		<official-title display="yes">To reinstate and transfer certain
		  hydroelectric licenses and extend the deadline for commencement of construction
		  of certain hydroelectric projects.</official-title>

		<section changed="deleted" committee-id="SSEG00" id="H7DD4AAA656E54A8EB3A620B573C6E448" reported-display-style="strikethrough" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Collinsville Renewable Energy
			 Promotion Act</short-title></quote>.</text>
		</section><section changed="deleted" committee-id="SSEG00" id="H8560F6582AD54A0F84DAEB3518898EC9" reported-display-style="strikethrough"><enum>2.</enum><header>Reinstatement of
			 expired licenses and extension of time to commence construction of
			 projects</header><text display-inline="no-display-inline">Subject to section 4
			 of this Act and notwithstanding the time period under section 13 of the Federal
			 Power Act (16 U.S.C.
			 806) that would otherwise apply to Federal Energy Regulatory
			 Commission projects numbered 10822 and 10823, the Federal Energy Regulatory
			 Commission (referred to in this Act as the <quote>Commission</quote>)
			 may—</text>
			<paragraph id="H87FD80E8F217444CB1779F70D36EDF22"><enum>(1)</enum><text>reinstate the
			 license for either or each of those projects; and</text>
			</paragraph><paragraph id="H06FAFD6FAA7348A28372AAD11597B749"><enum>(2)</enum><text>extend for 2 years
			 after the date on which either or each project is reinstated under paragraph
			 (1) the time period during which the licensee is required to commence the
			 construction of such projects.</text>
			</paragraph><continuation-text continuation-text-level="section">Prior to reaching any final
			 decision under this section, the Commission shall provide an opportunity for
			 submission of comments by interested persons, municipalities, and States and
			 shall consider any such comment that is timely submitted.</continuation-text></section><section changed="deleted" committee-id="SSEG00" id="H8B7279D5F059437E8450D99E099225AD" reported-display-style="strikethrough"><enum>3.</enum><header>Transfer of
			 licenses to the town of Canton, Connecticut</header><text display-inline="no-display-inline">Notwithstanding section 8 of the Federal
			 Power Act (16 U.S.C.
			 801) or any other provision thereof, if the Commission
			 reinstates the license for, and extends the time period during which the
			 licensee is required to commence the construction of, a Federal Energy
			 Regulatory Commission project under section 2, the Commission shall transfer
			 such license to the town of Canton, Connecticut.</text>
		</section><section changed="deleted" committee-id="SSEG00" id="H2297A9125C774F5F9192ADFA190BCBD6" reported-display-style="strikethrough"><enum>4.</enum><header>Environmental
			 assessment</header>
			<subsection id="H3DFAB6B533194D64B62A177F732E89CD"><enum>(a)</enum><header>Definition</header><text>For
			 purposes of this section, the term <term>environmental assessment</term> shall
			 have the same meaning as is given such term in regulations prescribed by the
			 Council on Environmental Quality that implement the National Environmental
			 Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>).</text>
			</subsection><subsection id="H2EF27176C99946359F9ED7012997022F"><enum>(b)</enum><header>Environmental
			 assessment</header><text>Not later than 180 days after the date of enactment of
			 this Act, the Commission shall complete an environmental assessment for Federal
			 Energy Regulatory Commission projects numbered 10822 and 10823, updating, to
			 the extent necessary, the environmental analysis performed during the process
			 of licensing such projects.</text>
			</subsection><subsection id="H1819C5D219314C9190A68238ECD1B740"><enum>(c)</enum><header>Comment
			 period</header><text>Upon issuance of the environmental assessment required
			 under subsection (b), the Commission shall—</text>
				<paragraph id="H0CE4EC316C8A4E1BAD9AC04B8CA1750A"><enum>(1)</enum><text>initiate a 30-day
			 public comment period; and</text>
				</paragraph><paragraph id="H2A39D28CA7C84808AE46470C1AB77B0B"><enum>(2)</enum><text>before taking any
			 action under section 2 or 3—</text>
					<subparagraph id="H36EF4CA7E20344A693A8923C5D68FB92"><enum>(A)</enum><text>consider any
			 comments received during such 30-day period; and</text>
					</subparagraph><subparagraph id="HADE9C0FB89E84E518EF845C1F6A11F02"><enum>(B)</enum><text>incorporate in the
			 license for the projects involved, such terms and conditions as the Commission
			 determines to be necessary, based on the environmental assessment performed and
			 comments received under this section.</text>
					</subparagraph></paragraph></subsection></section><section changed="deleted" committee-id="SSEG00" id="H6290DD539ADB414FB90B631529BED576" reported-display-style="strikethrough"><enum>5.</enum><header>Deadline</header><text display-inline="no-display-inline">Not later than 270 days after the date of
			 enactment of this Act, the Commission shall—</text>
			<paragraph id="H24EA9E611F2F4EE0AAB632F6CA99640B"><enum>(1)</enum><text>make a final
			 decision pursuant to paragraph (1) of section 2; and</text>
			</paragraph><paragraph id="H4C80201F97F1464EA9A463B49CC9F60B"><enum>(2)</enum><text>if the Commission
			 decides to reinstate one or both of the licenses under such paragraph and
			 extend the corresponding deadline for commencement of construction under
			 paragraph (2) of such section, complete the action required under section
			 3.</text>
			</paragraph></section><section changed="deleted" committee-id="SSEG00" id="H95E6F174D8E140E49CD5E5B58F02A6FF" reported-display-style="strikethrough"><enum>6.</enum><header>Protection of
			 existing rights</header><text display-inline="no-display-inline">Nothing in
			 this Act shall affect any valid license issued by the Commission under section
			 4 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/797">16 U.S.C. 797</external-xref>) on or before the date
			 of enactment of this Act or diminish or extinguish any existing rights under
			 any such license.</text>
		</section></legis-body>
	<legis-body display-enacting-clause="no-display-enacting-clause">
		<section changed="added" committee-id="SSEG00" id="id57411677432341c48f2f7820bd5007b9" reported-display-style="italic" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Collinsville Renewable Energy
			 Production Act</short-title></quote>.</text>
		</section><section changed="added" committee-id="SSEG00" id="id1282f2a932fd47dbbfa1e9a5c17539fb" reported-display-style="italic"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="idac84c322b36e4d359bdc0f9588572f94"><enum>(1)</enum><header>Commission</header><text>The
			 term <term>Commission</term> means the Federal Energy Regulatory
			 Commission.</text>
			</paragraph><paragraph id="id889135b384e4441f874b2c48d7e06223"><enum>(2)</enum><header>License</header><text>The
			 term <term>license</term> means—</text>
				<subparagraph id="id9a400e55caa747f9831e4489137ab1fe"><enum>(A)</enum><text>the license for
			 Commission project number 10822;</text>
				</subparagraph><subparagraph id="idd1204290d35b40e8aa897543c6a58839"><enum>(B)</enum><text>the license for
			 Commission project number 10823; or</text>
				</subparagraph><subparagraph id="id9365e9cce1904fcb9987a6f7ee1bcc79"><enum>(C)</enum><text>both.</text>
				</subparagraph></paragraph><paragraph id="idd4f7029aa0cc4022957d19d81a2379ce"><enum>(3)</enum><header>Town</header><text>The
			 term <term>Town</term> means the town of Canton, Connecticut.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="id85d38233703743d6b1aa68acf076ee69" reported-display-style="italic"><enum>3.</enum><header>Reinstatement,
			 extension, and transfer of expired licenses</header><text display-inline="no-display-inline">Notwithstanding the termination of the
			 license, the Commission may, at the request of the Town, in accordance with
			 section 4(a), and after reasonable notice—</text>
			<paragraph id="id2a45f0c0a42f4a589f39745e016d2c7b"><enum>(1)</enum><text>reinstate the
			 licence;</text>
			</paragraph><paragraph id="id7d9c4a24aeaa41cd8f2c1197c1c892d9"><enum>(2)</enum><text>extend for 2 years after
			 the date on which the license is reinstated the time period during which the
			 licensee is required to commence the construction of the project subject to the
			 license; and</text>
			</paragraph><paragraph id="id7856d039b9a440b68ea20eaab7f4564a"><enum>(3)</enum><text>subject to section 4,
			 transfer the license to the Town.</text>
			</paragraph></section><section changed="added" committee-id="SSEG00" id="id177279a2ebd84fa88563d735dee47c21" reported-display-style="italic"><enum>4.</enum><header>Conditions of
			 transfer</header>
			<subsection id="id21b90feece6c451e9f0bca0e545bf39d"><enum>(a)</enum><header>Application for
			 transfer</header><text>The Town may request the reinstatement, extension, and
			 transfer of the license by filing an application for approval of the
			 transfer.</text>
			</subsection><subsection id="id8d53c0cc01ae43ab9db93dc8ef7464e0"><enum>(b)</enum><header>Contents of
			 application</header><text>The application for approval of the transfer shall
			 set forth in appropriate detail the qualifications of the Town to hold the
			 license and to operate the property under license, which qualifications shall
			 be the same as those required of applicants for the license.</text>
			</subsection><subsection id="id5b061db011f74695bfaa37ff519c57cd"><enum>(c)</enum><header>Commission
			 approval</header><text>The Commission may approve the transfer on a showing
			 that the transfer is in the public interest.</text>
			</subsection><subsection id="idfe0f96dc02814df59a9568091d707477"><enum>(d)</enum><header>Terms and conditions of
			 licenses</header><text>The Town shall be subject to—</text>
				<paragraph id="id22a9eb1ba1b340fab53dfb5d59556941"><enum>(1)</enum><text>all the conditions of the
			 license and all the provisions and conditions of the Federal Power Act (16
			 U.S.C. 791a et seq.), as though the Town were the original licensee; and</text>
				</paragraph><paragraph id="id6f78f3b773c140f2b7eb10251c063e1c"><enum>(2)</enum><text>any additional terms and
			 conditions the Commission determines to be necessary, including conditions for
			 the protection, mitigation, and enhancement of fish and wildlife and related
			 habitat under sections 10(j) and 18 of the Federal Power Act (<external-xref legal-doc="usc" parsable-cite="usc/16/803">16 U.S.C. 803(j)</external-xref>,
			 811).</text>
				</paragraph></subsection></section><section changed="added" committee-id="SSEG00" id="idf4febaea2f644250b30a84e2542c7c98" reported-display-style="italic"><enum>5.</enum><header>Administration</header><text display-inline="no-display-inline">The Commission shall supplement the
			 environmental impact statement or similar analysis required under the
			 <act-name parsable-cite="NEPA69">National Environmental Policy Act of
			 1969</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>) prepared in connection with the
			 issuance of the original license to examine all new circumstances and
			 information relevant to environmental concerns and bearing on the reinstatement
			 of the license or the impact of the license.</text>
