			 United States Code</header><text display-inline="no-display-inline">Except as
			 otherwise expressly provided, whenever in this Act an amendment or repeal is
			 expressed in terms of an amendment to, or a repeal of, a section or other
			 provision, the reference shall be considered to be made to a section or other
			 provision of title 38, United States Code.</text>
		</section><section id="H4FB5D2183CCA41F2A4F0217AEF248F9A" section-type="subsequent-section"><enum>3.</enum><header>Approval of courses of
			 education provided by public educational institutions for purposes of
			 educational assistance programs administered by Secretary of Veterans Affairs
			 conditional on in-State tuition rate for veterans</header>
			<subsection id="H91ACD4973AFC490D8C457080E62608DE"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 3679 is
			 amended by adding at the end the following new subsection:</text>
				<quoted-block changed="added" committee-id="HVR00" display-inline="no-display-inline" id="HDC44E5FDCC7A4EEBB99829D5FE10B8EA" reported-display-style="italic" style="USC">
					<subsection id="H53BA47A3250948D1AFB234F94C5C8B99"><enum>(c)</enum><text display-inline="yes-display-inline">Notwithstanding any other provision of this
				subtitle, the Secretary or the Secretary’s designee shall disapprove a course
				of education provided by a public educational institution unless the
				institution charges tuition and fees for a veteran at up to the same rate as
				the institution charges for residents of the State in which the institution is
				located, regardless of the veteran’s State of residence. The Secretary shall
				notify the State approving agency of the Secretary’s disapproval of a course of
				education under this
				subsection.</text>
					</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3662B8BE20AC4CF6922E2D7BF56BCE98"><enum>(b)</enum><header>Treatment of enrolled
			 benefits recipients</header>
				<paragraph id="HAD56BEE392FF478B8FA86ECA17D83514"><enum>(1)</enum><header>In
			 general</header><text>In the case of a veteran or eligible person who is
			 enrolled before July 1, 2015, in a course of education provided by a public
			 educational institution that was approved under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/36">chapter 36</external-xref> of title 38, United
			 States Code, at the time of the initial enrollment of the veteran or eligible
			 person but that is disapproved by the Secretary of Veterans Affairs or the
			 Secretary’s designee by reason of subsection (c) of section 3679 of such title,
			 as added by subsection (a), the Secretary shall treat such institution as an
			 institution that is approved under such chapter for purposes of the laws
			 administered by the Secretary with respect to the veteran or eligible person
			 until the veteran or eligible person completes the program of education in
			 which the veteran or eligible person is enrolled.</text>
				</paragraph><paragraph id="H767F6090024540E8B9870C28E4F7A14B"><enum>(2)</enum><header>Termination</header>
					<subparagraph id="H133461AE7F354D7BA5FF543CC6FD7881"><enum>(A)</enum><header>Limitation</header><text>Except
			 as provided in subparagraph (B), the Secretary of Veterans Affairs may not
			 treat such an institution as an approved institution under paragraph (1) after
			 July 1, 2019.</text>
					</subparagraph><subparagraph id="H267D730A946F4A0C8DA0D36006E3F15C"><enum>(B)</enum><header>Waiver</header><text>The
			 Secretary may waive the limitation under subparagraph (A) if the Secretary
			 determines such a waiver is appropriate.</text>
					</subparagraph></paragraph></subsection><subsection id="H6E59A84825204E8796F9E0CC85E354BB"><enum>(c)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">Subsection (c) of
			 <external-xref legal-doc="usc" parsable-cite="usc/38/3679">section 3679</external-xref> of title 38, United States Code, as added by subsection (a) shall
			 apply with respect to educational assistance provided after July 1,
			 2015.</text>
			</subsection></section><section id="HC21D057C1E5A402E9DB2CF2A0731EAB1" section-type="subsequent-section"><enum>4.</enum><header>Extension of
			 authorization of appropriations for payment of a monthly assistance allowance
			 to disabled veterans training or competing for the Paralympic
			 Team</header><text display-inline="no-display-inline">Section 322(d)(4) is
			 amended by striking <quote>2013</quote> and inserting
			 <quote>2018</quote>.</text>
		</section><section id="HA041AE743C4F469E8545B767BB638F6E"><enum>5.</enum><header>Extension of
			 authorization of appropriations for assistance to United States Paralympics,
			 Inc</header><text display-inline="no-display-inline">Section 521A is
			 amended—</text>
			<paragraph id="H99E57B8F629B457D9C18E03D3F431C37"><enum>(1)</enum><text>in subsection (g), by
			 striking <quote>2013</quote> and inserting <quote>2018</quote>; and</text>
			</paragraph><paragraph id="H1A1525CF75604FBC8761817DAE35EDBF"><enum>(2)</enum><text>in subsection (l), by
			 striking <quote>2013</quote> and inserting <quote>2018</quote>.</text>
			</paragraph></section><section id="HF54A4BEDBF8D40A7886BFAB2E5E494DC" section-type="subsequent-section"><enum>6.</enum><header>Clarification of
			 eligibility for services under the Homeless Veterans Reintegration
			 Program</header><text display-inline="no-display-inline">Subsection (a) of
			 section 2021 is amended by striking <quote>reintegration of homeless veterans
			 into the labor force.</quote> and inserting the following: <quote>reintegration
			 into the labor force of—</quote></text>
			<quoted-block changed="added" committee-id="HVR00" display-inline="no-display-inline" id="HABF22CD09CEC41CDA029428E8725B5B1" reported-display-style="italic" style="OLC">
				<paragraph id="H410A37E084894C17A6F5F8261E0073A6"><enum>(1)</enum><text display-inline="yes-display-inline">homeless veterans;</text>
				</paragraph><paragraph id="HB780026AB1114EE18428583F7D167054"><enum>(2)</enum><text display-inline="yes-display-inline">veterans participating in the Department of
				Veterans Affairs supported housing program for which rental assistance provided
				pursuant to section 8(o)(19) of the United States Housing Act of 1937 (42
				U.S.C. 1437f(o)(19)); and</text>
				</paragraph><paragraph id="H70F1A2D9869D48D9A90B2448707E2DD9"><enum>(3)</enum><text>veterans who are
				transitioning from being
				incarcerated.</text>
				</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H2AEA53AC96094B73937017A63991C91F" section-type="subsequent-section"><enum>7.</enum><header>Extension of
			 eligibility period for vocational rehabilitation programs</header>
			<subsection id="HA36AD2FC278444DBB1EF43F354475E9E"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Section 3103 is amended by striking
			 <quote>twelve-year period</quote> and inserting <quote>17-year period</quote>
			 each place it appears.</text>
			</subsection><subsection commented="no" id="H3CB8041D2609483AA07EBE895B14B154"><enum>(b)</enum><header>Effective
			 date</header><text display-inline="yes-display-inline">The amendment made by
			 subsection (a) shall apply with respect to a veteran applying for assistance
			 under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/38/31">chapter 31</external-xref> of title 38, United States Code, on or after the date of the
			 enactment of this Act.</text>
			</subsection></section><section id="H928E3BC5B1DD452782421269739F0B17"><enum>8.</enum><header>Work-study
			 allowance</header><text display-inline="no-display-inline">Section 3485(a)(4)
			 is amended by striking <quote>June 30, 2013</quote> each place it appears and
			 inserting <quote>June 30, 2018</quote>.</text>
		</section><section id="H2C00F7356AFF4C7DB05B2901F504881C" section-type="subsequent-section"><enum>9.</enum><header>Responsibilities of
			 the Directors of Veterans’ Employment and Training</header><text display-inline="no-display-inline">Section
			 4103 is amended—</text>
			<paragraph id="H522E3B9D8C384E57B4C600ABE4149254"><enum>(1)</enum><text>by redesignating
			 subsection (b) as subsection (c); and</text>
			</paragraph><paragraph id="H5AB71C22B5A347BC9EC18CA7F2DF89A8"><enum>(2)</enum><text>by inserting after
			 subsection (a) the following new subsection (b):</text>
				<quoted-block changed="added" committee-id="HVR00" display-inline="no-display-inline" id="H5448020E64EA4C37B2C73E0B050C5EBC" reported-display-style="italic" style="USC">
					<subsection id="H8AF9FE8BEACE48808C92C0DCA10DD970"><enum>(b)</enum><header>Responsibilities</header><text display-inline="yes-display-inline">Each Director assigned to a State under
				subsection (a) shall carry out the following responsibilities:</text>
						<paragraph id="HD716123F7B724DF2874935E4F622E83C"><enum>(1)</enum><text display-inline="yes-display-inline">Monitoring the performance of veterans’
				training and employment programs in the State, with special emphasis on
				services to disabled veterans.</text>
						</paragraph><paragraph id="HFBB1CC39696145098F3EAA0595028C20"><enum>(2)</enum><text>Monitoring the
				performance of the State workforce agency in complying with section 4212 of
				this title.</text>
						</paragraph><paragraph id="HBC3088E5F88A4E0883B3EF62300CDDDD"><enum>(3)</enum><text display-inline="yes-display-inline">Suggesting to the Assistant Secretary of
				Labor for Veterans’ Employment and Training corrective actions that could be
				taken by the State workforce agency to address deficiencies in the performance
				of veterans’ training and employment programs in the State.</text>
						</paragraph><paragraph id="H456C74C5C2E640AF96DF4053605B6793"><enum>(4)</enum><text>Annually negotiating with
				the State workforce agency to establish performance goals for veterans’
				training and employment programs in the State.</text>
						</paragraph><paragraph id="H627AE92B3980499EB75C330503FA344E"><enum>(5)</enum><text>Reviewing the State’s
				requests for funding for veterans’ training and employment programs and
				providing advice to the State workforce agency and the Assistant Secretary
				regarding such funding requests.</text>
						</paragraph><paragraph id="HB023EA22A0AC4B85AA495FDAFE140BE3"><enum>(6)</enum><text>Forwarding complaints
				regarding possible violations of chapter 43 of this title to the appropriate
				Regional Administrator or to the to the Assistant Secretary, as
				required.</text>
						</paragraph><paragraph id="H3215E525CA304A2C82D7F395A33260C3"><enum>(7)</enum><text>Carrying out grant
				officer technical representative responsibilities for grants issued under
				programs administered by the Department.</text>
						</paragraph><paragraph id="HDD13E01905C145749EB236DD72B20D18"><enum>(8)</enum><text>Providing advice to the
				State workforce agency on strategies to market veterans to employers.</text>
						</paragraph><paragraph id="HA914F87023524E8089861C6CCE4E5E8B"><enum>(9)</enum><text>Supervising and managing
				all support staff, including Assistant Directors, establishing workload
				priorities, managing all personnel actions, and evaluating all assigned
				personnel.</text>
						</paragraph><paragraph id="H568A507585AD4C8D9751CD7184F9B0CF"><enum>(10)</enum><text display-inline="yes-display-inline">Submitting to the Assistant Secretary
				regular reports on the matters described in paragraphs (1), (2), (4), and (8),
				and any other matters the Assistant Secretary determine appropriate.</text>
						</paragraph><paragraph id="HCDD6DC7F0EC442C7A9937C6AA7B39573"><enum>(11)</enum><text>Performing such other
				related duties as directed by the Assistant
				Secretary.</text>
						</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
			</paragraph></section><section id="HC38691F6E380464686A378AD6E957329" section-type="subsequent-section"><enum>10.</enum><header>Contents of
			 Transition Assistance Program</header>
			<subsection id="H551AF12EDD3043858F8989FF605CBA0E"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 1144 of title
			 10, United States Code, is amended—</text>
				<paragraph id="H3465F87E46F141F5928B21B90617D8EC"><enum>(1)</enum><text>in subsection (b), by
			 adding at the end the following new paragraph:</text>
					<quoted-block changed="added" committee-id="HVR00" display-inline="no-display-inline" id="H0DDEA0FD60984700A65AA4DA5C372E61" reported-display-style="italic" style="USC">
						<paragraph id="H62F3CC4976DF4784B9B1D55D0E7B3E44"><enum>(9)</enum><text display-inline="yes-display-inline">Provide information about
				disability-related employment and education
				protections.</text>
						</paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph><paragraph id="H26010D614AC14DA49D1F447BCA4C47C4"><enum>(2)</enum><text>by redesignating
			 subsections (c), (d), and (e), as subsections (d), (e), and (f), respectively;
			 and</text>
				</paragraph><paragraph id="H1AF85F4D03B846E1A07D1E816C507F8F"><enum>(3)</enum><text>by inserting after
			 subsection (b) the following new subsection (c):</text>

				program</header><text>The mandatory program carried out by this section shall
				include—</text>
							<paragraph display-inline="no-display-inline" id="HA1CD159BA7D04B19A545E62C694AE6D9"><enum>(1)</enum><text>for any such member who
				plans to use the member’s entitlement to educational assistance under title
				38—</text>
								<subparagraph id="HFC34989FAB2D435B8C184A998C62E889"><enum>(A)</enum><text>instruction providing an
				overview of the use of such entitlement; and</text>
								</subparagraph><subparagraph id="H1639E0D9F5E54761A0F5A37F83E2DC18"><enum>(B)</enum><text>testing to determine
				academic readiness for post-secondary education, courses of post-secondary
				education appropriate for the member, courses of post-secondary education
				compatible with the member’s education goals, and instruction on how to finance
				the member’s post-secondary education; and</text>
								</subparagraph></paragraph><paragraph display-inline="no-display-inline" id="HA755D4B3BB34495AAA996150902D9511"><enum>(2)</enum><text>instruction in the
				benefits under laws administered by the Secretary of Veterans Affairs and in
				other subjects determined by the Secretary
				concerned.</text>
							</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
				</paragraph></subsection><subsection id="HC533BB53F1A2416A9F0D18491B4FBB86"><enum>(b)</enum><header>Deadline for
			 implementation</header><text>The program carried out under section 1144 of
			 title 10, United States Code, shall comply with the requirements of subsections
			 (b)(9) and (c) of such section, as added by subsection (a), by not later than
			 April 1, 2015.</text>
			</subsection><subsection id="HBCEB1BB4ADC949F0B074BD5F3EA4C221"><enum>(c)</enum><header>Feasibility
			 study</header><text display-inline="yes-display-inline">Not later than 270 days
			 after the date of the enactment of this Act, the Secretary of Veterans Affairs
			 shall submit to the Committees on Veterans’ Affairs of the Senate and House of
			 Representatives the results of a study carried out by the Secretary to
			 determine the feasibility of providing the instruction described in subsection
			 (b) of <external-xref legal-doc="usc" parsable-cite="usc/10/1142">section 1142</external-xref> of title 10, United States Code, at all overseas locations
			 where such instruction is provided by entering into a contract jointly with the
			 Secretary of Labor for the provision of such instruction.</text>
			</subsection></section><section id="H89E7B263FA9F4BB4B6FD56A89983E47B"><enum>11.</enum><header>Three-month extension
			 of Veterans Retraining Assistance Program</header>
			<subsection id="H5CA3BFB86AAC4AFCAD29D8C58D6D7ACF"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Section 211 of the VOW to Hire Heroes Act
			 of 2011 (<external-xref legal-doc="public-law" parsable-cite="pl/112/56">Public Law 112–56</external-xref>; 125 Stat. 713; <external-xref legal-doc="usc" parsable-cite="usc/38/4100">38 U.S.C. 4100</external-xref> note) is
			 amended—</text>
				<paragraph id="HBA2E2C1278864706AD96441F47D12A21"><enum>(1)</enum><text>in subsection (a)(2)(B),
			 by striking <quote>March 31, 2014</quote> and inserting <quote>June 30,
			 2014</quote>; and</text>
				</paragraph><paragraph id="HA888A8199F804C1E8B7DCA5BFFA826E7"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (k), by striking <quote>March
			 31, 2014</quote> and inserting <quote>June 30, 2014</quote>.</text>
				</paragraph></subsection><subsection id="H134588A3CD2C48C3885FFAAA38640F89"><enum>(b)</enum><header>Interim report</header>
				<paragraph id="H37AFA2368ABE44ECA95506890E6F7E83"><enum>(1)</enum><header>Report
			 required</header><text display-inline="yes-display-inline">Not later than 30
			 days after the date of the enactment of this Act, the Secretary of Veterans
			 Affairs, in collaboration with the Secretary of Labor, shall submit to the
			 appropriate committees of Congress an interim report on the retraining
			 assistance provided under section 211 of the VOW to Hire Heroes Act of 2011
			 (<external-xref legal-doc="public-law" parsable-cite="pl/112/56">Public Law 112–56</external-xref>; 125 Stat. 713; <external-xref legal-doc="usc" parsable-cite="usc/38/4100">38 U.S.C. 4100</external-xref> note).</text>
				</paragraph><paragraph id="HEAC09D9B35294FBBB20A3DAC03931F83"><enum>(2)</enum><header>Elements</header><text display-inline="yes-display-inline">The report required by paragraph (1) shall
			 include the following:</text>
					<subparagraph id="H5366877621864DA4958EEF8311E84144"><enum>(A)</enum><text>The total number
			 of—</text>
						<clause id="H20E892DBAFBF4BB38AD262F521F8B7D0"><enum>(i)</enum><text>eligible veterans who
			 have participated in the program established under such section as of the date
			 of the enactment of this Act; and</text>
						</clause><clause id="H804D8B8CEF3D46AD9381A9F88D7F8F5C"><enum>(ii)</enum><text>associates degrees or
			 certificates awarded (or other similar evidence of the completion of the
			 program of education or training earned) to veterans participating in the
			 program established under such section as of such date.</text>
						</clause></subparagraph><subparagraph id="HA5B5F77F281446FDB073A64C39377AD9"><enum>(B)</enum><text>Data related to the
			 employment status of eligible veterans who participated in such program.</text>
					</subparagraph></paragraph></subsection></section><section id="HDAC1CF33BEA6442484BCC852AD8190E9"><enum>12.</enum><header>Increase in rates of
			 disability compensation and dependency and indemnity compensation</header>
			<subsection id="HCEE1456C63B34AB0BC7ED13485FD9008"><enum>(a)</enum><header>Rate
			 adjustment</header><text>Effective on December 1, 2013, the Secretary of
			 Veterans Affairs shall increase, in accordance with subsection (c), the dollar
			 amounts in effect on November 30, 2013, for the payment of disability
			 compensation and dependency and indemnity compensation under the provisions
			 specified in subsection (b).</text>
			</subsection><subsection id="H869C1CB951DA4CD3963D4ABFA91F4E20"><enum>(b)</enum><header>Amounts To be
			 increased</header><text>The dollar amounts to be increased pursuant to
			 subsection (a) are the following:</text>
				<paragraph id="HCA222083E3A944D2A6D5161965100D99"><enum>(1)</enum><header>Wartime disability
			 compensation</header><text>Each of the dollar amounts under section 1114 of
			 title 38, United States Code.</text>
				</paragraph><paragraph id="H45E64D2DD91C42C7971A6F8785AF249F"><enum>(2)</enum><header>Additional compensation
			 for dependents</header><text>Each of the dollar amounts under section 1115(1)
			 of such title.</text>
				</paragraph><paragraph id="HF49108F0388B42488470DBFF3F62E5EB"><enum>(3)</enum><header>Clothing
			 allowance</header><text>The dollar amount under section 1162 of such
			 title.</text>
				</paragraph><paragraph id="H6996FDDAC1BC4B01A9B8925256391CF0"><enum>(4)</enum><header>Dependency and
			 indemnity compensation to surviving spouse</header><text>Each of the dollar
			 amounts under subsections (a) through (d) of section 1311 of such title.</text>
				</paragraph><paragraph id="HA4A77B928AB9444BB7486092AE130974"><enum>(5)</enum><header>Dependency and
			 indemnity compensation to children</header><text>Each of the dollar amounts
			 under sections 1313(a) and 1314 of such title.</text>
				</paragraph></subsection><subsection id="H2F1C8092310C4A55B5D81C5792CE3B07"><enum>(c)</enum><header>Determination of
			 Increase</header>
				<paragraph id="HACC82A8D37C6437D97AF75959B057B8E"><enum>(1)</enum><header>Percentage</header><text>Except
			 as provided in paragraph (2), each dollar amount described in subsection (b)
			 shall be increased by the same percentage as the percentage by which benefit
			 amounts payable under title II of the Social Security Act (42 U.S.C. 401 et
			 seq.) are increased effective December 1, 2012, as a result of a determination
			 under section 215(i) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/42/415">42 U.S.C. 415(i)</external-xref>).</text>
				</paragraph><paragraph id="H809D6E01A1B645D6AD07C483EBA169DF"><enum>(2)</enum><header>Rounding</header><text>Each
			 dollar amount increased under paragraph (1), if not a whole dollar amount,
			 shall be rounded to the next lower whole dollar amount.</text>
				</paragraph></subsection><subsection id="H3AA3AA237B53486183554A9713A3159D"><enum>(d)</enum><header>Special
			 rule</header><text>The Secretary of Veterans Affairs may adjust
			 administratively, consistent with the increases made under subsection (a), the
			 rates of disability compensation payable to persons under section 10 of Public
			 Law 85–857 (72 Stat. 1263) who have not received compensation under chapter 11
			 of title 38, United States Code.</text>
			</subsection><subsection id="H2B0881535ACC49E8BE548697B809E3EB"><enum>(e)</enum><header>Publication of adjusted
			 rates</header><text>The Secretary of Veterans Affairs shall publish in the
			 Federal Register the amounts specified in subsection (b), as increased under
			 that section, not later than the date on which the matters specified in section
			 215(i)(2)(D) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/415">42 U.S.C. 415(i)(2)(D)</external-xref>) are required
			 to be published by reason of a determination made under section 215(i) of such
			 Act during fiscal year 2014.</text>
			</subsection></section><section id="H728D2958B923479E950117E771B160BC"><enum>13.</enum><header>Performance awards in
			 the senior executive service</header><text display-inline="no-display-inline">For each of fiscal years 2014 through 2018,
			 the Secretary of Veterans Affairs may not pay any performance awards under
			 <external-xref legal-doc="usc" parsable-cite="usc/5/5384">section 5384</external-xref> of title 5, United States Code.</text>

	 education provided by public institutions of higher education that are approved
	 for purposes of the educational assistance programs administered by the
