<official-title>To provide exclusive funding to support fisheries and the communities that rely upon them, to clear unnecessary regulatory burdens and streamline Federal fisheries management, and for other purposes.</official-title>

<section id="H44B63967081441B18B2355B4797A9536" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fisheries Disaster Relief and Research Investment Act</short-title></quote>.</text></section> 
<section id="H068AE9D1A447456DB9BC9A3A4CF5AE9E"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">Section 2(a) of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3(a)</external-xref>), is amended—</text> 
<paragraph id="H8AA7296E5B554EE18970AD326F73D6AB"><enum>(1)</enum><text>by redesignating paragraph (1) as paragraph (2);</text></paragraph> 
<paragraph id="HBB18DD43C05F420A815831A802942B3A"><enum>(2)</enum><text>by inserting before paragraph (2), as redesignated, the following:</text> 
<quoted-block display-inline="no-display-inline" id="H43A5BEEABAC24778A331A8896300AD30" style="OLC"> 
<paragraph id="H2D439A254BB949BDA45F4182B3E7BDC6"><enum>(1)</enum><text>The term <term>fishery investment committee</term> means a committee of a regional fishery management council established under subsection (c)(1).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block></paragraph> 
<paragraph id="HBDBDB84E222C476892F9E8CFF64E7B4C"><enum>(3)</enum><text>by redesignating paragraphs (2), (3), (4), and (5) as paragraphs (4), (5), (6), and (7), respectively;</text></paragraph> 
<paragraph id="HC1B38E2C378C40078476E19E4E832B25"><enum>(4)</enum><text>by inserting before paragraph (4), as redesignated, the following:</text> 
<quoted-block display-inline="no-display-inline" id="H6F0D19E310A44D8DB7EF11E8FEF59085" style="OLC"> 
<paragraph id="H52E7998243EC4032A77EDB657F3C2A24"><enum>(3)</enum><text>The term <term>regional fishery investment plan</term> means a plan developed by a fishery investment committee under subsection (c)(2).</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> 
<paragraph id="H33A5367915AD4EC89B01973A4F54050B"><enum>(5)</enum><text>by adding at the end the following:</text> 
<quoted-block display-inline="no-display-inline" id="H7636B422883848CB99AAB3E1AF6C14F7" style="OLC"> 
<paragraph commented="no" id="HD4374ABDC5344FA09A8FC32C13044086"><enum>(8)</enum><text>The applicable definition under section 3 of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1802">16 U.S.C. 1802</external-xref>), shall apply to any term used in this Act that is not defined under this subsection.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section> 
<section id="H146F2136DD2A4159B849C85CB39A78F3"><enum>3.</enum><header>Regional fisheries investment grant program</header> 
<subsection id="HEFF5B95618C64FECBA61CE5A685B2171"><enum>(a)</enum><header>Regional Fisheries Investment Grant Program and Fishery Investment Plans</header><text>Section 2 of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3</external-xref>), is amended by amending subsection (c) to read as follows:</text> 
<quoted-block display-inline="no-display-inline" id="H0B326BAFA3FC488187FA3D6EF92D8099" style="OLC"> 
<subsection id="H80F2880292B5454F9FAF4490502F03AF"><enum>(c)</enum><header>Strengthening Regional Fisheries Management</header> 
<paragraph id="H69DE7CD83ACC487896B2C7AEAEB01F46"><enum>(1)</enum><header>Fishery investment committees</header> 
<subparagraph id="HEC8061C9D325469588E867D79045A454"><enum>(A)</enum><header>Establishment</header><text>Each Council shall establish and maintain, under the authority of section 302(g) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(g)</external-xref>), a fishery investment committee. Each fishery investment committee shall be comprised of not more than 13 individuals.</text></subparagraph> 
<subparagraph id="H4D22C6655B504BA3921DD8ED93A6C76A"><enum>(B)</enum><header>Authority</header><text>Each fishery investment committee shall—</text> 
<clause id="HD66071E5D0E84D3CBBE684164322C8A4"><enum>(i)</enum><text>develop a regional fishery investment plan under subsection (c)(2);</text></clause> 
<clause id="HFEC07A3E26F04E649656B0A6ABB06216"><enum>(ii)</enum><text>review grant applications and projects to implement its regional fishery investment plan; and</text></clause> 
<clause id="H9E9B9CBA3BE0418CB889970658A6FEFD"><enum>(iii)</enum><text>make recommendations, based on its findings, to the Council on grant applications and projects to implement its regional fishery investment plan.</text></clause></subparagraph> 
<subparagraph id="H0527A102204643B39EADAB9B5B974AD7"><enum>(C)</enum><header>Membership</header> 
<clause id="H828B51B64FD744ACA050427A4D323BF5"><enum>(i)</enum><header>Qualifications</header><text>Each member of a fishery investment committee shall be an individual who, by reason of the individual's occupational experience or other experience, scientific expertise, or training, is knowledgeable of the conservation and management of, or the commercial or recreational catch of, the fishery resources of the geographical area concerned.</text></clause> 
<clause id="HA384C61737B046B5848B4F18242621CF"><enum>(ii)</enum><header>Nominations</header><text>Each member of a fishery investment committee—</text> 
<subclause id="H2EAAEE8BD02845E1B70912B33C5EEB45"><enum>(I)</enum><text>shall be nominated and elected by the applicable Council during a public meeting of the Council;</text></subclause> 
<subclause id="H64CAFC0078A149049D642310C150AA1B"><enum>(II)</enum><text>shall serve for a 3-year term; and</text></subclause> 
<subclause id="H9F3E7AA8D6EE41BFA96052171BD7D39D"><enum>(III)</enum><text>may be re-elected for an additional 3-year consecutive term.</text></subclause></clause> 
<clause id="H46858C479B6A4038A0DD8C73BE7CA489"><enum>(iii)</enum><header>Conflicts of interest</header><text>A member of a fishery investment committee shall recuse himself or herself from considering any grant application that the member has a financial interest that would require disclosure under section 302(j)(2) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(j)(2)</external-xref>).</text></clause></subparagraph> 
<subparagraph id="H2F61A2E963E94B58BAAAEF59C0B45CE5"><enum>(D)</enum><header>Composition</header><text>Each fishery investment committee shall be multi-disciplinary, reflect the geographic balance of the Council, and include at least 1 representative of—</text> 
<clause id="HEAA5EE30919542C685E6432C33911233"><enum>(i)</enum><text>the commercial fishing community;</text></clause> 
<clause id="HD722C4449A98429E88473AF4DCBC205D"><enum>(ii)</enum><text>the private recreational angling community;</text></clause> 
<clause id="H8662C39427B548E3A3F4A77F4A5A1C23"><enum>(iii)</enum><text>the for-profit charter fishing community;</text></clause> 
<clause id="HC7AD5962E16142BFB09A7273E3C5F803"><enum>(iv)</enum><text>the public interest in marine conservation who—</text> 
<subclause id="H38C07B3B14D24B448C1F1D681926CEB2"><enum>(I)</enum><text>does not derive an annual income from commercial or recreational fishing; and</text></subclause> 
<subclause id="H23AD0579BEE44580AF8159B51DB10D62"><enum>(II)</enum><text>is not employed by any person who derives an annual income from commercial or recreational fishing;</text></subclause></clause> 
<clause id="H29B9041D4AC84BF0839DEFC9D02581E7"><enum>(v)</enum><text>each State government in the region;</text></clause> 
<clause id="H862EADFA66854FA0AD0BCB96B40DDDF9"><enum>(vi)</enum><text>relevant interstate commissions;</text></clause> 
<clause id="HC1C868B74DDE4BEA8FC7D4A06F615594"><enum>(vii)</enum><text>federally recognized tribes, where applicable; and</text></clause> 
<clause id="H8144DF58AB9F4FF2A5A5E3CDE5856E4D"><enum>(viii)</enum><text>research institutions.</text></clause></subparagraph></paragraph> 
<paragraph id="H6447BF2A9E2A4EC1ACDD54E167DEFC21"><enum>(2)</enum><header>Regional Fishery Investment Plans</header><text>Each fishery investment committee shall develop a regional fishery investment plan that identifies critical research, conservation, and management needs and corresponding actions to facilitate rebuilding and maintaining healthy fish populations and sustainable fisheries over a 5-year period. Each plan shall—</text> 
<subparagraph id="HD62018B6371B4E8E95FBDFB7B778D5B7"><enum>(A)</enum><text>be consistent with the current 5-year research priority plans developed under section 302(h)(7) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(h)(7)</external-xref>);</text></subparagraph> 
<subparagraph id="HA0A724EAF70D4DC091462BEF37A8155D"><enum>(B)</enum><text>include areas of investment that are critical for rebuilding and maintaining healthy United States fish populations and promoting sustainable fisheries, including—</text> 
<clause id="H3173EE11F96D4425A2F9689CB9EAB218"><enum>(i)</enum><text display-inline="yes-display-inline">stock surveys, stock assessments and analysis, and cooperative fishery research, in conjunction with the National Oceanic and Atmospheric Administration, involving fishery participants, academic institutions, and other interested parties;</text></clause> 
<clause id="H794BBE6761E940A399B9E384DA55FEA9"><enum>(ii)</enum><text>efforts to improve the collection and accuracy of fishery catch data, including—</text> 
<subclause id="HEC80B770CA3C48E0B7741358FD780843"><enum>(I)</enum><text>expanding the use of, and research and development on, catch monitoring and reporting programs and technology, both at-sea and shoreside, including the use of electronic monitoring devices and satellite tracking systems; and</text></subclause> 
<subclause id="H43320FE8964E48EAB77DA6836D59BB35"><enum>(II)</enum><text>improving data collection for recreational fisheries, including improvements to the Marine Recreational Fishery Statistics Survey in accordance with section 401(g)(3) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1881">16 U.S.C. 1881(g)(3)</external-xref>);</text></subclause></clause> 
<clause id="H4EDE127F34E64C82AA1C0C98860CF5C5"><enum>(iii)</enum><text>analyzing the social and economic impacts of fishery management decisions;</text></clause> 
<clause id="HC937E6EB11274D8296E71BF3ECE6582E"><enum>(iv)</enum><text>providing financial assistance to, and investment in, fishermen and fishing communities through—</text> 
<subclause id="H6095EBC123C343DCA98D1C6E291477F9"><enum>(I)</enum><text>fishing capacity reduction, including vessel, permit, and gear buybacks; and</text></subclause> 
<subclause id="HAF3C0307B97A4759B91F5550B3EC5E6C"><enum>(II)</enum><text>investment in permit banks or trusts and other entities, including community fishing associations and projects designed to help sustain fishery dependent communities and small-scale fisheries;</text></subclause></clause> 
<clause id="HDB9B55C409354BF097450F98AF4E7243"><enum>(v)</enum><text>development of methods or technologies to improve the quality and value of fish landed;</text></clause> 
<clause id="HC763037BCD5641219A969CC698999866"><enum>(vi)</enum><text>research and development of conservation engineering technologies and methods in both commercial and recreational fisheries; and</text></clause> 
<clause id="HCA147899E940412E85E63A055563C554"><enum>(vii)</enum><text>habitat restoration and protection;</text></clause></subparagraph> 
<subparagraph id="HF1D82E4CC7AA43209A6427C03977FDE7"><enum>(C)</enum><text>be revised by the regional fishery investment committee and approved by the Council at least once every 5 years;</text></subparagraph> 
<subparagraph id="HEED142873FF640E8AFBBD67FCAC8F202"><enum>(D)</enum><text>be submitted to the Secretary for review to ensure the plan is consistent with the requirements of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1801">16 U.S.C. 1801 et seq.</external-xref>), and this section;</text></subparagraph> 
<subparagraph id="H145D6F431D2A4803A7C39FB0AABC7826"><enum>(E)</enum><text>be published in the Federal Register and made available for public comment; and</text></subparagraph> 
<subparagraph id="H9E4EC087B655489A94D704D1E6FFA2EA"><enum>(F)</enum><text>become effective not later than 60 days after the date of receipt unless the Secretary makes a negative consistency finding.</text></subparagraph></paragraph> 
<paragraph id="H73450D628ADF49B8845B64ADF782744B"><enum>(3)</enum><header>Negative consistency finding</header><text>If the Secretary makes a negative consistency finding under paragraph (2)(F), each portion of the plan that is the subject of the negative consistency finding shall not be effective until it is made consistent by the regional fishery investment committee and the Council.</text></paragraph> 
<paragraph id="H96F3FB19A3DD4FBFA7826B83F23C6EAE"><enum>(4)</enum><header>Regional Fishery Investment Grant Program</header><text>Not later than 30 days after the date of enactment of the <short-title>Fisheries Disaster Relief and Research Investment Act</short-title>, the Secretary shall establish an annual competitive grant program to provide funds for projects, activities, and research that advance the regional priorities that are included in the regional fishery investment plans.</text> 
<subparagraph id="HC3B8BA81AD3B470681DCE50A8B88F810"><enum>(A)</enum><header>Eligible recipients</header><text>State, Federal, regional, or private entities or persons shall be eligible for funding with preference given to public-private partnerships.</text></subparagraph> 
<subparagraph id="H6399059208674BF3887423A331BF3215"><enum>(B)</enum><header>Awards</header><text>The Secretary may only award a grant for a project, activity, or research that—</text> 
<clause id="H8FB76678E082431BBE657E95F2744A15"><enum>(i)</enum><text>implements regional fishery investment plans; and</text></clause> 
<clause id="H38710EF3F2C6400B98B882756559142A"><enum>(ii)</enum><text>has been recommended for funding by the respective regional fishery investment committee and approved by the Council.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="H956C0140E9664C739CB4AEA9D56F1A36"><enum>(b)</enum><header>National Fisheries Investment Program</header><text>Section 2(d) of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3(d)</external-xref>), is amended—</text> 
<paragraph id="H07BA645631A24A9EBC88D837C0A1BFC1"><enum>(1)</enum><text>in paragraph (1), by striking <quote>research and development addressed to such aspects of United States fisheries (including, but not limited to, harvesting, processing, marketing, and associated infrastructures) if not adequately covered by projects assisted under subsection (c), as the Secretary deems appropriate</quote> and inserting <quote>fisheries research and investment that supports rebuilding and maintaining healthy United States fish populations and promotes sustainable fisheries. The program shall address fisheries needs and problems described under subsection (e)(1)(B).</quote>; and</text></paragraph> 
<paragraph id="H2F5C64AC7DE74FF3835918DF43E06CEA"><enum>(2)</enum><text>in paragraph (2)—</text> 
<subparagraph id="H0E36B5ED7E6A41CAB6BC5E48CC5BBA83"><enum>(A)</enum><text>by striking <quote>, after consultation with appropriate representatives of the fishing industry,</quote>;</text></subparagraph> 
<subparagraph id="H64D2CA45CBE745879B52492BFDBC52EC"><enum>(B)</enum><text>by striking <quote>Merchant Marine and Fisheries</quote> and inserting <quote>Natural Resources</quote>;</text></subparagraph> 
<subparagraph id="H0BC80AB25A5942F8887C7626C696D027"><enum>(C)</enum><text>in subparagraph (A), by striking <quote>development goals and funding priorities under paragraph (1)</quote> and inserting <quote>investment priorities</quote>;</text></subparagraph> 
<subparagraph id="H463B1264F1A64677970DC4583FBBB3BB"><enum>(D)</enum><text>in subparagraph (B), by striking <quote>all pending projects assisted under subsection (c)</quote> and all that follows and inserting <quote>the projects funded by the Secretary under this subsection; and</quote>; and</text></subparagraph> 
<subparagraph id="H7E3DA7A268AA4EA4A9C3AB131D3EDF93"><enum>(E)</enum><text>in subparagraph (C), by striking <quote>each project assisted</quote> and all that follows and inserting <quote>how well the project met the fisheries needs described in subsection (e)(1).</quote>.</text></subparagraph></paragraph></subsection> 
<subsection id="H991C3FA5FD7D45E886FC1A535B9ED61A"><enum>(c)</enum><header>Division of resources</header><text>Section 2(e)(1) of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3(e)(1)</external-xref>), is amended—</text> 
<paragraph id="H75F3C3D42FF3452B88D74B994651AAC6"><enum>(1)</enum><text>by striking <quote>moneys</quote> each place it appears and inserting <quote>monies</quote>;</text></paragraph> 
<paragraph id="H7C022CE793C3496595F61487CFAC2D7E"><enum>(2)</enum><text>by striking <quote>purpose of promoting</quote> and inserting <quote>purposes of investing in</quote>;</text></paragraph> 
<paragraph id="HC900331118444B2C8F9CDAA110028349"><enum>(3)</enum><text>by inserting <quote>or diverted</quote> following <quote>shall be transferred</quote>; and</text></paragraph> 
<paragraph id="H08B0C10E7D4940F79C27093ECCF1B540"><enum>(4)</enum><text>by striking subparagraph (A) and all the follows through the end of the paragraph and inserting the following:</text> 
<quoted-block display-inline="no-display-inline" id="HDA8D2AA216C04D93A59DA072CD3E897D" style="OLC"> 
<subparagraph id="HB32726ECF21C4DDF98A4F09976E83FB9"><enum>(A)</enum><text>The Secretary shall allocate 70 percent of such monies available at the beginning of each fiscal year to the 8 Council regions and the Secretary in accordance with the following formula pursuant to subsection (c):</text> 
<clause id="HD918AB8F0ED2489BAD6E07CDCDD9F803"><enum>(i)</enum><text>One-half allocated equally among the Council regions.</text></clause> 
<clause id="HFDCA005F24574F3A81B748960983953D"><enum>(ii)</enum><text>One-half allocated proportionally among the Council regions based on the combined economic impact of commercial landings and recreational fishing in each region.</text></clause></subparagraph> 
<subparagraph id="HA31674B16FE644D5BF82CD0439AC5D01"><enum>(B)</enum><text>20 percent of such monies shall be available to the Secretary under subsection (d) for projects addressing fisheries needs and problems, as identified by the Secretary, as follows:</text> 
<clause id="HD55D5FA1AD284D86AAEDFC1BC001986C"><enum>(i)</enum><text>Up to one-fifth shall be allocated to, and apportioned as the Secretary deems appropriate among, the Atlantic States Marine Fisheries Commission, the Gulf States Marine Fisheries Commission, and the Pacific States Marine Fisheries Commission.</text></clause> 
<clause id="HA1F4564DCE69452BB196FB8D39235FB3"><enum>(ii)</enum><text>Up to one-fifth shall be allocated to seafood promotion and sustainable certification efforts.</text></clause> 
<clause id="H63E4A85C04E44CCEA3F596840C3794C6"><enum>(iii)</enum><text>Up to one-fifth shall be allocated to improve fisheries’ management through research, monitoring or evaluation, and modification of regulations and procedures.</text></clause> 
<clause id="H990AAFA5B01D4E849C96AA920DCBE2BE"><enum>(iv)</enum><text>Up to one-fifth shall be allocated to fisheries’ disasters, and shoreside infrastructure and access needs.</text></clause> 
<clause id="H74D7324FBA4E41ECB2BA747E9221E64A"><enum>(v)</enum><text>Up to one-fifth shall be allocated to other special needs, including management of highly migratory species and international fisheries.</text></clause></subparagraph> 
<subparagraph id="HE81A0B206BF7411DA3066830F5BED8B7"><enum>(C)</enum><text>Any of such monies remaining after the annual fiscal year allocations made pursuant to subparagraph (B) shall remain available to the Secretary without fiscal year limitation for future such allocations.</text></subparagraph> 
<paragraph id="H6751540DE2734570B677F1BAF671FB6B"><enum>(2)</enum><header>Limitation</header><text>Not more than 10 percent of the monies referred to in paragraph (1) each fiscal year may be used to offset receipts for the National Oceanic and Atmospheric Administration’s Operations, Research, and Facilities account.</text></paragraph> 
<paragraph id="H57F59408D5204B788A6E0DAC98B5FF1B"><enum>(3)</enum><header>Annual notification</header><text>The Secretary shall notify annually each Council of funds available for grants in its region.</text></paragraph> 
<paragraph id="H22212F1F36264FE0AFFFBA2A07C65720"><enum>(4)</enum><header>Administrative costs</header><text>Prior to the allocation of monies under paragraph (1) each fiscal year, the Secretary—</text> 
<subparagraph id="HA3C47555D0D64CC98C1E88693CD0F24F"><enum>(A)</enum><text>may reserve up to 3 percent of such monies for the administration of the grant program; and</text></subparagraph> 
<subparagraph id="H564A9D2659854C168A347138D0246A84"><enum>(B)</enum><text>shall distribute 3 percent of such monies equally among each of the 8 Councils for the development and implementation of fishery investment plans and grant review.</text></subparagraph></paragraph> 
<paragraph id="HBF6B7A461F524B59A1035CDD351644FD"><enum>(5)</enum><header>Maintenance of effort</header><text>Except as provided in paragraph (2), the Secretary may not reduce or eliminate funding for any research, survey, monitoring, or assessment activities necessary to meet the conservation and management requirements of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1801">16 U.S.C. 1801 et seq.</external-xref>) as a result of funding provided under this section.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="H90D900E6E62B414BA0906B79E5C7BCDE"><enum>(d)</enum><header>Fishery disaster assistance funding</header><text display-inline="yes-display-inline">Notwithstanding any provision of section 2 of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3</external-xref>) and the amendments made by this Act, the Secretary of Commerce shall cause the amount transferred to the Secretary for fiscal year 2014 under subsection (b)(1) of such section to be distributed among eligible recipients of assistance for commercial fishery failures and fishery disasters declared by the Secretary of Commerce in calendar year 2012 under sections 308(b) and 308(d) of the Interjurisdicitional Fisheries Act (<external-xref legal-doc="usc" parsable-cite="usc/16/4107">16 U.S.C. 4107</external-xref>) and sections 312(a) and 315 of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1861a">16 U.S.C. 1861a(a)</external-xref> and 1864).</text></subsection></section> 
<section id="HBA7552E697404B1D89038FB3ED828AC7"><enum>4.</enum><header>Focusing assets for improved fisheries outcomes</header><text display-inline="no-display-inline">Section 2(b) of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3(b)</external-xref>), is amended—</text> 
<paragraph id="H69282E83D1D44937A7199C1611F2A109"><enum>(1)</enum><text>by striking <quote>(1)</quote>;</text></paragraph> 
<paragraph id="H68EE52D66C7B4DB8823B509729A1C9D3"><enum>(2)</enum><text>by striking <quote>and ending on June 30, 1957,</quote>;</text></paragraph> 
<paragraph id="H1FD228384D354BBFB182993AA03A67E6"><enum>(3)</enum><text>by striking <quote>moneys</quote> the first place it appears and inserting <quote>monies</quote>; and</text></paragraph> 
<paragraph id="H631F62BEBF9A4EDF9CCC25DD6771AF34"><enum>(4)</enum><text>by striking <quote>shall be maintained in a separate fund only for</quote> and all that follows and inserting <quote>and shall only be used for the purposes described under subsection (c).</quote>.</text></paragraph></section> 
<section id="H2259844F6817462EAAC26747A2505B60"><enum>5.</enum><header>Regulation and procedure streamlining</header> 
<subsection id="H9126BF2FAE5F4F7B8172BA588A97714F"><enum>(a)</enum><header>In general</header><text>For the 2 fiscal years following the date of enactment of this Act, the Secretary of Commerce shall use funds available under section 2(e)(2) of the Act of August 11, 1939 (commonly known as the <quote>Saltonstall-Kennedy Act</quote>) (<external-xref legal-doc="usc" parsable-cite="usc/15/713c-3">15 U.S.C. 713c–3</external-xref>), to conduct a review of the regulations and procedures used to implement title III of the Magnuson-Stevens Fishery Conservation and Management Act (90 Stat. 346).</text></subsection> 
<subsection id="H1DD20EEADEC843A09DDEA9D2FA0687CE"><enum>(b)</enum><header>Review requirements</header><text>The review under subsection (a) shall—</text> 
<paragraph id="H6C904C2D9AAB43BBBEC633BEC434D16F"><enum>(1)</enum><text>identify redundant and inefficient regulations and procedures;</text></paragraph> 
<paragraph id="HB8BB2491D80C4C6E88DB04D0AA86F174"><enum>(2)</enum><text>make recommendations for streamlining such regulations and procedures, including recommendations to eliminate unnecessary paperwork, reduce bureaucratic restrictions, and speed the inclusion of new information into management decisions; and</text></paragraph> 
<paragraph id="H13556865A7BA47ED938D99BE19B36615"><enum>(3)</enum><text>ensure that any recommended modifications to regulations or procedures are consistent with the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1801">16 U.S.C. 1801 et seq.</external-xref>), and any other applicable law.</text></paragraph></subsection></section> 
<section id="HAE2756E86C054CD9A38F7278E7D09EF6"><enum>6.</enum><header>Promulgation of regulations</header><text display-inline="no-display-inline">Not later than 90 days after the date of enactment of this Act, the Secretary shall promulgate regulations to implement the requirements of this Act.</text></section>
