		<official-title>To reduce a portion of the annual pay of Members of
		  Congress for the failure to adopt a concurrent resolution on the budget which
		  does not provide for a balanced budget, and for other
		  purposes.</official-title>

		<section id="HC75E10DB465849818F35A4489B3DBE9F" section-type="section-one"><enum>1.</enum><header>Short title;
			 findings</header>
			<subsection id="HF33AD60BCA0B4D4884EBBBDC2DD1245C"><enum>(a)</enum><header>Short
			 title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote><short-title>Balanced Budget Accountability
			 Act</short-title></quote>.</text>
			</subsection><subsection id="H4A28E35B9BF14F1AB72D5EE2C5D79F9D"><enum>(b)</enum><header>Findings</header><text>Congress
			 finds the following:</text>
				<paragraph id="HFFB0AF60DE6445969FE1240FC49F4431"><enum>(1)</enum><text display-inline="yes-display-inline">The Federal debt exceeds $16 trillion,
			 continues to grow rapidly, and is larger than the size of the United States
			 economy.</text>
				</paragraph><paragraph id="H6172C7F1D6A84516A26AC61611EE2B89"><enum>(2)</enum><text>The Federal budget
			 has shown an annual deficit in 45 of the last 50 years.</text>
				</paragraph><paragraph id="H6A647939B7D3488F9C1A9BC99D7FA774"><enum>(3)</enum><text>Deficits and the
			 Federal debt threaten to shatter confidence in the Nation’s economy, suppress
			 job creation and economic growth, and leave future generations of Americans
			 with a lower standard of living and fewer opportunities.</text>
				</paragraph><paragraph id="HC02A75D360DA45CFA34B86A6B55553BD"><enum>(4)</enum><text>It is the duty of
			 Members of Congress to develop and implement policies, including balancing the
			 Federal budget, that encourage robust job creation and economic growth in the
			 United States.</text>
				</paragraph><paragraph id="H77586F99FF6A4D4295F3B1039725F546"><enum>(5)</enum><text>Members of
			 Congress should be held accountable for failing to pass annual budgets that
			 result in a balanced budget.</text>
				</paragraph></subsection></section><section id="HCA5C8D21C65742FD8EAE79E22597D58E"><enum>2.</enum><header>Requiring
			 adoption of budget resolution providing for balanced budgets</header>
			<subsection id="HDC6440E0964F415DAB8C9083CD5F461E"><enum>(a)</enum><header>Adoption of
			 budget resolution</header><text display-inline="yes-display-inline">Each House
			 of Congress shall adopt a concurrent resolution on the budget for a fiscal year
			 which provides that, for each fiscal year for which a budget is provided under
			 the resolution (beginning not later than with the budget for fiscal year 2023),
			 total outlays do not exceed total receipts.</text>
			</subsection><subsection id="H2868FB4A50F346A4AC6009B85A661847"><enum>(b)</enum><header>Certification by
			 Congressional Budget Office</header><text>Upon the adoption by a House of
			 Congress of a concurrent resolution on the budget for a fiscal year, the
			 Director of the Congressional Budget Office shall transmit to the Speaker of
			 the House of Representatives or the President pro Tempore of the Senate (as the
			 case may be) a certification as to whether or not that House of Congress has
			 met the requirements of subsection (a) with respect to the resolution.</text>
			</subsection><subsection id="HC3B829889BC24952901E61480682B114"><enum>(c)</enum><header>Effective
			 date</header><text>This section shall apply with respect to the concurrent
			 resolution on the budget for fiscal year 2015 and each succeeding fiscal
			 year.</text>
			</subsection></section><section id="H3715F2542ECA4BE0BE10EB10D9066EEC"><enum>3.</enum><header>Effect of failure
			 to adopt resolution</header>
			<subsection id="HEE7F3C27FCE943F8B0DA7A739FF74301"><enum>(a)</enum><header>Rule for fiscal
			 year 2015</header>
				<paragraph display-inline="no-display-inline" id="HAD3C41FFEEAA4A98AF45FA7F83E28D91"><enum>(1)</enum><header>Holding salaries
			 in escrow</header><text display-inline="yes-display-inline">If the Director of
			 the Congressional Budget Office (hereafter referred to as the
			 <quote>Director</quote>) does not certify that a House of Congress has met the
			 requirements of section 2(a) with respect to fiscal year 2015 prior to April
			 16, 2014, during the period described in paragraph (2) the payroll
			 administrator of that House of Congress shall deposit in an escrow account all
			 payments otherwise required to be made during such period for the compensation
			 of Members of Congress who serve in that House of Congress, and shall release
			 such payments to such Members only upon the expiration of such period.</text>
				</paragraph><paragraph id="H6E3C9816DBF14D61942F4EA9F737098E"><enum>(2)</enum><header>Period
			 described</header><text>With respect to a House of Congress, the period
			 described in this paragraph is the period which begins on April 16, 2014, and
			 ends on the earlier of—</text>
					<subparagraph id="HB02070D0E05D4DA99A25D594B78B8E50"><enum>(A)</enum><text>the day on which
			 the Director certifies that the House of Congress has met the requirements of
			 section 2(a) with respect to fiscal year 2015; or</text>
					</subparagraph><subparagraph id="HB00181981E064685BCAF5C97AA94509D"><enum>(B)</enum><text>the last day of
			 the One Hundred Thirteenth Congress.</text>
					</subparagraph></paragraph><paragraph id="H9DEAB8F36E324E6C8477FE7E0ACAEB81"><enum>(3)</enum><header>Withholding and
			 remittance of amounts from payments held in escrow</header><text>The payroll
			 administrator shall provide for the same withholding and remittance with
			 respect to a payment deposited in an escrow account under paragraph (1) that
			 would apply to the payment if the payment were not subject to paragraph (1).</text>
				</paragraph><paragraph id="HA594FC8391B049FB9CAA0F76048778F1"><enum>(4)</enum><header>Release of
			 amounts at end of the congress</header><text>In order to ensure that this
			 subsection is carried out in a manner that shall not vary the compensation of
			 Senators or Representatives in violation of the twenty-seventh article of
			 amendment to the Constitution of the United States, the payroll administrator
			 of a House of Congress shall release for payments to Members of that House of
			 Congress any amounts remaining in any escrow account under this section on the
			 last day of the One Hundred Thirteenth Congress.</text>
				</paragraph><paragraph id="H9B2868864103400FAE8B2620C4F0EC1A"><enum>(5)</enum><header>Role of
			 secretary of the treasury</header><text>The Secretary of the Treasury shall
			 provide the payroll administrators of the Houses of Congress with such
			 assistance as may be necessary to enable the payroll administrators to carry
			 out this subsection.</text>
				</paragraph><paragraph display-inline="no-display-inline" id="HD9199A2B5D064CA99079A7D2F3ADFCC3"><enum>(6)</enum><header>Payroll
			 administrator defined</header><text>In this subsection, the <quote>payroll
			 administrator</quote> of a House of Congress means—</text>
					<subparagraph id="HF7DBEEB5DD8F49DCB64112E6C3A919FD"><enum>(A)</enum><text display-inline="yes-display-inline">in the case of the House of
			 Representatives, the Chief Administrative Officer of the House of
			 Representatives, or an employee of the Office of the Chief Administrative
			 Officer who is designated by the Chief Administrative Officer to carry out this
			 section; and</text>
					</subparagraph><subparagraph id="H9F1C61D2B20E4960BA19099F13325F24"><enum>(B)</enum><text>in the case of the
			 Senate, the Secretary of the Senate, or an employee of the Office of the
			 Secretary of the Senate who is designated by the Secretary to carry out this
			 section.</text>
					</subparagraph></paragraph></subsection><subsection id="H15C25E8680D140D5A1AE43BA80DE686B"><enum>(b)</enum><header>Rule for fiscal
			 year 2016 and subsequent fiscal years</header><text display-inline="yes-display-inline">If the Director of the Congressional Budget
			 Office does not certify that a House of Congress has met the requirements of
			 section 2(a) with respect to a fiscal year prior to the April 16 which
			 immediately precedes the first day of the fiscal year, during pay periods which
			 occur in the same calendar year after that date each Member of that House shall
			 be paid at an annual rate of pay equal to $1.</text>
			</subsection><subsection id="H336B71C46B624B24B521F36C55ACD59E"><enum>(c)</enum><header>Definition</header><text>In
			 this section, the term <term>Member</term> includes a Delegate or Resident
			 Commissioner to the Congress.</text>
