R. 3519</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20131118">November 18, 2013</action-date><action-desc><sponsor name-id="N000182">Mr. Neugebauer</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HBA00">Committee on Financial Services</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Consumer Financial Protection Act of 2010 to make the Bureau of Consumer Financial Protection an independent agency.</official-title></form><legis-body id="H2369FD29D9F5498AAB35AE40A2668891" style="OLC"><section id="HFC9C4F0CDA58467CAEA4D5E4E21880C2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Bureau of Consumer Financial Protection Accountability and Transparency Act of 2013</short-title></quote>.</text></section><section id="H8E9F8112CBE94A3485F6CC1E616DCDA4"><enum>2.</enum><header>Making the Bureau an independent agency</header><text display-inline="no-display-inline">The Consumer Financial Protection Act of 2010 is amended—</text><paragraph id="H9495BDD26956412A96BCAB8092D9AE59"><enum>(1)</enum><text>in section 1011—</text><subparagraph id="HDD8B22015ED54EF49CE4643F518DA3BA"><enum>(A)</enum><text>in subsection (a), by striking <quote>in the Federal Reserve System, </quote>; and</text></subparagraph><subparagraph id="H6FD236386189472B999201AF869A6CC8"><enum>(B)</enum><text>in subsection (e), by striking <quote>, including in cities in which the Federal reserve banks, or branches of such banks, are located,</quote>;</text></subparagraph></paragraph><paragraph id="HB9E9E3B9B44E49B3BA49DE03BDEB1E5D"><enum>(2)</enum><text>in section 1012(c), by striking paragraphs (2), (3), (4), and (5); and</text></paragraph><paragraph id="HD9EB05DEC07D4CE8AE9D97055552EBBC"><enum>(3)</enum><text>in section 1014(b), by striking <quote>Not fewer than 6 members shall be appointed upon the recommendation of the regional Federal Reserve Bank Presidents, on a rotating basis.</quote>.</text></paragraph></section><section id="H737332B3C7DB454C8006158FDB33EAD6"><enum>3.</enum><header>Bringing the Bureau into the regular appropriations process</header><text display-inline="no-display-inline">Section 1017 of the Consumer Financial Protection Act of 2010 is amended—</text><paragraph id="HEFD2FD94DCB34CE5BF52939A6C4CBDFF"><enum>(1)</enum><text>in subsection (a)—</text><subparagraph id="HC90D739122AE4D458DB540DCDFF5DB66"><enum>(A)</enum><text>by amending the heading of such subsection to read as follows: <quote><header-in-text level="subsection" style="OLC">Budget, financial management, and audit.—</header-in-text></quote>;</text></subparagraph><subparagraph id="HE2972A76E8534C5395222B7BE71E92FD"><enum>(B)</enum><text>by striking paragraphs (1), (2), and (3);</text></subparagraph><subparagraph id="HEA8D58534CBB4F32A5B8DA239FABB301"><enum>(C)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (1) and (2), respectively; and</text></subparagraph><subparagraph id="HD8FB952A26784B749BB36D77A7CB347D"><enum>(D)</enum><text>by striking subparagraphs (E) and (F) of paragraph (1), as so redesignated;</text></subparagraph></paragraph><paragraph id="H23AB5881363F469BAC402FB455F3C5F8"><enum>(2)</enum><text>by striking subsections (b) and (c);</text></paragraph><paragraph id="H3C93C3401ECE477AAF414A4114880AFD"><enum>(3)</enum><text>by redesignating subsections (d) and (e) as subsections (b) and (c), respectively; and</text></paragraph><paragraph id="H8B261DDD4D36424DB276E0B37E0F54E6"><enum>(4)</enum><text>in subsection (c), as so redesignated—</text><subparagraph id="H613993FB396F4FE29A3D1A38C2B06960"><enum>(A)</enum><text>by striking paragraphs (1), (2), and (3) and inserting the following:</text><quoted-block display-inline="no-display-inline" id="H6D3210B139E048A2A0D8CF4E2D16519D" style="OLC"><paragraph id="H333509E892B54AD8B4E6EA3EA0C35ECD"><enum>(1)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There are authorized to be appropriated such sums as may be necessary to carry out this title for each of fiscal years 2014 and 2015.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></subparagraph><subparagraph id="H913403C8794A4C44823F66B379E9D73C"><enum>(B)</enum><text>by redesignating paragraph (4) as paragraph (2).</text></subparagraph></paragraph></section></legis-body></bill>
