		<official-title>To improve and expand geographic literacy among
		  kindergarten through grade 12 students in the United States by improving
		  professional development programs for kindergarten through grade 12 teachers
		  offered through institutions of higher education.</official-title>

		<section commented="no" display-inline="no-display-inline" id="HEA0B87F617ED4BD39B20302CB606C086" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Teaching Geography is Fundamental
			 Act</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HA7EE4430465647BBBA0936FB49C5C574" section-type="subsequent-section"><enum>2.</enum><header>Geography
			 education</header><text display-inline="no-display-inline">Title II of the
			 Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1021">20 U.S.C. 1021 et seq.</external-xref>) is amended by adding at
			 the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H8B9060C676D84396BEBEE41D2665EAFE" style="OLC">
				<part commented="no" id="H112D485422044F49B0FC51A856151D28"><enum>D</enum><header>Geography
				education</header>
					<section commented="no" display-inline="no-display-inline" id="HAF1E16BFE8A044B8A50D245443C491CF" section-type="subsequent-section"><enum>271.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
				findings:</text>
						<paragraph id="HBE5DA81365284D17B092C0494A445CC7"><enum>(1)</enum><text>The economic
				stature and competitiveness of the United States requires increasingly
				sophisticated levels of geographic knowledge and mastery of geographic
				tools.</text>
						</paragraph><paragraph id="H3B8B26B87A13469BB70B33428E098608"><enum>(2)</enum><text>It is estimated
				that the United States geospatial industry generated $73,000,000,000 in revenue
				last year, with half a million high-wage jobs, and that the industry is growing
				at between 25-30 percent per year. This burgeoning industry will not be able to
				maximize its growth potential without a sustained Federal investment in
				geography education.</text>
						</paragraph><paragraph id="H966B4066AE3646AB9608CDAE22137AA8"><enum>(3)</enum><text>A 2012 report by a
				Council on Foreign Relations task force, United States Education Reform and
				National Security, states that the lack of global awareness among American
				citizens increasingly jeopardizes their ability to interact with local and
				global peers or participate meaningfully in business, diplomatic, and military
				situations.</text>
						</paragraph><paragraph id="H601B5ABD3CE84E829E7413C80A867C2C"><enum>(4)</enum><text>Geographic
				literacy is essential to a well prepared citizenry in the 21st century because
				geographic factors assume greater importance as the world’s economies,
				societies, and political structures grow more global in scale.</text>
						</paragraph><paragraph id="H7C731109723648F9B1B88CDBF0A0E598"><enum>(5)</enum><text>The 2010 National
				Assessment of Educational Progress in geography shows that fewer than 30
				percent of students tested in grades four, eight, and twelve scored at
				grade-level or above. These scores have stayed the same or gotten worse since
				the last time the test was administered in 2001.</text>
						</paragraph><paragraph id="HB350367BCE024793B4725C11338BE5A9"><enum>(6)</enum><text>The National
				Academy of Sciences urged creation of a national program to improve the
				geographic competence of the United States general population and the school
				age population.</text>
						</paragraph><paragraph id="HABA1F706F5794CD89E04246D358C69D4"><enum>(7)</enum><text>Geography is one
				of the <quote>core academic subjects</quote> defined under the Elementary and
				Secondary Education Act.</text>
						</paragraph><paragraph id="HC9DFD80678DF41D99D9D999F291699E7"><enum>(8)</enum><text>A recent National
				Geographic Society survey found that all 50 States and the District of Columbia
				recognize geography in their curricula or content standards, and an increasing
				number require geography for graduation and include geography in mandated
				statewide assessments.</text>
						</paragraph><paragraph id="HE62AEA66B8174D1CB6FBF76D1D1D76C4"><enum>(9)</enum><text>Seven of ten
				educators responding to a National Geographic survey felt their professional
				development opportunities in geography were inadequate and half believed their
				schools had inadequate basic materials for teaching geography.</text>
						</paragraph><paragraph id="H9ECA0CC9E8A74CFEAD66A38FF61888B2"><enum>(10)</enum><text>The National
				Geographic Society has spent more than 25 years pioneering an extraordinarily
				effective national program for improving the teaching of geography by engaging
				university faculty, geographers, and highly trained teachers in State
				Geographic Alliances dedicated to providing high-quality professional
				development opportunities for kindergarten through grade 12 teachers.</text>
						</paragraph><paragraph id="H5F52263452354E2B94CFC2C63D0017C4"><enum>(11)</enum><text>More than 80
				colleges and universities in all 50 States have received grants from the
				National Geographic Society to support State Geographic Alliances and their
				professional development programs. Alliance-trained kindergarten through grade
				12 teachers and their higher education partners conduct workshops, develop
				localized teaching materials, and facilitate communication among thousands of
				teachers whose responsibilities include teaching of geography in various
				formats and grade levels.</text>
						</paragraph><paragraph id="HC4FB1AAB8ADF454786970AEA62E2BB24"><enum>(12)</enum><text>A study by
				Mid-continent Research for Education and Learning that assessed student
				academic achievement in geography on the National Assessment of Educational
				Progress showed that students taught by Alliance-trained teachers out-performed
				other students by almost 10 percent.</text>
						</paragraph><paragraph id="H2E79E5EA0A0F40BA846E2489A44A94E3"><enum>(13)</enum><text>We live in a
				changing world with multiple and evolving threats to national security,
				including terrorism, asymmetrical warfare, and social unrest. As the nature of
				the threat evolves, so do the tools, knowledge, and skills needed to respond. A
				2013 National Academies report states that it is likely that qualified
				Geography Information Systems and remote sensing experts are already hard to
				find. Long before 2030, competition and a small number of graduates will likely
				result in shortages in all emerging areas and in the core areas of cartography,
				photogammetry, and geodesy.</text>
						</paragraph></section><section commented="no" display-inline="no-display-inline" id="HB33DE6F87566411F9A1B15B6176A41EC" section-type="subsequent-section"><enum>272.</enum><header>Purposes and
				objectives</header>
						<subsection commented="no" display-inline="no-display-inline" id="H3F40A2616A45488E9AE4AC7AF8C09141"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this part is to promote
				geographic literacy and improved understanding of global cultures among
				kindergarten through grade 12 students by expanding programs that employ the
				geographic knowledge and expertise of faculty members in institutions of higher
				education for the benefit of kindergarten through grade 12 teachers and to
				otherwise advance geographic literacy.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="H673A0E196B9C4573A867C3B423FCA1CE"><enum>(b)</enum><header>Objectives</header><text display-inline="yes-display-inline">The objectives of this part are the
				following:</text>
							<paragraph commented="no" display-inline="no-display-inline" id="H98BE062867674DA9888453663279ECDD"><enum>(1)</enum><text display-inline="yes-display-inline">To increase students knowledge of, and
				achievement in, standards-based geography to enable the students to become
				better informed and more productive citizens.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE192EC6795A3407DB437F390B07842A1"><enum>(2)</enum><text display-inline="yes-display-inline">To increase the number of highly qualified
				teachers of United States and world geography and to enable the teachers to
				improve student mastery of geographic principles and practical applications of
				those principles.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H36E0904C5B7741D18A7F6CA7EEB025A9"><enum>(3)</enum><text display-inline="yes-display-inline">To encourage geographic education research,
				to develop and disseminate effective instructional materials, and to promote
				replication of best practices and exemplary programs that foster geographic
				literacy.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H84B292CFB11B43AFA90F1D50D57E08C2"><enum>(4)</enum><text display-inline="yes-display-inline">To assist States in measuring the impact of
				education in geography.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE83B9EF813BD4A709D19467E4A63A3B3"><enum>(5)</enum><text display-inline="yes-display-inline">To leverage and expand private and public
				support for geography education partnerships at national, State, and local
				levels.</text>
							</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H06C775C0CC534C32A510C16A55EF869D" section-type="subsequent-section"><enum>273.</enum><header>Grant program
				authorized</header><text display-inline="no-display-inline">The Secretary is
				authorized to award a grant to a national nonprofit educational organization or
				a consortium of organizations (hereafter in this part referred to as the
				<quote>grantee</quote>) that has as its primary purpose the improvement of the
				quality of student understanding of geography through effective teaching of
				geography in the Nation’s classrooms.</text>
					</section><section commented="no" display-inline="no-display-inline" id="HA8444D0EF94E447AAAAE7CC151D0AAC0" section-type="subsequent-section"><enum>274.</enum><header>Use of
				funds</header>
						<subsection commented="no" display-inline="no-display-inline" id="H3DB875BC6459427197CC6D9E10EEE725"><enum>(a)</enum><header>Direct
				activities</header><text display-inline="yes-display-inline">The grantee shall
				use not more than 25 percent of the funds made available through the grant for
				a fiscal year—</text>
							<paragraph commented="no" display-inline="no-display-inline" id="H46459D80B111493EA085DFBB598517C0"><enum>(1)</enum><text display-inline="yes-display-inline">to strengthen and expand the grantee’s
				relationships with institutions of higher education and with State educational
				agencies and local educational agencies and other public and private
				organizations with a commitment to geography education and the benefits of
				geography education;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4903CD3CD7E74683A05655EFCE677906"><enum>(2)</enum><text display-inline="yes-display-inline">to support and promote research-based
				training of teachers of geography and related disciplines in kindergarten
				through grade 12 as a means of broadening student knowledge of the world,
				including the dissemination of information on effective practices and research
				findings concerning the teaching of geography;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7E5C5FFFF8384CABA5834B047678D3E6"><enum>(3)</enum><text display-inline="yes-display-inline">to support research on effective geography
				teaching practices and the development of assessment instruments and strategies
				to document student understanding of geography;</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HBE46659409C544B2971CFD84848F7573"><enum>(4)</enum><text display-inline="yes-display-inline">to convene national conferences on
				geography education to assess the current state of geographic literacy and to
				identify strategies for improvement; and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7ABC21CDD28E4F56912EA1CEBAAE906E"><enum>(5)</enum><text display-inline="yes-display-inline">to develop and disseminate appropriate
				research-based materials to foster geographic literacy.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H47F9A82BB2ED47EF8D00412AF3CE4B51"><enum>(b)</enum><header>Subgrants</header>
							<paragraph commented="no" display-inline="no-display-inline" id="HE724BBC3BA554160B8ABB08A8582A21C"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">The grantee shall use
				not more than 75 percent of the funds made available through the grant for a
				fiscal year to award subgrants to eligible recipients.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDBBDA1FA7B904DCDB58B93F298F473E5"><enum>(2)</enum><header>Eligible
				recipient defined</header><text display-inline="yes-display-inline">In this
				part the term <term>eligible recipient</term> means an institution of higher
				education associated with—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="H755E3D63EAD44B05A551E70D53F750A9"><enum>(A)</enum><text display-inline="yes-display-inline">a State geographic alliance;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H63240B32B38C43C4BE9C8F06F7D2D4F9"><enum>(B)</enum><text display-inline="yes-display-inline">a nonprofit educational
				organization;</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2FF969A4482E45E2AC1577C3B13FE0CB"><enum>(C)</enum><text display-inline="yes-display-inline">a State educational agency or local
				educational agency; or</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF92A8F2ADFB34BBA9A15E24208DC7D62"><enum>(D)</enum><text display-inline="yes-display-inline">a partnership between or among an alliance,
				organization, or agency described in subparagraph (A), (B) or (C).</text>
								</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA1548B08C0F446F0BB4522A246365960"><enum>(3)</enum><header>Subgrant uses of
				funds</header><text display-inline="yes-display-inline">Eligible recipients
				shall use the subgrant funds for 1 or more of the following purposes:</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="H6DE20F564B014ADF816E468446C465CF"><enum>(A)</enum><text display-inline="yes-display-inline">Conducting teacher training programs that
				use effective and research-based approaches to the teaching of geography at the
				kindergarten through grade 12 level.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H4B4597FB72B34CDE9F988B6F2019306B"><enum>(B)</enum><text display-inline="yes-display-inline">Applying Geographic Information System
				(GIS) or other geographic technological tools to the teaching of
				geography.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3D6746F5CF494DC1A439440672257907"><enum>(C)</enum><text display-inline="yes-display-inline">Applying Internet and other distance
				learning technology to the teaching of geography or to the continuing education
				of teachers.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HACBF3300042245F5B14843E04C7CDD09"><enum>(D)</enum><text display-inline="yes-display-inline">Promoting rigorous academic standards and
				assessment techniques to guide and measure student performance in
				geography.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9340A7FC5F7249908F0E1331883F39EA"><enum>(E)</enum><text display-inline="yes-display-inline">Promoting research in geography education,
				emphasizing research that leads to improving student achievement.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD71E092EF4384FA8ACA945BD5022D8CF"><enum>(F)</enum><text display-inline="yes-display-inline">Carrying out local, field-based activities
				for teachers and students to improve their knowledge of the concepts and tools
				of geography while enhancing understanding of their home region.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD4457ED5840149A9A1671F2A06DB87E8"><enum>(G)</enum><text display-inline="yes-display-inline">Promoting comparative studies of world
				cultures, economies, and environments.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H220BF1A8F08C4FB1A2EB934C5157F82A"><enum>(H)</enum><text display-inline="yes-display-inline">Encouraging replication of best practices
				and model programs to promote geographic literacy.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9F5AB0F299EC4E799528F9B4BAB05966"><enum>(I)</enum><text display-inline="yes-display-inline">Developing and disseminating effective,
				research-based geography learning materials.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H629A82A9F9A6485283B36579C9F6A81D"><enum>(J)</enum><text display-inline="yes-display-inline">Convening State-based conferences to assess
				the state of geographic literacy and to identify strategies for
				improvement.</text>
								</subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HF84269825E65498BA1687EB2B1BCC6FE" section-type="subsequent-section"><enum>275.</enum><header>Applications</header>
						<subsection commented="no" display-inline="no-display-inline" id="HBFED34DF5A904B109C81C2C731FA3EAD"><enum>(a)</enum><header>Grantee
				applications</header><text display-inline="yes-display-inline">To be eligible
				to receive a grant under this part, a grantee shall submit to the Secretary an
				application at such time, in such manner, and accompanied by such information
				as the Secretary may require.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="HAD1345FF6E224AA9BE15557D24D7A3AE"><enum>(b)</enum><header>Eligible
				recipient applications</header>
							<paragraph commented="no" display-inline="no-display-inline" id="HAB73BE643BB24A618EEDEE1B09814337"><enum>(1)</enum><header>Submission</header><text display-inline="yes-display-inline">To be eligible to receive a subgrant under
				this part, an eligible recipient shall submit an application to a grantee at
				such time, in such manner and accompanied by such information as the grantee
				may require.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC80AA289EAD747B296863E5BCAE6FD97"><enum>(2)</enum><header>Review</header>
								<subparagraph commented="no" display-inline="no-display-inline" id="HCB63D6B9FDCB4340950F56DFE1D49846"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">A grantee shall
				invite individuals described in
				<internal-xref idref="H9D175CA27F884275ABA1730FC7FD93D5" legis-path="275.(b)(2)(B)">subparagraph (B)</internal-xref> to review all
				applications from eligible recipients for a subgrant under this section and to
				make recommendations to the grantee regarding the approval of the
				applications.</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9D175CA27F884275ABA1730FC7FD93D5"><enum>(B)</enum><header>Reviewers</header><text display-inline="yes-display-inline">The individuals referred to in
				<internal-xref idref="HCB63D6B9FDCB4340950F56DFE1D49846" legis-path="275.(b)(2)(A)">subparagraph (A)</internal-xref> are the
				following:</text>
									<clause commented="no" display-inline="no-display-inline" id="H0CA2D608601A4E369FEBFF83CA9FB935"><enum>(i)</enum><text display-inline="yes-display-inline">Leaders in the field of geography
				education.</text>
									</clause><clause commented="no" display-inline="no-display-inline" id="HCFC15EA257C84D288EA4094C598E2414"><enum>(ii)</enum><text display-inline="yes-display-inline">Such other individuals as the grantee may
				determine are necessary or desirable.</text>
									</clause></subparagraph></paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="HFC936AE05A13472FA640F6C486485945" section-type="subsequent-section"><enum>276.</enum><header>Requirements</header>
						<subsection commented="no" display-inline="no-display-inline" id="H7EDDD51077C3400BBE33E02410265548"><enum>(a)</enum><header>Administrative
				costs</header><text display-inline="yes-display-inline">A grantee receiving a
				grant under this part for a fiscal year, and each eligible recipient receiving
				a subgrant under this part for a fiscal year, may use not more than 15 percent
				of the funds made available through the grant or subgrant, respectively, for
				administrative costs.</text>
						</subsection><subsection commented="no" display-inline="no-display-inline" id="HA9D365F8C3464C69A4FC7572BF337C3F"><enum>(b)</enum><header>Matching
				requirements</header>
							<paragraph commented="no" display-inline="no-display-inline" id="H94E49C28C84F4681B953E4C3C887F2CE"><enum>(1)</enum><header>In
				general</header><text display-inline="yes-display-inline">In order to be
				eligible to receive a subgrant under this part an eligible recipient shall
				agree in the application submitted under
				<internal-xref idref="HAD1345FF6E224AA9BE15557D24D7A3AE" legis-path="275.(b)">section 275(b)</internal-xref> to provide matching funds
				towards the costs of the activities assisted under the subgrant.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H90782955131E409CA9B782B90A6633BD"><enum>(2)</enum><header>Amount</header><text display-inline="yes-display-inline">An eligible recipient shall provide
				matching funds in an amount equal to 20 percent of the subgrant funds received
				under this part for the second and each succeeding fiscal year for which
				subgrant payments are made.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC4EFE7F1BB474B2386E661051F3E833E"><enum>(3)</enum><header>Source of
				matching funds</header><text display-inline="yes-display-inline">Matching funds
				may be provided in cash or in kind, fairly evaluated, including facilities,
				staffing salaries, and educational materials.</text>
							</paragraph></subsection></section><section commented="no" display-inline="no-display-inline" id="H3C1B431AE33546F09FA718165F9CF48A" section-type="subsequent-section"><enum>277.</enum><header>Authorization of
				appropriations</header><text display-inline="no-display-inline">There are
				authorized to be appropriated to carry out this part $15,000,000 for fiscal
				year 2014 and each of the 4 succeeding fiscal
				years.</text>
