		<official-title>To establish the Harriet Tubman National Historical Park
		  in Auburn, New York, and the Harriet Tubman Underground Railroad National
		  Historical Park in Caroline, Dorchester, and Talbot Counties, Maryland, and for
		  other purposes.</official-title>

		<section id="H7C632C7A182D45D88C8F7249A05AC363" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Harriet Tubman National Historical
			 Parks Act</short-title></quote>.</text>
		</section><section id="H034DE80E0C074159B80326B3F13E7D26"><enum>2.</enum><header>Harriet Tubman
			 Underground Railroad National Historical Park, Maryland</header>
			<subsection id="H282DCD5E55E84616A76DA6D49C61A357"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
				<paragraph id="H186BFB3F40544694907243B35EA085B2"><enum>(1)</enum><header>Historical
			 park</header><text>The term <term>historical park</term> means the Harriet
			 Tubman Underground Railroad National Historical Park established by subsection
			 (b)(1)(A).</text>
				</paragraph><paragraph id="H14F4F7F178A34A96A88B7842B848CF00"><enum>(2)</enum><header>Map</header><text>The
			 term <term>map</term> means the map entitled <quote>Harriet Tubman Underground
			 Railroad National Historical Park</quote>, numbered P99/111520, and dated
			 November 2011.</text>
				</paragraph><paragraph id="HC6FCA288E542411D811CDCC7A60889AC"><enum>(3)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph><paragraph id="HF9C5DFB03E54496EBAFBA0ED3008A481"><enum>(4)</enum><header>State</header><text>The
			 term <term>State</term> means the State of Maryland.</text>
				</paragraph></subsection><subsection id="H634F138BCFAF4FE198762068B1222228"><enum>(b)</enum><header>Harriet tubman
			 underground railroad national historical park</header>
				<paragraph id="HC84A5C311D8849BEA5E428F75D5B99BA"><enum>(1)</enum><header>Establishment</header>
					<subparagraph id="HFB9FCE94398A413E8FC448E12C7543DA"><enum>(A)</enum><header>In
			 general</header><text>Subject to subparagraph (B), there is established the
			 Harriet Tubman Underground Railroad National Historical Park in Caroline,
			 Dorchester, and Talbot Counties, Maryland, as a unit of the National Park
			 System.</text>
					</subparagraph><subparagraph id="H22E6E7D4895842CFAC7E449EE420A74C"><enum>(B)</enum><header>Determination by
			 secretary</header><text>The historical park shall not be established until the
			 date on which the Secretary determines that sufficient lands, or interests in
			 lands, have been acquired to constitute a manageable park unit.</text>
					</subparagraph><subparagraph id="H14609CF5BB82468CBEEE2ACE03047310"><enum>(C)</enum><header>Notice</header><text>Not
			 later than 30 days after the date on which the Secretary makes a determination
			 under subparagraph (B), the Secretary shall publish in the Federal Register
			 notice of the establishment of the historical park, including an official
			 boundary map for the historical park.</text>
					</subparagraph><subparagraph id="H7E1E314966054024A1C8C5C1D980437B"><enum>(D)</enum><header>Availability of
			 map</header><text>The official boundary map published under subparagraph (C)
			 shall be on file and available for public inspection in appropriate offices of
			 the National Park Service.</text>
					</subparagraph></paragraph><paragraph id="H94D6EB016C5E49BD9976A3D8DAE1FF04"><enum>(2)</enum><header>Purpose</header><text>The
			 purpose of the historical park is to preserve and interpret for the benefit of
			 present and future generations the historical, cultural, and natural resources
			 associated with the life of Harriet Tubman and the Underground Railroad.</text>
				</paragraph><paragraph id="HD141CB7A9CBB46F79A1E7A46D9B9F184"><enum>(3)</enum><header>Land
			 acquisition</header>
					<subparagraph id="HB654D8554ECD4370BD512780D7220E66"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary may
			 acquire land and interests in land within the areas depicted on the map as
			 <quote>NHP—Authorized Acquisition Areas</quote> by donation or by purchase from
			 willing sellers using donated funds only. The Secretary may accept non-Federal
			 funds for acquisitions under this paragraph.</text>
					</subparagraph><subparagraph id="HFEA340B4A708439CA6BB9F7CDF0B47D0"><enum>(B)</enum><header>Boundary
			 adjustment</header><text>On acquisition of lands or an interests in lands under
			 subparagraph (A), the boundary of the historical park shall be adjusted to
			 reflect the acquisition.</text>
					</subparagraph></paragraph></subsection><subsection id="HF5EBA1CE27A244C8A4AF21BF396E9B3C"><enum>(c)</enum><header>Administration</header>
				<paragraph id="H8B6CFDAE8BBC40BF8943C14CE0C8511F"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall administer the historical park in
			 accordance with this section and the laws generally applicable to units of the
			 National Park System, including—</text>
					<subparagraph id="H437C24FEDD9845258C98B5BB293D334D"><enum>(A)</enum><text>the National Park
			 System Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
					</subparagraph><subparagraph id="H7EA2B36DE1F14CB09951053A4526B5BD"><enum>(B)</enum><text>the Act of August
			 21, 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
					</subparagraph></paragraph><paragraph id="H912765873C8A4B19936B8B0EF0973B0E"><enum>(2)</enum><header>Interagency
			 agreement</header><text>Not later than 1 year after the date on which the
			 historical park is established, the Director of the National Park Service and
			 the Director of the United States Fish and Wildlife Service shall enter into an
			 agreement to allow the National Park Service to provide for public
			 interpretation of historic resources located within the boundary of the
			 Blackwater National Wildlife Refuge that are associated with the life of
			 Harriet Tubman, consistent with the management requirements of the
			 Refuge.</text>
				</paragraph><paragraph id="H71CC062C03DA4BD586938735C06B58CF"><enum>(3)</enum><header>Cooperative
			 agreements</header>
					<subparagraph id="H9D88E1FA6D7B4CB8854C19CECF833FDB"><enum>(A)</enum><header>In
			 general</header><text>The Secretary may enter into a cooperative agreement with
			 the State, political subdivisions of the State, colleges and universities,
			 non-profit organizations, and individuals—</text>
						<clause id="HE05DC3D61CCC4C5C97C9E3F02023FC85"><enum>(i)</enum><text display-inline="yes-display-inline">to mark, interpret, and restore nationally
			 significant historic or cultural resources relating to the life of Harriet
			 Tubman or the Underground Railroad within the boundaries of the historical
			 park, if the agreement provides for reasonable public access; or</text>
						</clause><clause id="H17641C1F73E7455F9BACD2206E90C5EE"><enum>(ii)</enum><text>to
			 conduct research relating to the life of Harriet Tubman and the Underground
			 Railroad.</text>
						</clause></subparagraph><subparagraph id="H76E417CC4F854532B80BDBCE0467A1E3"><enum>(B)</enum><header>Funding</header><text display-inline="yes-display-inline">No Federal funds shall be made available
			 under any cooperative agreement entered into under this paragraph. The
			 Secretary may accept non-Federal funds to carry out this paragraph or any
			 cooperative agreement entered into under this paragraph.</text>
					</subparagraph></paragraph></subsection><subsection id="HADAED15BB50E4DFB8528365764E272DB"><enum>(d)</enum><header>General
			 management plan</header>
				<paragraph id="H8D6A692AB4214CBD8529F10FE138EE2A"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date of the enactment of
			 this section, the Secretary shall prepare a general management plan for the
			 historical park in accordance with section 12(b) of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (commonly
			 known as the “National Park Service General Authorities Act”; 16 U.S.C.
			 1a–7(b)).</text>
				</paragraph><paragraph id="HCF68B8F5F7EC43ADACC5C3E37E57094D"><enum>(2)</enum><header>Consultation</header><text>The
			 general management plan shall be prepared in consultation with the State,
			 including political subdivisions of the State.</text>
				</paragraph><paragraph id="H5398B3C67827407FA9DBCD5FED0C2331"><enum>(3)</enum><header>Coordination</header><text>The
			 Secretary shall coordinate the preparation and implementation of the management
			 plan with—</text>
					<subparagraph id="H5F86AECBA233455D9549E77D363DD212"><enum>(A)</enum><text>the Blackwater
			 National Wildlife Refuge;</text>
					</subparagraph><subparagraph id="H1BE7DBE50DAC4EA9B706D40AB947FC4B"><enum>(B)</enum><text>the Harriet Tubman
			 National Historical Park established by section 3(b)(1)(A); and</text>
					</subparagraph><subparagraph id="H75F2A3B4545946B79B59043166E34760"><enum>(C)</enum><text>the National
			 Underground Railroad Network to Freedom.</text>
					</subparagraph></paragraph></subsection></section><section id="HD65E4DDAB9E7433DAF2250AF443C34D1"><enum>3.</enum><header>Harriet tubman
			 national historical park, auburn, New York</header>
			<subsection id="HFE044A76C2F843D59BF374875F9FED90"><enum>(a)</enum><header>Definitions</header><text>In
			 this section:</text>
				<paragraph id="HA1679DF3A41C4973AE776528FE1ABB55"><enum>(1)</enum><header>Historical
			 park</header><text>The term <term>historical park</term> means the Harriet
			 Tubman National Historical Park established by subsection (b)(1)(A).</text>
				</paragraph><paragraph id="H9E41DBE86E01464582D8C292E25D5BE6"><enum>(2)</enum><header>Home</header><text>The
			 term <term>Home</term> means The Harriet Tubman Home, Inc., located in Auburn,
			 New York.</text>
				</paragraph><paragraph id="H1C2E534335194E05BA4F355EE913542D"><enum>(3)</enum><header>Map</header><text>The
			 term <term>map</term> means the map entitled <quote>Harriet Tubman National
			 Historical Park</quote>, numbered T18/80,000, and dated March 2009.</text>
				</paragraph><paragraph id="H11989F4A1B5C4A7289F36F5453A41343"><enum>(4)</enum><header>Secretary</header><text>The
			 term <term>Secretary</term> means the Secretary of the Interior.</text>
				</paragraph><paragraph id="HE993DFF4A2D34107A0960F02263CB372"><enum>(5)</enum><header>State</header><text>The
			 term <term>State</term> means the State of New York.</text>
				</paragraph></subsection><subsection id="H8B5E7752D31A493681E5DAD6F3878FA5"><enum>(b)</enum><header>Harriet tubman
			 national historical park</header>
				<paragraph id="H0E20D0A1D6E0452490BA5208F82F775E"><enum>(1)</enum><header>Establishment</header>
					<subparagraph id="H4A74242F3D7D477FB5728FD5EEB3814C"><enum>(A)</enum><header>In
			 general</header><text>Subject to subparagraph (B), there is established the
			 Harriet Tubman National Historical Park in Auburn, New York, as a unit of the
			 National Park System.</text>
					</subparagraph><subparagraph id="HCD7D49ED2F644AB2BBB3B715D66AC4B2"><enum>(B)</enum><header>Determination by
			 secretary</header><text>The historical park shall not be established until the
			 date on which the Secretary determines that a sufficient quantity of land, or
			 interests in land, has been acquired to constitute a manageable park
			 unit.</text>
					</subparagraph><subparagraph id="HEB50858EBEFA47668F8FD13D6DCC812D"><enum>(C)</enum><header>Notice</header><text>Not
			 later than 30 days after the date on which the Secretary makes a determination
			 under subparagraph (B), the Secretary shall publish in the Federal Register
			 notice of the establishment of the historical park.</text>
					</subparagraph><subparagraph id="H5D5353B5C8EE4C1F8E3009C65E28D35E"><enum>(D)</enum><header>Map</header><text>The
			 map shall be on file and available for public inspection in appropriate offices
			 of the National Park Service.</text>
					</subparagraph></paragraph><paragraph id="H3120A7FE595F4375BD468A580E916244"><enum>(2)</enum><header>Boundary</header><text>The
			 historical park shall include the Harriet Tubman Home, the Tubman Home for the
			 Aged, the Thompson Memorial AME Zion Church and Rectory, and associated land,
			 as identified in the area entitled <quote>National Historical Park Proposed
			 Boundary</quote> on the map.</text>
				</paragraph><paragraph id="H2C4E56D6FDC848158520350314972F64"><enum>(3)</enum><header>Purpose</header><text>The
			 purpose of the historical park is to preserve and interpret for the benefit of
			 present and future generations the historical, cultural, and natural resources
			 associated with the life of Harriet Tubman.</text>
				</paragraph><paragraph id="H339F69B8B3DB4DCFB6EC61C59553E379"><enum>(4)</enum><header>Land
			 acquisition</header><text display-inline="yes-display-inline">The Secretary may
			 acquire land and interests in land within the areas depicted on the map by
			 donation. The Secretary may accept non-Federal funds for acquisitions under
			 this paragraph.</text>
				</paragraph></subsection><subsection id="HCB0358A3F9954751ADD5549B03461BB5"><enum>(c)</enum><header>Administration</header>
				<paragraph id="H952FA6679CA54BA2A4FB146404C30476"><enum>(1)</enum><header>In
			 general</header><text>The Secretary shall administer the historical park in
			 accordance with this section and the laws generally applicable to units of the
			 National Park System, including—</text>
					<subparagraph id="HD1B895C0C3804BE690CFE21562428A97"><enum>(A)</enum><text>the National Park
			 System Organic Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1">16 U.S.C. 1 et seq.</external-xref>); and</text>
					</subparagraph><subparagraph id="H56BA101F0E0E41C19A468DC34C1215D0"><enum>(B)</enum><text>the Act of August
			 21, 1935 (<external-xref legal-doc="usc" parsable-cite="usc/16/461">16 U.S.C. 461 et seq.</external-xref>).</text>
					</subparagraph></paragraph><paragraph id="HAC19AE95114942788A23FB25941EF574"><enum>(2)</enum><header>Cooperative
			 agreements</header>
					<subparagraph id="H30B46851C1A548FBB50444F9BF3555B1"><enum>(A)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Secretary may
			 enter into a cooperative agreement with the owner of any land within the
			 historical park to mark, interpret, or restore nationally significant historic
			 or cultural resources relating to the life of Harriet Tubman, if the agreement
			 provides that—</text>
						<clause id="H14AB86585E6A44CD97E68C2BABF0CB93"><enum>(i)</enum><text>the
			 Secretary shall have the right of access to any public portions of the land
			 covered by the agreement to allow for—</text>
							<subclause id="H3151AAA907794A7D944DF4C927DA9A5C"><enum>(I)</enum><text>access at
			 reasonable times by historical park visitors to the land; and</text>
							</subclause><subclause id="HC9D1FB90DF3E4B2EAE74BA26E5A664B5"><enum>(II)</enum><text>interpretation of
			 the land for the public; and</text>
							</subclause></clause><clause id="HB46E6892809D42078EB11D1D82A6500F"><enum>(ii)</enum><text>no
			 changes or alterations shall be made to the land except by mutual agreement of
			 the Secretary and the owner of the land.</text>
						</clause></subparagraph><subparagraph id="H420C929589EA4F5590AADA0931D97F18"><enum>(B)</enum><header>Research</header><text display-inline="yes-display-inline">The Secretary may enter into a cooperative
			 agreement with the State, political subdivisions of the State, institutions of
			 higher education, the Home and other nonprofit organizations, and individuals
			 to conduct research relating to the life of Harriet Tubman.</text>
					</subparagraph><subparagraph id="H1B92F46E2D81454EB17A0326D7C342F1"><enum>(C)</enum><header>Attorney
			 general</header>
						<clause id="H78758B8CF8314FDBA50E874B162CCEEF"><enum>(i)</enum><header>In
			 general</header><text>The Secretary shall submit to the Attorney General for
			 review any cooperative agreement under this paragraph involving religious
			 property or property owned by a religious institution.</text>
						</clause><clause id="H7BEE16563A6C4573948DAA32059DA1FE"><enum>(ii)</enum><header>Finding</header><text>No
			 cooperative agreement subject to review under this subparagraph shall take
			 effect until the date on which the Attorney General issues a finding that the
			 proposed agreement does not violate the Establishment Clause of the First
			 Amendment to the Constitution.</text>
						</clause></subparagraph><subparagraph id="H01CBD31F110D46DC81CF8CC20BB86167"><enum>(D)</enum><header>Funding</header><text>No
			 Federal funds shall be made available under any cooperative agreement entered
			 into under this paragraph. The Secretary may accept non-Federal funds to carry
			 out this paragraph or any cooperative agreement entered into under this
			 paragraph.</text>
					</subparagraph></paragraph></subsection><subsection id="H2C2717A51A4446E592C0EBDC9D1AA13B"><enum>(d)</enum><header>General
			 management plan</header>
				<paragraph id="HA27ADB92F10F4A78A7051901839A1EE1"><enum>(1)</enum><header>In
			 general</header><text>Not later than 3 years after the date of enactment, the
			 Secretary shall prepare a general management plan for the historical park in
			 accordance with section 12(b) of <external-xref legal-doc="public-law" parsable-cite="pl/91/383">Public Law 91–383</external-xref> (commonly known as the
			 “National Park Service General Authorities Act”; <external-xref legal-doc="usc" parsable-cite="usc/16/1a">16 U.S.C. 1a–7(b)</external-xref>).</text>
				</paragraph><paragraph id="H5BB909890B764B70A530B54C5B285BB7"><enum>(2)</enum><header>Coordination</header><text>The
			 Secretary shall coordinate the preparation and implementation of the management
			 plan with—</text>

			 Underground Railroad National Historical Park established by section 2(b)(1);
			 and</text>
					</subparagraph><subparagraph id="HE9B0F3AB2FB94DAC9AAB23F921ECF233"><enum>(B)</enum><text>the National
			 Underground Railroad Network to Freedom.</text>
					</subparagraph></paragraph></subsection></section></legis-body>
