R. 3213</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20130928">September 28, 2013</action-date><action-desc><sponsor name-id="G000556">Mr. Grayson</sponsor> introduced the following bill; which was referred to the <committee-name committee-id="HAP00">Committee on Appropriations</committee-name>, and in addition to the Committee on <committee-name committee-id="HWM00">Ways and Means</committee-name>, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title>Making appropriations for all departments and agencies of the Federal Government for fiscal year 2014, and for other purposes.</official-title></form><legis-body id="H743CD7C8EAB649E99CDEDCEE3B0CFD2C" style="OLC"><section id="H7C93ED7566294D8E9F7C6AB24A5080C4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Anti-Self-Destruction Act</short-title></quote> or the <quote><short-title>Fiscal Sanity Act of 2013</short-title></quote>.</text></section><section id="H6903AC2EEBC94B86AD3C865F563ED4F9"><enum>2.</enum><header>Continuing appropriations for fiscal year 2014</header><text display-inline="no-display-inline">There is hereby appropriated for fiscal year 2014—</text><paragraph id="H18BB31419C31440F8C9F96DECC8B2AC8"><enum>(1)</enum><text display-inline="yes-display-inline">for each project or activity for which budget authority was provided in the Consolidated and Further Continuing Appropriations Act, 2013 (<external-xref legal-doc="public-law" parsable-cite="pl/113/6">Public Law 113–6</external-xref>), an amount equal to the budget authority provided in such Act, as reduced pursuant to the Presidential sequestration order dated March 1, 2013, to remain available for a comparable period of availability; and</text></paragraph><paragraph id="HAE3C7B266B344BB786A96D0BD70DE1A9"><enum>(2)</enum><text display-inline="yes-display-inline">for entitlements and other mandatory payments whose budget authority was provided in appropriations Acts for fiscal year 2013, and for activities under the Food and Nutrition Act of 2008, such amounts as may be necessary to maintain program levels under current law.</text></paragraph></section><section id="H355C3108EBB74755B3C689BA2A645C53"><enum>3.</enum><header>Nonapplicability of debt ceiling through calendar year 2014</header><text display-inline="no-display-inline"><external-xref legal-doc="usc" parsable-cite="usc/31/3101">Section 3101(b)</external-xref> of title 31, United States Code, shall not apply for the period beginning on the date of the enactment of this Act and ending on December 31, 2014.</text></section></legis-body></bill>
