		<official-title>To improve public safety through increased law
		  enforcement presence and enhanced public safety equipment and programs, and for
		  other purposes.</official-title>

		<section id="H6F23FF3C3FDD4DD5A6561B0834E4104F" section-type="section-one"><enum>1.</enum><header>Short title;
			 Definitions</header>
			<subsection id="H0AD718379A9D4A20BCD0D4A0DB9CE96A"><enum>(a)</enum><header>Short
			 title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote><short-title>Shield Our Streets Act of
			 2013</short-title></quote>.</text>
			</subsection><subsection id="H43736376A8B84BFFBC47942DEB859B33"><enum>(b)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this Act:</text>
				<paragraph id="H505838CFC38E47C696BA3B1712949790"><enum>(1)</enum><header>Elevated need
			 locality</header><text>The term <term>elevated need locality</term> means a
			 county or other unit of local government that is not part of a county
			 that—</text>
					<subparagraph display-inline="no-display-inline" id="HC37F0AFA7EFD4561BA81029508DA73D7"><enum>(A)</enum><text>has a violent
			 crime rate at or above the national average, as determined by the Federal
			 Bureau of Investigation; and</text>
					</subparagraph><subparagraph id="HBB97B5118B08484795F0C44A3FD44301"><enum>(B)</enum><text>has, during the
			 most recent 5-year period, had budget reductions.</text>
					</subparagraph></paragraph><paragraph id="H2BCE28FDA97E4EBD81508A8BD7A51085"><enum>(2)</enum><header>Unit of local
			 government</header><text>The term <term>unit of local government</term> has the
			 meaning given such term in section 901 of title I of the Omnibus Crime Control
			 and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/42/3791">42 U.S.C. 3791</external-xref>).</text>
				</paragraph></subsection></section><section id="H64080273DC664E299FFFF7AB44899E9D"><enum>2.</enum><header>Shield Police
			 Hiring Grants</header>
			<subsection id="HD1E739CEA91D4F98999C6A0FDE77F0CD"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Attorney General
			 is authorized to carry out a program, through the Office of Community Oriented
			 Policing Services, to award grants to eligible local law enforcement agencies
			 to assist such agencies with hiring and rehiring career law enforcement
			 officers in accordance with this section.</text>
			</subsection><subsection commented="no" id="H7E15AFE05D7847FF8C7060D8B097D8C6"><enum>(b)</enum><header>Eligible local
			 law enforcement agencies</header><text display-inline="yes-display-inline">For
			 the purposes of this section, an <term>eligible local law enforcement
			 agency</term> is a local law enforcement agency that has jurisdiction over all
			 or part of an elevated need locality.</text>
			</subsection><subsection id="H0D956685ACF24A63A4C8FCE2322A8835"><enum>(c)</enum><header>Use of
			 funds</header><text display-inline="yes-display-inline">Grant funds awarded
			 under this section shall be used by an eligible local law enforcement agency
			 to—</text>
				<paragraph id="HBAB493056475478BB8ABF06209464804"><enum>(1)</enum><text display-inline="yes-display-inline">hire and train new career law enforcement
			 officers for deployment in the jurisdiction of the agency; or</text>
				</paragraph><paragraph id="HDF96353DAE4C4E52A9DE0DA0EDF910BF"><enum>(2)</enum><text>rehire career law
			 enforcement officers who have been laid off as a result of Federal, State, or
			 local budget reductions.</text>
				</paragraph></subsection><subsection id="H29A8BD09977642D88DC7D3DF13CCF5F6"><enum>(d)</enum><header>Grant
			 period</header><text>Each grant awarded under this section shall be for a
			 period of 3 years and may be extended or renewed for an additional 2-year
			 period at the discretion of the Attorney General.</text>
			</subsection><subsection id="H8E68DE8F0ACA4D4CAF3FFC39A6E89C27"><enum>(e)</enum><header>Technical
			 assistance</header><text display-inline="yes-display-inline">The Attorney
			 General shall provide technical assistance to eligible local law enforcement
			 agencies during the application process and while such agencies are carrying
			 out grants under this section.</text>
			</subsection><subsection commented="no" id="HA6A0CBB20E6C48D6B72C634F761EC6F0"><enum>(f)</enum><header>No matching
			 requirement</header><text>An eligible local law enforcement agency receiving a
			 grant under this section shall not be required to provide any portion of the
			 costs, in cash or in-kind, of the activities carried out with such grant from
			 non-Federal funds.</text>
			</subsection><subsection commented="no" id="H3F37426ADF83448E9A2A010E8080C24F"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>In addition to any other funds authorized to be
			 appropriated for hiring and rehiring local law enforcement officers, there are
			 authorized to be appropriated to carry out this section $100,000,000 for each
			 of the fiscal years 2014 through 2019.</text>
			</subsection></section><section id="H5FE1BFBF37A84D26AB9460E0FD1603B5"><enum>3.</enum><header>Shield Public
			 Safety Enhancement Grants</header>
			<subsection id="HBCE6C6790DC046DDB3DEBC412E1563F7"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Attorney General
			 is authorized to carry out a program to award grants to eligible organizations
			 to enhance public safety through the activities described in
			 <internal-xref idref="HFF19622C48EE4CB28648FA83B0E70E33" legis-path="3.(c)">subsection (c)</internal-xref>.</text>
			</subsection><subsection commented="no" id="HDB2D6658FAF64EAC9DECC2BA0922060A"><enum>(b)</enum><header>Eligible
			 organizations</header><text display-inline="yes-display-inline">For the
			 purposes of this section, an <term>eligible organization</term> is—</text>
				<paragraph id="H79918F23853549C3A3132C6DB95C3AA0"><enum>(1)</enum><text display-inline="yes-display-inline">a unit of local government that has
			 jurisdiction over all or part of an elevated need locality; or</text>
				</paragraph><paragraph id="HC38E929E26A84BF28A886ADFF1436FC3"><enum>(2)</enum><text display-inline="yes-display-inline">a nonprofit organization that operates in
			 one or more elevated need localities.</text>
				</paragraph></subsection><subsection id="HFF19622C48EE4CB28648FA83B0E70E33"><enum>(c)</enum><header>Authorized
			 activities</header><text display-inline="yes-display-inline">Grant funds
			 awarded under this section shall be used as follows:</text>
				<paragraph id="HE40BEAA2B5AA4125925580C48B3D5609"><enum>(1)</enum><text>With respect to an
			 eligible organization described in
			 <internal-xref idref="H79918F23853549C3A3132C6DB95C3AA0" legis-path="3.(b)(1)">subsection (b)(1)</internal-xref>, to enhance public
			 safety in the jurisdiction of the organization. Such enhancement may
			 include—</text>
					<subparagraph id="H3C10DA32A1554D22B76C276D69C9BA37"><enum>(A)</enum><text display-inline="yes-display-inline">purchasing public safety equipment;</text>
					</subparagraph><subparagraph id="HCE59B185B6A74C2D91B9DEF1B13B196B"><enum>(B)</enum><text>funding public
			 safety programs;</text>
					</subparagraph><subparagraph id="H5F86A1DE181046E3A559A28BC14DA540"><enum>(C)</enum><text>making
			 infrastructure improvements for the purpose of enhancing public safety;</text>
					</subparagraph><subparagraph id="H968E10DB481E4BE3AC9C236C56934138"><enum>(D)</enum><text>purchasing and
			 installing street lights and other lights to deter crime;</text>
					</subparagraph><subparagraph id="H33EFFBBDFC0D4C2B845AFE1F0CDA4847"><enum>(E)</enum><text display-inline="yes-display-inline">funding activities related to crime labs;
			 and</text>
					</subparagraph><subparagraph id="HD16170FE1B264EA289367F9E6D800F4A"><enum>(F)</enum><text>funding public
			 defender programs.</text>
					</subparagraph></paragraph><paragraph id="H51464CAC7FBB41B4BDBCAEE83A34611C"><enum>(2)</enum><text display-inline="yes-display-inline">With respect to an eligible organization
			 described in
			 <internal-xref idref="HC38E929E26A84BF28A886ADFF1436FC3" legis-path="3.(b)(2)">subsection (b)(2)</internal-xref>, to carry out programs
			 designed to reduce crime in one or more of the counties or cities under
			 <internal-xref idref="HC38E929E26A84BF28A886ADFF1436FC3" legis-path="3.(b)(2)">subsection (b)(2)</internal-xref>.</text>
				</paragraph></subsection><subsection id="H3A0FD731AF5440C294EC979D665EFA4E"><enum>(d)</enum><header>Grant
			 period</header><text>Each grant awarded under this section shall be for a
			 period of one year and may be extended or renewed for an additional period at
			 the discretion of the Attorney General.</text>
			</subsection><subsection id="H64B7CE05D307417AACE4A487DB03BE2C"><enum>(e)</enum><header>Technical
			 assistance</header><text display-inline="yes-display-inline">The Attorney
			 General shall provide technical assistance to eligible organizations during the
			 application process and while such organizations are carrying out grants under
			 this section.</text>
			</subsection><subsection commented="no" id="HD5FDF0316D9F466BA11CD08869121371"><enum>(f)</enum><header>No matching
			 requirement</header><text>An eligible organization receiving a grant under this
			 section shall not be required to provide any portion of the costs, in cash or
			 in-kind, of the activities carried out with such grant from non-Federal
			 funds.</text>
			</subsection><subsection commented="no" id="HEBD22762A62649B2ADE29C217CA64D2D"><enum>(g)</enum><header>Authorization of
			 appropriations</header><text>In addition to any other funds authorized to be
			 appropriated for public safety enhancement by eligible organizations, there are
			 authorized to be appropriated to carry out this section $100,000,000 for each
			 of the fiscal years 2014 through 2019.</text>
			</subsection></section></legis-body>
