Davis of Illinois</cosponsor>, <cosponsor name-id="E000179">Mr. Engel</cosponsor>, <cosponsor name-id="C001080">Ms. Chu</cosponsor>, <cosponsor name-id="M001143">Ms. McCollum</cosponsor>, <cosponsor name-id="C001068">Mr. Cohen</cosponsor>, <cosponsor name-id="B001227">Mr. Brady of Pennsylvania</cosponsor>, <cosponsor name-id="M001137">Mr. Meeks</cosponsor>, <cosponsor name-id="H001034">Mr. Honda</cosponsor>, <cosponsor name-id="V000132">Mr. Vela</cosponsor>, <cosponsor name-id="L000287">Mr. Lewis</cosponsor>, <cosponsor name-id="R000515">Mr. Rush</cosponsor>, <cosponsor name-id="S000248">Mr. Serrano</cosponsor>, <cosponsor name-id="M001160">Ms. Moore</cosponsor>, <cosponsor name-id="T000472">Mr. Takano</cosponsor>, and <cosponsor name-id="E000292">Mr. Enyart</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Public Health Service Act to authorize grants to provide treatment for diabetes in minority communities.</official-title></form><legis-body id="H853528DAB939442A8C0412D61714A378" style="OLC"><section display-inline="no-display-inline" id="H5B86D6D958B44DCF97505A7BD569FBEE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Minority Diabetes Initiative Act</short-title></quote>.</text></section><section id="HBFE760AB96474CC8A6E7ED3B722868B2"><enum>2.</enum><header>Grants regarding treatment of diabetes in minority communities</header><text display-inline="no-display-inline">Part D of title III of the <act-name parsable-cite="PHSA">Public Health Service Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/254b">42 U.S.C. 254b et seq.</external-xref>) is amended by inserting after section 330L the following:</text><quoted-block act-name="Public Health Service Act" id="HD5FAE29A635B40AD980E973A333972A4"><section id="H2ECF0C13431B4ADCA8670830678BC3E7"><enum>330M.</enum><header>Grants regarding treatment of diabetes in minority communities</header><subsection id="HE6173C080D7541F6AE23B6B99E2C43DE"><enum>(a)</enum><header>In general</header><text>The Secretary may make grants to public and nonprofit private health care providers for the purpose of providing treatment for diabetes in minority communities.</text></subsection><subsection id="HC263294742F142F5AFF354B6C2A19E18"><enum>(b)</enum><header>Recipients of grants</header><text>The public and nonprofit private health care providers to whom grants may be made under subsection (a) include physicians, podiatrists, community-based organizations, health care organizations, community health centers, and State, local, and tribal health departments.</text></subsection><subsection id="H385FE4AF19F94C6FA18BEE39939E3231"><enum>(c)</enum><header>Scope of treatment activities</header><text>The Secretary shall ensure that grants under subsection (a) cover a variety of diabetes-related health care services, including routine care for diabetic patients, public education on diabetes prevention and control, eye care, foot care, and treatment for kidney disease and other complications of diabetes.</text></subsection><subsection id="HA67A3B54B911430BA183046D472BBA9C"><enum>(d)</enum><header>Appropriate cultural context</header><text display-inline="yes-display-inline">A condition for the receipt of a grant under subsection (a) is that the applicant involved agrees that, in the program carried out with the grant, services will be provided in the languages most appropriate for, and with consideration for the cultural backgrounds of, the individuals for whom the services are provided.</text></subsection><subsection id="HB9F152243C83493FBE4934ECEC269F7C"><enum>(e)</enum><header>Outreach services</header><text>A condition for the receipt of a grant under subsection (a) is that the applicant involved agrees to provide outreach activities to inform the public of the services of the program, and to provide offsite information on diabetes.</text></subsection><subsection id="HEE8000F169474A4391DE8D98ED2D5638"><enum>(f)</enum><header>Application for grant</header><text>A grant may be made under subsection (a) only if an application for the grant is submitted to the Secretary and the application is in such form, is made in such manner, and contains such agreements, assurances, and information as the Secretary determines to be necessary to carry out this section.</text></subsection><subsection id="H16026123125F4519A63243B0ADE9A5E9"><enum>(g)</enum><header>Authorization of appropriations</header><text>For the purpose of carrying out this section, there are authorized to be appropriated such sums as may be necessary for each of the fiscal years 2014 through 2019.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></section></legis-body></bill>
