		<official-title>To amend the Federal Water Pollution Control Act to
		  clarify the requirement that permit applications for the discharge of
		  pollutants be approved by disinterested board members, and for other
		  purposes.</official-title>

		<section id="H125C225AF5374D8EA8FDEF2906AFE4B6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sunshine on Conflicts Act of
			 2013</short-title></quote>.</text>
		</section><section id="H79695965F7314F84AC834E7769E625D0"><enum>2.</enum><header>Approval by
			 disinterested board members</header>
			<subsection id="HF9E958D48C4048618CA2A621BE6CA51B"><enum>(a)</enum><header>In
			 general</header><text>Section 402(a) of the Federal Water Pollution Control Act
			 (<external-xref legal-doc="usc" parsable-cite="usc/33/1342">33 U.S.C. 1342(a)</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H885026EA2ABA46109E9AE7E13BCEE729" style="OLC">
					<paragraph id="H5D9EBAEE63124152AFC5736049167BE0" indent="up1"><enum>(6)</enum><text display-inline="yes-display-inline">Not later than 60 days after the date of
				the enactment of this paragraph, the Administrator shall issue a rule to
				prohibit any member of a board or body that approves permit applications or
				portions thereof from voting upon, or seeking to influence, the approval of any
				permit in which that member has a direct or indirect financial interest, as
				defined in applicable State
				law.</text>
					</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HCED34F6DC90541709736895E64EBA3AC"><enum>(b)</enum><header>No force or
			 effect of existing regulation</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/40/123">Section 123.25(c)</external-xref> of title 40, Code of
			 Federal Regulations, shall have no further force or effect after the earliest
			 of the date on which a rule is issued under section 402(a)(6) of the Federal
			 Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1342">33 U.S.C. 1342(a)(6)</external-xref>) or the end of the 120-day
			 period beginning on the date of the enactment of this section.</text>
