<official-title>To establish a program to accelerate entrepreneurship and innovation by partnering world-class entrepreneurs with Federal agencies.</official-title>

<section id="H693BF99944A94B719AB11A7EFFAD9547" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Entrepreneur-in-Residence Act of 2013</short-title></quote>.</text></section> 
<section id="H31C47E27CD984835B408D12B5EED5CF8"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">For purposes of this Act—</text> 
<paragraph id="HDBAD3F090C104AC0BA7A88871DD1602F"><enum>(1)</enum><text>the term <term>Director</term> means the Director of the Office of Personnel Management;</text></paragraph> 
<paragraph commented="no" display-inline="no-display-inline" id="H54C3BF0C4CA446DAAEEF8DFFC7D4D16A"><enum>(2)</enum><text>the term <term>program</term> means the Federal entrepreneur-in-residence program established under section 3(a);</text></paragraph> 
<paragraph id="HED0D763E7B37472CA24694852C45E52C"><enum>(3)</enum><text>the term <term>entrepreneur-in-residence</term> means an individual appointed to a position under the program; and</text></paragraph> 
<paragraph id="HB4CF318BF8CA4924984E8A5A14EE3C62"><enum>(4)</enum><text>the term <term>agency</term> means an Executive agency, as defined in <external-xref legal-doc="usc" parsable-cite="usc/5/105">section 105</external-xref> of title 5, United States Code.</text></paragraph></section> 
<section id="HE7315432580F4048BA47ED0CED6A7533"><enum>3.</enum><header>Federal entrepreneur-in-residence program</header> 
<subsection id="H1D785A49C1C04CED9823C6AA7E4EF8F6"><enum>(a)</enum><header>Program established</header><text>The Director, in consultation with the Administrator of the Small Business Administration and the Secretary of Commerce, shall establish a Federal entrepreneur-in-residence program under which the Director, with the concurrence of the head of an agency, may appoint an entrepreneur-in-residence to a position in the excepted service in the agency to carry out the duties described in subsection (d).</text></subsection> 
<subsection id="H88274B72A2B14417BED397768A91C2FF"><enum>(b)</enum><header>Mission of program</header><text>The mission of the program shall be to—</text> 
<paragraph id="HD7A6B9C7F3E8437A852CA8936CB5B2F4"><enum>(1)</enum><text>provide for better outreach by the Federal Government to the private sector;</text></paragraph> 
<paragraph id="H1696297524E94E95B8F59181BAF86B15"><enum>(2)</enum><text>strengthen coordination and interaction between the Federal Government and the private sector on issues relevant to entrepreneurs and business concerns; and</text></paragraph> 
<paragraph id="H8697662DA9CC47B6AFC95656D80D714B"><enum>(3)</enum><text>make Federal programs simpler, quicker, more efficient, and more responsive to the needs of business concerns and entrepreneurs.</text></paragraph></subsection> 
<subsection id="HFB71940AABD2486990D65004F5F06F11"><enum>(c)</enum><header>Appointments</header> 
<paragraph id="HEE0A33F2FDFF4BC9BCBEFF4AD6281597"><enum>(1)</enum><header>In general</header><text>The Director—</text> 
<subparagraph id="H1DB6CA4F333F47CB82A34AE487825847"><enum>(A)</enum><text>shall appoint entrepreneurs-in-residence under the program during each year; and</text></subparagraph> 
<subparagraph id="HB54C3C3414DA45DDA362568C550A9617"><enum>(B)</enum><text>may not appoint more than 10 entrepreneurs-in-residence during any year.</text></subparagraph></paragraph> 
<paragraph id="HF21FD7B257F2457B90A44DF042B1AAC3"><enum>(2)</enum><header>Selection</header><text>The Director shall select entrepreneurs-in-residence from among individuals who—</text> 
<subparagraph id="HE6B01CF3749B4AEDB39A7E6AA2CA4310"><enum>(A)</enum><text>are successful in their field;</text></subparagraph> 
<subparagraph id="H9543E9AE380A4B1BB906F0CA181AF1FD"><enum>(B)</enum><text>have demonstrated success in working with business concerns and entrepreneurs; or</text></subparagraph> 
<subparagraph id="H884D6DECB1764EA590811B9E8E31CAC8"><enum>(C)</enum><text>have successfully developed, invented, or created a product and brought the product to the marketplace.</text></subparagraph></paragraph> 
<paragraph id="H58FEE19D8A1B49309FC164C8721BA2D5"><enum>(3)</enum><header>Placement</header><text>In appointing entrepreneurs-in-residence, the Director shall—</text> 
<subparagraph id="H01B791C420604F87A4C126D6A0288233"><enum>(A)</enum><text>give priority to placing entrepreneurs-in-residence across the Federal Government at separate agencies; and</text></subparagraph> 
<subparagraph id="H8F6A4CABD05E47F69B223E92BEC06BDB"><enum>(B)</enum><text>to the extent practicable, not appoint more than 2 entrepreneurs-in-residence to positions in the same agency during the same year.</text></subparagraph></paragraph> 
<paragraph id="H805FE085442E497FAE44A166EB4D2E49"><enum>(4)</enum><header>Terms of appointment</header><text>An entrepreneur-in-residence—</text> 
<subparagraph id="H8124DF18ED2F414C855319903980050F"><enum>(A)</enum><text>shall be a full-time employee of the agency to which the entrepreneur-in-residence is appointed; and</text></subparagraph> 
<subparagraph id="HE9528CB1BE0B4EE3B796AE8351BFB3E5"><enum>(B)</enum><text>may not serve as an entrepreneur-in-residence for more than a period of 2 years.</text></subparagraph></paragraph></subsection> 
<subsection id="H0DCA10EA9B384CF89388DEC733F3F29B"><enum>(d)</enum><header>Duties</header><text>An entrepreneur-in-residence shall—</text> 
<paragraph id="H5FE6477D7936496D89FC3F1CFE01FF06"><enum>(1)</enum><text>assist Federal agencies in improving outreach to business concerns and entrepreneurs;</text></paragraph> 
<paragraph id="HF90732CF8A874773B6C95D859B191343"><enum>(2)</enum><text>provide recommendations to the head of the agency employing the entrepreneur-in-residence on inefficient or duplicative programs, if any, at the agency;</text></paragraph> 
<paragraph id="HBD5D6605400046F5A7E3650024BF2789"><enum>(3)</enum><text>provide recommendations to the head of the agency employing the entrepreneur-in-residence on methods to improve program efficiency at the agency or new initiatives, if any, that may be instituted at the agency;</text></paragraph> 
<paragraph id="HE66922ED5F0D43D4B402CCBCFC20F898"><enum>(4)</enum><text>facilitate meetings and forums to educate business concerns and entrepreneurs on programs or initiatives of the agency employing the entrepreneur-in-residence;</text></paragraph> 
<paragraph id="H8164629B83914DB1BC4D7F2E8AD57BD2"><enum>(5)</enum><text>facilitate in-service sessions with employees of the agency employing the entrepreneur-in-residence on issues of concern to business concerns and entrepreneurs; and</text></paragraph> 
<paragraph id="H780F952590924EC2B1E4306F17DF392C"><enum>(6)</enum><text>provide technical assistance or mentorship to business concerns and entrepreneurs in accessing programs at the agency employing the entrepreneur-in-residence.</text></paragraph></subsection> 
<subsection id="HE6CC1792A5EE48EFB5F73C87243025DE"><enum>(e)</enum><header>Compensation</header><text display-inline="yes-display-inline">An entrepreneur-in-residence shall be compensated at the rate of $1 a year.</text> </subsection> 
<subsection id="HBDB4AD3896DF4F6D8E947E5D8DCF3904"><enum>(f)</enum><header>Reporting</header><text>An entrepreneur-in-residence shall report directly to the head of the agency employing the entrepreneur-in-residence.</text></subsection> 
<subsection id="HC2BF97C1807E4A3FBCCA75339FB2E6E9"><enum>(g)</enum><header>Authority To establish working group</header><text>The Director may establish an informal working group of entrepreneurs-in-residence to allow for entrepreneurs-in-residence to meet to discuss best practices, experiences, and recommendations in order to create an informal knowledge base for current and future entrepreneurs-in-residence.</text></subsection> 
<subsection id="H8643E31F9B454BBF81ABF776AD3480F4"><enum>(h)</enum><header>Termination</header><text>The Director may not appoint an entrepreneur-in-residence under this section after September 30, 2017.</text></subsection></section>
