Miller of California</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Internal Revenue Code of 1986 to authorize new empowerment zone designations for urban areas with high unemployment and high foreclosure rates, and for other purposes.</official-title></form><legis-body id="H68D1C3E4557440E1B5F737D778CCA92D" style="OLC"><section id="H66BC1D9FDC2F415EABFECAA164991041" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Revitalize Our Cities Act</short-title></quote>.</text></section><section id="H5DC219CCB26143E38AAC4E5F17441685"><enum>2.</enum><header>Three-year extension and new empowerment zone designations for high unemployment and foreclosure areas</header><subsection id="HA7B6DF19D4394962ADD3D93F1E990D47"><enum>(a)</enum><header>Extension</header><text display-inline="yes-display-inline">Clause (i) of <external-xref legal-doc="usc" parsable-cite="usc/26/1391">section 1391(d)(1)(A)</external-xref> of the Internal Revenue Code of 1986 is amended by striking <quote>December 31, 2013</quote> and inserting <quote>December 31, 2016</quote>.</text></subsection><subsection id="HF04C6827D6B14BEBB0CC3E1DE0439A97"><enum>(b)</enum><header>Additional designations</header><text>Section 1391 of such Code is amended by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HEA066141653F4F2CBAFEDEEACD97C5F9" style="OLC"><subsection id="H4EA4880C647D4B9EB88E8E116508AB04"><enum>(i)</enum><header>Additional designations permitted</header><paragraph id="HEE9A96189EDD4D1DBED63896DC3960E2"><enum>(1)</enum><header>In general</header><text>In addition to the areas designated under subsections (a), (g), and (h), the appropriate Secretaries may designate an additional 20 nominated areas as empowerment zones under this section, subject to the availability of eligible nominated areas. Such zones shall be designated in urban areas.</text></paragraph><paragraph id="HDB09BF233C5B4EC695350A2F6E6E2085"><enum>(2)</enum><header>Period designations may be made and take effect</header><text>A designation may be made under this subsection after the date of the enactment of this subsection and before January 1, 2015.</text></paragraph><paragraph id="H00AE829ADF5B4E579D71644400C8E2B8"><enum>(3)</enum><header>Modifications to eligibility criteria</header><subparagraph id="HFC81B4FB013F427FA4BEBA99CE8CACA6"><enum>(A)</enum><header>Unemployment and foreclosure</header><text>A nominated area shall be eligible for designation under this subsection only if the average unemployment rate and the average rate of residential and commercial foreclosures in the area are each higher than that of the State within which the area is located for the period beginning January 1, 2009, and ending with the date of the enactment of this subsection.</text></subparagraph><subparagraph id="H30C536AFEE054C159ADCB579783F3FDE"><enum>(B)</enum><header>Population</header><text>Subparagraph (A) of section 1392(a)(1) shall be applied without regard to clause (ii) thereof.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H5BC07ED0B8A04D768D95450E0A22EEE5"><enum>(c)</enum><header>Effective date</header><text>The amendments made by this section shall take effect on the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
