period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to allow an increased work opportunity credit with respect to recent veterans, and for other purposes.</official-title></form><legis-body id="HD987D0D1051A4086A512B858464AAAF3" style="OLC"><section id="HC80371FECCAD4A9496BDF86A9320DEEE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Jobs for Veterans Act of 2013</short-title></quote>.</text></section><section id="H0D87D09531D3414EB1E77145CA599E4A"><enum>2.</enum><header>Work opportunity credit for recent veterans</header><subsection id="H6854D0F115484FF889B2ED85E63B55F4"><enum>(a)</enum><header>Work opportunity credit</header><paragraph id="HDC1C9264C2CF4615A268E3E543BDC190"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc" parsable-cite="usc/26/51">Section 51</external-xref> of the Internal Revenue Code of 1986 is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="H86D1C468F1134E9AAD56CF06E8C03DE4" style="OLC"><subsection id="HEC5D25974E4B426290FED447CDE25A55"><enum>(l)</enum><header>Special rules for veterans</header><text display-inline="yes-display-inline">For purposes of this subpart—</text><paragraph id="H2EDF3868A05A4F69818D88967642B2B0"><enum>(1)</enum><header>In general</header><text>In the case of an individual who is an applicable veteran who begins work for the employer after December 31, 2012, and before January 1, 2015, the following rules shall apply:</text><subparagraph id="HF3C5125C89A149BFB8B189BADAFB520B"><enum>(A)</enum><header>Applicable veteran</header><text>Such individual shall be treated as a member of a targeted group.</text></subparagraph><subparagraph id="HF8A49C576FED40D8977BDAA315543E73"><enum>(B)</enum><header>Increased percentage</header><text>Subsection (a) shall be applied by substituting <quote>100 percent</quote> for <quote>40 percent</quote>.</text></subparagraph><subparagraph id="H6ED53BAEBFB242DDB7611153E98D0FF4"><enum>(C)</enum><header>Wage limitation</header><text>Paragraph (3) of subsection (b) shall be applied—</text><clause id="HE6E3EB8AB763436AB6C7B1E530C7519F"><enum>(i)</enum><text>by substituting <quote>$5,000</quote> for <quote>$6,000</quote>, and</text></clause><clause id="HE8C36A8802624D5DAC04FFC15BB73C2B"><enum>(ii)</enum><text>without regard to the parenthetical therein.</text></clause></subparagraph><subparagraph id="H7BB9E0CCA8394570B4F58AF1D7D6D6D8"><enum>(D)</enum><header>Minimum employment periods</header><text>Subparagraph (A) of subsection (i)(3) shall be applied by substituting <quote>0 percent</quote> for <quote>25 percent</quote>.</text></subparagraph><subparagraph id="H9F34FA7A21784EBFBFC6664EF876278E"><enum>(E)</enum><header>Disabled veterans</header><text>In the case of such an individual who is a qualified veteran by reason of subsection (d)(3)(A)(ii), the credit determined with respect to such individual under the rules of this subsection shall be in addition to any credit allowable with respect to such individual under this section determined without regard to this subsection.</text></subparagraph></paragraph><paragraph id="HC4972880C0324A26801DB53E7920DC9C"><enum>(2)</enum><header>Applicable veteran</header><text>The term <quote>applicable veteran</quote> means any veteran (as defined in subsection (d)(3)(B)) who is certified by the designated local agency as having been discharged or released from active duty in the Armed Forces of the United States after September 11, 2001.</text></paragraph><paragraph commented="no" id="H6D9570E1A11A4F8BBDED4B9C60B1427B"><enum>(3)</enum><header>Election to have subsection not apply</header><text>A taxpayer may elect (at such time and in such form and manner as the Secretary shall prescribe) to have this subsection not apply with respect to an individual for any taxable year.</text></paragraph><paragraph id="H7C688B5001DC42F29E3D07A7663C0FC0"><enum>(4)</enum><header>Special rule</header><text>For purposes of this subsection, this section shall be deemed to remain in effect with respect to individuals who begin work for the employer after December 31, 2013, and before January 1, 2015.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph><paragraph id="H9C1A4E2F8C334723BCA0B5F0C4E324EE"><enum>(2)</enum><header>Effective date</header><text>The amendments made by paragraph (1) shall apply to individuals who begin work for the employer after December 31, 2012.</text></paragraph></subsection><subsection id="HDD51B3B5C79A4F23927DC4CEC1BD362D"><enum>(b)</enum><header>Offset</header><text>The amounts otherwise authorized to be appropriated to the Department of Veterans Affairs for General Administration are hereby reduced as follows:</text><paragraph id="HB658C548440144D08F6B058E5529E998"><enum>(1)</enum><text>The amount for fiscal year 2013 is reduced by $5,000,000.</text></paragraph><paragraph id="H98AEC7C4899F48E7829C1D4521AFD6DD"><enum>(2)</enum><text>The amount for fiscal year 2014 is reduced by $5,000,000.</text></paragraph></subsection></section></legis-body></bill>
