amended by
			 striking subsections (a), (b), and (c) and inserting the following:</text>
						<quoted-block id="HBDA2137E69F44075BAD224FDE5BF37E1" style="OLC">
							<subsection id="HEE36CD3330E94CDB91E534EFB17C4005"><enum>(a)</enum><header>Sense of
				congress</header><text display-inline="yes-display-inline">It is the sense of
				Congress that the United States should respect the decision of any State or
				local government to divest from or prohibit the investment of assets of the
				State or local government in a person described in subsection (c) or to impose
				disclosure and transparency requirements on any person subject to the
				jurisdiction of such government, except with respect to an activity that is
				exempt, licensed, or otherwise authorized by a Federal department or
				agency.</text>
							</subsection><subsection id="H94B50FEA3C3D4EE18587519DB6212183"><enum>(b)</enum><header>Authority</header><text>Notwithstanding
				any other provision of law, a State or local government may adopt and enforce
				measures that meet the requirements of subsection (d)—</text>
								<paragraph id="HC49B7BFD450F417DAC584CD2FD45A9C3"><enum>(1)</enum><text>to divest the
				assets of the State or local government from a person described in subsection
				(c);</text>
								</paragraph><paragraph id="H2F982597DC9B4DA8A091D4CB0284D6AF"><enum>(2)</enum><text>to prohibit
				investment of the assets of the State or local government in any such person;
				or</text>
								</paragraph><paragraph id="H898B49A902294E438CDC25AA4AD843E7"><enum>(3)</enum><text display-inline="yes-display-inline">to impose disclosure and transparency
				requirements on any person subject to the jurisdiction of such government,
				except with respect to an activity that is exempt, licensed, or otherwise
				authorized by a Federal department or agency.</text>
								</paragraph></subsection><subsection id="H380154CA5D5D4605A7C3E162BC85E4CA"><enum>(c)</enum><header>Persons
				described</header><text>A person described in this subsection is a person with
				respect to which sanctions have been, and continue to be, imposed pursuant
				to—</text>
								<paragraph id="H4DCCE4E86B23405EB9AEBEFF0D037D49"><enum>(1)</enum><text display-inline="yes-display-inline">section 104(c) of this Act;</text>
								</paragraph><paragraph id="H55976433E5584217A1AD315EF8E638EE"><enum>(2)</enum><text>section 5 of the
				Iran Sanctions Act of 1996 (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note);</text>
								</paragraph><paragraph id="H7C1E595856D34D7B9A591C1F5F77BA7D"><enum>(3)</enum><text>section 1245(d) of
				the National Defense Authorization Act for Fiscal Year 2012 (22 U.S.C.
				8513a(d)); or</text>
								</paragraph><paragraph id="H8CD966774B07457C8E793A5FBCFBD6D8"><enum>(4)</enum><text>sections 1244,
				1245, 1246 or 1247 of the National Defense Authorization Act for Fiscal Year
				2013 (22 U.S.C.
				8803, 8804, 8805, or
				8806).</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="H58149A70A21445B1AA64D63530E996FD"><enum>(b)</enum><header>Conforming
			 amendments</header><text>Section 202 of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/22/8532">22 U.S.C. 8532</external-xref>) is amended—</text>
						<paragraph id="H79C1883757B749BFA6C35A50EFF8DFED"><enum>(1)</enum><text>in subsection
			 (d)(4), by striking <quote>engages in investment activities in Iran described
			 in subsection (c)</quote> and inserting <quote>is a person described in
			 subsection (c)</quote>;</text>
						</paragraph><paragraph id="H328EDAB860534E9DA151E0350F6432A5"><enum>(2)</enum><text>in subsection (f),
			 by striking <quote>or (i)</quote> and inserting <quote>or (g)</quote>;</text>
						</paragraph><paragraph commented="no" id="H7891C07F53394B1C90A846C9DC334325"><enum>(3)</enum><text>by striking
			 subsection (h) and by redesignating subsections (i) and (j) as subsections (h)
			 and (i), respectively; and</text>

			 of subsection (i) (as redesignated by paragraph (3) of this subsection), by
			 striking <quote>(determined without regard to subsection (c))</quote>.</text>
						</paragraph></subsection><subsection id="HE8B0D3AE9EB249CB8E0F8A29D16A298F"><enum>(c)</enum><header>Effective
			 date</header><text>The amendments made by this section apply to measures
			 adopted by State and local governments on or after the date of the enactment of
			 this Act.</text>
					</subsection></section><section id="H3C97287A16AE431FAB9614FA7A1A44F4"><enum>213.</enum><header>Sense of
			 Congress regarding the European Central Bank</header>
					<subsection id="H4EADD0914559482BBD94FC438DA0B305"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
						<paragraph id="H4A4B0DB40CFF4FBF8B5CAA0E512DA6BA"><enum>(1)</enum><text display-inline="yes-display-inline">The Government of Iran, its agencies and
			 instrumentalities, continue to have access to, and utilize, euro-denominated
			 transactions, including for goods and services that are subject to sanctions
			 imposed by the United States, the European Union and its member states and by
			 the United Nations.</text>
						</paragraph><paragraph id="HFE61AA11047A4D52AEFEA3ADBC653A69"><enum>(2)</enum><text>The Guidelines of
			 the European Central Bank (Article 39(1)) states that: <quote>Participants
			 shall be deemed to be aware of, and shall comply with, all obligations on them
			 relating to legislation on data protection, prevention of money laundering and
			 the financing of terrorism, proliferation-sensitive nuclear activities and the
			 development of nuclear weapons delivery systems, in particular in terms of
			 implementing appropriate measures concerning any payments debited or credited
			 on their PM accounts.</quote></text>
						</paragraph><paragraph id="H94F9CA66FC0B428885D82B57A5BB2874"><enum>(3)</enum><text>United States and
			 European convergence with respect to United States sanctions efforts toward the
			 Government of Iran is a vital component of United States policy aimed at
			 preventing the Government of Iran from acquiring a nuclear weapons
			 capability.</text>
						</paragraph></subsection><subsection id="HB3B8D8ECC4F0418B9F6448508E842BED"><enum>(b)</enum><header>Sense of
			 Congress</header><text display-inline="yes-display-inline">It is the sense of
			 Congress that the President should continue to closely coordinate and cooperate
			 with the European Union and its member states to restrict access to and use of
			 the euro currency by the Government of Iran, its agencies and
			 instrumentalities, for transactions with the exception of food, medicine,
			 medical devices, and agricultural commodities.</text>
					</subsection></section><section id="HD92F400D60374843A7B0627351C36442"><enum>214.</enum><header>Imposition of
			 sanctions with respect to certain transactions in foreign currencies</header>
					<subsection id="H691051621ECC4974A8858BFA0A5FAF01"><enum>(a)</enum><header>Imposition of
			 sanctions</header><text>Subtitle B of title II of the Iran Threat Reduction and
			 Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8721">22 U.S.C. 8721 et seq.</external-xref>) is amended
			 by inserting after section 220 the following:</text>
						<quoted-block display-inline="no-display-inline" id="H25DE2A44EE6E47CE8F6E31ABC71C9FAB" style="OLC">
							<section id="HEB51418BD5904369842F5B7E70A0E53F"><enum>220A.</enum><header>Imposition of
				sanctions with respect to certain transactions in foreign currencies</header>
								<subsection id="HC6B3E8F4E3E44381B1264F329679B9AD"><enum>(a)</enum><header>In
				general</header><text>Except as provided in this section, the President—</text>
									<paragraph id="H69C490E3F2F1420282E9275278F23A73"><enum>(1)</enum><text>shall prohibit the
				opening, and prohibit or impose strict conditions on the maintaining, in the
				United States of a correspondent account or a payable-through account by a
				foreign financial institution that is a person described in subsection (c);
				and</text>
									</paragraph><paragraph id="HC2D779369E174A8A8D3452F9017522A7"><enum>(2)</enum><text>may impose
				sanctions pursuant to the International Emergency Economic Powers Act
				(50 U.S.C. 1701 et
				seq.) with respect to any other person described in subsection
				(c).</text>
									</paragraph></subsection><subsection id="HF6FA8434A5534F5C9937B0C83D42D27D"><enum>(b)</enum><header>Exception</header><text display-inline="yes-display-inline">The authority to impose sanctions under
				subsection (a)(2) shall not include the authority to impose sanctions relating
				to the importation of goods.</text>
								</subsection><subsection id="HC7240DB427B64E63B0415CA137FC74F2"><enum>(c)</enum><header>Person
				described</header><text>A person described in this subsection is a person the
				President determines has—</text>
									<paragraph id="HEE30BF08672A4ADB94FB837CC8A146BF"><enum>(1)</enum><text>knowingly
				conducted or facilitated a significant transaction involving the currency of a
				country other than the country in which the person is operating at the time of
				the transaction with, for, or on behalf of—</text>
										<subparagraph id="H4AA05438AD394000BBA40C4E53BE771C"><enum>(A)</enum><text>the Central Bank
				of Iran or another Iranian financial institution designated by the Secretary of
				the Treasury for the imposition of sanctions pursuant to the International
				Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>); or</text>
										</subparagraph><subparagraph id="H5E9D2C7941604BDB86778A758E7B1B29"><enum>(B)</enum><text>a person described
				in section 1244(c)(2) of the Iran Freedom and Counter-Proliferation Act
				(22 U.S.C.
				8803(c)(2)) (other than a person described in subparagraph
				(C)(iii) of that section); or</text>
										</subparagraph></paragraph><paragraph id="HDFAAD93F6C944D64BBC8CF175BDD0D28"><enum>(2)</enum><text display-inline="yes-display-inline">knowingly conducted or facilitated a
				significant transaction by another person involving the currency of a country
				other than the country in which that other person is operating at the time of
				the transaction, with, for, or on behalf of a person described in subparagraph
				(A) or (B) of paragraph (1).</text>
									</paragraph></subsection><subsection id="H9FEA7E1E471048B0BA553E53611DCD93"><enum>(d)</enum><header>Waiver</header>
									<paragraph id="HCCBF8101B80843B18FC9483E570668B9"><enum>(1)</enum><header>In
				general</header><text>The President may waive the application of subsection (a)
				with respect to a person for a period of not more than 180 days, and may renew
				that waiver for additional periods of not more than 180 days, if the
				President—</text>
										<subparagraph id="HFA805073C74549F493A19CCD3E0E595F"><enum>(A)</enum><text>determines that
				the waiver is vital to the national security of the United States; and</text>
										</subparagraph><subparagraph id="HFB4F0849A0A04A0DA567DC94A28CC1F0"><enum>(B)</enum><text>not less than 7
				days before the waiver or the renewal of the waiver, as the case may be, takes
				effect, submits a report to the appropriate congressional committees on the
				waiver and the reason for the waiver.</text>
										</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HED4E103182434947831E828105CECF93"><enum>(2)</enum><header>Form of
				report</header><text>Each report submitted under paragraph (1)(B) shall be
				submitted in unclassified form but may include a classified annex.</text>
									</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H4DEF3B3CFC3E4385A2345646C1ED4504"><enum>(e)</enum><header>Rule of
				construction</header><text>Nothing in this section shall be construed to
				prohibit any person from, or authorize or require the imposition of sanctions
				with respect to any person for, conducting or facilitating any transaction in
				the currency of the country in which the person is operating at the time of the
				transaction for the sale of agricultural commodities, food, medicine, or
				medical devices.</text>
								</subsection><subsection commented="no" id="H0E58ED1B4BE94747B4E9AE116D187BD7"><enum>(f)</enum><header>Definitions</header><text>In
				this section:</text>
									<paragraph commented="no" id="H4A5B93EA31214F8C9D7444C0E758B9A2"><enum>(1)</enum><header>Account;
				correspondent account; payable-through account</header><text>The terms
				<term>account</term>, <term>correspondent account</term>, and
				<term>payable-through account</term> have the meanings given those terms in
				section
				5318A of title 31, United States Code.</text>
									</paragraph><paragraph commented="no" id="HFCB0DDB4A6364518863927D000628A67"><enum>(2)</enum><header>Agricultural
				commodity</header><text>The term <term>agricultural commodity</term> has the
				meaning given that term in section 102 of the Agricultural Trade Act of 1978
				(7 U.S.C.
				5602).</text>
									</paragraph><paragraph commented="no" id="HABD760216749470FB5B977A47C31EE0B"><enum>(3)</enum><header>Foreign
				financial institution</header><text>The term <term>foreign financial
				institution</term> has the meaning given that term in
				section
				561.308 of title 31, Code of Federal Regulations (or any
				corresponding similar regulation or ruling).</text>
									</paragraph><paragraph id="HB78C4066EFE244EFA22BD585C1222E70"><enum>(4)</enum><header>Good</header><text display-inline="yes-display-inline">The term <quote>good</quote> has the
				meaning given that term in section 16 of the Export Administration Act of 1979
				(<external-xref legal-doc="usc-appendix" parsable-cite="usc-appendix/50/2415">50 U.S.C. App. 2415</external-xref>) (as
				continued in effect pursuant to the International Emergency Economic Powers Act
				(50 U.S.C. 1701 et
				seq.)).</text>
									</paragraph><paragraph commented="no" id="HBE81E0642A7D4999B627431395808C52"><enum>(5)</enum><header>Iranian
				financial institution</header><text>The term <term>Iranian financial
				institution</term> has the meaning given that term in section 104A(d) of the
				Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
				(22 U.S.C.
				8513b(d)).</text>
									</paragraph><paragraph commented="no" id="HF22D3B336BE54623A99B54574591B3F6"><enum>(6)</enum><header>Medical
				device</header><text>The term <term>medical device</term> has the meaning given
				the term <term>device</term> in section 201 of the Federal Food, Drug, and
				Cosmetic Act (21
				U.S.C. 321).</text>
									</paragraph><paragraph commented="no" id="HC150400B4ABB4EC4A630C5D526BE23DF"><enum>(7)</enum><header>Medicine</header><text>The
				term <term>medicine</term> has the meaning given the term <term>drug</term> in
				section 201 of the Federal Food, Drug, and Cosmetic Act (21 U.S.C.

			 II of the Iran Threat Reduction and Syria Human Rights Act of 2012
			 (22 U.S.C. 8721 et
			 seq.) is amended by adding at the end the following new
			 section:</text>

				respect to certain transactions with Iran</header>
								<subsection id="H29AE4FC752FB4012AB11484417A723EB"><enum>(a)</enum><header>Authorization of
				sanctions</header>
									<paragraph id="HE48E0F48C4D441D3908B25F85D5BC403"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">Except as provided in
				this section, the President may impose sanctions pursuant to the International
				Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) on a
				foreign person that the President determines has, on or after the date that is
				60 days after the date of the enactment of the Nuclear Iran Prevention Act of
				2013, knowingly conducted or facilitated a significant financial transaction
				with the Central Bank of Iran or other Iranian financial institution that has
				been designated by the Secretary of the Treasury for the imposition of
				sanctions pursuant to the International Emergency Economic Powers Act,
				for—</text>
										<subparagraph id="HA83C7BE3DFE14D46911D35377F3D685C"><enum>(A)</enum><text display-inline="yes-display-inline">the purchase of goods or services by a
				person in Iran or on behalf of a person in Iran; or</text>
										</subparagraph><subparagraph id="H5B376FCF637B4F5EA50A410FC2179B0C"><enum>(B)</enum><text display-inline="yes-display-inline">the purchase of goods or services from a
				person in Iran or on behalf of a person in Iran.</text>
										</subparagraph></paragraph><paragraph id="HF0C4AA14188A40D399CF0A435DC2B89C"><enum>(2)</enum><header>Exception</header>
										<subparagraph id="HB718D49E759349EBBFA4C96551FB7481"><enum>(A)</enum><header>In
				general</header><text>The authority to impose sanctions under paragraph (1)
				shall not include the authority to impose sanctions relating to the importation
				of goods.</text>
										</subparagraph><subparagraph id="H636124A72C214D42ABF25BA86BEC4676"><enum>(B)</enum><header>Good</header><text>In
				this paragraph, the term <quote>good</quote> has the meaning given that term in
				section 16 of the Export Administration Act of 1979 (50 U.S.C. App.
				2415) (as continued in effect pursuant to the International
				Emergency Economic Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>)).</text>

				section shall be construed to affect the imposition of sanctions with respect
				to a financial transaction for the purchase of petroleum or petroleum products
				from Iran under section 1245 of the National Defense Authorization Act for
				Fiscal Year 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/81">Public Law 112–81</external-xref>; 125 Stat.
				1648).</text>
									</paragraph></subsection><subsection id="HD79F8E73146644C6B5D463E23AF0D07D"><enum>(b)</enum><header>Exception for
				overall reductions of exports to and imports from Iran</header>
									<paragraph id="HCEB663EA847947AFB3ECFA230341FD0E"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The President is
				authorized not to impose sanctions under subsection (a) on a foreign person if
				the President determines and submits to the appropriate congressional
				committees a report that contains a determination of the President that the
				country with primary jurisdiction over the foreign person has, during the time
				period described in paragraph (2), significantly reduced the value and volume
				of imports and exports of goods (other than petroleum or petroleum products)
				and services between such country and Iran.</text>
									</paragraph><paragraph id="HBEA34B1B93EC41FD809C6FD4F6324580"><enum>(2)</enum><header>Time period
				described</header><text display-inline="yes-display-inline">The time period
				referred to in paragraph (1) is the 60-day period ending on the date on which
				the President makes the determination under paragraph (1) as compared to the
				immediately preceding 60-day period.</text>
									</paragraph></subsection><subsection id="HB8305D9F95D34DFA910FC814717E9E64"><enum>(c)</enum><header>Exception for
				sales of agricultural commodities, food, medicine and medical
				devices</header><text>The President may not impose sanctions under subsection
				(a) on a foreign person with respect to a transaction for the sale of
				agricultural commodities, food, medicine or medical devices to Iran.</text>
								</subsection><subsection commented="no" id="H470A4FC2DAEC40539ED3AE072E5C3CE6"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
									<paragraph commented="no" id="H33D3C9B3CDDE443197CA13D6F850C961"><enum>(1)</enum><header>Foreign
				person</header><text display-inline="yes-display-inline">The term <term>foreign
				person</term> has the meaning given that term in section 14 of the Iran
				Sanctions Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/172">Public Law 104–172</external-xref>;
				50 U.S.C.
				1701 note).</text>

						</paragraph></subsection><subsection commented="no" id="H3B3B3D42762C455E8AF8D2B2E22CD6BC"><enum>(c)</enum><header>Strategy to
			 reduce crude oil purchases from Iran or of Iranian origin</header>
						<paragraph id="HF3C4750ED5C54AC7BE13FB9F90269E62"><enum>(1)</enum><header>Statement of
			 policy</header><text display-inline="yes-display-inline">It is the policy of
			 the United States to seek to ensure that countries that have received an
			 exception under subparagraph (D)(i)(I) of section 1245(d)(4) of the National
			 Defense Authorization Act for Fiscal Year 2012 (Public Law
			 112–81; 125 Stat. 1648) shall reduce their crude oil purchases
			 from Iran or of Iranian origin so that the aggregate amount of such purchases
			 is reduced by not less than an average of 1,000,000 barrels of crude oil per
			 day by the end of the 1-year period beginning on the date of submission of the
			 strategy described in subparagraph (E)(ii) of such section (as added by
			 paragraph (2) of this subsection).</text>
						</paragraph><paragraph id="H92468E9D1FF34888A8C8B7AB9B30FE18"><enum>(2)</enum><header>Amendment</header><text>Section
			 1245(d)(4) of the National Defense Authorization Act for Fiscal Year 2012
			 (Public Law
			 112–81; 125 Stat. 1648) is amended by adding at the end the
			 following new subparagraph:</text>
							<quoted-block display-inline="no-display-inline" id="H859BE2086EFE43EBB8759910711A7507" style="OLC">
								<subparagraph id="H2CA7BE657FF24A6D856915949CB1D7EE"><enum>(E)</enum><header>Strategy to
				reduce crude oil purchases from Iran or of Iranian origin</header>
									<clause id="H1EA55B261FA142029B826835E4857C17"><enum>(i)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than 30
				days after the date of the enactment of the Nuclear Iran Prevention Act of
				2013, the President shall make a determination, based on the information
				contained in the most recent report required under subparagraph (A), of whether
				each country that received an exception under subparagraph (D)(i)(I) before
				such date of enactment is able to reduce its crude oil purchases from Iran or
				of Iranian origin so that the aggregate amount of such purchases is reduced by
				not less than an average of 1,000,000 barrels of crude oil per day by the end
				of the 1-year period beginning on the date of submission of the strategy
				described in clause (ii). If the President makes an initial determination under
				this clause that the requirements of this clause cannot be met, then the
				President shall continue to make a determination under this clause every 90
				days thereafter as to whether or not the requirements of this clause can be
				met.</text>
									</clause><clause id="HAAF081EEEE4C45C2A4B18F0F387D10A3"><enum>(ii)</enum><header>Strategy</header><text display-inline="yes-display-inline">If the President determines that the
				requirements of clause (i) can be met, then not later than 60 days after the
				date of such affirmative determination, the President shall develop and submit
				to the appropriate congressional committees a strategy to seek to ensure that
				the requirements of clause (i) are met by the end of the 1-year period
				beginning on such date of submission.</text>
									</clause><clause id="H1F6F3E19A25F4075BC82903D60A71415"><enum>(iii)</enum><header>Future
				exceptions</header>
										<subclause id="H75C07FE42B45467DB850CBF2DD09928C"><enum>(I)</enum><header>Affirmative
				determination</header><text display-inline="yes-display-inline">If the
				President determines that the strategy described in clause (ii) was achieved,
				then each country described in clause (i) shall be eligible to receive one or
				more further exceptions under subparagraph (D)(i)(I) in accordance with the
				provisions of such subparagraph.</text>
										</subclause><subclause id="HAEE5682F921B455E83F81CF3B76286C0"><enum>(II)</enum><header>Negative
				determination</header><text display-inline="yes-display-inline">Except as
				provided in subclause (III), if the President determines that the strategy
				described in clause (ii) was not achieved, then each country described in
				clause (i) shall be ineligible to receive any further exception under
				subparagraph (D)(i)(I) in accordance with the provisions of such
				subparagraph.</text>
										</subclause><subclause id="H6118D16E8CE34E949663708E8A12B2E4"><enum>(III)</enum><header>Exception</header>
											<item id="H371CADD82AE9459497FD0D57EEC73DCC"><enum>(aa)</enum><header>In
				general</header><text>Subclause (II) shall not apply with respect to a country
				described in clause (i) if the country—</text>
												<subitem id="H70C65C472DD0413E92764C27ADF191CA"><enum>(AA)</enum><text>dramatically
				reduced its crude oil purchases from Iran or of Iranian origin during the
				1-year period described in clause (ii); and</text>
												</subitem><subitem id="H485F7C73AA4B40B5BD02F8FE98D2B21D"><enum>(BB)</enum><text display-inline="yes-display-inline">has committed itself to continue to reduce
				its crude oil purchases from Iran or of Iranian origin to a de minimis
				level.</text>
												</subitem></item><item id="H95EC3FB8C9BA4D19B6CCEA5EF1AE9690"><enum>(bb)</enum><header>Data</header><text>The
				President shall submit to the appropriate congressional committees all data
				used to make a determination under item (aa) not later than 15 days before
				issuing an exception under item (aa).</text>
											</item></subclause></clause><clause id="HF31924A45AAA433290132BD318ED2E04"><enum>(iv)</enum><header>Appropriate
				congressional committees</header><text>In this subparagraph, the term
				<term>appropriate congressional committees</term> means—</text>
										<subclause id="H4629E3546F0A4297AF7C0C05B14A1585"><enum>(I)</enum><text>the Committee on
				Foreign Affairs and the Committee on Financial Services of the House of
				Representatives; and</text>
										</subclause><subclause id="H79BE2C020E284C28A7806EB7E7C97D6F"><enum>(II)</enum><text>the Committee on
				Foreign Relations and the Committee on Banking, Housing, and Urban Affairs of
				the
				Senate.</text>
										</subclause></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection id="H36AE983C647F40E1B605AB70F853B06D"><enum>(d)</enum><header>Definition of
			 crude oil</header><text>Section 1245(d)(4)(D) of the National Defense
			 Authorization Act for Fiscal Year 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8513a">22 U.S.C. 8513a(d)(4)(D)</external-xref>) is
			 amended by adding at the end the following new clause:</text>

					</subsection><subsection id="H5D7E927E0965450DA626D0EA1262127F"><enum>(f)</enum><header>Definitions of
			 <quote>significant reduction</quote></header><text>Section 1245(h)(3) of the
			 National Defense Authorization Act for Fiscal Year 2012 (22 U.S.C.
			 8513a(h)(3)) is amended—</text>

			 this section take effect beginning on the date that is 180 days after the date
			 of the enactment of this Act.</text>

			 sanctions with respect to ports, special economic zones, free economic zones,
			 and strategic sectors of Iran</header>
					<subsection id="H4EFFDFE65BC645ABABAAEA405108B32E"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Subsection (a)(1) of section 1244 of the
			 National Defense Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="usc" parsable-cite="usc/22/8803">22 U.S.C. 8803</external-xref>) is
			 amended by striking <quote>and shipbuilding</quote> and inserting
			 <quote>shipbuilding, automotive, construction, engineering, or mining</quote>.</text>

				or engineering sector of Iran if the President determines and reports to
				Congress not later than 45 days after the date of the enactment of the Nuclear
				Iran Prevention Act of 2013 that the construction or engineering sector of
				Iran, as the case may be, is of strategic importance to Iran.</text>

				report relating to strategic sectors</header>
									<subparagraph id="HAC589ED612514462999EE76894980171"><enum>(A)</enum><header>Notification</header><text display-inline="yes-display-inline">The President shall submit to Congress a
				notification of the designation of a sector as a strategic sector of Iran for
				purposes of paragraph (4)(C) not later than 30 days after the date on which the
				President makes such designation.</text>
									</subparagraph><subparagraph id="H1D03026F04D245138A6CBCAA39785101"><enum>(B)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 90 days after the date on
				which the President submits to Congress a notification of the designation of a
				sector as a strategic sector of Iran under subparagraph (A), the Comptroller
				General of the United States shall submit to Congress a report that
				contains—</text>
										<clause id="H261B33B47649404385A355D0FB621134"><enum>(i)</enum><text>a
				review and comment on such designation; and</text>
										</clause><clause id="H8C7220DFAECD4CF2AB8CF5DBCB6FF925"><enum>(ii)</enum><text>recommendations
				regarding the designation of additional sectors as strategic sectors of Iran
				for purposes of paragraph
				(4).</text>
										</clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
						</paragraph></subsection><subsection id="H1E392F8208FE4589BC0B14FFEB399841"><enum>(d)</enum><header>Additional
			 sanctions with respect to strategic sectors</header><text>Subsection (d) of
			 such section is amended—</text>
						<paragraph id="H401D11734A1D448CA01D6A0BAB6E4553"><enum>(1)</enum><text>in the subsection
			 heading, by striking <quote><header-in-text level="subsection" style="OLC">the
			 energy, shipping, and shipbuilding sectors</header-in-text></quote> and
			 inserting <quote><header-in-text level="subsection" style="OLC">strategic
			 sectors</header-in-text></quote>; and</text>
						</paragraph><paragraph id="HC00BBDE8253C4CF4949000F8821F4E1F"><enum>(2)</enum><text>in paragraph (3),
			 by striking <quote>the energy, shipping, or shipbuilding sectors</quote> and
			 inserting <quote>a strategic sector (as defined in subsection
			 (c)(4)(A))</quote>.</text>
						</paragraph></subsection><subsection id="HEEB25DD1487B4C1A8E55AAE240624BC2"><enum>(e)</enum><header>Exception for
			 Afghanistan reconstruction</header><text>Subsection (f) of such section is
			 amended—</text>
						<paragraph id="H481085FCD9734DD5AE81B85C44A3296A"><enum>(1)</enum><text>in the matter
			 preceding paragraph (1), by inserting <quote>for a period of not more than 1
			 year, and may renew that exception for additional periods of not more than 1
			 year</quote> after <quote>economic development for Afghanistan</quote>;</text>
						</paragraph><paragraph id="H79622E7EF07743CDB77DAF00EDE9D26C"><enum>(2)</enum><text>in paragraph
			 (1)—</text>
							<subparagraph id="H993207AAA09A416CA33D60E5EE0887BA"><enum>(A)</enum><text>by striking
			 <quote>to the extent that</quote> and inserting <quote>if</quote>;</text>

			 <quote>or the renewal of the exception, as the case may be,</quote> before
			 <quote>not later than 15 days</quote>; and</text>

			 the end before the period the following: <quote>or the renewal of the

							</subparagraph></paragraph></subsection><subsection id="H2A58D837CB204DE083DF9EDE37BDBA87"><enum>(f)</enum><header>Conforming
			 amendment</header><text display-inline="yes-display-inline">Such section is
			 further amended in the section heading by striking <quote><header-in-text level="section" style="OLC">the energy, shipping, and shipbuilding
			 sectors</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">ports, special economic zones, free economic zones,
			 and strategic sectors</header-in-text></quote>.</text>
					</subsection><subsection id="H4EE8265757CE4E3099622CF816BAB242"><enum>(g)</enum><header>Effective
			 date</header><text>The amendments made by this section—</text>
						<paragraph id="H94BBF3A5232E412E95E27E4FAD171488"><enum>(1)</enum><text>take effect on the
			 date that is 90 days after the date of the enactment of this Act; and</text>
						</paragraph><paragraph id="H35A0C0DE571944FE8DFB8159E80675B8"><enum>(2)</enum><subparagraph commented="no" display-inline="yes-display-inline" id="H036314F33B96498C92D450083101159A"><enum>(A)</enum><text>with respect to
			 subsection (c) of section 1244 of the National Defense Authorization Act for
			 Fiscal Year 2013, as so amended, apply with respect to all transactions in all
			 property and interests in property of any person described in subsection (c)(2)
			 of such section that occur on or after the date that is 180 days after such
			 date of enactment; and</text>
							</subparagraph><subparagraph id="H60CCC327D2E74E0AB3313BCD3C247025" indent="up1"><enum>(B)</enum><clause commented="no" display-inline="yes-display-inline" id="H81174D35C2F74219986777CB780A1138"><enum>(i)</enum><text display-inline="yes-display-inline">with respect to subsection (d)(1) of
			 section 1244 of the National Defense Authorization Act for Fiscal Year 2013,
			 apply with respect to the sale, supply, or transfer to or from Iran of goods or
			 services described in subsection (d)(3) of such section, as so amended, that
			 occurs on or after the date that is 180 days after such date of enactment;
			 and</text>
								</clause><clause id="HC5E34ECD2AB249DCAFC2F4A00D5C5471" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">with respect to subsection (d)(2) of
			 section 1244 of the National Defense Authorization Act for Fiscal Year 2013,
			 apply with respect to the conduct or facilitation of a significant financial
			 transaction for the sale, supply, or transfer to or from Iran of goods or
			 services described in subsection (d)(3) of such section, as so amended, that
			 occurs on or after the date that is 180 days after such date of
			 enactment.</text>
								</clause></subparagraph></paragraph></subsection></section><section id="H18047893FDA74F7D8437302B46511870"><enum>223.</enum><header>Report on
			 determinations not to impose sanctions on persons who allegedly sell, supply,
			 or transfer precious metals to or from Iran</header><text display-inline="no-display-inline">Section 1245 of the National Defense
			 Authorization Act for Fiscal Year 2013 (<external-xref legal-doc="usc" parsable-cite="usc/22/8804">22 U.S.C. 8804</external-xref>) is amended—</text>
					<paragraph id="H3894BFB978624CC2AF1248055D6B2107"><enum>(1)</enum><text>by redesignating
			 subsection (h) as subsection (i); and</text>
					</paragraph><paragraph id="H5AC67E5D53BB4A93BCED470CE527D31E"><enum>(2)</enum><text>by inserting after
			 subsection (g) the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="H54CFAD2E8DCF49F3A7A5014C1A04A748" style="OLC">
							<subsection id="H173C0DACEC6A4D8C97421F511F73E319"><enum>(h)</enum><header>Report on
				determinations not to impose sanctions on persons who allegedly sell, supply,
				or transfer precious metals to or from Iran</header>
								<paragraph id="H3FCB18BC669548DA8C64A4C68BB76E36"><enum>(1)</enum><header>In
				general</header><text>Not later than 90 days after the date of the enactment of
				Nuclear Iran Prevention Act of 2013, and every 90 days thereafter, the
				President shall submit to the appropriate congressional committees a report on
				each determination of the President during the preceding 90-day period not to
				impose sanctions under subsection (a) or (c) with respect to a person who
				allegedly sells, supplies, or transfers precious metals, directly or
				indirectly, to or from Iran, together with the reasons for such
				determination.</text>
								</paragraph><paragraph id="HEFBCCE177FF744BCBF53837A209F4132"><enum>(2)</enum><header>Form</header><text>The
				report required by paragraph (1) shall be submitted in unclassified form, but
				may contain a classified annex, if
				necessary.</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section><section id="H99F2684FB35D4A40B24DFD42A3C3CF68"><enum>224.</enum><header>Imposition of
			 sanctions with respect to foreign financial institutions that facilitate
			 financial transactions on behalf of persons owned or controlled by specially
			 designated nationals</header><text display-inline="no-display-inline">Section
			 1247 of the National Defense Authorization Act for Fiscal Year 2013
			 (22 U.S.C.
			 8806) is amended—</text>
					<paragraph id="HF1EA67827EB04730A389B9618A8923D7"><enum>(1)</enum><text>by redesignating
			 subsection (f) as subsection (g); and</text>
					</paragraph><paragraph id="HE7E65C7DCD2D48599DF4C029B19A7E71"><enum>(2)</enum><text>by inserting after
			 subsection (e) the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="H4AD1157F3A814043BFDD59104C54C54B" style="OLC">
							<subsection id="H8C0B258ABA9C43598BD0B0C1734D4865"><enum>(f)</enum><header>Persons owned or
				controlled by specially designated nationals</header>
								<paragraph id="H7DAB6F97743A42DB98CB51149B4568DB"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The President shall
				impose sanctions described in subsection (a) with respect to a foreign
				financial institution, including but not limited to a foreign central bank,
				that the President determines has, on or after the date that is 90 days after
				the date of the enactment of the Nuclear Iran Prevention Act of 2013, knowingly
				facilitated a significant financial transaction on behalf of any person
				determined by the President to be directly owned or controlled by an Iranian
				person included on the list of specially designated nationals and blocked
				persons maintained by the Office of Foreign Assets Control of the Department of
				the Treasury (other than an Iranian financial institution described in
				subsection (b)).</text>
								</paragraph><paragraph id="H3D98E66448CA407D9849E6006F8ADA5A"><enum>(2)</enum><header>Sense of
				Congress</header><text display-inline="yes-display-inline">It is the sense of
				Congress that the President routinely should determine on or after the date of
				the enactment of the Nuclear Iran Prevention Act of 2013 those persons that are
				directly or indirectly owned or controlled by an Iranian person included on the
				list of specially designated nationals and blocked persons maintained by the
				Office of Foreign Assets Control of the Department of the Treasury (other than
				an Iranian financial institution described in subsection (b)).</text>
								</paragraph><paragraph id="H884C79852F06485090FB8DBC49651115"><enum>(3)</enum><header>Consideration of
				data from other countries and nongovernmental organizations</header><text>The
				President shall consider credible data already obtained by other countries and
				nongovernmental organizations in making determinations described in paragraph
				(1).</text>
								</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></section><section id="H5BE496F385BD44058443D51B108C8DE5"><enum>225.</enum><header>Repeal of
			 exemptions under sanctions provisions of National Defense Authorization Act for
			 Fiscal Year 2013</header><text display-inline="no-display-inline">Subtitle D of
			 title XII of the National Defense Authorization Act for Fiscal Year 2013
			 (22 U.S.C. 8801 et
			 seq.) is amended—</text>

			 government contracts with persons who sell goods, services, or technology to,
			 or conduct any other transaction with, Iran</header>
					<subsection id="H4FF989E4CBBA40D999575F9B010C5718"><enum>(a)</enum><header>Modification of
			 federal acquisition regulation</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 the enactment of this Act, the Federal Acquisition Regulation shall be revised
			 to require a certification from each person that is a prospective contractor
			 that the person, and any person under common ownership or control with the
			 person, does not sell goods, services, or technology to, or conduct any other
			 transaction with, Iran for which sanctions may be imposed under this
			 Act.</text>
					</subsection><subsection id="H945F48DD7D3C417498B4409F36F70262"><enum>(b)</enum><header>Remedies</header>
						<paragraph id="HCC8614E2BD90461F97B2CB44E9D4DCFD"><enum>(1)</enum><header>In
			 general</header><text>If the head of an executive agency determines that a
			 person has submitted a false certification under subsection (a) on or after the
			 date on which the applicable revision of the Federal Acquisition Regulation
			 required by this section becomes effective, the head of that executive agency
			 shall terminate a contract with such person or debar or suspend such person
			 from eligibility for Federal contracts for a period of not less than 2 years.
			 Any such debarment or suspension shall be subject to the procedures that apply
			 to debarment and suspension under the Federal Acquisition Regulation under
			 subpart 9.4 of part 9 of title 48, Code of Federal Regulations.</text>
						</paragraph><paragraph id="HA20029E7819445A9A4CB1BC498891B1D"><enum>(2)</enum><header>Inclusion on
			 list of parties excluded from federal procurement and nonprocurement
			 programs</header><text>The Administrator of General Services shall include on
			 the List of Parties Excluded from Federal Procurement and Nonprocurement
			 Programs maintained by the Administrator under part 9 of the Federal
			 Acquisition Regulation each person that is debarred, suspended, or proposed for
			 debarment or suspension by the head of an executive agency on the basis of a
			 determination of a false certification under paragraph (1).</text>
						</paragraph></subsection><subsection id="H825D17AB69F54F1DA4C660159CE35591"><enum>(c)</enum><header>Rule of
			 construction</header><text>This section shall not be construed to limit the use
			 of other remedies available to the head of an executive agency or any other
			 official of the Federal Government on the basis of a determination of a false
			 certification under subsection (a).</text>
					</subsection><subsection id="H7B251B352A1A441685522B3CBEB8AFBB"><enum>(d)</enum><header>Waivers</header>
						<paragraph id="HA6099C47854D4B85A780FD2F49354552"><enum>(1)</enum><header>In
			 general</header><text>The President may on a case-by-case basis waive the
			 requirement that a person make a certification under subsection (a) if the
			 President determines and certifies in writing to the congressional committees
			 described in paragraph (2) that it is essential to the national security
			 interests of the United States to do so.</text>
						</paragraph><paragraph id="H3985D4E4673844D2BED45C9CDB4300E6"><enum>(2)</enum><header>Congressional
			 committees described</header><text display-inline="yes-display-inline">The
			 congressional committees referred to in paragraph (1) are—</text>
							<subparagraph id="H9CD88D49E073425C8DD2F6036EEBC550"><enum>(A)</enum><text display-inline="yes-display-inline">the Committee on Foreign Affairs, the
			 Committee on Armed Services, and the Committee on Oversight and Government
			 Reform of the House of Representatives; and</text>
							</subparagraph><subparagraph id="HD69B09F93DE3401E856D53301F4E219B"><enum>(B)</enum><text>the Committee on
			 Foreign Relations, the Committee on Armed Services, and the Committee on
			 Homeland Security and Governmental Affairs of the Senate.</text>
							</subparagraph></paragraph></subsection><subsection commented="no" id="H2315D28D5F694D65A5DD38979CEC167C"><enum>(e)</enum><header>Definitions</header><text>In
			 this section:</text>
						<paragraph commented="no" display-inline="no-display-inline" id="HE2A91F7AAF094A05BFECA2AD9FFD2D64"><enum>(1)</enum><header>Executive
			 agency</header><text display-inline="yes-display-inline">The term
			 <term>executive agency</term> has the meaning given that term in
			 section
			 133 of title 41, United States Code.</text>
						</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC43A0D05D7A24C27BC6CF9EACF45C1CD"><enum>(2)</enum><header>Federal
			 Acquisition Regulation</header><text display-inline="yes-display-inline">The
			 term <term>Federal Acquisition Regulation</term> means the regulation issued
			 pursuant to section
			 1303(a)(1) of title 41, United States Code.</text>
						</paragraph></subsection><subsection commented="no" id="HBDEF5578E3C34D61BE2EEFAFC9234C91"><enum>(f)</enum><header>Applicability</header><text>The
			 revisions to the Federal Acquisition Regulation required under subsection (a)
			 shall apply with respect to contracts for which solicitations are issued on or
			 after the date that is 90 days after the date of the enactment of this
			 Act.</text>
					</subsection></section><section id="H2707740952AA4E7599CD879FBDC48335"><enum>227.</enum><header>Conditions for
			 entry and operation of vessels</header>
					<subsection id="H7BE9137D89D042EEAD8BFE99A6F6D76A"><enum>(a)</enum><header>In
			 general</header><text>The Ports and Waters Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1221">33 U.S.C. 1221 et seq.</external-xref>) is amended
			 by adding at the end the following:</text>
						<quoted-block id="HA685C62749C246279A0526D92C611075" style="OLC">
							<section id="HEE2F1D311E7F480D8CD9C1CEAF326FB9"><enum>16.</enum><header>Prohibition on
				entry and operation</header>
								<subsection id="HAA2FB7C821164931ACA00208A1692FB0"><enum>(a)</enum><header>Prohibition</header>
									<paragraph id="HAA92175F7E11400D86B167DE8AC491BA"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">No foreign vessel
				described in subsection (b) shall enter or operate in the navigable waters of
				the United States or transfer cargo in any port or place under the jurisdiction
				of the United States.</text>
									</paragraph><paragraph id="H8E5C96D3EC9B4BCD802C325AA2546CBF"><enum>(2)</enum><header>Limitation on
				Application</header><text display-inline="yes-display-inline">Paragraph (1)
				shall not apply with respect to a vessel described in subsection (b)(2) on and
				after any date on which the Secretary of State determines that the vessel is no
				longer registered as described in that subsection. The Secretary of State shall
				publish a notice of each such determination in the Federal Register.</text>
									</paragraph></subsection><subsection id="HDC074795EF1E4D4AAEE9CFBB6C5CD87B"><enum>(b)</enum><header>Vessels
				described</header><text>A vessel referred to in subsection (a) is a foreign
				vessel for which a Notice of Arrival is required to be filed under
				section
				160 of title 33, Code of Federal Regulations, as in effect on
				the date of enactment of the Nuclear Iran Prevention Act of 2013, and
				that—</text>
									<paragraph id="HD3A23A785A59471F9CCBCCC98F16EF1A"><enum>(1)</enum><text>is on a list of
				vessels published in Federal Register under subsection (c)(2); or</text>
									</paragraph><paragraph id="H8B8D380D07E24869BFA644FDD1F2B405"><enum>(2)</enum><text>more than 180 days
				after the publication of such a list, is registered, pursuant to the Geneva
				Convention on the High Seas (13 U.S.T. 2312; TIAS 5200; 450 UNTS 82), by a
				government the agents or instrumentalities of which are maintaining a
				registration of a vessel that is included in such list.</text>
									</paragraph></subsection><subsection id="H1DFF55DC673B450E89BDD5C6BA174B84"><enum>(c)</enum><header>Information and
				publication</header><text>The Secretary of Transportation, in consultation with
				the Secretary of State, shall—</text>
									<paragraph id="HEFA67A6A589144BE9785E2B1BEBAAAAF"><enum>(1)</enum><text>maintain timely
				information on registrations of all foreign vessels over 300 gross tons that
				are—</text>
										<subparagraph id="H5C954155D570418F9ACA1AD4A9970DC3"><enum>(A)</enum><text>owned or operated
				by or on behalf of—</text>
											<clause id="H3D34C9A41E4249C3B4DB5C61CBF8F808"><enum>(i)</enum><text>the National Iran
				Tanker Company or the Islamic Republic of Iran Shipping Line; or</text>
											</clause><clause id="HD6B2CDF1BD8A44E28CA802B36F6F12E9"><enum>(ii)</enum><text>any successor to
				an entity referred to in clause (i); or</text>
											</clause></subparagraph><subparagraph id="H22E096B2142F417893558F497405ECE3"><enum>(B)</enum><text>otherwise owned or
				operated by or on behalf of Iran; and</text>
										</subparagraph></paragraph><paragraph id="H5959C306357D420C95B984370C25D94A"><enum>(2)</enum><text>publish in the
				Federal Register a list of vessels described in paragraph (1), including
				periodic updates of such list.</text>
									</paragraph></subsection><subsection id="H07BB19CD4A304D4EBD884444D235A792"><enum>(d)</enum><header>Notification of
				governments</header><text>The Secretary of State shall notify each government
				the agents or instrumentalities of which are maintaining a registration of a
				foreign vessel that is included on the list published under subsection (c)(2),
				that all vessels registered under such government’s authority are subject to
				the prohibition under subsection (a) if more than 180 days after such
				publication the government continues to maintain a registration for a vessel
				that is included on the list published under subsection (c)(2).</text>
								</subsection><subsection id="HE0CB582F903946D59739F8A4C650C093"><enum>(e)</enum><header>Notification of
				vessels</header><text>Upon receiving a Notice of Arrival under
				section
				160 of title 33, Code of Federal Regulations (as in effect on
				the date of enactment of the Nuclear Iran Prevention Act of 2013) from a vessel
				described in (b), the Secretary shall notify the master of such vessel that the
				vessel may not enter or operate in the navigable waters of the United States or
				transfer cargo in any port or place under the jurisdiction of the United
				States, unless—</text>
									<paragraph id="H96766413BBD7404FAB493B2CCA058AC1"><enum>(1)</enum><text>the Secretary has
				made a determination described in subsection (a)(2); or</text>
									</paragraph><paragraph id="H50A2FBEE4B4D4E74929F4E841199E30E"><enum>(2)</enum><text>the Secretary
				allows provisional entry of the vessel, or transfer of cargo from the vessel,
				under subsection (f).</text>
									</paragraph></subsection><subsection id="H0E6D392B67F545E596B6C57FE4DC3225"><enum>(f)</enum><header>Provisional
				entry or cargo transfer</header><text>Notwithstanding subsection (e), the
				Secretary may allow provisional entry of, or transfer of cargo from, a foreign
				vessel described in subsection (b), if such entry or transfer is necessary for
				the safety of the vessel or persons aboard.</text>
								</subsection><subsection id="HB0269F72D05E403F9B1F0FA13FEBBAEF"><enum>(g)</enum><header>Right of
				innocent passage</header><text>This section shall not be construed as authority
				to restrict the right of innocent passage as recognized under international
				law.</text>
								</subsection><subsection id="H732E2E1139AA4EB0981ACDBF5F6E3F2A"><enum>(h)</enum><header>Foreign vessel
				defined</header><text>In this section the term <quote>foreign vessel</quote>
				has the meaning given that term in
				section
				110 of title 46, United States
				Code.</text>
								</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</subsection><subsection id="HD98B41D44C8E4F58904841CB4E0C260A"><enum>(b)</enum><header>Deadline for
			 publication</header><text>The Secretary shall publish a list under section
			 16(c)(2) of the Ports and Waterways Safety Act, as amended by this section, by
			 not later than 180 days after the date of the enactment of this Act.</text>
					</subsection><subsection id="H1860B6DE3DCC49D79660AC9EE8FDC546"><enum>(c)</enum><header>Conforming
			 Amendments</header>
						<paragraph id="H45FB278F190344279405B911E50FA16A"><enum>(1)</enum><text>Section 13(e) of
			 the Ports and Waterways Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1232">33 U.S.C. 1232(e)</external-xref>) is amended by
			 striking <quote>section 9</quote> and inserting <quote>sections 9 and
			 16</quote>.</text>
						</paragraph><paragraph id="H8C190F995A70433882D4D0AA79156C58"><enum>(2)</enum><text>Section 4(b)(2) of
			 the Ports and Waterways Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1223">33 U.S.C. 1223(b)(2)</external-xref>) is amended by
			 striking <quote>section 9</quote> and inserting <quote>section 9 or
			 16</quote>.</text>
						</paragraph></subsection></section></subtitle></title><title id="H04DC6B9B49A74F68893D027AF0E509A4"><enum>III</enum><header>Additional
			 authorities to prevent censorship activities in Iran </header>
			<section id="HB5A5E0E0F54543B289D6AF339C20DB7B"><enum>301.</enum><header>Report on
			 implementation of sanctions against the Islamic Republic of Iran
			 Broadcasting</header>
				<subsection id="H4527B37DFFAD4AEDADBB0673BA214DAF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 90
			 days after the date of the enactment of this Act, the Secretary of State shall
			 submit to Congress a report on the following:</text>
					<paragraph id="HC49E9216DCE44849B798451A26DECF74"><enum>(1)</enum><text display-inline="yes-display-inline">The current status of availability of the
			 Islamic Republic of Iran Broadcasting (IRIB) on international satellites,
			 entities that facilitate its operation by providing services or equipment, and
			 the technical means that it engages in jamming.</text>
					</paragraph><paragraph id="H0E20D1A675A3458F9B9EEC96525E7414"><enum>(2)</enum><text>The instances,
			 since January 1, 2012, in which the IRIB engaged in activities that violated
			 Article 19 of the International Covenant on Civil and Political Rights,
			 including broadcasting forced confessions and hate speech against
			 minorities.</text>
					</paragraph><paragraph id="H473E9487C93A47C8AA21479134311670"><enum>(3)</enum><text>The instances,
			 since January 1, 2012, in which international broadcasting programs originating
			 from the United States and Europe have been subject to disruption in Iran, with
			 relevant details such as which programs were disrupted, available location
			 information on the origin of the disruption, and the extent of the
			 disruption.</text>
					</paragraph></subsection><subsection id="H90C785CBBE7F4B4BBE62C185AC04D1A9"><enum>(b)</enum><header>Coordination</header><text display-inline="yes-display-inline">In developing the report required by
			 subsection (a), the Secretary of State shall coordinate with the Broadcasting
			 Board of Governors, the Secretary of the Treasury, and the heads of other
			 relevant Federal departments and agencies.</text>
				</subsection><subsection id="H0F802392896C4327AFDA00F6C1BC6504"><enum>(c)</enum><header>Public
			 availability</header><text display-inline="yes-display-inline">All unclassified
			 portions of the report required by subsection (a) shall be made publicly
			 available on the Internet web site of the Department of State.</text>
				</subsection></section><section id="HC89D4A32955C4C86B9A066896A529E1A"><enum>302.</enum><header>List of persons
			 who are high-risk re-exporters of sensitive technologies</header>
				<subsection id="H5E6D4B2682824A44A233DC8E54A901E6"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 90
			 days after the date of the enactment of this Act, and every 90 days thereafter,
			 the Secretary of Commerce, in conjunction with the Secretary of State and the
			 Secretary of the Treasury, shall make publicly available and update as
			 appropriate a list of persons who are high-risk re-exporters of sensitive
			 technologies in order to seek to ensure that the Government of Iran or an
			 entity owned or controlled by that Government is unable to obtain sensitive
			 technologies through the re-export of such sensitive technologies by
			 third-party intermediaries.</text>
				</subsection><subsection id="H8E9E33CD678B442F8A2A6274B3CC850F"><enum>(b)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term <quote>sensitive
			 technology</quote> has the meaning given that term in section 106 of the
			 Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
			 (22 U.S.C.
			 8515).</text>
				</subsection></section><section id="H19F95E896AD147178A6878F92BA4D487"><enum>303.</enum><header>Sense of
			 Congress on provision of intercept technologies to Iran</header><text display-inline="no-display-inline">It is the sense of Congress that—</text>
				<paragraph id="H1D55A36F94D643149ACD5BF276764E2C"><enum>(1)</enum><text display-inline="yes-display-inline">those that provide intercept technologies
			 that limit freedom of speech or expression to the Government of Iran should be
			 held accountable for the repression of the Iranian people; and</text>
				</paragraph><paragraph id="H4521BF14D0994E0EB09969394E5F26D2"><enum>(2)</enum><text>no person should
			 use an existing contract with the Government of Iran as a justification to
			 continue to supply intercept technologies to the Government of Iran for
			 purposes of restricting the free flow of information.</text>
				</paragraph></section><section id="H9659B77426F14F7EA9248B85B4B8F244"><enum>304.</enum><header>Sense of
			 Congress on availability of consumer communication technologies in
			 Iran</header><text display-inline="no-display-inline">It is the sense of
			 Congress that—</text>
				<paragraph id="H33E45CBC40E7415FAEB2A9BAB3A29CE7"><enum>(1)</enum><text>the Department of
			 State should encourage the free flow of information in Iran to counter the
			 Government of Iran’s repression of its own people; and</text>
				</paragraph><paragraph id="H926FF371679D415D8646C14A01799C01"><enum>(2)</enum><text>in order to
			 facilitate the free flow of information in Iran, the Department of State should
			 promote the availability of certain consumer communication technologies to
			 Iranian civil society and the Iranian people.</text>
				</paragraph></section><section id="H89565D03AA9C44FA9FD619EA05A640F9"><enum>305.</enum><header>Expedited
			 consideration of requests for authorization of transfer of goods and services
			 to Iran to facilitate the ability of Iranian persons to freely
			 communicate</header>
				<subsection id="HD0ED1399471F4FEC95290C664265AB51"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 413 of the
			 Iran Threat Reduction and Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8753">22 U.S.C. 8753</external-xref>) is
			 amended—</text>
					<paragraph id="HDF7A13341BDC41FEA30A5368E7793B46"><enum>(1)</enum><text>by redesignating
			 subsection (e) as subsection (f); and</text>
					</paragraph><paragraph id="H72477B8352DE4FCABA395E59083DBC7B"><enum>(2)</enum><text>by inserting after
			 subsection (d) the following new subsection:</text>
						<quoted-block display-inline="no-display-inline" id="HB985AEDABA4A4FD5BC7FD4E430101082" style="OLC">
							<subsection id="H050EAC6675FA48769449581683A4D109"><enum>(e)</enum><header>Rule of
				construction</header><text display-inline="yes-display-inline">The expedited
				process for the consideration of complete requests for authorization to engage
				in the activities described in subsection (a) shall be construed to also apply
				to the transfer of goods and services to Iran to facilitate the ability of
				Iranian persons to freely communicate, obtain information, and access the
				Internet and other communications systems.</text>
							</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="HAED8803628B74C0B88DA85E1809F3744"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) take effect on the date of the enactment of this Act and apply
			 with respect to requests described in section 413 of the Iran Threat Reduction
			 and Syria Human Rights Act of 2012, as so amended, that are submitted to the
			 Office of Foreign Assets Control on or after such date of enactment.</text>
				</subsection></section></title><title id="H0748DCDBCD374152815700F61D4CF93C"><enum>IV</enum><header>Reports and other
			 matters</header>
			<section id="H2538756671364C9AA1979EB690852922"><enum>401.</enum><header>National
			 Strategy on Iran</header>
				<subsection id="H5DF239049E55455188BDC786AB34E425"><enum>(a)</enum><header>National
			 strategy required</header><text>The President shall develop a strategy, to be
			 known as the <quote>National Strategy on Iran</quote>, that provides strategic
			 guidance for activities that support the objective of addressing the threats
			 posed by Iran.</text>
				</subsection><subsection id="H73AEF7038B0942B6A785FB47ECEB5B68"><enum>(b)</enum><header>Annual
			 report</header><text display-inline="yes-display-inline">Not later than 180
			 days after the date of the enactment of this Act or January 30, 2014, whichever
			 occurs first, and every January 30 thereafter, the President shall submit to
			 the appropriate congressional committees the National Strategy on Iran required
			 under subsection (a).</text>
				</subsection><subsection id="HDE96886B43F243F389327E8080A55051"><enum>(c)</enum><header>Matters To be
			 included</header><text>The report required under subsection (b) shall include,
			 at a minimum, the following:</text>
					<paragraph id="H86B36878E38D42F0BBEE798391B809EF"><enum>(1)</enum><text>A
			 description of Iran’s grand strategy and security strategy, including strategic
			 objectives, and the security posture and objectives of Iran.</text>
					</paragraph><paragraph id="H8CAE383C160940FE9CC357057F5EF229"><enum>(2)</enum><text>A
			 description of the United States strategy to—</text>
						<subparagraph id="H8C64E560E5F444FD8DF45B1CB83AC0F6"><enum>(A)</enum><text>address and
			 counter the capabilities of Iran’s conventional forces and Iran’s
			 unconventional forces;</text>
						</subparagraph><subparagraph id="H65901045320F4D44BB50ADE04B715532"><enum>(B)</enum><text>disrupt and deny
			 Iranian efforts to develop or augment capabilities related to nuclear,
			 unconventional, and missile forces development;</text>
						</subparagraph><subparagraph id="HED322E969D0B410AA7F97FE85973CDF0"><enum>(C)</enum><text>address the
			 Government of Iran’s economic strategy to enable the objectives described in
			 this subsection;</text>
						</subparagraph><subparagraph id="H9DF6EF75648B4472994836FDCA6E6E6E"><enum>(D)</enum><text>exploit key
			 vulnerabilities; and</text>
						</subparagraph><subparagraph id="H2028C91C26254C5FB16E8D019BEC70EC"><enum>(E)</enum><text display-inline="yes-display-inline">combat Iranian efforts to suppress Internet
			 freedom, including actions of the United States to—</text>
							<clause id="H6C3FD72496094740821F6C9B67A4344F"><enum>(i)</enum><text>work
			 to promote expanded Internet access for democracy activists in Iran;</text>
							</clause><clause id="H4E660B6CA6994183A212CE25B6C7A936"><enum>(ii)</enum><text>add
			 a public diplomacy page to the United States’ virtual embassy in Iran;
			 and</text>
							</clause><clause id="HE3434BD9073C405BA971FC66E365745F"><enum>(iii)</enum><text>leverage
			 multilateral organizations committed to Internet connectivity in Iran.</text>
							</clause></subparagraph></paragraph><paragraph id="HC1DD9520F7CB4F8FA16B1132A2BECC35"><enum>(3)</enum><text>An implementation
			 plan for the United States strategy described in paragraph (2).</text>
					</paragraph></subsection><subsection id="H7633E9FA2066420AA066A483138D7DC8"><enum>(d)</enum><header>Form</header><text>The
			 report required under subsection (b) shall be submitted in unclassified form to
			 the greatest extent possible, but may include a classified annex, if
			 necessary.</text>
				</subsection><subsection id="H2FEC62CE249E484497FF4828926D2169"><enum>(e)</enum><header>Appropriate
			 congressional committees</header><text>In this section, the term
			 <term>appropriate congressional committees</term> means—</text>
					<paragraph id="H16504EE86369434A9D35299F15D22D90"><enum>(1)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Armed Services, the Committee on Financial
			 Services, the Committee on Ways and Means, and the Permanent Select Committee
			 on Intelligence of the House of Representatives; and</text>
					</paragraph><paragraph id="H873EA92FF717474BB654A9F7EF3DB42E"><enum>(2)</enum><text>the Committee on
			 Foreign Relations, the Committee on Armed Services, the Committee on Banking,
			 Housing, and Urban Affairs, the Committee on Finance, and the Permanent Select
			 Committee on Intelligence of the Senate.</text>
					</paragraph></subsection></section><section id="H15868231E50849ADADDCEF4AB95409E2"><enum>402.</enum><header>Report on
			 Iranian nuclear and economic capabilities</header>
				<subsection id="H434E20DA0FAA4F2E891BDEC848C01EC1"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 60
			 days after the date of the enactment of this Act, the President shall submit to
			 the appropriate congressional committees a report on the following:</text>
					<paragraph id="HCA81241F12A446CB9F55ADB69465A073"><enum>(1)</enum><text>An estimate of the
			 timeline for Iranian capabilities to develop nuclear weapons, including—</text>
						<subparagraph id="HB509A4252A0B492FA795D02D5B9E282B"><enum>(A)</enum><text>an estimate of the
			 period of time it would take Iran to produce enough weapons-grade uranium for a
			 single implosion-type nuclear weapon, taking into account all known relevant
			 technical data;</text>
						</subparagraph><subparagraph id="H8660D654EB51436BA892A97CD08719B9"><enum>(B)</enum><text>an estimate of the
			 period of time it would take Iran to produce sufficient separated plutonium for
			 a single nuclear weapon;</text>
						</subparagraph><subparagraph id="HDBA662EF495B4FE2855913CBEA99C0CF"><enum>(C)</enum><text>a description of
			 the assumptions underlying the estimates referred to in subparagraphs (A) and
			 (B), and any information about developments that might alter or otherwise
			 affect those assumptions;</text>
						</subparagraph><subparagraph id="H3EC366BAA95E477AB8641D82B91CEC79"><enum>(D)</enum><text>an estimate of the
			 date by which the periods of time referred to in subparagraphs (A) and (B) will
			 be less than 45 days; and</text>
						</subparagraph><subparagraph id="HE0582CBEF1104B999CF8C7C53BE9DAA7"><enum>(E)</enum><text>a description of
			 any efforts by the United States to increase the frequency of inspections by
			 the International Atomic Energy Agency of nuclear facilities in Iran.</text>
						</subparagraph></paragraph><paragraph id="H98F78EC054684E4FBD2D59949D999DC0"><enum>(2)</enum><text>An assessment of
			 Iranian strategy and capabilities relating to development of nuclear weapons,
			 including—</text>
						<subparagraph id="H0A6FAB417394424A9D8F084BB9816589"><enum>(A)</enum><text>a summary and
			 analysis of current nuclear weapons capabilities;</text>
						</subparagraph><subparagraph id="H5118910C8C6A4D6AA4018AE3935BC145"><enum>(B)</enum><text>an estimate of the
			 amount and sources of funding expended by, and an analysis of procurement
			 networks utilized by, Iran to develop its nuclear weapons capabilities;</text>
						</subparagraph><subparagraph id="H87C1909CF90F413CB4691308A3D28534"><enum>(C)</enum><text>a summary of the
			 capabilities of Iran's unconventional weapons and Iran's ballistic missile
			 forces and Iran's cruise missile forces;</text>
						</subparagraph><subparagraph id="H6B07D47A09B04B2FB1149DF7E2CA635C"><enum>(D)</enum><text>a detailed
			 analysis of the effectiveness of Iran's unconventional weapons and Iran's
			 ballistic missile forces and Iran's cruise missile forces as delivery systems
			 for a nuclear device;</text>
						</subparagraph><subparagraph id="H3FBAD85027E14AA2A9607EA79CCF6FC6"><enum>(E)</enum><text>a description of
			 all efforts of Iran to design and develop a nuclear weapon, including efforts
			 to design or fit warheads, and any other possible military dimensions of the
			 nuclear program of Iran; and</text>
						</subparagraph><subparagraph id="H56C0C477FC9A47759AF8DE6B1BA408C3"><enum>(F)</enum><text>an analysis of the
			 procurement network, including the amount and sources of funding expended by
			 Iran on programs to develop a nuclear weapons capability.</text>
						</subparagraph></paragraph><paragraph id="H83A483D117984AD0AAEDA09AD4700695"><enum>(3)</enum><text>Projected economic
			 effects of international sanctions on Iran, including—</text>
						<subparagraph id="H4292417B805746299A54A5AF4AAB1AA1"><enum>(A)</enum><text>an estimate of the
			 capital accounts, current accounts, and amounts of foreign exchange reserves
			 (including access to foreign exchange reserves) of the Government of Iran, and
			 other leading indicators of the status of the economy of Iran;</text>
						</subparagraph><subparagraph id="HBED22BD292364C6A8C26860A95B7B00D"><enum>(B)</enum><text>an estimate of
			 timelines with respect to macroeconomic viability of Iran, including the time
			 by which the Government of Iran will exhaust its foreign exchange
			 reserves;</text>
						</subparagraph><subparagraph id="H03C417AB041D4A65832178FDE1073592"><enum>(C)</enum><text>an estimate of the
			 date by which the reserves of the Central Bank of Iran will be insufficient for
			 the Government of Iran to avoid a severe balance of payments crisis that
			 prevents it from maintaining a functioning economy, including—</text>
							<clause id="HA8514391435547C1B78B502FB474F9A5"><enum>(i)</enum><text>the
			 inflation rate, exchange rates, unemployment rate, and budget deficits in Iran;
			 and</text>
							</clause><clause id="H6826AA8D50F34820ADD87F4745C3846E"><enum>(ii)</enum><text>other leading
			 macroeconomic indicators used by the International Monetary Fund, professional
			 rating agencies, and other credible sources to assess the economic health of a
			 country;</text>
							</clause></subparagraph><subparagraph id="H5FF2046E7A99479DA65F536ACA247EB5"><enum>(D)</enum><text>a description of
			 the assumptions underlying the estimate referred to in paragraph (3) and an
			 indication of how changes in each of those assumptions could affect the
			 estimate;</text>
						</subparagraph><subparagraph id="HC63DC105618D4AACA23369959D06FCE2"><enum>(E)</enum><text>an assessment of
			 the effect of sanctions imposed with respect to Iran on moving forward the date
			 referred to in subparagraph (C); and</text>
						</subparagraph><subparagraph id="H508BFFD856C84570A0471AA603D64F67"><enum>(F)</enum><text>a description of
			 actions taken by the Government of Iran to delay the date referred to in
			 subparagraph (C).</text>
						</subparagraph></paragraph></subsection><subsection id="H598F94B877AC407DA2382B5D8BB1188C"><enum>(b)</enum><header>Update</header><text display-inline="yes-display-inline">The President shall submit to the
			 appropriate congressional committees an update of the report required by
			 subsection (a) every 60 days after the date of submission of the report that
			 includes any pertinent developments to Iranian nuclear or economic
			 capabilities.</text>
				</subsection><subsection id="H40002A78FFBC4634B9CBDEF1423E0994"><enum>(c)</enum><header>Form</header><text>The
			 report required under subsection (a) and the update required under subsection
			 (b) shall be submitted in unclassified form to the greatest extent possible,
			 but may include a classified annex, if necessary.</text>
				</subsection><subsection id="H64F7EE7C88564FAA90071821EC698AA2"><enum>(d)</enum><header>Definitions</header><text>In
			 this section:</text>
					<paragraph id="H5FECD153DFE5447DB568B4285C19F301"><enum>(1)</enum><header>Appropriate
			 congressional committees</header><text>The term <quote>appropriate
			 congressional committees</quote> means—</text>
						<subparagraph id="H6AB614476CA24BF89FCD7F1AE8D91290"><enum>(A)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Armed Services, the Committee on Financial
			 Services, the Committee on Ways and Means, and the Permanent Select Committee
			 on Intelligence of the House of Representatives; and</text>
						</subparagraph><subparagraph id="HB7F85F2D34514A459622E1237EC685EC"><enum>(B)</enum><text>the Committee on
			 Foreign Relations, the Committee on Armed Services, the Committee on Banking,
			 Housing, and Urban Affairs, the Committee on Finance, and the Select Committee
			 on Intelligence of the Senate.</text>
						</subparagraph></paragraph><paragraph id="H84F7DB795AF243278687D201EF67D7E6"><enum>(2)</enum><header>Nuclear
			 explosive device</header><text>The term <quote>nuclear explosive device</quote>
			 means any device, whether assembled or disassembled, that is designed to
			 produce an instantaneous release of an amount of nuclear energy from special
			 nuclear material that is greater than the amount of energy that would be
			 released from the detonation of one pound of trinitrotoluene (TNT).</text>
					</paragraph></subsection></section><section id="H829B3543B9D047FB9AE59EBB89832C45"><enum>403.</enum><header>Report on
			 plausibility of expanding sanctions on Iranian oil</header>
				<subsection id="H1223A02EA0E04DD181D8058D8AEDA171"><enum>(a)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act, the President shall submit to the appropriate congressional
			 committees a report assessing the following:</text>
					<paragraph id="H39A098660B5D46538F1C742CF13EE741"><enum>(1)</enum><text>Whether petroleum
			 and petroleum products originating in and exported from Iran are refined and
			 sold outside of Iran.</text>
					</paragraph><paragraph id="H58BD8F0F29BF4A9585DA28BAA98C556F"><enum>(2)</enum><text display-inline="yes-display-inline">Whether products that contain
			 Iranian-origin petroleum or petroleum products as part of their contents are
			 imported into the United States and, if any such products are imported into the
			 United States, whether such importation violates the ban on importation into
			 the United States of Iranian-origin petroleum or petroleum products.</text>
					</paragraph><paragraph id="H419197C0372546019D0C6C64AA2A89F0"><enum>(3)</enum><text display-inline="yes-display-inline">Whether it is feasible to ban the
			 importation into the United States of products described in paragraph (2),
			 regardless of whether the ban on importation into the United States of
			 Iranian-origin petroleum or petroleum products applies to such products.</text>
					</paragraph></subsection><subsection id="HC64867227B1045AD8490BF112300F8AA"><enum>(b)</enum><header>Basis of
			 report</header><text>The report required under subsection (a) may be based on
			 publicly-available information and classified information. The information that
			 is not classified information shall be made publically available.</text>
				</subsection><subsection id="HC75C07F5928B44288E8ADD1F75A66E31"><enum>(c)</enum><header>Appropriate
			 congressional committees</header><text>In this section, the term
			 <quote>appropriate congressional committees</quote> means—</text>
					<paragraph id="H8D6973C272514A4F95557BB131C52746"><enum>(1)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Financial Services, and the Committee on Ways
			 and Means of the House of Representatives; and</text>
					</paragraph><paragraph id="H44A9FB3B7D484225B7B30318C2A9595B"><enum>(2)</enum><text>the Committee on
			 Foreign Relations, the Committee on Banking, Housing, and Urban Affairs, and
			 the Committee on Finance of the Senate.</text>
					</paragraph></subsection></section><section id="H79AA45C423AE44EF90B95E1CEF5FA289"><enum>404.</enum><header>GAO report on
			 Iranian strategy to evade current sanctions and other matters</header><text display-inline="no-display-inline">Not later than 90 days after the date of the
			 enactment of this Act, the Comptroller General of the United States shall
			 submit to Congress a report that—</text>
				<paragraph id="HE7ECD653D47A4A7F8F05CA0311ED96E9"><enum>(1)</enum><text>evaluates the
			 strategy of the Government of Iran to evade current economic and financial
			 sanctions; and</text>
				</paragraph><paragraph id="H660F14A4D0944398B9ABA30F03118A74"><enum>(2)</enum><text display-inline="yes-display-inline">specifically evaluates the ability of Iran
			 to successfully diversify its economy beyond its energy sector, thereby
			 lessening the impact and effectiveness of economic and financial
			 sanctions.</text>
				</paragraph></section><section id="H0158DA1841D44442B42E83A3A881E75E"><enum>405.</enum><header>Authority to
			 consolidate reports required under Iran sanctions laws</header>
				<subsection id="H5A735E40719F468C92D44C3F5C63F531"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Any or all reports
			 required to be submitted to Congress under the provisions of law described in
			 subsection (c) that are subject to a deadline for submission consisting of the
			 same unit of time may be consolidated into a single report that is submitted to
			 Congress pursuant to such deadline.</text>
				</subsection><subsection id="HC72DA622209248D09BA07F566A9B8AD0"><enum>(b)</enum><header>Exception</header><text>Subsection
			 (a) shall not apply with respect to the initial report of any report described
			 in subsection (a).</text>
				</subsection><subsection id="H7BAD59BADBC04026B72DC01FA17CF972"><enum>(c)</enum><header>Provisions of
			 law described</header><text>The provisions of law referred to in this section
			 are the following:</text>
					<paragraph id="H5227EEDDBB024874AE070D42FF0BEA5E"><enum>(1)</enum><text>This Act and the
			 amendments made by this Act.</text>
					</paragraph><paragraph id="HBB1C2A26C55F42BE91BF3A0C0048E5A3"><enum>(2)</enum><text>The Iran Freedom
			 and Counter-Proliferation Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8801">22 U.S.C. 8801 et seq.</external-xref>).</text>
					</paragraph><paragraph id="H50592BC235F141538B4F6C2A8C5570E8"><enum>(3)</enum><text display-inline="yes-display-inline">The Iran Threat Reduction and Syria Human
			 Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8701">22 U.S.C. 8701 et seq.</external-xref>).</text>
					</paragraph><paragraph id="H58BCFA1959C148CA9F63565B0C0A4818"><enum>(4)</enum><text display-inline="yes-display-inline">The Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (<external-xref legal-doc="usc" parsable-cite="usc/22/8501">22 U.S.C. 8501 et seq.</external-xref>).</text>
					</paragraph></subsection><subsection id="H620C935996074F06A2D53D283B41F3F5"><enum>(d)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">This section takes
			 effect on the date of the enactment of this Act and applies with respect to
			 reports required to be submitted to Congress under the provisions of law
			 described in subsection (c) on or after such date of enactment.</text>
				</subsection></section><section id="HB73CA4660667408DA394BEE8CD296F69"><enum>406.</enum><header>Amendments to
			 definitions under Iran Sanctions Act of 1996 and Iran Threat Reduction and
			 Syria Human Rights Act of 2012</header>
				<subsection id="H0626327375C94B959EB1BF3397AAB318"><enum>(a)</enum><header>Iran Sanctions
			 Act of 1996</header><text display-inline="yes-display-inline">Section 14(4)(B)
			 of the Iran Sanctions Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/172">Public Law 104–172</external-xref>;
			 50 U.S.C.
			 1701 note) is amended by striking <quote>may include, in the
			 discretion of the President</quote> and inserting
			 <quote>includes</quote>.</text>
				</subsection><subsection id="HA820FD946B1F4908B91803950F3C4796"><enum>(b)</enum><header>Iran Threat
			 Reduction and Syria Human Rights Act of 2012</header><text>Section 211 of the
			 Iran Threat Reduction and Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8721">22 U.S.C. 8721</external-xref>) is
			 amended by adding at the end the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="HFF4017F0C80643649DD09E735B136341" style="OLC">
						<subsection id="H0E246CAFFC5A4D999267B84776D96E75"><enum>(f)</enum><header>Definition</header><text display-inline="yes-display-inline">In this section, the term
				<quote>appropriate congressional committees</quote> includes the Committee on
				Transportation and Infrastructure of the House of Representatives and the
				Committee on Commerce, Science, and Transportation of the Senate.</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection></section><section id="HE325C6F3ACA94076ACD298354BEDAAC1"><enum>407.</enum><header>Rule of
			 construction</header><text display-inline="no-display-inline">Nothing in this
			 Act or any amendment made by this Act shall be construed to apply with respect
			 to—</text>
				<paragraph id="HF41C0911FD2D452690086FE7B3FA9E36"><enum>(1)</enum><text>any activity
			 relating to a project described in subsection (a) of section 603 of the Iran
			 Threat Reduction and Syria Human Rights Act of 2012 (<external-xref legal-doc="usc" parsable-cite="usc/22/8783">22 U.S.C. 8783</external-xref>) to
			 which the exception under that section applies at the time of the activity; or</text>
				</paragraph><paragraph id="HABD63B316BB14A88AC48D2A606705EE4"><enum>(2)</enum><text display-inline="yes-display-inline">any authorized intelligence activity of the
			 United States.</text>
				</paragraph></section><section id="H2EDF5721549B4F68A63BBD6BE9C92ADB"><enum>408.</enum><header>Implementation;
			 penalties</header>
				<subsection id="H943DE4F5E8FB4F04B3D065F865F724FA"><enum>(a)</enum><header>Implementation</header><text display-inline="yes-display-inline">The President may exercise all authorities
			 provided under sections 203 and 205 of the International Emergency Economic
			 Powers Act (50 U.S.C. 1702 and 1704) to carry out this Act and the amendments
			 made by this Act.</text>
				</subsection><subsection id="H0A031497E1744FE7B056D807747136B9"><enum>(b)</enum><header>Penalties</header><text display-inline="yes-display-inline">The penalties provided for in subsections
			 (b) and (c) of section 206 of the International Emergency Economic Powers Act
			 (50 U.S.C.
			 1705) shall apply to a person that violates, attempts to
			 violate, conspires to violate, or causes a violation of this Act or any
			 amendment made by this Act or regulations prescribed under this Act to the same
			 extent that such penalties apply to a person that commits an unlawful act
			 described in section 206(a) of the International Emergency Economic Powers Act
			 (50 U.S.C.
			 1705(a)).</text>
				</subsection></section><section id="HD6BDE9BBE3D54211863FD60351F62627"><enum>409.</enum><header>Severability</header>
				<subsection id="H24D97ECBF3854BECA93C0B630458FE29"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">If any provision of
			 this Act, or the application of such provision to any person or circumstance,
			 is found to be unconstitutional, the remainder of this Act, or the application
			 of that provision to other persons or circumstances, shall not be
			 affected.</text>
				</subsection><subsection id="H9EB1E97F0998465EAE0A858A3F194218"><enum>(b)</enum><header>Effective date
			 under section 214</header><text display-inline="yes-display-inline">If
			 subsection (d) of section 214 is found to be unconstitutional in accordance
			 with subsection (a), the amendments made by such section 214 take effect on the
			 date of the enactment of this Act and apply with respect to transactions
			 entered into on or after such date of enactment.</text>
				</subsection></section></title></legis-body>
