		  Mountain mining area road corridors in the State of Alaska, and for other
		  purposes.</official-title>

		<section id="H6EB279EE6A11489ABC1E81D76EEB5306" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Niblack and Bokan Mountain Mining Area
			 Roads Authorization Act</short-title></quote>.</text>
		</section><section id="H73360AFC8DB145CFB946CD11C0D8486A"><enum>2.</enum><header>Niblack and Bokan
			 Mountain mining area road corridors</header>
			<subsection id="H49181D07AE9143A88967713D015FBE14"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Notwithstanding any prohibition against
			 road construction in inventoried roadless areas under the Roadless Area
			 Conservation Rule established under part 294 of title 36, Code of Federal
			 Regulations (and successor regulations), not later than 180 days after the date
			 of enactment of this Act, the Secretary of Agriculture, acting through the
			 Chief of the Forest Service, shall, for purposes of connecting the Prince of
			 Wales Island road system in the State of Alaska to the area of the Niblack and
			 Bokan Mountain patented mineral claims on the southeast side of Prince of Wales
			 Island, establish—</text>
				<paragraph id="H93F4A243899C4D899D60A1B90FFBC358"><enum>(1)</enum><text display-inline="yes-display-inline">a road corridor that follows 1 of the 2
			 routes identified as <quote>Niblack Route 1</quote> or <quote>Niblack Route
			 2</quote> on the map entitled <quote>Road to Niblack Mine and Bokan Mountain
			 Route Extension</quote>, numbered 1, and dated June 21, 2012; and</text>
				</paragraph><paragraph id="H99EEF63BC2AC40E19C76458848817567"><enum>(2)</enum><text display-inline="yes-display-inline">a road corridor to the Bokan Mountain mine
			 that branches off the Niblack Mine road corridor established under paragraph
			 (1).</text>
				</paragraph></subsection><subsection id="H41377FE5D575419991678DF17BC4BA0F"><enum>(b)</enum><header>Requirements</header><text>A
			 road corridor established under subsection (a) shall—</text>
				<paragraph id="H0509031D783148DA938D62B0669AF1B5"><enum>(1)</enum><text>minimize the
			 economic costs of the road corridor by using, to the maximum extent
			 practicable, the road network in existence on the date of the
			 establishment;</text>
				</paragraph><paragraph id="H443D505976464D6A9FA7817E6387BE47"><enum>(2)</enum><text>minimize effects
			 of the road corridor on surface resources;</text>
				</paragraph><paragraph id="H39A85BA464A14838ADF43A19E12A2638"><enum>(3)</enum><text>prevent
			 unnecessary or unreasonable surface disturbance; and</text>
				</paragraph><paragraph id="H09BECCABEF3A44899A5FC100824B6D66"><enum>(4)</enum><text>comply with all
			 applicable laws (including regulations).</text>
				</paragraph></subsection><subsection id="H60D9BEFDE270440A8BB5C527E92448AC"><enum>(c)</enum><header>Cooperating
			 agencies</header><text>The State of Alaska and the Prince of Wales Community
			 Advisory Council may participate as cooperating agencies during the preparation
			 of any environmental impact statement prepared with respect to a road corridor
			 under subsection (a).</text>
			</subsection><subsection id="H29D11B461EDC480CAE73FACAF994D911"><enum>(d)</enum><header>Federal
			 permits</header><text>It is the intent of Congress that any Federal permit
			 required for construction of a road corridor established under subsection (a)
			 be issued or denied by the date that is not later than 1 year after the date of
			 application for the permit.</text>
