R. 3627</legis-num><current-chamber display="yes">IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20131210">December 10, 2013</action-date><action-desc>Received; read twice and referred to the <committee-name committee-id="SSJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>AN ACT</legis-type><official-title display="yes">To require the Attorney General to report on State law penalties for certain child abusers, and for other purposes.</official-title></form><legis-body id="H947DFDDCBEE549EFA72355A8DB4C2E83" style="OLC"><section id="H923F13B5EABB436C9297BC49391D7A12" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Kilah Davenport Child Protection Act of 2013</short-title></quote>.</text></section><section id="H7C98600D7CF84B728C139652F37C4EF8"><enum>2.</enum><header>Attorney General Report</header><text display-inline="no-display-inline">Not later than 180 days after the date of enactment of this Act, and again 3 years thereafter, the Attorney General shall publish and submit to the Committee on the Judiciary of the House of Representatives and the Committee on the Judiciary of the United States Senate a report on the penalties for violations of laws prohibiting child abuse in each of the 50 States, the District of Columbia, and each territory of the United States, including whether the laws of that State, District, or territory provides for enhanced penalties when the victim has suffered serious bodily injury, or permanent or protracted loss or impairment of any mental or emotional function.</text></section><section id="HDF57F3DF9DBC4ABB96DD037A100E2E18" section-type="subsequent-section"><enum>3.</enum><header>Expansion of predicate for increased penalties for certain domestic assaults</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/18/117">Section 117(a)(1)</external-xref> of title 18, United States Code, is amended by inserting <quote>, or against a child of or in the<pagebreak></pagebreak> care of the person committing the domestic assault</quote> after <quote>intimate partner</quote>.</text></section></legis-body><attestation><attestation-group><attestation-date chamber="House" date="20131209">Passed the House of Representatives December 9, 2013.</attestation-date><attestor display="yes">Karen L.
