		<official-title>To amend title 5, United States Code, to provide for the
		  termination of further retirement benefits for Members of Congress, except the
		  right to continue participating in the Thrift Savings Plan, and for other

		<section id="H0B6CE453E1B54892B1D5B3885ED2EE4A" section-type="section-one"><enum>1.</enum><header>Amendments relating to the
			 Civil Service Retirement System</header>
			<subsection id="H8FE343202740434A865ABD5488B161D3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter III of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/83">chapter 83</external-xref> of title 5, United States Code, is amended by inserting after
			 section 8335 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1B64A373C4E4441289FD16B173E679B0" style="USC">
					<section id="HADA9E7A138714F00B42CC249BACC6FEE"><enum>8335a.</enum><header>Termination
				of further retirement coverage of Members of Congress </header>
						<subsection id="HF548E9E4FF6C46338B621636FB96354C"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of this subchapter, effective as of the date of enactment of
				this section—</text>
							<paragraph id="HA7FC1714DB0F41EEA915CB198D5B2D55"><enum>(1)</enum><text display-inline="yes-display-inline">a Member shall not be subject to this
				subchapter for any further period of time; and</text>
							</paragraph><paragraph id="H429F9EF5DFFE487799F6B3E5E9373C2E"><enum>(2)</enum><text>no further
				Government contributions or deductions from basic pay may be made with respect
				to such Member for deposit in the Treasury of the United States to the credit
				of the Fund.</text>
							</paragraph></subsection><subsection id="H17A01970A1A84713893D6C5F78E2D2A6"><enum>(b)</enum><header>Prior rights not
				affected</header><text>Nothing in subsection (a) shall be considered to
				nullify, modify, or otherwise affect any right, entitlement, or benefit under
				this subchapter with respect to any Member covering any period prior to the
				date of enactment of this section.</text>
						</subsection><subsection id="H8FC05A1FC74D4576A89437C3C41C3743"><enum>(c)</enum><header>Right To
				participate in Thrift Savings Plan not affected</header><text>Nothing in
				subsection (a) shall affect the eligibility of a Member to participate in the
				Thrift Savings Plan in accordance with otherwise applicable provisions of
				law.</text>
						</subsection><subsection id="HAA6944E4D81B43FF97AE6244857B8094"><enum>(d)</enum><header>Regulations</header>
							<paragraph id="H4A0B82B325E34080BBE0737DD76B1C61"><enum>(1)</enum><header>In
				general</header><text>Any regulations necessary to carry out this section
				may—</text>
								<subparagraph id="H332E77603C6F44E1B92CA6A1F585831D"><enum>(A)</enum><text>except with
				respect to matters under subparagraph (B), be prescribed by the Director of the
				Office of Personnel Management; and</text>
								</subparagraph><subparagraph id="H66E224ACC860428F82C4B9B215C46398"><enum>(B)</enum><text>with respect to
				matters relating to the Thrift Savings Plan, be prescribed by the Executive
				Director (as defined by section 8401(13)).</text>
								</subparagraph></paragraph><paragraph id="HB236AA0A92A8459E9C9CDD24C07BA8F3"><enum>(2)</enum><header>Refunds</header><text>The
				regulations under paragraph (1)(A) shall, in the case of any Member described
				in subsection (a), provide that the lump-sum credit shall be payable to such
				Member to the same extent and in the same manner as if such Member satisfied
				paragraphs (1), (3), and (4) of section 8342(a) as of the date of enactment of
				this section.</text>
							</paragraph></subsection><subsection id="H35E4D545928A4895942F8FC4E83DDD9C"><enum>(e)</enum><header>Exclusion</header><text>For
				purposes of this section, the term <term>Member</term> does not include the
				Vice President.</text>
						</subsection></section><after-quoted-block>.

			</subsection><subsection id="H37936890E70C44ECB56D65365A633F25"><enum>(b)</enum><header>Clerical
			 amendment</header><text>The table of sections at the beginning of chapter 83 of
			 title 5, United States Code, is amended by inserting after the item relating to
			 section 8335 the following:</text>

			 the Federal Employees’ Retirement System</header>
			<subsection id="H8675D17989EF476B8AB289C5E1BB1C59"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subchapter II of
			 <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/5/84">chapter 84</external-xref> of title 5, United States Code, is amended by inserting after
			 section 8425 the following:</text>
				<quoted-block display-inline="no-display-inline" id="H28E767BCD8A341BB9D36B4D459FCDFBD" style="USC">
					<section id="H2EC860534ACD4D48919F093B9F636FA3"><enum>8425a.</enum><header>Termination
				of further retirement coverage of Members of Congress</header>
						<subsection id="HD435DA9E887F49E0B1500D321A02ED10"><enum>(a)</enum><header>In
				general</header><text display-inline="yes-display-inline">Notwithstanding any
				other provision of this chapter, effective as of the date of enactment of this
				section—</text>
							<paragraph id="HD7A72C0AFF9A447B9FE035738273C2F7"><enum>(1)</enum><text>in the case of an
				individual who first becomes a Member before such date of enactment—</text>
								<subparagraph id="HDFE412525194454595A8C0047DD2E53D"><enum>(A)</enum><text>such Member shall
				not be subject to this chapter for any further period of time after such date
				of enactment; and</text>
								</subparagraph><subparagraph id="H124F73F800A940178D6C3FA6FA19C1C8"><enum>(B)</enum><text display-inline="yes-display-inline">no further Government contributions or
				deductions from basic pay may be made with respect to such Member for deposit
				in the Treasury of the United States to the credit of the Fund; and</text>
								</subparagraph></paragraph><paragraph id="H95445A258FAD452AAD0CA1838269063A"><enum>(2)</enum><text>in the case of an
				individual who first becomes a Member on or after such date of
				enactment—</text>
								<subparagraph id="H30A587BBCC504934ABDF6C7AC0FAE61A"><enum>(A)</enum><text display-inline="yes-display-inline">such Member shall not be subject to this
				chapter; and</text>
								</subparagraph><subparagraph id="H2F94EE50EE0B44629096B4D44BB392A0"><enum>(B)</enum><text display-inline="yes-display-inline">no Government contributions or deductions
				from basic pay may be made with respect to such Member for deposit in the
				Treasury of the United States to the credit of the Civil Service Retirement and
				Disability Fund.</text>
								</subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H98AA74ED8C704BDAB5E4DDB2A9A90000"><enum>(b)</enum><header>Prior rights not
				affected</header><text>Nothing in subsection (a) shall be considered to
				nullify, modify, or otherwise affect any right, entitlement, or benefit under
				this chapter with respect to any Member covering any period prior to the date
				of enactment of this section.</text>
						</subsection><subsection id="HAE47BFDA86B443249E78F993A6A6240E"><enum>(c)</enum><header>Right To
				participate in Thrift Savings Plan not affected</header><text>Nothing in
				subsection (a) shall affect the eligibility of a Member to participate in the
				Thrift Savings Plan in accordance with otherwise applicable provisions of
				law.</text>
						</subsection><subsection id="H715D83891B4349BCB846E59396472970"><enum>(d)</enum><header>Regulations</header>
							<paragraph id="H5067C96A2AF849D982857096DD1B77A6"><enum>(1)</enum><header>In
				general</header><text>Any regulations necessary to carry out this section
				may—</text>
								<subparagraph id="H40FD1359AAB7481292F7A39A3FB7591E"><enum>(A)</enum><text display-inline="yes-display-inline">except with respect to matters under
				subparagraph (B), be prescribed by the Director of the Office of Personnel
				Management; and</text>
								</subparagraph><subparagraph id="HC4F667B8BBC44004A5915A73A7849B9D"><enum>(B)</enum><text>with respect to
				matters relating to the Thrift Savings Plan, be prescribed by the Executive
				Director (as defined by section 8401(13)).</text>
								</subparagraph></paragraph><paragraph id="H9F06CDBEF3504C68975718CAB261C226"><enum>(2)</enum><header>Refunds</header><text>The
				regulations under paragraph (1)(A) shall, in the case of a Member described in
				subsection (a)(1), provide that the lump-sum credit shall be payable to such
				Member to the same extent and in the same manner as if such Member satisfied
				paragraphs (1), (3), and (4) of section 8424(a) as of the date of enactment of
				this section.</text>
							</paragraph></subsection><subsection id="H9A3338EF01A6432DB804845990D00888"><enum>(e)</enum><header>Exclusion</header><text>For
				purposes of this section, the term <term>Member</term> does not include the
				Vice President.</text>
