		<legis-type>A BILL</legis-type>
		<official-title>To require that, if the President’s fiscal year 2014
		  budget does not achieve balance in a fiscal year covered by such budget, the
		  President shall submit a supplemental unified budget by April 1, 2013, which
		  identifies a fiscal year in which balance is achieved, and for other
		  purposes.</official-title>

		<section id="H1629AD13FAE84393AD8C7951613CD251" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Require
			 Presidential Leadership and No Deficit Act</quote> or the <quote>Require a PLAN
			 Act</quote>.</text>
		</section><section id="H11837DFC154C4B15B51999A677C4788E"><enum>2.</enum><header>Purpose and
			 findings</header>
			<subsection id="H34075013D45D4818A1A022959772E1EC"><enum>(a)</enum><header>Purpose</header><text display-inline="yes-display-inline">The purpose of this Act is to require the
			 President to submit to Congress a supplemental unified budget if the
			 President’s budget for fiscal year 2014 does not achieve balance in a fiscal
			 year covered by such budget.</text>
			</subsection><subsection id="H0EDA5A923A1D4C55BD17B7395A87708B"><enum>(b)</enum><header>Findings</header><text display-inline="yes-display-inline">Congress finds the following:</text>
				<paragraph id="H44B1D0DF09C14A358FBB988E256C625B"><enum>(1)</enum><text>With this year’s
			 expected failure to meet the statutory deadline for submission of his budget,
			 as stated by the Office of Management and Budget, the President will have only
			 met the statutory deadline in one of his five budget submissions.</text>
				</paragraph><paragraph id="H01CF524D5B25472BB5F2CA7B660FDEF6"><enum>(2)</enum><text>Despite a promise
			 to cut the deficit in half, the deficit doubled during the President’s first
			 year in office and has exceeded $1 trillion for four years now.</text>
				</paragraph><paragraph id="HDE534E6DFD814F048F6527D9317E1D87"><enum>(3)</enum><text>Since taking
			 office, the President has allowed the Federal debt to grow by nearly $6
			 trillion and total debt now exceeds the size of the entire economy of the
			 United States.</text>
				</paragraph><paragraph id="HEAAB8952498B494A9E2EBFD721B2F429"><enum>(4)</enum><text>Under the
			 President’s most recent budget submission, the budget never achieves
			 balance.</text>
				</paragraph><paragraph id="H0AD1EDB9F6D94425BE1A2CBF3BC9DBB5"><enum>(5)</enum><text>The President’s
			 fiscal year 2013 budget submission includes the admission that under his own
			 policies the Federal Government’s <quote>fiscal position gradually
			 deteriorates</quote>.</text>
				</paragraph></subsection></section><section id="H477A0EE05E1745C1B54A0AEE2F771920"><enum>3.</enum><header>Submission of a
			 supplemental unified budget</header>
			<subsection id="H84ABF60DA86B42FD8A3F0AABC41C76CF"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">If the President’s
			 budget for fiscal year 2014, submitted to Congress pursuant to section 1105(a)
			 of title 31, United States Code, results in a projected deficit in every fiscal
			 year for which estimates are provided in such budget, then the President shall
			 submit a supplemental unified budget pursuant to subsection (b).</text>
			</subsection><subsection id="HA56FD24ABC424A99A60FC54A6883F904"><enum>(b)</enum><header>Contents of
			 supplemental unified budget</header><text display-inline="yes-display-inline">Not later than April 1, 2013, the President
			 shall submit to Congress a supplemental unified budget that includes—</text>
				<paragraph id="H0FD5FC1E03ED4441BD7668D8EA302AC7"><enum>(1)</enum><text>the information
			 required under <external-xref legal-doc="usc" parsable-cite="usc/31/1105">section 1105(a)</external-xref> of title 31, United States Code;</text>
				</paragraph><paragraph id="H07287BE22881477FBFAC01CE121672CF"><enum>(2)</enum><text>an estimate of the
			 earliest fiscal year in which the supplemental budget is not projected to
			 result in a deficit;</text>
				</paragraph><paragraph id="HB4B9FACB79A84396A5F5D87806CEF89E"><enum>(3)</enum><text>a
			 detailed description of additional policies to be implemented in order to
			 achieve such result; and</text>
				</paragraph><paragraph id="H2B2E8EE8E11D41218E51B8BA9C8E6DEE"><enum>(4)</enum><text>an explanation of
			 the differences between the President’s budget for fiscal year 2014 and the
			 supplemental unified budget referred to in this subsection.</text>
				</paragraph></subsection><subsection id="H69B1EE591B424DBF9CB871ED213D3379"><enum>(c)</enum><header>Definition</header><text display-inline="yes-display-inline">The term <term>unified budget</term> means
			 the total level of outlays, total level of receipts, and the resulting deficit
			 or surplus of the United States Government for a fiscal year.</text>
