R. 3196</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20130926">September 26, 2013</action-date><action-desc><sponsor name-id="L000566">Mr. Latta</sponsor> (for himself and <cosponsor name-id="G000410">Mr. Gene Green of Texas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HIF00">Committee on Energy and Commerce</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Communications Act of 1934 to prohibit the Federal Communications Commission from adopting certain rules or policies relating to multichannel video programming distributors, and for other purposes.</official-title></form><legis-body id="HBF75272DEB974FD5A225A7931667AC82" style="OLC"><section id="H98D348B613884B07B81E6AAB0A1CA1FD" section-type="section-one"><enum>1.</enum><header>Repeal of integration ban</header><subsection id="H9B6A236F90EE491A8ED32B63A08AC16E"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 629 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/549">47 U.S.C. 549</external-xref>) is amended—</text><paragraph id="H237762C72342403BA5F3CC221C0070F8"><enum>(1)</enum><text>in subsection (f), by striking <quote>Nothing</quote> and inserting <quote>Except as provided in subsection (g), nothing</quote>; and</text></paragraph><paragraph id="H831494B01A00443ABC122B2D177798C7"><enum>(2)</enum><text>by adding at the end the following new subsection:</text><quoted-block display-inline="no-display-inline" id="HD73989444CC0465AA1E4F9AFA55CFDBC" style="OLC"><subsection id="HFD9C7E827B2A4CDFA7DBBEE948EA1D1C"><enum>(g)</enum><header>Integrated devices</header><text display-inline="yes-display-inline">Nothing in this section or any other provision of this Act authorizes the Commission to adopt any rule or policy that prohibits a multichannel video programming distributor from placing into service navigation devices for sale, lease, or use that perform both conditional access and other functions in a single integrated device. Any such rule or policy adopted by the Commission prior to the date of enactment of this subsection shall cease to be effective on such date of enactment, and the Commission shall remove any such rule or policy from the rules of the Commission.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H04C25D1D59ED43F281C322550B1CB20B"><enum>(b)</enum><header>Rule of construction</header><text display-inline="yes-display-inline">Except as provided in subsection (g) of section 629 of the Communications Act of 1934, as added by subsection (a), nothing in this section or the amendments made by this section shall be construed to affect the authority of the Federal Communications Commission under such section 629.</text></subsection></section></legis-body></bill>
