R. 3288</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20131011">October 11, 2013</action-date><action-desc><sponsor name-id="C001075">Mr. Cassidy</sponsor> (for himself, <cosponsor name-id="F000456">Mr. Fleming</cosponsor>, and <cosponsor name-id="S001176">Mr. Scalise</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HGO00">Committee on Oversight and Government Reform</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title 31, United States Code, to exempt expenditures or obligations of funds derived from user fees from certain limitations under the Antideficiency Act, and for other purposes.</official-title></form><legis-body id="H85EE84BB4B62401392CAC5AB87F29005" style="OLC"><section id="H1519DCB4A32A4A1EB81EDA582FEF12F6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fiduciary Responsibility and Fairness Act of 2013</short-title></quote>.</text></section><section id="H3DC8B476BB2E48139FE8D4F1CEAE21AB"><enum>2.</enum><header>Exemption for expenditures or obligations of funds derived from user fees</header><subsection id="HF115001E4CCA46FBBA9F1A4B210FBAC0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/1341">Section 1341(a)</external-xref> of title 31, United States Code, is amended by adding at the end the following:</text><quoted-block display-inline="no-display-inline" id="H8652C42474DB4C678F9DEAB40F38CE49" style="OLC"><paragraph id="H38087CEEC03646E282E0856C32D35A37"><enum>(3)</enum><text display-inline="yes-display-inline">This subsection does not apply in the case of any expenditure or obligation of funds derived from user fees and authorized to be appropriated for such purpose.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subsection><subsection id="H4E115C94AC684DCFAB5BC69C4D582C22"><enum>(b)</enum><header>Effective date</header><text>The amendment made by subsection (a) shall apply with respect to expenditures and obligations made or authorized after the date of the enactment of this Act.</text></subsection></section></legis-body></bill>
