		<official-title display="yes">To require that the Government prioritize
		  all obligations on the debt held by the public in the event that the debt limit
		  is reached.</official-title>

		<section id="H78090C5AE57343C7B7BFFB2EE53ED4D0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Full Faith and Credit
			 Act</short-title></quote>.</text>
		</section><section id="HF731E33286A34887AC02AE64A6BEEB32" section-type="subsequent-section"><enum>2.</enum><header>Payment of principal
			 and interest on public debt and social security trust funds</header>
			<subsection display-inline="no-display-inline" id="HFC1B7260673F4BA0BFC74C0E40732260"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">In the event that the
			 debt of the United States Government, as defined in
			 section
			 3101 of title 31, United States Code, reaches the statutory
			 limit, the Secretary of the Treasury shall, in addition to any other authority
			 provided by law, issue obligations under
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31,
			 United States Code, to pay with legal tender, and solely for the purpose of
			 paying, the principal and interest on obligations of the United States
			 described in subsection (b) after the date of the enactment of this Act.</text>
			</subsection><subsection id="H6B87B6C66E5643169DAB219D9D2CC626"><enum>(b)</enum><header>Obligations
			 described</header><text display-inline="yes-display-inline">For purposes of
			 this subsection, obligations described in this subsection are obligations which
			 are—</text>
				<paragraph id="H8E7B97FE92AC4979BA09A5D60F65D151"><enum>(1)</enum><text>held by the
			 public, or</text>
				</paragraph><paragraph id="HD49526734C854D7D9335960DFA6A7B3D"><enum>(2)</enum><text display-inline="yes-display-inline">held by the Old-Age and Survivors Insurance
			 Trust Fund and Disability Insurance Trust Fund.</text>
				</paragraph></subsection><subsection id="HBD7ABE3AAC2A48858E660BE839466188"><enum>(c)</enum><header>Prohibition on
			 compensation for Members of Congress</header><text display-inline="yes-display-inline">None of the obligations issued under
			 subsection (a) may be used to pay compensation for Members of Congress.</text>
			</subsection><subsection id="H58446EF7DEEF456ABFE4D149638D6AEC"><enum>(d)</enum><header>Obligations
			 exempt from public debt limit</header><text display-inline="yes-display-inline">Obligations issued under subsection (a)
			 shall not be taken into account in applying the limitation in
			 section
			 3101(b) of title 31, United States Code, to the extent that
			 such obligation would otherwise cause the limitation in
			 section
			 3101(b) of title 31, United States Code, to be exceeded.</text>
			</subsection><subsection commented="no" id="H43D0F2C252F14CFA94490AC7346DF375"><enum>(e)</enum><header>Report on
			 certain actions</header>
				<paragraph commented="no" id="H6947A35571D84E16A922931E85148FD9"><enum>(1)</enum><header>In
			 general</header><text>If, after the date of the enactment of this Act, the
			 Secretary of the Treasury exercises his authority under subsection (a), the
			 Secretary shall thereafter submit a report each week the authority is in use
			 providing an accounting relating to—</text>
					<subparagraph id="H2EC1B38261464891B94A7FE2106F4FDA"><enum>(A)</enum><text>the principal on
			 mature obligations and interest that is due or accrued of the United States,
			 and</text>
					</subparagraph><subparagraph id="H5557E36DA92A4D8BA35E87B453A89CB2"><enum>(B)</enum><text>any obligations
			 issued pursuant to subsection (a).</text>
					</subparagraph></paragraph><paragraph commented="no" id="HD7198C19468C46F19FBC0F095CF3F581"><enum>(2)</enum><header>Submission</header><text>The
			 report required by paragraph (1) shall be submitted to the Committee on
			 <pagebreak></pagebreak>Ways and Means of the House of Representatives and the Committee on
			 Finance of the Senate.</text>
				</paragraph></subsection></section></legis-body>
