land exchange</header><subsection commented="no" display-inline="no-display-inline" id="H4F096E80A4BF4911A58F9AD6F44FD2AF"><enum>(a)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph commented="no" display-inline="no-display-inline" id="H8550CEEC455B449988A2D4E0D58B746B"><enum>(1)</enum><header display-inline="yes-display-inline">Appurtenance</header><text display-inline="yes-display-inline">The term <term>appurtenance</term> includes—</text><subparagraph commented="no" display-inline="no-display-inline" id="H2B3C81FB09E845D89C6D7E4E165CDBA4"><enum>(A)</enum><text display-inline="yes-display-inline">transmission lines;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HF388C0D4252D4AD1A01F27DBE3F809DF"><enum>(B)</enum><text display-inline="yes-display-inline">distribution lines;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBE832A8A4A674C1E8A42F5822FD0D385"><enum>(C)</enum><text display-inline="yes-display-inline">signs;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HC897790C28EE44AC9C2A1893D83311A0"><enum>(D)</enum><text display-inline="yes-display-inline">buried communication lines;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H654AF33F49094EF9B38273FF65DA00B0"><enum>(E)</enum><text display-inline="yes-display-inline">necessary access routes for microhydro project construction, operation, and maintenance; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HE060C78BECB64CBB9EDCB81399310427"><enum>(F)</enum><text display-inline="yes-display-inline">electric cables.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H6EA3541E7B9C4DD0AFC027ED13DF9D18"><enum>(2)</enum><header display-inline="yes-display-inline">Kantishna Hills area</header><text display-inline="yes-display-inline">The term <term>Kantishna Hills area</term> means the area of the Park located within 2 miles of Moose Creek, as depicted on the map.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HE572F065DF8A4F68A4B14518FBEA3DB4"><enum>(3)</enum><header display-inline="yes-display-inline">Map</header><text display-inline="yes-display-inline">The term <term>map</term> means the map entitled <quote><short-title>Kantishna Hills Micro-Hydro Area</short-title></quote>, numbered 184/80,276, and dated August 27, 2010.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H724631EE2E2041B999E54A1300BFB2A4"><enum>(4)</enum><header display-inline="yes-display-inline">Microhydro project</header><subparagraph commented="no" display-inline="no-display-inline" id="HDDC883DC3F4A42599B32780C6700C32F"><enum>(A)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The term <term>microhydro project</term> means a hydroelectric power generating facility with a maximum power generation capability of 100 kilowatts.</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7E72AB4814984E9998982CFAD59B153A"><enum>(B)</enum><header display-inline="yes-display-inline">Inclusions</header><text display-inline="yes-display-inline">The term <term>microhydro project</term> includes—</text><clause commented="no" display-inline="no-display-inline" id="H43B2BC1B51974BD4A99CDA922EE380AE"><enum>(i)</enum><text display-inline="yes-display-inline">intake pipelines, including the intake pipeline located on Eureka Creek, approximately <fraction>½</fraction> mile upstream from the Park Road, as depicted on the map;</text></clause><clause commented="no" display-inline="no-display-inline" id="H589AA871368545C897E8DB833097E9F7"><enum>(ii)</enum><text display-inline="yes-display-inline">each system appurtenance of the microhydro projects; and</text></clause><clause commented="no" display-inline="no-display-inline" id="HEA6E8CF83674445A901201D2FB5DFA72"><enum>(iii)</enum><text display-inline="yes-display-inline">any distribution or transmission lines required to serve the Kantishna Hills area.</text></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HB0A544A61C7E4844A4961B596D7161CC"><enum>(5)</enum><header display-inline="yes-display-inline">Park</header><text display-inline="yes-display-inline">The term <term>Park</term> means the Denali National Park and Preserve.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA4FFB64549C84A41A87C37E0D7789070"><enum>(6)</enum><header display-inline="yes-display-inline">Secretary</header><text display-inline="yes-display-inline">The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H3D16A45FCFBC4B9C98653E1DEEF3EA3A"><enum>(b)</enum><header display-inline="yes-display-inline">Permits for microhydro projects</header><paragraph commented="no" display-inline="no-display-inline" id="HFE5F19B8BFBE42AA856DD01C6687D892"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">The Secretary may issue permits for microhydro projects in the Kantishna Hills area.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7C35DF6525EB447DA93756FC42F3C018"><enum>(2)</enum><header display-inline="yes-display-inline">Terms and conditions</header><text display-inline="yes-display-inline">Each permit under paragraph (1) shall be—</text><subparagraph commented="no" display-inline="no-display-inline" id="H812ED1B8FBAA46D98D7F38564ACECD8B"><enum>(A)</enum><text display-inline="yes-display-inline">issued in accordance with such terms and conditions as are generally applicable to rights-of-way within units of the National Park System; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDF0742802A5343D6BA34D05CDC3046A1"><enum>(B)</enum><text display-inline="yes-display-inline">subject to such other terms and conditions as the Secretary determines to be necessary.</text></subparagraph></paragraph><paragraph id="HC837F31B4E9144E6BB35C250A4DA7717"><enum>(3)</enum><header>Completion of environmental analysis</header><text>Not later than 180 days after the date on which an applicant submits an application for the issuance of a permit under this subsection, the Secretary shall complete any analysis required by the National Environment Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) of any proposed or existing microhydro projects located in the Kantishna Hills area.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB82B63AD8DBE479FB2FBF4853D6F78C3"><enum>(c)</enum><header display-inline="yes-display-inline">Land exchange</header><paragraph commented="no" display-inline="no-display-inline" id="H88B8DF1E038A48E9B65F560168F12663"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text>For the purpose of consolidating ownership of Park and Doyon Tourism, Inc. lands, including those lands affected solely by the Doyon Tourism microhydro project, and subject to paragraph (4), the Secretary may exchange Park land near or adjacent to land owned by Doyon Tourism, Inc., located at the mouth of Eureka Creek in sec. 13, T.16 S., R. 18 W., Fairbanks Meridian, for approximately 18 acres of land owned by Doyon Tourism, Inc., within the Galena patented mining claim.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7C65A0F89110414F9C69A92BD214B3AC"><enum>(2)</enum><header display-inline="yes-display-inline">Map availability</header><text display-inline="yes-display-inline">The map shall be on file and available for public inspection in the appropriate offices of the National Park Service.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HAB06DDB0AC454C2E9ED5FCF728F5040F"><enum>(3)</enum><header display-inline="yes-display-inline">Timing</header><text display-inline="yes-display-inline">The Secretary shall seek to complete the exchange under this subsection by not later than February 1, 2015.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF8B7C126811144849BA29B55E6897144"><enum>(4)</enum><header display-inline="yes-display-inline">Applicable laws; terms and conditions</header><text display-inline="yes-display-inline">The exchange under this subsection shall be subject to—</text><subparagraph commented="no" display-inline="no-display-inline" id="H93E1BFC330EE4F9F9F4EAEA04E86E6A4"><enum>(A)</enum><text display-inline="yes-display-inline">the laws (including regulations) and policies applicable to exchanges of land administered by the National Park Service, including the laws and policies concerning land appraisals, equalization of values, and environmental compliance; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H74FDC20B33544EF5856A1AED01CADD24"><enum>(B)</enum><text display-inline="yes-display-inline">such terms and conditions as the Secretary determines to be necessary.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7B2AA25B39BF49439B2299133A33F628"><enum>(5)</enum><header display-inline="yes-display-inline">Equalization of values</header><text display-inline="yes-display-inline">If the tracts proposed for exchange under this subsection are determined not to be equal in value, an equalization of values may be achieved by adjusting the quantity of acres described in paragraph (1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H69D4CC9745854BE99604E226A111B523"><enum>(6)</enum><header display-inline="yes-display-inline">Administration</header><text display-inline="yes-display-inline">The land acquired by the Secretary pursuant to the exchange under this subsection shall be administered as part of the Park.</text></paragraph></subsection></section><section id="H4B52026C8F2445B0850D00EBFBC80329"><enum>3.</enum><header>Denali National Park and Preserve natural gas pipeline</header><subsection id="H3A3856C425C44BBD87579F4BDE246989"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text><paragraph id="HF5E48FFA40E74E51B938B906899FD337"><enum>(1)</enum><header>Appurtenance</header><subparagraph id="H330F4275552B4685974D32F179286310"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The term <term>appurtenance</term> includes cathodic protection or test stations, valves, signage, and buried communication and electric cables relating to the operation of high-pressure natural gas transmission.</text></subparagraph><subparagraph id="H365804191C024A37A9219A73D6759856"><enum>(B)</enum><header>Exclusions</header><text display-inline="yes-display-inline">The term <term>appurtenance</term> does not include compressor stations.</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4E839856799D4891B5874D3AD6FB62FA"><enum>(2)</enum><header>Park</header><text>The term <term>Park</term> means the Denali National Park and Preserve in the State of Alaska.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H610F912D0025424A90709B0CFD89A227"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H0D31758F85954B9CA836EFF1CAA206BD"><enum>(b)</enum><header>Permit</header><text display-inline="yes-display-inline">The Secretary may issue right-of-way permits for—</text><paragraph id="H528B410BC67A426CA437926F9805BA3B"><enum>(1)</enum><text>a high-pressure natural gas transmission pipeline (including appurtenances) in nonwilderness areas within the boundary of Denali National Park within, along, or near the approximately 7-mile segment of the George Parks Highway that runs through the Park; and</text></paragraph><paragraph id="H3EC073B6FF7E44A3AF411CA8878441E5"><enum>(2)</enum><text>any distribution and transmission pipelines and appurtenances that the Secretary determines to be necessary to provide natural gas supply to the Park.</text></paragraph></subsection><subsection id="H004D6DD8A8E34A8191F2F96B1915A1DA"><enum>(c)</enum><header>Terms and conditions</header><text>A permit authorized under subsection (b)—</text><paragraph id="HA719EED597744550AAD515850023098D"><enum>(1)</enum><text>may be issued only—</text><subparagraph id="H341378111D424DCC90929079B0B93DE8"><enum>(A)</enum><text>if the permit is consistent with the laws (including regulations) generally applicable to utility rights-of-way within units of the National Park System;</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H0498088E6A934D97BCADB80D658EEC0D"><enum>(B)</enum><text>in accordance with section 1106(a) of the Alaska National Interest Lands Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/16/3166">16 U.S.C. 3166(a)</external-xref>); and</text></subparagraph><subparagraph id="H6F8FFD652FFA4759BBA02A057628412B"><enum>(C)</enum><text>if, following an appropriate analysis prepared in compliance with the <act-name parsable-cite="NEPA69">National Environmental Policy Act of 1969</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>), the route of the right-of-way is the route through the Park with the least adverse environmental effects for the Park; and</text></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD8FDD298AD3747249C55119B562B85A4"><enum>(2)</enum><text>shall be subject to such terms and conditions as the Secretary determines to be necessary.</text></paragraph></subsection></section><section id="H72B832E2CC264A028DB5D53126DB0D15"><enum>4.</enum><header>Designation of the Walter Harper Talkeetna Ranger Station</header><subsection id="H147A66B0926F4EA091831639FF82105F"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Talkeetna Ranger Station located on B Street in Talkeetna, Alaska, approximately 100 miles south of the entrance to Denali National Park, shall be known and designated as the <quote><short-title>Walter Harper Talkeetna Ranger Station</short-title></quote>.</text></subsection><subsection id="H9B0B77C533D046BCBAAD0CE07A9D99FF"><enum>(b)</enum><header>References</header><text display-inline="yes-display-inline">Any reference in a law, map, regulation, document, paper, or other record of the United States to the Talkeetna Ranger Station referred to in subsection (a) shall be deemed to be a reference to the <quote><short-title>Walter Harper Talkeetna Ranger Station</short-title></quote>.</text></subsection></section></legis-body><endorsement display="yes"><action-date>September 20, 2013</action-date><action-desc>Committed to the Committee of the Whole House on the State of the Union and ordered to be printed</action-desc></endorsement></bill>
