		<official-title>To amend section 501 of the Foreign Intelligence
		  Surveillance Act of 1978 to reform access to certain business records for
		  foreign intelligence and international terrorism investigations, and for other

		<section id="HAB64094BB3DC410B8B3E02472C1B4274" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>NSA Accountability
			 Act</short-title></quote>.</text>
		</section><section id="H92B80E8C65F940189ECD9EA53F52D0B3"><enum>2.</enum><header>Reforms to access
			 to certain business records for foreign intelligence and international
			 terrorism investigations</header>
			<subsection id="H7D980C397D2D4F28AEBFD9D395ED43F3"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subsection (b)(2)(A)
			 of section 501 of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C.
			 1861) is amended—</text>
				<paragraph id="HC03C47DCAFD647009A76A6C2B3EE2C97"><enum>(1)</enum><text>in the matter
			 preceding clause (i)—</text>
					<subparagraph id="H21E4BE8267604A4E9D67BF1B3FF4EA08"><enum>(A)</enum><text>by inserting
			 <quote>specific and articulable</quote> before <quote>facts
			 showing</quote>;</text>
					</subparagraph><subparagraph id="H92F276771BD84FB2918AB06095E79EAD"><enum>(B)</enum><text>by inserting
			 <quote>and material</quote> after <quote>are relevant</quote>; and</text>
					</subparagraph><subparagraph id="H9B18A6FA95954CA5A095149031F5F4A8"><enum>(C)</enum><text>by striking
			 <quote>clandestine intelligence activities</quote> and all that follows and
			 inserting <quote>clandestine intelligence activities and pertain only to an
			 individual that is the subject of such investigation; and</quote>; and</text>
					</subparagraph></paragraph><paragraph id="H5F4AEA79409C4003AA7F7A4D3EC17532"><enum>(2)</enum><text>by striking
			 clauses (i) through (iii).</text>
				</paragraph></subsection><subsection id="H371FD4C9511F423AA18502BF55FBF862"><enum>(b)</enum><header>Withholding of
			 funds</header><text display-inline="yes-display-inline">Notwithstanding any
			 other provision of law, in the case of a violation of section 501 of the
			 Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1861">50 U.S.C. 1861</external-xref>) in a fiscal
			 year, all unobligated funds made available for such fiscal year to carry out
			 such section shall be withheld for the period beginning on the date of such
			 violation and ending on September 30 of such fiscal year.</text>
