R. 3151</legis-num><current-chamber>IN THE HOUSE OF REPRESENTATIVES</current-chamber><action><action-date date="20130919">September 19, 2013</action-date><action-desc><sponsor name-id="R000585">Mr. Reed</sponsor> (for himself, <cosponsor name-id="K000376">Mr. Kelly of Pennsylvania</cosponsor>, <cosponsor name-id="Y000064">Mr. Young of Indiana</cosponsor>, and <cosponsor name-id="G000567">Mr. Griffin of Arkansas</cosponsor>) introduced the following bill; which was referred to the <committee-name committee-id="HWM00">Committee on Ways and Means</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend title IV of the Social Security Act to modify the State maintenance of effort requirement, and for other purposes.</official-title></form><legis-body id="HE7EFC8238CB941D1BD42D1843A30EC93" style="OLC"><section id="HC4B99946245C4695B7D52B8FC4558A28" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Promoting Assistance with Transitional Help Act</short-title></quote>.</text></section><section id="H5E6ED8278C3E4AD0A3D45E0C88537AFC"><enum>2.</enum><header>Modification of State maintenance of effort requirement</header><subsection id="HD2F9423CE4AD466588390F6A05F9CA64"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 409(a)(7)(B)(i)(I) of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/609">42 U.S.C. 609(a)(7)(B)(i)(I)</external-xref>) is amended—</text><paragraph id="H7C8B4D313C2B4A098056451721EBB2FF"><enum>(1)</enum><text>in item (aa), by inserting before the period at the end the following: <quote><short-title>, but not including (except as provided in item (dd)) cash assistance provided to families that would be eligible for assistance under the State program funded under this part but for the application of section 408(a)(7)</short-title></quote>; and</text></paragraph><paragraph id="H230F85A9B77047148296F8F1CA52E8B3"><enum>(2)</enum><text>by redesignating items (dd) and (ee) as items (ee) and (ff) and inserting after item (cc) the following:</text><quoted-block display-inline="no-display-inline" id="H85224418B30741E89636B80EB66A0EAA" style="OLC"><item id="H8708738958804DE19BCA7C4EC1291767"><enum>(dd)</enum><text display-inline="yes-display-inline">Transitional assistance provided to families that would be eligible for assistance under the State program funded under this part but for the application of section 408(a)(7) in an amount not more than the amount necessary to replace the loss of any food assistance, rent assistance, low-income energy assistance, and childcare assistance lost as a result of increased family income from earnings or child support payments, for not more than 1 year after such loss.</text></item><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection><subsection id="H3C4D37395A0544A783DE3053B816472B"><enum>(b)</enum><header>Effective date</header><text>The amendments made by subsection (a) shall apply with respect to qualified State expenditures made by a State in any fiscal year that begins on or after October 1, 2014.</text></subsection></section></legis-body></bill>
