R. 3684</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20131210">December 10, 2013</action-date><action-desc><sponsor name-id="C001047">Mrs. Capito</sponsor> (for herself, <cosponsor name-id="M001180">Mr. McKinley</cosponsor>, <cosponsor name-id="C001096">Mr. Cramer</cosponsor>, and <cosponsor name-id="L000569">Mr. Luetkemeyer</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committees on <committee-name committee-id="HPW00">Transportation and Infrastructure</committee-name>, <committee-name committee-id="HAG00">Agriculture</committee-name>, and <committee-name committee-id="HSY00">Science, Space, and Technology</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To prohibit Federal funding of foreign travel by the Administrator of the Environmental Protection Agency until the Agency conducts public listening sessions on rulemaking targeting carbon dioxide emissions from existing power plants in each of the 15 States with the highest percentage of electricity generated by coal in 2012.</official-title></form><legis-body id="HFD9E7FBD3D094E679A401AFFA4228269" style="OLC"><section id="HCAA3FF0C4B924440A805AE35ABAE20BE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Listen to Americans First Act of 2013</short-title></quote>.</text></section><section id="HB548A3DDD5D14F9C914ACC13727A968C"><enum>2.</enum><header>No foreign travel until public listening sessions are conducted in States that rely on coal</header><text display-inline="no-display-inline">Notwithstanding any other provision of law, no Federal funds may be obligated or expended for any travel outside of the United States or its territories by the Administrator of the Environmental Protection Agency until—</text><paragraph id="H112938603EFD402E8B4A2A7A8AAFCCEC"><enum>(1)</enum><text>the Environmental Protection Agency conducts public listening sessions on rulemaking targeting carbon dioxide emissions from existing power plants in each of the 15 States with the highest percentage of electricity generated by coal in 2012 (West Virginia, Kentucky, Wyoming, Indiana, Missouri, North Dakota, Utah, Nebraska, New Mexico, Ohio, Colorado, Kansas, Iowa, Montana, and Wisconsin); and</text></paragraph><paragraph id="H9CE006C00C2A46959DDCEA198202FD1E"><enum>(2)</enum><text>the Administrator of the Environmental Protection Agency certifies to the chairman and ranking member of the Committee on Energy and Commerce of the House of Representatives and the chairman and ranking member of the Committee on Environment and Public Works of the Senate that the 15 public listening sessions described in paragraph (1) have taken place.</text></paragraph></section></legis-body></bill>
