which was referred to the <committee-name committee-id="HSY00">Committee on Science, Space, and Technology</committee-name>, and in addition to the Committee on <committee-name committee-id="HFA00">Foreign Affairs</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Energy Independence and Security Act of 2007 to improve United States-Israel energy cooperation, and for other purposes.</official-title></form><legis-body id="H6E9104A11CF04044AE6DB5684DEACF98" style="OLC"><section id="H38B286932ED1446CA639302A32FE04E0" section-type="section-one"><enum>1.</enum><header>United States-Israel energy cooperation</header><subsection id="HC851C02F5C314132B9E8EBF11F8C62AF"><enum>(a)</enum><header>Findings</header><text display-inline="yes-display-inline">Section 917(a) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(a)</external-xref>) is amended—</text><paragraph id="HB068E9FCAC534955A07E93B069C832CB"><enum>(1)</enum><text>in paragraph (1), by striking <quote>renewable</quote> and inserting <quote>covered</quote>;</text></paragraph><paragraph id="H4506BC6C739F45F68F0D1C3A46790B2E"><enum>(2)</enum><text>in paragraph (4)—</text><subparagraph id="HCF344D5323004AF0B204765F20CAA8B7"><enum>(A)</enum><text>by striking <quote>possible many</quote> and inserting “possible—</text><quoted-block display-inline="no-display-inline" id="H16182A546542432FA3725BB8F598C4F5" style="OLC"><subparagraph id="H189E77ED42704EB584831D9E1EAD8B86"><enum>(A)</enum><text>many</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph><subparagraph id="H49A0D15396A74F7495A486B5BA46A57A"><enum>(B)</enum><text>by inserting <quote>and</quote> after the semicolon at the end; and</text></subparagraph><subparagraph id="HDB277E6E41654904A330D89259A2793A"><enum>(C)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H5E2ABAE40E27496388D07A9367B49E53" style="OLC"><subparagraph id="HA64524933E9847C5B652BACBD5B2B3C6"><enum>(B)</enum><text>significant contributions to the development of renewable energy and energy efficiency through the established programs of the United States-Israel Binational Industrial Research and Development Foundation and the United States-Israel Binational Science Foundation;</text></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block></subparagraph></paragraph><paragraph id="H0CD7D9C4FF0D4D6A8CCD40CF840849EA"><enum>(3)</enum><text>in paragraph (6)—</text><subparagraph id="HDF401C696E224D93B7065CA78503098D"><enum>(A)</enum><text>by striking <quote>renewable</quote> and inserting <quote>covered</quote>; and</text></subparagraph><subparagraph id="HF95AE5AAD6384B248675CE488903BB2B"><enum>(B)</enum><text>by striking <quote>and</quote> after the semicolon at the end;</text></subparagraph></paragraph><paragraph id="H4C751BA55710495FB1F41414BD8BBD49"><enum>(4)</enum><text>in paragraph (7)—</text><subparagraph id="H30F962211E2A48E0BD9DEED06F453F58"><enum>(A)</enum><text>by striking <quote>renewable</quote> and inserting <quote>covered</quote>; and</text></subparagraph><subparagraph id="HFBCFD289462043CD8137A450672DB204"><enum>(B)</enum><text>by striking the period at the end and inserting a semicolon; and</text></subparagraph></paragraph><paragraph id="HE644C33474A44377A494209CB967829C"><enum>(5)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H9AF776264C7C4A5FB5FF604C254C46B1" style="OLC"><paragraph id="H21695BDC8B594CDAA32DE78DF49E94D2"><enum>(8)</enum><text>United States-Israel energy cooperation, and the development of natural resources by Israel, are strategic interests of the United States;</text></paragraph><paragraph id="H8F3731F3F2BE41629A3DA5DFCF5FD0E7"><enum>(9)</enum><text>Israel is a strategic partner of the United States in water technology;</text></paragraph><paragraph id="H35B650D765E44C59A450D928BBFC598C"><enum>(10)</enum><text>the United States can play a role in assisting Israel with regional safety and security issues;</text></paragraph><paragraph id="HE90D9CFD35904CBE9C2B28F506CE15DB"><enum>(11)</enum><text>the National Science Foundation of the United States should collaborate with the Israel Science Foundation;</text></paragraph><paragraph id="HFA4CF791A93D427195D82B3134B9473B"><enum>(12)</enum><text>the United States and Israel should strive to develop more robust academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of geopolitical implications of new natural resource development and associated areas;</text></paragraph><paragraph id="H26BA5F58A5234D26B52AFE7935DE0E89"><enum>(13)</enum><text>the United States supports the goals of the Alternative Fuels Administration of Israel;</text></paragraph><paragraph id="HB4474C0AFDD24F569174E2393C0AADF3"><enum>(14)</enum><text>the United States strongly urges open dialogue and continued mechanisms for regular engagement and encourages further cooperation between applicable departments, agencies, ministries, institutions of higher education, and the private sectors of the United States and Israel on energy security issues, including—</text><subparagraph id="HEE50F9C297B3496BAADD3CD5F5AB3EF4"><enum>(A)</enum><text>identifying policy priorities associated with the development of natural resources of Israel;</text></subparagraph><subparagraph id="H8C94CE3E80604D9D873FA1C52A54CAA5"><enum>(B)</enum><text>discussing best practices to secure cyber energy infrastructure;</text></subparagraph><subparagraph id="H3793A709644746EB81D855B07071D113"><enum>(C)</enum><text>best practice sharing;</text></subparagraph><subparagraph id="HA69F4DCABE1E4F15B2CA0DD7EBC7EE7B"><enum>(D)</enum><text>leveraging natural gas to positively impact regional stability;</text></subparagraph><subparagraph id="H0640F5C1C08C46BAACA82EE052B45E4B"><enum>(E)</enum><text>improving energy efficiency and the overall performance of water technologies through research and development in water desalination, wastewater treatment and reclamation, and other water treatment technologies;</text></subparagraph><subparagraph id="H7C3C825EB3EB4630A2D480B2BE273142"><enum>(F)</enum><text>technical and environmental management of deep-water exploration and production;</text></subparagraph><subparagraph id="H02322482EC534E55A1261C53856FDC06"><enum>(G)</enum><text>coastal protection and restoration;</text></subparagraph><subparagraph id="H255085A0DF144627ADE6BB8187C3E354"><enum>(H)</enum><text>academic outreach and engagement;</text></subparagraph><subparagraph id="HE4BDE1C0D82D4AB2A6B7988F9A89A3C7"><enum>(I)</enum><text>private sector and business development engagement;</text></subparagraph><subparagraph id="H475EB691E7BF411FAF25D68163E9DE8D"><enum>(J)</enum><text>regulatory consultations;</text></subparagraph><subparagraph id="HA677E49D04144AE7A9040BFF87696529"><enum>(K)</enum><text>leveraging alternative transportation fuels and technologies; and</text></subparagraph><subparagraph id="H91FBA896234C4F08BDF6B841909D6E54"><enum>(L)</enum><text>any other areas determined appropriate by the United States and Israel;</text></subparagraph></paragraph><paragraph id="HE75C26B2E93D4BE0B31607EA3EDF4B1C"><enum>(15)</enum><text display-inline="yes-display-inline">the United States acknowledges the achievements and importance of the United States-Israel Binational Industrial Research and Development Foundation and the United States-Israel Binational Science Foundation and supports continued multiyear funding to ensure the continuity of the programs of the Foundations; and</text></paragraph><paragraph id="H43D9A4715A764B21B4FF1047A773F297"><enum>(16)</enum><text display-inline="yes-display-inline">the United States and Israel have a shared interest in addressing their immediate, near-term, and long-term energy and environmental challenges.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H6D32FCC27705425B8D961DED6DAF3165"><enum>(b)</enum><header>Establishment</header><text display-inline="yes-display-inline">Section 917(b)(1) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(b)(1)</external-xref>) is amended by striking <quote>renewable energy or energy efficiency</quote> and inserting <quote>covered energy</quote>.</text></subsection><subsection id="HF7BFDB561E9940978957F47C3E7613FA"><enum>(c)</enum><header>Types of energy</header><text display-inline="yes-display-inline">Section 917(b)(2) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(b)(2)</external-xref>) is amended—</text><paragraph id="H3C51CB7E31294A8984C0E1B83E2DA426"><enum>(1)</enum><text>in the heading, by striking <quote><header-in-text level="paragraph" style="OLC">Types of</header-in-text></quote> and inserting <quote><header-in-text level="paragraph" style="OLC">Covered</header-in-text></quote>;</text></paragraph><paragraph id="H408DC5054A7A465CAF655E4FA5FB092C"><enum>(2)</enum><text>in subparagraph (F), by striking <quote>and</quote> after the semicolon at the end;</text></paragraph><paragraph id="HCB903F57AAD74338A74B8928419600D0"><enum>(3)</enum><text>in subparagraph (G), by striking the period at the end and inserting a semicolon; and</text></paragraph><paragraph id="HE0372C0B8AB347DCA9D1F8AEE94F23C5"><enum>(4)</enum><text>by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="HDBCD17823878419DA0A90027B836CB35" style="OLC"><subparagraph id="H3BC1B390924B41C59315B3418E829A3D"><enum>(H)</enum><text display-inline="yes-display-inline">natural gas energy, including conventional and unconventional natural gas technologies and natural gas projects conducted by or in conjunction with the United States-Israel Binational Science Foundation, the United States-Israel Binational Industrial Research and Development Foundation, and the United States-Israel Science and Technology Foundation; and</text></subparagraph><subparagraph id="H52D9C35460BE4D8296A6A584BA05A372"><enum>(I)</enum><text>improvement of energy efficiency and the overall performance of water technologies through research and development in water desalination, wastewater treatment and reclamation, and other water treatment technologies.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H52D0215735014FBAAFB768AC179705F9"><enum>(d)</enum><header>Eligible applicants</header><text display-inline="yes-display-inline">Section 917(b)(3) of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337(b)(3)</external-xref>) is amended by striking <quote>energy efficiency or renewable</quote> and inserting <quote>covered</quote>.</text></subsection><subsection id="H645314C554844AAA836AEEB9308F7518"><enum>(e)</enum><header>Authorization of appropriations; international partnerships</header><text>Section 917 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337</external-xref>) is amended—</text><paragraph id="HCB83CAD0D810431E92589561E0ED55B1"><enum>(1)</enum><text>by striking subsection (d);</text></paragraph><paragraph id="H62D397AFD7754B04A58CB371C9956EDF"><enum>(2)</enum><text>by redesignating subsection (c) as subsection (e); and</text></paragraph><paragraph id="H887BA35E4ABC43E4A018BBE542580567"><enum>(3)</enum><text>by inserting after subsection (b) the following:</text><quoted-block display-inline="no-display-inline" id="HC3FAF03E7ABF46139572A92F888A2991" style="OLC"><subsection commented="no" display-inline="no-display-inline" id="H358C368E7EA042A5B90E283F13FDB2AE"><enum>(c)</enum><header display-inline="yes-display-inline">International partnerships</header><paragraph commented="no" display-inline="no-display-inline" id="H3F6D83CDC67D4B4B9AB8757487F4BDEA"><enum>(1)</enum><header>In general</header><text>The Secretary may, subject to the availability of appropriations, enter into cooperative agreements supporting and enhancing dialogue and planning involving international partnerships between the Department, including National Laboratories of the Department, and the Government of Israel and its ministries, offices, and institutions.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H7BD650EABA20476EB89A5CA09BB69655"><enum>(2)</enum><header>Federal share</header><text>The Secretary may not pay more than 50 percent of the costs described in paragraph (1).</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H442B05621B074C23AB1E4DE092E8AE92"><enum>(3)</enum><header>Annual reports</header><text>The Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Energy and Natural Resources of the Senate an annual report that describes—</text><subparagraph commented="no" display-inline="no-display-inline" id="H199D9839B2494B869A07DAED4A8BD77A"><enum>(A)</enum><text>actions taken to carry out this subsection; and</text></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HBF91F6C819534EFD9A32FF7180F8A86E"><enum>(B)</enum><text>any projects under this subsection for which the Secretary requests funding.</text></subparagraph></paragraph></subsection><subsection id="H00782D6DE35E4055B6BBC1BB9CFE54E9"><enum>(d)</enum><header>United States-Israel Center</header><text>The Secretary may establish a joint United States-Israel Center based in an area of the United States with the experience, knowledge, and expertise in offshore energy development to further dialogue and collaboration to develop more robust academic cooperation in energy innovation technology and engineering, water science, technology transfer, and analysis of geopolitical implications of new natural resource development and associated areas.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H1CCD4DA1D275415BA7A6C624DB2F5C0E"><enum>(f)</enum><header>Termination</header><text display-inline="yes-display-inline">Subsection (e) of section 917 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17337">42 U.S.C. 17337</external-xref>) (as redesignated by subsection (d)(2)) is amended by striking <quote>the date that is 7 years after the date of enactment of this Act</quote> and inserting <quote>September 30, 2024</quote>.</text></subsection></section><section id="H44C42AD4083C4FBEBA9E6191A48B5520"><enum>2.</enum><header>United States-Israel energy cooperation working group</header><subsection id="HBAFBDB4341B348E4872EB4B9D7706208"><enum>(a)</enum><header>Sense of Congress</header><text>It is the sense of Congress that open dialogue and continued mechanisms for regular engagement encourages further cooperation between applicable departments, agencies, ministries, institutions of higher education, and the private sectors of the United States and Israel on energy security issues.</text></subsection><subsection id="H488F785530AB466D8F97C63A9565B9DD"><enum>(b)</enum><header>Establishment</header><text>The Secretary of Energy and the Secretary of State shall seek to establish an Energy Cooperation Working Group within the semi-annual United States-Israel Strategic Dialogue.</text></subsection><subsection id="H2FE4B19D626F46768279953F0A4432A1"><enum>(c)</enum><header>Purpose</header><text>The purpose of the Energy Cooperation Working Group referred to in subsection (b) shall be to strengthen dialogue between the United States and Israel on—</text><paragraph id="H4BEBF8DD4ABE41D7A7B9E1EEC60AE1CC"><enum>(1)</enum><text>strategies to advance the research, development, and deployment of renewable energy and energy efficiency;</text></paragraph><paragraph id="H686CC01D9D714DE9ABD84E9E3CE2FF01"><enum>(2)</enum><text>identifying policy priorities associated with the development of the natural resources of Israel;</text></paragraph><paragraph id="H7BF9F323AF8F49F1BCF3970C09C7903A"><enum>(3)</enum><text>best practices for energy infrastructure cybersecurity;</text></paragraph><paragraph id="H3340A87F3A8F48BEB000577921506364"><enum>(4)</enum><text>leveraging natural gas resources to positively impact regional stability;</text></paragraph><paragraph id="HB70B3A140F364E16B4D99D792AE85E5F"><enum>(5)</enum><text>technical and environmental management of deep-water exploration and production; and</text></paragraph><paragraph id="H212DC7768B444F0F875F0F25CE0DDA66"><enum>(6)</enum><text>coastal protection and restoration.</text></paragraph></subsection></section></legis-body></bill>
