which was referred to the <committee-name committee-id="HJU00">Committee on the Judiciary</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Crime Control Act of 1990 to require certification of State and law enforcement agency reports related to missing children, to require that certain information be provided to individuals reporting a missing child, and for other purposes.</official-title></form><legis-body id="H75DF0BB8DF554D66B19D7267DA6FBAA1" style="OLC"><section id="H93741F5905C244968D728655207EF332" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Runaway Reporting Improvement Act of 2013</short-title></quote>.</text></section><section id="H5D980FD98F6E45E28A809DC0EB09A46A"><enum>2.</enum><header>Missing children reporting requirements</header><text display-inline="no-display-inline">Section 3701 of title XXXVII of the Crime Control Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/5779">42 U.S.C. 5779</external-xref>) is amended—</text><paragraph id="HE5B81579CC3C4249805F818D4EB69427"><enum>(1)</enum><text>by amending subsection (b) to read as follows:</text><quoted-block display-inline="no-display-inline" id="H221592B9C8274C83893D11D083867239" style="OLC"><subsection id="H95518AE47550422096366D57EE606477"><enum>(b)</enum><header>Guidelines</header><text display-inline="yes-display-inline">The Attorney General—</text><paragraph id="HF5A96EF0FE514CB688DA654BC63CA02C"><enum>(1)</enum><text>may establish guidelines for the collection of such reports including procedures for carrying out the purposes of this section and section 3702; and</text></paragraph><paragraph id="H39AF874124714CD5B636E31344E75D6A"><enum>(2)</enum><text display-inline="yes-display-inline">shall establish guidelines for the format and collection of the certifications required under subsection (d).</text></paragraph></subsection><after-quoted-block>;</after-quoted-block></quoted-block></paragraph><paragraph id="H0324CC06F1214DBB8E08900AEFB0D24E"><enum>(2)</enum><text>by amending subsection (c) to read as follows:</text><quoted-block display-inline="no-display-inline" id="HCDB182E5BF494569A53B9AFD8237EED2" style="OLC"><subsection id="HB308A391299546CAB57FDA629C56050F"><enum>(c)</enum><header>Annual summary</header><text display-inline="yes-display-inline">The Attorney General shall publish in the Federal Register and make available on the Web site of the Department of Justice—</text><paragraph id="H397AF28C62CA462FAB4C3A2A87CF21D3"><enum>(1)</enum><text>an annual statistical summary of the reports received under this section and section 3702; and</text></paragraph><paragraph commented="no" id="HD16C28D2B5EC4ADE9A2DDB3D4453D6EC"><enum>(2)</enum><text display-inline="yes-display-inline">not later than 18 months after the date of enactment of the <short-title>Runaway Reporting Improvement Act of 2013</short-title>, a summary of the certifications required under subsection (d).</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="H7E2E755C80844C69989B84C2F8368D90"><enum>(3)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HB7024BD3FA864A20AFD8531E6CAF1F00" style="OLC"><subsection id="H2E8649A64C1343DAA6112DDBA128B2FE"><enum>(d)</enum><header>Certification of compliance</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of the <short-title>Runaway Reporting Improvement Act of 2013</short-title>, each Federal, State, and local law enforcement agency reporting under the provisions of this section and section 3702 shall file a certification of the agency’s compliance with such sections, which shall be signed by an authorized representative of the agency and submitted to the Attorney General.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section><section id="HCD01B077F816493C825DD579F2816CDD"><enum>3.</enum><header>State requirements for reporting</header><text display-inline="no-display-inline">Section 3702 of title XXXVII of the Crime Control Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/5780">42 U.S.C. 5780</external-xref>) is amended—</text><paragraph id="HA63EA9E7D23646C795AAC810CEFA4AD5"><enum>(1)</enum><text>by striking <quote><short-title>Each State reporting</short-title></quote> and inserting “<header-in-text level="subsection" style="OLC"><enum-in-header>(a) </enum-in-header>In general.—</header-in-text>Each State reporting”;</text></paragraph><paragraph id="H30B94143CB4D445ABCCD8011059E27E9"><enum>(2)</enum><text>by striking <quote>and</quote> after the semicolon at the end of paragraph (2);</text></paragraph><paragraph id="HC0430B47B9CC41DBAFF56589E98BB1D7"><enum>(3)</enum><text>by striking <quote>and</quote> after the semicolon at the end of paragraph (3);</text></paragraph><paragraph id="H282727CED91C49BA90CBFECAEEC2B994"><enum>(4)</enum><text>by striking the period at the end of paragraph (4) and inserting <quote>; and</quote>;</text></paragraph><paragraph id="HBEC4988D5BBF453BA76B7F90002B2070"><enum>(5)</enum><text>by adding after paragraph (4) the following new paragraph:</text><quoted-block display-inline="no-display-inline" id="H445C0BD1F50A475DB16F464EBE02C24A" style="OLC"><paragraph id="H123029DEDA0745969008FAF61246C515"><enum>(5)</enum><text display-inline="yes-display-inline">not later than one year after the date of enactment of the <short-title>Runaway Reporting Improvement Act of 2013</short-title>, develop, and require State and local law enforcement officers in such State to disseminate, a written information sheet to be provided to each individual who reports a missing child to such an officer after such date, which shall—</text><subparagraph id="H3E34BF478D4A40C4855A79CDC441963D"><enum>(A)</enum><text>be submitted to the Department of Justice for approval, and approved by the Department, before such date;</text></subparagraph><subparagraph id="H4D81FC5B9EA849218EA130734FCBDB44"><enum>(B)</enum><text>include, at a minimum, the 24-hour, toll-free phone numbers for the National Center for Missing and Exploited Children and the National Runaway Safeline; and</text></subparagraph><subparagraph id="HB81C33BC146545FCBC9A1CEEE1A51D4D"><enum>(C)</enum><text display-inline="yes-display-inline">provide a description of the services that the National Center for Missing and Exploited Children and the National Runaway Safeline provide to the parents and guardians of missing children.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph commented="no" id="HCD3782B0C78342648DEB52B8BC7BE6AB"><enum>(6)</enum><text>by adding at the end the following new subsections:</text><quoted-block display-inline="no-display-inline" id="H29F89DA8C99448618AE38D2B6BA01093" style="OLC"><subsection commented="no" id="H1916A7EC8BBC4D02BFF5E0BEB8C248E0"><enum>(b)</enum><header>Department of Justice reporting requirement</header><text display-inline="yes-display-inline">The Department of Justice shall meet the requirements of paragraph (5) of subsection (a), except that the Department shall not be required to meet the requirements of subparagraph (A) of such paragraph.</text></subsection><subsection commented="no" id="H4E415F4A7F2E44B6A7FA8926F4D41A60"><enum>(c)</enum><header>Guidelines</header><text display-inline="yes-display-inline">The Attorney General shall establish guidelines for the development and dissemination of information sheets required under subsections (a)(5) and (b).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section></legis-body></bill>
