R. 3667</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20131205">December 5, 2013</action-date><action-desc><sponsor name-id="H001052">Mr. Harris</sponsor> (for himself, <cosponsor name-id="P000591">Mr. Price of Georgia</cosponsor>, <cosponsor name-id="D000615">Mr. Duncan of South Carolina</cosponsor>, <cosponsor name-id="R000589">Mr. Rigell</cosponsor>, <cosponsor name-id="M001182">Mr. Mulvaney</cosponsor>, <cosponsor name-id="W000795">Mr. Wilson of South Carolina</cosponsor>, <cosponsor name-id="C001075">Mr. Cassidy</cosponsor>, <cosponsor name-id="F000456">Mr. Fleming</cosponsor>, and <cosponsor name-id="B001248">Mr. Burgess</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name>, and in addition to the Committee on the <committee-name committee-id="HBU00">Budget</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title XIX of the Social Security Act to increase by 10 percentage points the required State match for certain newly eligible individuals under the Medicaid program and to apply savings against sequestration reductions otherwise required, and for other purposes.</official-title></form><legis-body id="HF5D87A7C6B8B4233B154AC2192032FA2" style="OLC"><section id="H5869D864E33642FA8CD2506ED91A8D13" section-type="section-one"><enum>1.</enum><header>10 percentage point increase in State matching for newly eligible Medicaid beneficiaries</header><text display-inline="no-display-inline">Subparagraphs (A) through (E) of section 1905(y)(1) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/1396d">42 U.S.C. 1396d(y)(1)</external-xref>) are amended by striking <quote>100 percent</quote>, <quote>95 percent</quote>, <quote>94 percent</quote>, <quote>93 percent</quote>, and <quote>90 percent</quote> and inserting <quote>90 percent</quote>, <quote>85 percent</quote>, <quote>84 percent</quote>, <quote>83 percent</quote>, and <quote>80 percent</quote>, respectively. <inline-comment display="no">review issue of how you want to handle the <quote>transition percentage</quote> increase in match under section 1905(z)(2).</inline-comment></text></section><section id="HAE7799BD805E4FAFA6EFBBD19846A863"><enum>2.</enum><header>Application of savings against sequestration</header><text display-inline="no-display-inline">The Director of the Office of Management and Budget is authorized and directed to increase the discretionary spending limit under section 251(c) of the Balanced Budget and Emergency Deficit Control Act of 1985 for the security category by $20,000,000,000 for fiscal year 2014 and then to increase the security and the nonsecurity categories for that fiscal year each by half of the remaining estimated reduction in new budget authority resulting from the enactment of section 1.</text></section></legis-body></bill>
