<official-title>To require State child welfare agencies to promptly report information on missing or abducted children to law enforcement authorities, and for other purposes.</official-title>

<section id="H5754B4B448DD4BC0B97C0E07333F13AA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Rilya Wilson Act</short-title></quote>.</text></section> 
<section id="H4CC331BA2B3C4D3599CD50F16745DFC6"><enum>2.</enum><header>Requirement that State child welfare agencies report information on missing or abducted children to the National Crime Information Center</header> 
<subsection id="HD2C95E7C81D546ED8F8AF855F274B9DE"><enum>(a)</enum><header>State plan requirement</header><text display-inline="yes-display-inline">Section 471(a) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/671">42 U.S.C. 671(a)</external-xref>) is amended—</text> 
<paragraph id="H839CF7C401FA444EA34F22F96F8CFEA0"><enum>(1)</enum><text>in paragraph (32), by striking <quote>and</quote> at the end;</text></paragraph> 
<paragraph id="HDD84D54C68904B2C8DA5A8F448BAC12C"><enum>(2)</enum><text>in paragraph (33), by striking the period and inserting <quote>; and</quote>; and</text></paragraph> 
<paragraph id="H276E1F5A7DB34A4592D2508EDF28F587"><enum>(3)</enum><text>by inserting after paragraph (33) the following:</text> 
<quoted-block display-inline="no-display-inline" id="HA240247F614F471BA561E6E2014967D2" style="OLC"> 
<paragraph id="HCD25F179F11A4D65A206EF394D678701"><enum>(34)</enum><text display-inline="yes-display-inline">provides that the State has in effect procedures that require the State agency to promptly report information on missing or abducted children to law enforcement authorities for entry into the National Crime Information Center database.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> 
<subsection id="HC0783EE16FCA45D690F9868864E01DC4"><enum>(b)</enum><header>Regulations</header><text display-inline="yes-display-inline">The Secretary of Health and Human Services shall promulgate regulations to implement section 471(a)(34) of the Social Security Act, as added by subsection (a) of this section.</text></subsection> 
<subsection id="H4FC215E593D24374B0B6181A4CE6756C"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">The amendments made by subsection (a) shall take effect 1 year after the date of the enactment of this Act, without regard to whether the regulations required by subsection (b) have been promulgated.</text></subsection></section> 
<section id="H43AFEF550A5B4B12883FF86592CE19F9"><enum>3.</enum><header>Amendments to the National Child Search Assistance Act of 1990</header><text display-inline="no-display-inline">Paragraph (4) of section 3702 of the Crime Control Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/5780">42 U.S.C. 5780</external-xref>) is amended—</text> 
<paragraph id="HB36575C3156B41C58959F503B828B3FA"><enum>(1)</enum><text>in the matter preceding subparagraph (A), by striking <quote>(2)</quote> and inserting <quote>(3)</quote>;</text></paragraph> 
<paragraph id="H217E4BFA64FF4626A0071960B59C88E4"><enum>(2)</enum><text>in subparagraph (A), by inserting <quote>, and a recent photograph</quote> after <quote>dental records</quote>;</text></paragraph> 
<paragraph id="H8E0244BC37AF429FA146E1416CD4666E"><enum>(3)</enum><text>in subparagraph (B), by striking <quote>and</quote> after the semicolon;</text></paragraph> 
<paragraph id="H7A61F2A7477A4FFB8A2A77350DF4B340"><enum>(4)</enum><text>by redesignating subparagraph (C) as subparagraph (D); and</text></paragraph> 
<paragraph id="H5EE102FB3DD94204A8185211C382B2BF"><enum>(5)</enum><text>by inserting after subparagraph (B) the following:</text>

<subparagraph id="H9E2B00C1F1B14CBB92221ACD1F45737B"><enum>(C)</enum><text display-inline="yes-display-inline">notify the National Center for Missing and Exploited Children of each report received relating to a child reported missing from a foster care family home or childcare institution; and</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
