		  of 1968 to enhance the COPS ON THE BEAT grant program, and for other

		<section id="H0A5C2CAE80274BC0ACABF14AA2617A53" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>COPS Improvement and Reauthorization
			 Act of 2013</short-title></quote>.</text>
		</section><section commented="no" display-inline="no-display-inline" id="HEF9333D4D47E4A2B8B103C3FC2D4343C" section-type="subsequent-section"><enum>2.</enum><header display-inline="yes-display-inline">COPS grant improvements</header>
			<subsection commented="no" display-inline="no-display-inline" id="H85925C5179D64A1F8A7A4D9143723232"><enum>(a)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Section 1701 of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd">42 U.S.C. 3796dd</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HCB53BFA36CCA476FB00D83924685852B"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (c);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HCA3DC0A5D5B845BA9369AA310A1F0359"><enum>(2)</enum><text display-inline="yes-display-inline">by redesignating subsection (b) as
			 subsection (c);</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H952E04B047E141FF993AFFCE5E4F633C"><enum>(3)</enum><text display-inline="yes-display-inline">by striking subsection (a) and inserting
			 the following:</text>
					<quoted-block display-inline="no-display-inline" id="HF51AC572CD484737AE17DDEB65CB0860" style="OLC">
						<subsection commented="no" display-inline="no-display-inline" id="HE80454BD191B43AAA22CE9648CF6B987"><enum>(a)</enum><header>The Office of
				Community Oriented Policing Services</header>
							<paragraph commented="no" display-inline="no-display-inline" id="H6049A008706D4FE0BFB2A4F0B2CD6C8D"><enum>(1)</enum><header>Office</header><text display-inline="yes-display-inline">There is within the Department of Justice,
				under the general authority of the Attorney General, a separate and distinct
				office to be known as the Office of Community Oriented Policing Services
				(referred to in this subsection as the <term>COPS Office</term>).</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0269BC6C167A46588503F3C26FB79ED2"><enum>(2)</enum><header>Director</header><text>The
				COPS Office shall be headed by a Director who shall—</text>
								<subparagraph commented="no" display-inline="no-display-inline" id="H5EDEAE576F5A4F67986A46AF45A475C8"><enum>(A)</enum><text>be appointed by
				the Attorney General; and</text>
								</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H001B25FF74E0451D8ABD2EF6752DEABC"><enum>(B)</enum><text>have final
				authority over all grants, cooperative agreements, and contracts awarded by the
				COPS Office.</text>
								</subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HB261E03C7FC54F7CA7801C0F6FE1221E"><enum>(b)</enum><header display-inline="yes-display-inline">Grant authorization</header><text display-inline="yes-display-inline">The Attorney General shall carry out grant
				programs under which the Attorney General makes grants to States, units of
				local government, Indian tribal governments, other public and private entities,
				and multi-jurisdictional or regional consortia for the purposes described in
				subsections (c), (d), and
				(e).</text>
						</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HD2CB6CE587CB454B941684F29374D4EF"><enum>(4)</enum><text display-inline="yes-display-inline">in subsection (c), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="H047027A0E4554DA7B2B9478E6D6EB0BB"><enum>(A)</enum><text display-inline="yes-display-inline">in the heading, by striking <quote>uses of
			 grant amounts.—</quote> and inserting <quote><header-in-text level="subsection" style="OLC">Community policing and crime prevention
			 grants</header-in-text></quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H7BBDDBB8C9CD478787FBD820321FAC04"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (3), by striking <quote>, to
			 increase the number of officers deployed in community-oriented
			 policing</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9FED9777C4584CB1B4F4C3E7A5037F36"><enum>(C)</enum><text display-inline="yes-display-inline">in paragraph (4)—</text>
						<clause commented="no" id="HD4E0E86A22D4449CA4EBF9282932D451"><enum>(i)</enum><text>by striking
			 <quote>pay for offices</quote> and inserting <quote>pay for or train
			 officers</quote>; and</text>
						</clause><clause commented="no" id="HD5E04C6310604CDDBBE5B868CDD36442"><enum>(ii)</enum><text>by inserting
			 <quote>, and to provide for the initial hiring of such officers</quote> after
			 <quote>duties</quote>;</text>
						</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA17D38DE625C477A941405B1B25A5AB2"><enum>(D)</enum><text display-inline="yes-display-inline">by striking paragraph (9);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H846CC2F5E9104E578C4667273A10BA20"><enum>(E)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (5) through (8)
			 as paragraphs (6) through (9), respectively;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H89B73518064A460FB30DDA2F9467EE0E"><enum>(F)</enum><text display-inline="yes-display-inline">by inserting after paragraph (4) the
			 following:</text>
						<quoted-block display-inline="no-display-inline" id="H14A9AB75524F4F76BB37FCA38F3D481C" style="OLC">
							<paragraph commented="no" display-inline="no-display-inline" id="H9B40249004CC4E39A3FB9596CE8A7CA5"><enum>(5)</enum><text display-inline="yes-display-inline">award grants to hire school resource
				officers and to establish school-based partnerships between local law
				enforcement agencies and local school systems to enhance school safety and to
				combat crime, gangs, drug activities, and other problems in and around
				elementary and secondary schools, including assisting schools with emergency
				preparedness and preventative measures plans for natural disasters and acts of
				violence and terrorism.</text>
							</paragraph><after-quoted-block>;
				</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD8EDE6BF10DF4A1390EBC31BD180F631"><enum>(G)</enum><text display-inline="yes-display-inline">by striking paragraph (13);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HDB8BE691E64F4CB987E6BC9781179195"><enum>(H)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (14), (15), and
			 (16) as paragraphs (13), (14), and (15), respectively;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H43288002F0D14BFB8932FE57DF0E4D3D"><enum>(I)</enum><text display-inline="yes-display-inline">in paragraph (15), as so redesignated, by
			 striking <quote>and</quote> at the end;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H067FB4114AFE4E7EA25882187DBF1F70"><enum>(J)</enum><text display-inline="yes-display-inline">by redesignating paragraph (17) as
			 paragraph (18);</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8BEDF8A7C3E64B4FB157FFAA1996309A"><enum>(K)</enum><text display-inline="yes-display-inline">by inserting after paragraph (15), as so
			 redesignated, the following:</text>

							<paragraph commented="no" display-inline="no-display-inline" id="H952BB4EBE4694BD1849BE5D0AE168F7F"><enum>(16)</enum><text display-inline="yes-display-inline">establish and implement innovative programs
				to reduce and prevent illegal drug manufacturing, distribution, and use,
				including the manufacturing, distribution, and use of methamphetamine;
				and</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF9D1A40D698B4FFC96B100D058D3FF87"><enum>(17)</enum><text display-inline="yes-display-inline">award enhancing community policing and
				crime prevention grants that meet emerging law enforcement needs, as
				warranted.</text>
							</paragraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H69B3BD04315A4AD78DA8B4AB7DD23BB3"><enum>(L)</enum><text>in paragraph (18),
			 as so redesignated, by striking <quote>through (16)</quote> and inserting
			 <quote>through (17)</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF94691050839495F8DE81F30A8BDB093"><enum>(5)</enum><text display-inline="yes-display-inline">by striking subsections (h) and (i);</text>

			 redesignated, the following:</text>

						<subsection commented="no" display-inline="no-display-inline" id="H38A8D124182C4330BC0EC87882CB30D7"><enum>(d)</enum><header display-inline="yes-display-inline">Troops-to-Cops programs</header>
							<paragraph commented="no" display-inline="no-display-inline" id="H70F27D6E17DE45FC9B9270367D19472A"><enum>(1)</enum><header display-inline="yes-display-inline">In general</header><text display-inline="yes-display-inline">Grants made under subsection (b) may be
				used to hire former members of the Armed Forces to serve as career law
				enforcement officers for deployment in community oriented policing,
				particularly in communities that are adversely affected by a recent military
				base closing.</text>
							</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H89A2160FD827443AB39C9CE85EEC8D44"><enum>(2)</enum><header display-inline="yes-display-inline">Definition</header><text display-inline="yes-display-inline">In this subsection, <term>former member of
				the Armed Forces</term> means a member of the Armed Forces of the United States
				who is involuntarily separated from the Armed Forces within the meaning of
				<external-xref legal-doc="usc" parsable-cite="usc/10/1141">section 1141</external-xref> of title 10, United States Code.</text>
							</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HFBBD53A1E3304A9380E230118D7F0A8A"><enum>(e)</enum><header display-inline="yes-display-inline">Technology grants</header><text display-inline="yes-display-inline">The Attorney General may make grants under
				subsection (b) to develop and use new technologies (including interoperable
				communications technologies, modernized criminal record technology, and
				forensic technology) to assist State and local law enforcement agencies in
				reorienting the emphasis of their activities from reacting to crime to
				preventing crime and to train law enforcement officers to use such
				technologies.</text>
						</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H13E08684998E40F09667E60A94EE9AF6"><enum>(8)</enum><text display-inline="yes-display-inline">in subsection (f), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HD42097C770094FAF81FF11C57BC235B5"><enum>(A)</enum><text display-inline="yes-display-inline">in paragraph (1), by striking <quote>to
			 States, units of local government, Indian tribal governments, and to other
			 public and private entities,</quote>;</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H408749D6A7564139BAA0F111EF42B197"><enum>(B)</enum><text display-inline="yes-display-inline">in paragraph (2), by striking <quote>define
			 for State and local governments, and other public and private entities,</quote>
			 and inserting <quote>establish</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HCC1064F32F3E451E9C93D182724AB403"><enum>(C)</enum><text display-inline="yes-display-inline">in the first sentence of paragraph (3), by
			 inserting <quote>(including regional community policing institutes)</quote>
			 after <quote>training centers or facilities</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H75FEEB9D9FB4403AAA796CF8B3FD8B77"><enum>(9)</enum><text display-inline="yes-display-inline">in subsection (h), as so
			 redesignated—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HCA09E8D5DCCE45B2B4DFAB998806EA27"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>subsection (a)</quote>
			 the first place that term appears and inserting <quote>paragraphs (1) and (2)
			 of subsection (c)</quote>; and</text>
					</subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H021162D89F4F4BB994D46DEBE5A68F05"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>in each fiscal year
			 pursuant to subsection (a)</quote> and inserting <quote>in each fiscal year for
			 purposes described in paragraph (1) and (2) of subsection (c)</quote>;</text>
					</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H8933661A8C4C4D8FBAF5B25496D1A490"><enum>(10)</enum><text display-inline="yes-display-inline">in subsection (i), as so redesignated, by
			 striking <quote>subsection (a)</quote> and inserting <quote>subsection
			 (b)</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HF3C111D7A81342C09583E361379F21B9"><enum>(11)</enum><text display-inline="yes-display-inline">in subsection (j)(1), by striking

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H2D1D03A19EC34847A70C5B51A7D11DA7"><enum>(b)</enum><header display-inline="yes-display-inline">Applications</header><text display-inline="yes-display-inline">Section 1702(c) of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-1">42 U.S.C. 3796dd–1(c)</external-xref>) is
			 amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="H07F8072A5B2941AAB88E20544C0048D0"><enum>(1)</enum><text display-inline="yes-display-inline">by redesignating paragraphs (8) through
			 (11) as paragraphs (9) through (12), respectively; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="H193E7A3F022343A2A509DA73F4383380"><enum>(2)</enum><text display-inline="yes-display-inline">by inserting after paragraph (7) the
			 following:</text>

				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H6417960DEE1E41298CE5C9026E1F6674"><enum>(c)</enum><header display-inline="yes-display-inline">Limitation on use of funds</header><text display-inline="yes-display-inline">Section 1704(c) of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-3">42 U.S.C. 3796dd–3(c)</external-xref>) is amended
			 by striking <quote>$75,000</quote> and inserting
			 <quote>$125,000</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="H1F99627924DB4232959CA59079270864"><enum>(d)</enum><header display-inline="yes-display-inline">Definitions</header><text display-inline="yes-display-inline">Section 1709(1) of title I of the Omnibus
			 Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3796dd-8">42 U.S.C. 3796dd–8(1)</external-xref>) is amended
			 by striking <quote>who is authorized</quote> and inserting <quote>who is a
			 sworn law enforcement officer and is authorized</quote>.</text>
			</subsection><subsection commented="no" display-inline="no-display-inline" id="HE77C4ECFEB58452A86BFAE706E10A8C6"><enum>(e)</enum><header display-inline="yes-display-inline">Authorization of
			 appropriations</header><text display-inline="yes-display-inline">Section
			 1001(a)(11) of title I of the Omnibus Crime Control and Safe Streets Act of
			 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3793">42 U.S.C. 3793(a)(11)</external-xref>) is amended—</text>
				<paragraph commented="no" display-inline="no-display-inline" id="HC6054677FDC94B3BAF85A7EE335877FA"><enum>(1)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking
			 <quote>fiscal years 2006 through 2009</quote> and inserting <quote>fiscal years
			 2013 through 2017</quote>; and</text>
				</paragraph><paragraph commented="no" display-inline="no-display-inline" id="HDF16202DE1894DF4B584D9B1BB9F33C1"><enum>(2)</enum><text display-inline="yes-display-inline">in subparagraph (B)—</text>
					<subparagraph commented="no" display-inline="no-display-inline" id="HF100BE07C91B4C48AB13E3E8455BED0C"><enum>(A)</enum><text display-inline="yes-display-inline">in the first sentence—</text>
						<clause commented="no" display-inline="no-display-inline" id="HE941BC09220E41138594363E9ACA93F2"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>3 percent</quote> and
			 inserting <quote>5 percent</quote>; and</text>

			 inserting the following: <quote>Of the funds available for grants under part Q,
			 not less than $600,000,000 shall be used for grants for the purposes specified
			 in section 1701(c), and not more than $250,000,000 shall be used for grants
			 under section 1701(e).</quote>.</text>
