R. 3784</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20131216">December 16, 2013</action-date><action-desc><sponsor name-id="Y000065">Mr. Yoho</sponsor> (for himself, <cosponsor name-id="R000597">Mr. Rice of South Carolina</cosponsor>, <cosponsor name-id="S001189">Mr. Austin Scott of Georgia</cosponsor>, <cosponsor name-id="W000795">Mr. Wilson of South Carolina</cosponsor>, <cosponsor name-id="H000067">Mr. Hall</cosponsor>, <cosponsor name-id="G000560">Mr. Graves of Georgia</cosponsor>, <cosponsor name-id="W000814">Mr. Weber of Texas</cosponsor>, <cosponsor name-id="M001184">Mr. Massie</cosponsor>, <cosponsor name-id="S000018">Mr. Salmon</cosponsor>, <cosponsor name-id="B001283">Mr. Bridenstine</cosponsor>, <cosponsor name-id="L000578">Mr. LaMalfa</cosponsor>, <cosponsor name-id="P000599">Mr. Posey</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan of South Carolina</cosponsor>, <cosponsor name-id="W000796">Mr. Westmoreland</cosponsor>, <cosponsor name-id="S000937">Mr. Stockman</cosponsor>, <cosponsor name-id="F000448">Mr. Franks of Arizona</cosponsor>, <cosponsor name-id="P000606">Mr. Pittenger</cosponsor>, <cosponsor name-id="J000255">Mr. Jones</cosponsor>, <cosponsor name-id="M001189">Mr. Messer</cosponsor>, and <cosponsor name-id="H001059">Mr. Hultgren</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HWM00">Ways and Means</committee-name>, <committee-name committee-id="HED00">Education and the Workforce</committee-name>, <committee-name committee-id="HJU00">the Judiciary</committee-name>, <committee-name committee-id="HII00">Natural Resources</committee-name>, <committee-name committee-id="HHA00">House Administration</committee-name>, <committee-name committee-id="HRU00">Rules</committee-name>, and <committee-name committee-id="HAP00">Appropriations</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To repeal the Affordable Care Act unless the initial enrollment target for Exchanges has been met, and for other purposes.</official-title></form><legis-body id="HB7E4BD5EA996453888393B6E3FB3CFF1" style="OLC"><section id="H62D6BBD75C9F4BAAA2794CB9BED1FA5F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nullifying Unconstitutional Mandate By Evaluating Results Act</short-title></quote> or the <quote><short-title>NUMBER Act</short-title></quote>.</text></section><section id="H789143942A6E430DA54DACC65A572767"><enum>2.</enum><header>Repealing ACA unless the initial enrollment target for Exchanges has been met</header><subsection id="H1DF977B3F81041CCB26D061D70F6065C"><enum>(a)</enum><header>Certification with regard to ACA enrollments</header><text display-inline="yes-display-inline">Not later than June 1, 2014, the Comptroller General of the United States shall certify to Congress whether the initial enrollment target for Exchanges specified in subsection (c) has been met during the enrollment period ending on March 31, 2014.</text></subsection><subsection id="HE186B193698C43F18755D2DBE7F49110"><enum>(b)</enum><header>Repeal if target not met</header><text>Effective June 1, 2014, unless the Comptroller General has certified to Congress under subsection (a) on or before such date that such initial enrollment target has been met during such period, the Patient Protection and Affordable Care Act (<external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref>), title I and subtitle B of title II of the Health and Education Reconciliation Act of 2010 (<external-xref legal-doc="public-law" parsable-cite="pl/111/152">Public Law 111–152</external-xref>), are repealed and the provisions of law amended by Act, title, and subtitle are restored as if such Act, title, and subtitle had not been enacted.</text></subsection><subsection id="H756EF15240674A378B39D26E49CC9A8C"><enum>(c)</enum><header>Initial enrollment target</header><text>The initial enrollment target specified in this subsection is that at least 7,000,000 individuals have been successfully enrolled in qualified health plans through an Exchange under the Patient Protection and Affordable Care Act.</text></subsection></section></legis-body></bill>
