<section commented="no" display-inline="no-display-inline" id="H5F69AB7A822E400DB2639A46F3EA3A8F" section-type="section-one"><enum>1.</enum><header display-inline="yes-display-inline">Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Alaska Native Tribal Health Consortium Land Transfer Act</short-title></quote>.</text></section>
<section commented="no" display-inline="no-display-inline" id="HB908437B63FE48E2AE5D7F80EF2EC3EF" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">Conveyance of property</header>
<subsection commented="no" display-inline="no-display-inline" id="H732609E1BAC34BE49BF9742A438BE411"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text>
<paragraph commented="no" display-inline="no-display-inline" id="H6CF3FB1C9E39429AA38A1678911F91A0"><enum>(1)</enum><header display-inline="yes-display-inline">ANTHC</header><text display-inline="yes-display-inline">The term <term>ANTHC</term> means the Alaska Native Tribal Health Consortium.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HF7739C147AFA463C9AE1AD0CFAD4E8F6"><enum>(2)</enum><header display-inline="yes-display-inline">Property</header><text display-inline="yes-display-inline">The term <term>property</term> means the property described in subsection (d).</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HF6A25B1929194B219C5C1EFBB422F8E8"><enum>(3)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of Health and Human Services.</text></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HEB7B0A135DC74E1291B13E9C1111F492"><enum>(b)</enum><header display-inline="yes-display-inline">Conveyance</header><text display-inline="yes-display-inline">As soon as practicable after the date of enactment of this Act, but not later than 90 days after that date, the Secretary shall convey to ANTHC all right, title, and interest of the United States in and to the property for use in connection with health and related programs. The Secretary’s conveyance of title by warranty deed under this section shall, on its effective date, supersede and render of no future effect any quitclaim deed to the property described in subsection (d) executed by the Secretary and ANTHC.</text></subsection>
<subsection commented="no" display-inline="no-display-inline" id="H64AB5F3579684354A9D341DF097F58DD"><enum>(c)</enum><header display-inline="yes-display-inline">Conditions</header><text display-inline="yes-display-inline">The conveyance of the property under this Act—</text>
<paragraph commented="no" display-inline="no-display-inline" id="HC9DA356BB89C4251BC2D31AA5C219656"><enum>(1)</enum><text display-inline="yes-display-inline">shall be made by warranty deed;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H0CBF6671828B4E18997F5D272FF42A8C"><enum>(2)</enum><text display-inline="yes-display-inline">shall not require any consideration from ANTHC for the property;</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H0AF986EABFD441A8BE442E65657C4961"><enum>(3)</enum><text display-inline="yes-display-inline">shall not impose any obligation, term, or condition on ANTHC; and</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HE74BD44039F24915A81A96C1774820FC"><enum>(4)</enum><text display-inline="yes-display-inline">shall not allow for any reversionary interest of the United States in the property.</text></paragraph></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HFCCD9E68FEAB4D78A3B1660964D81FDF"><enum>(d)</enum><header display-inline="yes-display-inline">Description of property</header><text display-inline="yes-display-inline">The property (including all improvements thereon and appurtenances thereto) to be conveyed under this Act is described as follows: Tract A-3A, Tudor Centre, according to plat no. 2013-43, recorded on June 20, 2013 in Anchorage recording district, Alaska.</text></subsection>
<subsection commented="no" display-inline="no-display-inline" id="HBDF07CB2EB8D484CA99A0E5EE00DA33E"><enum>(e)</enum><header display-inline="yes-display-inline">Environmental liability</header>
<paragraph commented="no" display-inline="no-display-inline" id="H540C930F4F2A40899CCB46D7BA4B4B1B"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of Federal law, ANTHC shall not be liable for any soil, surface water, groundwater, or other contamination resulting from the disposal, release, or presence of any environmental contamination, including any oil or petroleum product, any hazardous substance, hazardous material, hazardous waste, pollutant, toxic substance, solid waste, or any other environmental contamination or hazard as defined in any Federal or State law, on the property on or before the date on which the property was conveyed by quitclaim deed.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="HAD3A57BEE47D466AA077BE1CEBC4CCF9"><enum>(2)</enum><header display-inline="yes-display-inline">Easement</header><text display-inline="yes-display-inline">The Secretary shall be accorded any easement or access to the property as may be reasonably necessary to satisfy any retained obligation or liability of the Secretary.</text></paragraph>
<paragraph commented="no" display-inline="no-display-inline" id="H2E46C6ECBDE047F48FB7C9D22C5BDA84"><enum>(3)</enum><header display-inline="yes-display-inline">Notice of hazardous substance activity and warranty</header><text display-inline="yes-display-inline">In carrying out this Act, the Secretary shall comply with subparagraphs (A) and (B) of section 120(h)(3) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/42/9620">42 U.S.C. 9620(h)(3)</external-xref>).</text></paragraph></subsection></section>
