			 statement of policy</header>
			<subsection id="HDE886DA2A3CA43998A7FAD5E19661421"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="H077EDFCAFFDA4D1285DEC81E253CB03F"><enum>(1)</enum><text>Iran’s acquisition
			 of a nuclear weapons capability would—</text>
					<subparagraph id="H390DFC3D53884D6EBD7A073D031214E5"><enum>(A)</enum><text>embolden its
			 already aggressive foreign policy, including its arming of terrorist
			 organizations and other groups, its efforts to destabilize countries in the
			 Middle East, and its efforts to target the United States, United States allies,
			 and United States interests globally;</text>
					</subparagraph><subparagraph id="HBE26907BE9B942369D4EA62988B8BF44"><enum>(B)</enum><text>increase the risk
			 that Iran would share its nuclear technology and expertise with extremist
			 groups and rogue nations;</text>
					</subparagraph><subparagraph id="H8467E092FDA949BFA5BDF57739E9CF6C"><enum>(C)</enum><text>destabilize global
			 energy markets, posing a direct and devastating threat to the American and
			 global economy; and</text>
					</subparagraph><subparagraph id="H8E8344F644654B74AC7BF767A6EBE4FC"><enum>(D)</enum><text>likely lead other
			 governments in the region to pursue their own nuclear weapons programs,
			 increasing the prospect of nuclear proliferation throughout the region and
			 effectively ending the viability of the global nonproliferation regime,
			 including the Treaty on the Non-Proliferation of Nuclear Weapons.</text>
					</subparagraph></paragraph><paragraph id="H05DFCA61463249D997AC6066043EAD95"><enum>(2)</enum><text>A
			 nuclear arms-capable Iran possessing intercontinental ballistic missiles, a
			 development most experts expect could occur within a decade, would pose a
			 direct nuclear threat to the United States.</text>
				</paragraph></subsection><subsection id="H7FEAE40D91514EE989A7B7042A978718"><enum>(b)</enum><header>Statement of
			 policy</header><text>It shall be the policy of the United States to prevent
			 Iran from acquiring a nuclear weapons capability.</text>
			</subsection></section><title id="H51596C4689DB40E2BC8C659030F99E27"><enum>I</enum><header>Human
			 rights and terrorism sanctions </header>
			<section commented="no" id="H9F64E37DCC8241CBB32DC20C07706C48" section-type="subsequent-section"><enum>101.</enum><header>Designation of
			 Iran’s Revolutionary Guard Corps as foreign terrorist organization</header>
				<subsection commented="no" id="HA99309A8DD3B4CC696306BBC32AF0C21"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle A of title
			 III of the Iran Threat Reduction and Syria Human Rights Act of 2012 (22 U.S.C.
			 8741 et seq.) is amended—</text>
					<paragraph commented="no" id="H066FB81842ED4C6099B502FCE84E575F"><enum>(1)</enum><text>by redesignating
			 section 304 as section 305; and</text>
					</paragraph><paragraph commented="no" id="H5BC3CCA5E9D14E6896CCBD1B24190E1E"><enum>(2)</enum><text>by inserting after
			 section 303 the following new section:</text>
						<quoted-block display-inline="no-display-inline" id="HFB33C8E648B940128AB5D044AEE84E90" style="OLC">
							<section commented="no" id="H6564F09D60AE4A1588FB13CFA2DA89E4"><enum>304.</enum><header>Designation of
				Iran’s Revolutionary Guard Corps as foreign terrorist organization</header>
								<subsection commented="no" display-inline="no-display-inline" id="H754BF1A3EBA345C687BBA176DCE9736F"><enum>(a)</enum><header>In
				general</header><text>Not later than 30 days after the date of the enactment of
				this section, the Secretary of State shall determine if Iran’s Revolutionary
				Guard Corps meets the criteria for designation as a foreign terrorist
				organization as set forth in section 219 of the Immigration and Nationality Act
				(<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189</external-xref>).</text>
								</subsection><subsection commented="no" id="H96848B409935400EAD0E883F0DEF21AA"><enum>(b)</enum><header>Affirmative
				determination</header><text display-inline="yes-display-inline">If the
				Secretary of State determines under subsection (a) that Iran’s Revolutionary
				Guard Corps meets the criteria set forth under such section 219, the Secretary
				shall designate Iran’s Revolutionary Guard Corps as a foreign terrorist
				organization under such section 219.</text>
								</subsection><subsection commented="no" id="H79BDCD37ED67499AAF0191EF431EB735"><enum>(c)</enum><header>Negative
				determination</header>
									<paragraph commented="no" id="H5CFE5B49D41747129FE55E99D8CFAF25"><enum>(1)</enum><header>In
				general</header><text>If the Secretary of State determines under subsection (a)
				that Iran’s Revolutionary Guard Corps does not meet the criteria set forth
				under such section 219, the Secretary shall submit to the committees of
				Congress specified in subparagraph (C) a report that contains a detailed
				justification as to which criteria have not been met.</text>
									</paragraph><paragraph commented="no" id="HAAA2117475B54F62A5224C9E1200473A"><enum>(2)</enum><header>Form</header><text>The
				report required under paragraph (1) shall be submitted in unclassified form,
				but may contain classified annex, if necessary.</text>
									</paragraph><paragraph commented="no" id="H7AAE73DD3324425B94B27101AC609542"><enum>(3)</enum><header>Committees of
				Congress specified</header><text>The committees of Congress referred to in
				paragraph (1) are the following:</text>
										<subparagraph commented="no" id="HC4FDE068AB3746F48863D33DC0CC35FD"><enum>(A)</enum><text>The Committee on
				Foreign Affairs and the Committee on the Judiciary of the House of
				Representatives.</text>
										</subparagraph><subparagraph commented="no" id="HF7F5C65BFE0A4CF7AB5BAC4ED3176D0C"><enum>(B)</enum><text>The Committee on
				Foreign Relations and the Committee on the Judiciary of the
				Senate.</text>
										</subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection commented="no" id="HD199BBD0AAA147E3BBA9634C82155B57"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 contents for the Iran Threat Reduction and Syria Human Rights Act of 2012 is
			 amended by striking the item relating to section 304 and inserting the

			 401(a) of the Iran Threat Reduction and Syria Human Rights Act of 2012 (Public
			 Law 112–158; 126 Stat. 1251) is amended to read as follows:</text>

				persons in other countries, censorship, and the diversion of food, medicine,
				medical devices, agricultural commodities and other goods intended for the
				Iranian people:</text>

				of Iran.</text>
								</subparagraph><subparagraph id="HCD1E36BFD28E424EA7AAEB63A3FDF03A"><enum>(B)</enum><text>The President of
				Iran.</text>
								</subparagraph><subparagraph id="HCBB7AE24D1B0497AA1D154B861150F9B"><enum>(C)</enum><text>Members of the
				Council of Guardians.</text>
								</subparagraph><subparagraph id="HC95094A4254B4EE4AACD5F3A34221EC1"><enum>(D)</enum><text>Members of the
				Expediency Council.</text>

				Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010;
				and</text>
								</subparagraph><subparagraph id="H467CF497042B4F3AA6659153D772A26C"><enum>(B)</enum><text display-inline="yes-display-inline">the President should impose sanctions on
				such Iranian person pursuant to section 105, 105A, 105B, or 105C of such Act
				(as the case may
				be).</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HBD4784CB70FE418B8ED9CC299E5ED2F5"><enum>(b)</enum><header>Additional
			 finding and sense of Congress</header><text display-inline="yes-display-inline">Section 401of the Iran Threat Reduction and
			 Syria Human Rights Act of 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/158">Public Law 112–158</external-xref>; 126 Stat. 1251) is
			 amended—</text>
					<paragraph id="H7F7D15949B1946A0857A8F3DB19C24AF"><enum>(1)</enum><text>by redesignating
			 subsection (b) as subsection (c); and</text>
					</paragraph><paragraph id="HAD8349BBB96041D3A5B71AC0776C5447"><enum>(2)</enum><text>inserting after
			 subsection (a) the following:</text>

				of the Government of Iran, its agencies and instrumentalities, also have and
				continue to knowingly order, control, direct, and implement gross violations of
				the human rights of the Iranian people and the human rights of persons in other
				countries.</text>
								</paragraph><paragraph id="H1C4C3942ACCD45008F046AE98C6691F8"><enum>(2)</enum><header>Sense of
				Congress</header><text>It is the sense of Congress that—</text>
									<subparagraph id="H31D29DFF5722436F88B4AA93FF336722"><enum>(A)</enum><text display-inline="yes-display-inline">the President should investigate violations
				of human rights described in paragraph (1) to identify other senior officials
				of the Government of Iran that also have or continue to knowingly order,
				control, direct, or implement gross violations of human rights of the Iranian
				people and the human rights of persons in other countries;</text>
									</subparagraph><subparagraph id="H10E16E9DACCB43A28ED8CB323A6101E7"><enum>(B)</enum><text display-inline="yes-display-inline">the President should include any such
				official on one or more of the lists of persons subject to sanctions pursuant
				to section 105(b), 105A(b), 105B(b), or 105C(b) of the Comprehensive Iran
				Sanctions, Accountability, and Divestment Act of 2010; and</text>
									</subparagraph><subparagraph id="HFB02ACA5FE3C42B68F92A02D25F7A9FE"><enum>(C)</enum><text display-inline="yes-display-inline">the President should impose sanctions on
				any such official pursuant to section 105, 105A, 105B, or 105C of such Act (as
				the case may
				be).</text>
									</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection id="H1776940E747A43A4AD5FBB3469CCF0DB"><enum>(c)</enum><header>Report</header><text>Section
			 401(c)(1) of the Iran Threat Reduction and Syria Human Rights Act of 2012
			 (<external-xref legal-doc="public-law" parsable-cite="pl/112/158">Public Law 112–158</external-xref>; 126 Stat. 1251), as redesignated by subsection (b) of this
			 section, is amended—</text>

			 <quote>Not later than</quote> and inserting the following:</text>

				<subsection display-inline="no-display-inline" id="H1B31FF6F1EAF456CA06471CC33BE4464"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 104(c)(2) of
			 the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010
			 (<external-xref legal-doc="usc" parsable-cite="usc/22/8513">22 U.S.C. 8513(c)(2)</external-xref>) is amended—</text>
					<paragraph id="H4743AA889B8B44F987B587A145758017"><enum>(1)</enum><text>in subparagraph
			 (D), by striking <quote>or</quote> at the end;</text>
					</paragraph><paragraph id="HA6913738E304441D9B2406BE0B5F2843"><enum>(2)</enum><text>in subparagraph
			 (E), by striking the period at the end and inserting <quote>; or</quote>;
			 and</text>
					</paragraph><paragraph id="H3BD2CDD8235946079F398B2025BA2B74"><enum>(3)</enum><text>by adding at the
			 end the following new subparagraph:</text>

				person that exports sensitive technology to Iran and is subject to the
				prohibition on procurement contracts as described in section
				106.</text>
								</clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
					</paragraph></subsection><subsection display-inline="no-display-inline" id="H8E15A3600D8542A3B7FC88E34CEC2237"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendments made by
			 subsection (a) shall take effect on the date of the enactment of this Act and
			 shall apply with respect to any activity described in subparagraph (F) of
			 section 104(c)(2) of the Comprehensive Iran Sanctions, Accountability, and
			 Divestment Act of 2010 (as added by subsection (a)(3)) initiated on or after
			 the date that is 90 days after such date of enactment.</text>
				</subsection><subsection id="H946BA6418239447C86D219E129B9D459"><enum>(c)</enum><header>Regulations</header><text>Not
			 later than 90 days after the date of the enactment of this Act, the Secretary
			 of the Treasury shall prescribe regulations to carry out the amendments made by
			 subsection (a).</text>
				</subsection></section></title><title id="H63EED7EA028E4DC3AE4CE6C05863C2E6"><enum>II</enum><header>Economic and
			 financial sanctions</header>
			<section id="H9D7C0EC95C684EF2B9DD023909B1C94B"><enum>201.</enum><header>Sanctions with
			 respect to certain transactions with Iran</header>
				<subsection id="H4EE4E99F13F54FD7BADAE5FF63055037"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subtitle B of title
			 II of the Iran Threat Reduction and Syria Human Rights Act of 2012 (22 U.S.C.
			 8721 et seq.) is amended by adding at the end the following new section:</text>
					<quoted-block display-inline="no-display-inline" id="H65487AFDF39747A5B0E708ADE0A93721" style="OLC">
						<section id="H744099E1DB924D95860FE534338A6F6D"><enum>225.</enum><header>Sanctions with
				respect to certain transactions with Iran</header>
							<subsection id="H2A9FAA35B6D84535B560D999742B04F9"><enum>(a)</enum><header>Authorization of
				sanctions</header>
								<paragraph id="H2FFA4BCC3EC44047935655548F1CD633"><enum>(1)</enum><header>In
				general</header><text>Except as specifically provided in this section, the
				President may impose sanctions pursuant to the International Emergency Economic
				Powers Act (<external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701 et seq.</external-xref>) on a foreign person that the President
				determines has, on or after the date that is 180 days after the date of the
				enactment of this section, knowingly conducted or facilitated a significant
				financial transaction with the Central Bank of Iran or other Iranian financial
				institution that has been designated by the Secretary of the Treasury for the
				imposition of sanctions pursuant to such Act, for—</text>
									<subparagraph id="H27EDB9DED3F94297BDC6237238BE3DCA"><enum>(A)</enum><text display-inline="yes-display-inline">the purchase of goods (other than petroleum
				or petroleum products) or services by a person in Iran or on behalf of a person
				in Iran; or</text>
									</subparagraph><subparagraph id="HC72ABFD209C94AC885C883858FB9500D"><enum>(B)</enum><text display-inline="yes-display-inline">the purchase of goods (other than petroleum
				or petroleum products) or services from a person in Iran or on behalf of a
				person in Iran.</text>
									</subparagraph></paragraph><paragraph id="H2B0B53FD7A9A41DB834A2CD3791DD26A"><enum>(2)</enum><header>Rule of
				construction</header><text display-inline="yes-display-inline">Nothing in this
				section shall be construed to affect the imposition of sanctions with respect
				to a financial transaction for the purchase of petroleum or petroleum products
				from Iran under section 1245(d)(4) of the National Defense Authorization Act
				for Fiscal Year 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/81">Public Law 112–81</external-xref>; 125 Stat. 1648).</text>
								</paragraph></subsection><subsection id="HF66704C216D942B7BC3A7FE3B0FC38BB"><enum>(b)</enum><header>Exception for
				overall reductions of exports to and imports from Iran</header>
								<paragraph id="HF5843AE35D1640DF97EA2277DC3C9466"><enum>(1)</enum><header>In
				general</header><text>The President may not impose sanctions under subsection
				(a) on a foreign person if the President determines and submits to the
				appropriate congressional committees a report that contains a determination of
				the President that the country with primary jurisdiction over the foreign
				person has, during the time period described in paragraph (2), significantly
				reduced—</text>
									<subparagraph id="HCE521E525E9D4C0B92C3C605F385DDCD"><enum>(A)</enum><text display-inline="yes-display-inline">the value of exports of goods (other than
				petroleum or petroleum products) and services from such country to Iran;
				and</text>
									</subparagraph><subparagraph id="HCA52371EAFCA43E5B0875D6960BF88B4"><enum>(B)</enum><text display-inline="yes-display-inline">the value of imports of goods (other than
				petroleum or petroleum products) and services to such country from Iran.</text>
									</subparagraph></paragraph><paragraph id="HFEA46149B5C540379274A4732CCB6532"><enum>(2)</enum><header>Time period
				described</header><text display-inline="yes-display-inline">The time period
				referred to in paragraph (1) is the 180-day period ending on the date on which
				the President makes the determination under paragraph (1) as compared to the
				immediately preceding 180-day period.</text>
								</paragraph></subsection><subsection id="H10C152D7777B4A908161ED94E2AB16C9"><enum>(c)</enum><header>Exception for
				sales of agricultural commodities, food, medicine and medical
				devices</header><text>The President may not impose sanctions under subsection
				(a) on a foreign person with respect to a transaction for the sale of
				agricultural commodities, food, medicine or medical devices to Iran.</text>
							</subsection><subsection id="H79A1778F041B47C3BA25C388C3B09AC6"><enum>(d)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
								<paragraph id="HCD5EE324AAB7454EAA963A7C7DC674A0"><enum>(1)</enum><header>Foreign
				person</header><text display-inline="yes-display-inline">The term <term>foreign
				person</term> has the meaning given that term in section 14 of the Iran
				Sanctions Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/172">Public Law 104–172</external-xref>; <external-xref legal-doc="usc" parsable-cite="usc/50/1701">50 U.S.C. 1701</external-xref> note).</text>
								</paragraph><paragraph id="H9CC925D0791E48609041A40255FF689C"><enum>(2)</enum><header>Iranian
				financial institution</header><text>The term <term>Iranian financial
				institution</term> has the meaning given that term in section 104A(d) of the
				Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (22
				U.S.C.
				8513b(d)).</text>
								</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="H4AF734A87CA744B4A81F7777C7513037"><enum>(b)</enum><header>Clerical
			 amendment</header><text display-inline="yes-display-inline">The table of
			 contents for the Iran Threat Reduction and Syria Human Rights Act of 2012 is
			 amended by inserting after the item relating to section 224 the
			 following:</text>

			 sanctions with respect to foreign financial institutions that facilitate
			 financial transactions on behalf of persons owned or controlled by specially
			 designated nationals</header><text display-inline="no-display-inline">Section
			 1247 of the National Defense Authorization Act for Fiscal Year 2013 (22 U.S.C.
			 8806) is amended—</text>
				<paragraph id="H3A298DAB74A74B2FA3B5E76068B5E2C8"><enum>(1)</enum><text>by redesignating
			 subsection (f) as subsection (g); and</text>
				</paragraph><paragraph id="H063CFDF09DCC447EAD67CFD98656EC19"><enum>(2)</enum><text>by inserting after
			 subsection (e) the following new subsection:</text>
					<quoted-block display-inline="no-display-inline" id="H29FAC8751F8146C0A7B729FEE7CACA73" style="OLC">
						<subsection id="HDEAD9F68C95C4DACBA2E56852F23CFF0"><enum>(f)</enum><header>Persons owned or
				controlled by specially designated nationals</header>
							<paragraph id="HEE0FF23133E34FC983A7F9FAE5D07A1F"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The President shall
				impose sanctions described in subsection (a) with respect to a foreign
				financial institution that the President determines has, on or after the date
				that is 90 days after the date of the enactment of this subsection, knowingly
				facilitated a significant financial transaction on behalf of any person on the
				list required by paragraph (2).</text>
							</paragraph><paragraph id="HD5125981497E496A8725B8C261A88591"><enum>(2)</enum><header>List</header>
								<subparagraph id="HB226194DB9D14F908388AE43BECE578E"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">Not later than 60
				days after the date of the enactment of this subsection, the President shall
				submit to the appropriate congressional committees list of persons that the
				President determines on or after the date of the enactment of this subsection
				are directly or indirectly owned or controlled by an Iranian person included on
				the list of specially designated nationals and blocked persons maintained by
				the Office of Foreign Assets Control of the Department of the Treasury (other
				than an Iranian financial institution described in subsection (b)).</text>
								</subparagraph><subparagraph id="H7E515A06B42043B88287BA5A6113FCF5"><enum>(B)</enum><header>Updates of
				list</header><text>The President shall submit to the appropriate congressional
				committees an update of the list required by subparagraph (A)—</text>
									<clause id="H7EFF11C82B2541939241F49E3FF06389"><enum>(i)</enum><text>not less than once
				every 180 days after the date of submission of such list; and</text>
									</clause><clause id="H46A80178996C412A9866B9C46CFD2582"><enum>(ii)</enum><text>as new
				information becomes available.</text>
									</clause></subparagraph><subparagraph id="H16E7E5E2FDEE44D8A87F4A87076B3B11"><enum>(C)</enum><header>Form of report;
				public availability</header>
									<clause id="HFE7A600CC63D409C8758EC015886D5D6"><enum>(i)</enum><header>Form</header><text>The
				list required by subparagraph (A) shall be submitted in unclassified form, but
				may contain a classified annex, if necessary.</text>
									</clause><clause id="H424FE7BDAD394B62A2FD2545BB6A2294"><enum>(ii)</enum><header>Public
				availability</header><text>The unclassified portion of the list required by
				clause (i) shall be made available to the public and posted on the websites of
				the Department of the Treasury and the Department of State.</text>
									</clause></subparagraph><subparagraph id="HC6C4745B5AA242AD9475A7461141A944"><enum>(D)</enum><header>Consideration of
				data from other countries and nongovernmental organizations</header><text>In
				preparing the list required by subparagraph (A), the President shall consider
				credible data already obtained by other countries and nongovernmental
				organizations.</text>
								</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></section><section id="H957E3BB3A54F4FD49431A73D282ECB1F"><enum>203.</enum><header>Imposition of
			 sanctions with respect to the Central Bank of Iran and other Iranian financial
			 institutions</header>
				<subsection id="HCA5C5FE7BEC2450187F210EAFE9BEDDD"><enum>(a)</enum><header>Exception to
			 applicability of sanctions with respect to petroleum transactions</header><text display-inline="yes-display-inline">Section 1245(d)(4)(D)(i)(I) of the National
			 Defense Authorization Act for Fiscal Year 2012 (<external-xref legal-doc="public-law" parsable-cite="pl/112/81">Public Law 112–81</external-xref>; 125 Stat.
			 1648) is amended to read as follows:</text>
					<quoted-block display-inline="no-display-inline" id="HBB8F68B7A3E2401187F35AF3A47B4FB3" style="OLC">
						<subclause id="HD58D3A10E00E41EEB34F531828ED3213"><enum>(I)</enum><text display-inline="yes-display-inline">has significantly reduced its volume of
				crude oil purchases from Iran, and volume of purchases of crude oil of Iranian
				origin, from the volume purchased in the immediately preceding 180-day period,
				and the President certifies in writing to Congress that the President has based
				such determination on accurate information on that country’s total purchases of
				crude oil from Iran or of Iranian origin;
				or</text>
						</subclause><after-quoted-block>.</after-quoted-block></quoted-block>
				</subsection><subsection id="HE00F0D204A254161981CF8B9EBDDABB9"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by this section shall take effect
			 beginning on the date that is 30 days after the date of the enactment of this
			 Act.</text>
				</subsection></section><section id="H3D43363107A9444AA577949C3994F76C"><enum>204.</enum><header>Sense of
			 Congress regarding the European Central Bank</header>
				<subsection id="HC6FC49B4643D4E6EBCFACD8B0036A6F4"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
					<paragraph id="H9AC67125960242359B9013FAE2A47561"><enum>(1)</enum><text display-inline="yes-display-inline">The Government of Iran, its agencies and
			 instrumentalities, continue to have access to, and utilize, euro-denominated
			 transactions, including for goods and services that are subject to sanctions
			 imposed by the United States, the European Union and its member states and by
			 the United Nations.</text>
					</paragraph><paragraph id="H143D242A2C644ED2BB85527BF84325AC"><enum>(2)</enum><text>The Guidelines of
			 the European Central Bank (Article 39(1)) states that: <quote>Participants
			 shall be deemed to be aware of, and shall comply with, all obligations on them
			 relating to legislation on data protection, prevention of money laundering and
			 the financing of terrorism, proliferation-sensitive nuclear activities and the
			 development of nuclear weapons delivery systems, in particular in terms of
			 implementing appropriate measures concerning any payments debited or credited
			 on their PM accounts.</quote></text>
					</paragraph><paragraph id="H3C1B9E4834564FD39A99C51FF16B7282"><enum>(3)</enum><text>United States and
			 European convergence with respect to United States sanctions efforts toward the
			 Iranian regime is a vital component of United States policy aimed at preventing
			 the Iranian regime from acquiring a nuclear weapons capability.</text>
					</paragraph></subsection><subsection id="H31DA2B929FB84C9AAC7C6E3B8231FD5D"><enum>(b)</enum><header>Sense of
			 Congress</header><text display-inline="yes-display-inline">It is the sense of
			 Congress that the President should closely coordinate and cooperate with the
			 European Union and its member states to restrict access and use of the euro
			 currency by the Government of Iran, its agencies and instrumentalities, for
			 transactions (with the exception of food, medicine, medical devices and other
			 humanitarian goods), including through the payment systems of the European
			 Central Bank, such as its second generation Trans-European Automated Real-time
			 Gross Settlement Express Transfer System, and local and regional Euro
			 settlement platforms.</text>
				</subsection></section></title><title id="HDE3B15888AFB4313A6F11D78B934BC42"><enum>III</enum><header>Miscellaneous
			 provisions</header>
			<section id="H777AEEDC9C0A43B4B8FA8B9B1D0FF7A5"><enum>301.</enum><header>Report on
			 Iranian nuclear and economic capabilities</header>
				<subsection id="H67D271250BEB4B408D86DA1835EB35C7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later that 60
			 days after the date of the enactment of this Act, and every 60 days thereafter,
			 the President shall submit to the appropriate congressional committees a report
			 on the following:</text>
					<paragraph id="HCB201F997E594B11887F9F6BB33698B9"><enum>(1)</enum><text display-inline="yes-display-inline">An estimate of the timeline for Iranian
			 capabilities to develop nuclear weapons, including—</text>
						<subparagraph id="H598492AC05BB44E58CFD34BEC9F1363A"><enum>(A)</enum><text>a nuclear
			 explosive device; and</text>
						</subparagraph><subparagraph id="H8EB257C5080A4ABA9505F1D29B66A531"><enum>(B)</enum><text>breakout
			 capacity.</text>
						</subparagraph></paragraph><paragraph id="H4FF7CD5AA086496DBBBFEAC52D40A0F5"><enum>(2)</enum><text>An assessment of
			 Iranian strategy and capabilities relating to development of nuclear weapons,
			 including—</text>
						<subparagraph id="H3A0D331332F54883ADF30552F58CFEDC"><enum>(A)</enum><text>a summary and
			 analysis of current nuclear weapons capabilities;</text>
						</subparagraph><subparagraph id="HB30B2076CA5245D3BAD92E66B5B9C7F3"><enum>(B)</enum><text>an estimate of the
			 amount and sources of funding expended by, and an analysis of procurement
			 networks utilized by, Iran to develop its nuclear weapons capabilities;</text>
						</subparagraph><subparagraph id="HA6BE4DED1D8F40EDA3E64C53BC2D3B87"><enum>(C)</enum><text>a summary of the
			 capabilities of Iran’s unconventional weapons and Iran’s ballistic missile
			 forces and Iran’s cruise missile forces;</text>
						</subparagraph><subparagraph id="HF3765A82C5504199AB33E71DEEACA5BA"><enum>(D)</enum><text>a detailed
			 analysis of the effectiveness of Iran’s unconventional weapons and Iran’s
			 ballistic missile forces and Iran’s cruise missile forces as delivery systems
			 for a nuclear device; and</text>
						</subparagraph><subparagraph id="H9AC33CBA115A466DBCDAF37A8AB12C02"><enum>(E)</enum><text>an estimate of the
			 amount and sources of funding expended by, and an analysis of procurement
			 networks utilized by, Iran on programs to develop a nuclear weapons
			 capability.</text>
						</subparagraph></paragraph><paragraph id="H125723A34A234BA18E7AD373E072F2BC"><enum>(3)</enum><text>Projected economic
			 effects of international sanctions on Iran, including—</text>
						<subparagraph id="H58EACE29004B470F95888201C9DF8802"><enum>(A)</enum><text>sources of funding
			 for the activities of the Government of Iran described in paragraphs (1) and
			 (2);</text>
						</subparagraph><subparagraph id="H1E347B5206024197B155E23572EE3E0F"><enum>(B)</enum><text>the role of the
			 Government of Iran in the formal and informal sector of the domestic Iranian
			 economy;</text>
						</subparagraph><subparagraph id="HE26BFFDB180645F8B913889E0B7FFB5B"><enum>(C)</enum><text>evasive and other
			 efforts by the Government of Iran to circumvent international and bilateral
			 sanctions regimes; and</text>
						</subparagraph><subparagraph id="HC1EF2E7020B74A399A893DD467DDB94A"><enum>(D)</enum><text>Iran’s capital
			 accounts, current accounts, foreign exchange reserve levels (including access
			 to foreign exchange reserves), and other leading macroeconomic indicators, and
			 estimated timelines with respect to Iran’s macroeconomic viability, including
			 Iran’s exhaustion of foreign exchange reserves.</text>
						</subparagraph></paragraph></subsection><subsection id="HB8C9D51674604E06B80F68C02C356028"><enum>(b)</enum><header>Form</header><text>The
			 report required under subsection (a) shall be submitted in unclassified form to
			 the greatest extent possible, but may include a classified annex, if
			 necessary.</text>
				</subsection><subsection id="H9B972C36F57F445BBF2D7C42B0CA9B49"><enum>(c)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>

			 explosive device</header><text display-inline="yes-display-inline">The term
			 <term>nuclear explosive device</term> means any device, whether assembled or
			 disassembled, that is designed to produce an instantaneous release of an amount
			 of nuclear energy from special nuclear material that is greater than the amount
			 of energy that would be released from the detonation of one pound of
			 trinitrotoluene (TNT).</text>
					</paragraph><paragraph id="H139D250D7F9A413C95BF919EEA00179D"><enum>(2)</enum><header>Breakout
			 capacity</header><text display-inline="yes-display-inline">The term
			 <term>breakout capacity</term> means the point at which a country is able to
			 produce enough weapon-grade uranium (or sufficient separated plutonium) for one
			 or more nuclear explosive devices.</text>
					</paragraph><paragraph id="H94FCE52A1F794147B5C7DB7E36DB7795"><enum>(3)</enum><header>Appropriate
			 congressional committees</header><text>The term <term>appropriate congressional
			 committees</term> means—</text>
						<subparagraph id="H9E3958DCF72F49A993C92455D51691EB"><enum>(A)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Armed Services, the Committee on Financial
			 Services, and the Permanent Select Committee on Intelligence of the House of
			 Representatives; and</text>
						</subparagraph><subparagraph id="HD3179B48063F4A8AB9D0BB4495F556FB"><enum>(B)</enum><text>the Committee on
			 Foreign Relations, the Committee on Armed Services, the Committee on Banking,
			 Housing, and Urban Affairs, the Committee on Finance, and the Select Committee
			 on Intelligence of the Senate.</text>
						</subparagraph></paragraph></subsection></section><section id="H6319A833FD334827AA28A7DB27CC787F"><enum>302.</enum><header>National
			 Strategy on Iran</header>
				<subsection id="HD0D214C9149E443598AD9DB3016088C6"><enum>(a)</enum><header>National
			 strategy required</header><text>The President shall develop a strategy, to be
			 known as the <quote>National Strategy on Iran</quote>, that provides strategic
			 guidance for activities that support the objective of addressing the threats
			 posed by Iran.</text>
				</subsection><subsection id="H6092947A6D7A4BC3A8F859AAA2D94242"><enum>(b)</enum><header>Annual
			 report</header><text>Not later than January 30 of each year, the President
			 shall submit to the appropriate congressional committees the National Strategy
			 on Iran required under subsection (a).</text>
				</subsection><subsection id="H8967A22996544F68A7DF5B534F6A7BE5"><enum>(c)</enum><header>Matters To be
			 included</header><text>The report required under subsection (b) shall include,
			 at a minimum, the following:</text>
					<paragraph id="H2823FD2C5D074273A7102B6D10F95953"><enum>(1)</enum><text>A
			 description Iran’s grand strategy and security strategy, including strategic
			 objectives, and the security posture and objectives of Iran.</text>
					</paragraph><paragraph id="H07E1024936FA4F3789B65CF36F3F47B1"><enum>(2)</enum><text>A
			 description of the United States strategy to—</text>
						<subparagraph id="H602EF3C43EED44AFAF53FB1CF073FF56"><enum>(A)</enum><text>address and
			 counter the capabilities of Iran’s conventional forces and Iran’s
			 unconventional forces;</text>
						</subparagraph><subparagraph id="H01FDD15FFA6A43469B83E9AFF2C5C9BD"><enum>(B)</enum><text>disrupt and deny
			 Iranian efforts to develop or augment capabilities related to nuclear,
			 unconventional, and missile forces development;</text>
						</subparagraph><subparagraph id="H1674C7E6398A4954A2C7FF04FE75B95C"><enum>(C)</enum><text>address the
			 Government of Iran’s economic strategy to enable the objectives described in
			 this subsection; and</text>
						</subparagraph><subparagraph id="H823FA6ECDD2242509E31F0EB069CB3CD"><enum>(D)</enum><text>exploit key
			 vulnerabilities.</text>
						</subparagraph></paragraph><paragraph id="HCC49032850664659A4F61477E2F1F508"><enum>(3)</enum><text>An implementation
			 plan for the United States strategy described in paragraph (2).</text>
					</paragraph></subsection><subsection id="HCF1623EA533547E683CA545102031A17"><enum>(d)</enum><header>Form</header><text>The
			 report required under subsection (b) shall be submitted in unclassified form to
			 the greatest extent possible, but may include a classified annex, if
			 necessary.</text>
				</subsection><subsection id="H2A5E20F3C34E4BF6AD4032C98ABDECD5"><enum>(e)</enum><header>Appropriate
			 congressional committees</header><text>In this section, the term
			 <term>appropriate congressional committees</term> means—</text>
					<paragraph id="H59D6B3AFCFE04A45A5D6C5A237C738E8"><enum>(1)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Armed Services, the Committee on Financial
			 Services, the Committee on Ways and Means, and the Permanent Select Committee
			 on Intelligence of the House of Representatives; and</text>
					</paragraph><paragraph id="HD64715DA0EC54D618141A27DD09D71B5"><enum>(2)</enum><text>the Committee on
			 Foreign Relations, the Committee on Armed Services, the Committee on Banking,
			 Housing, and Urban Affairs, the Committee on Finance, and the Permanent Select
			 Committee on Intelligence of the Senate.</text>
					</paragraph></subsection></section><section id="H58B4497326E64CE6B6889B27FD37064A"><enum>303.</enum><header>Government
			 Accountability Office report on sanctions enforcement</header>
				<subsection id="H812719E289A04CA48B9F78ADC7E2CAFD"><enum>(a)</enum><header>In
			 general</header><text>Not later than 180 days after the date of the enactment
			 of this Act, and annually thereafter, the Comptroller General of the United
			 States shall submit to the appropriate congressional committees a report
			 assessing the extent to which the President is implementing section 5(a) and
			 (b) of the Iran Sanctions Act of 1996 (<external-xref legal-doc="public-law" parsable-cite="pl/104/172">Public Law 104–172</external-xref>; 50 U.S.C. 1701
			 note), sections 104 and 104A of the Comprehensive Iran Sanctions,
			 Accountability, and Divestment Act of 2010 (22 U.S.C. 8513 and 8513b) and title
			 III of the Iran Threat Reduction and Syria Human Rights Act of 2012 (22 U.S.C.
			 8741 et seq.).</text>
				</subsection><subsection id="HBE90A9F58614423580A543F4734440C5"><enum>(b)</enum><header>Basis of
			 report</header><text>The report required under subsection (a) shall be based on
			 publicly-available information.</text>
				</subsection><subsection id="H9E6A46DA44464CD59CF2FFA20542113F"><enum>(c)</enum><header>Appropriate
			 congressional committees</header><text>In this section, the term
			 <term>appropriate congressional committees</term> means—</text>
					<paragraph id="HB92058E10D714A84AD2889B449F3AE24"><enum>(1)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Financial Services, and the Committee on Ways
			 and Means of the House of Representatives; and</text>
					</paragraph><paragraph id="H0BE1FFEB687F471E93B4261657737D1F"><enum>(2)</enum><text>the Committee on
			 Foreign Relations, the Committee on Banking, Housing and Urban Affairs, and the
			 Committee on Finance of the Senate.</text>
