			 title</header><text display-inline="yes-display-inline">This Act may be cited
			 as the <quote><short-title>Forensic Science and Standards
			 Act of 2013</short-title></quote>.</text>

			</subsection></section><section id="HAB24039FF3704E3ABB9700BA4EE86EFC"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text>
			<paragraph id="H4B47289090F347BBB56FBE936C20B9A2"><enum>(1)</enum><text>at the direction
			 of Congress, the National Academy of Sciences led a comprehensive review of the
			 state of forensic science and issued its findings in a 2009 report,
			 <quote>Strengthening Forensic Science in the United States: A Path
			 Forward</quote>;</text>
			</paragraph><paragraph id="H8E7A67B35A434574A001F65C5D27B395"><enum>(2)</enum><text>the report's
			 findings indicate the need for independent scientific research to support the
			 foundation of forensic disciplines;</text>
			</paragraph><paragraph id="HC7CF6B8692E0467A8C3DA3F4606C2B90"><enum>(3)</enum><text>the report
			 stresses the need for standards in methods, data interpretation, and reporting,
			 and the importance of preventing cognitive bias and mitigating human factors;
			 and</text>
			</paragraph><paragraph id="HFC0C4CDF4C3D45A9BC6608FCF0AAF738"><enum>(4)</enum><text display-inline="yes-display-inline">according to the report, forensic science
			 research is not financially well supported, and there is a need for a unified
			 strategy for developing a forensic science research plan across Federal
			 agencies.</text>
			</paragraph></section><section id="H88B461A90B734289A2ABB7392BDCBBD5"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="H321EEA78B0C140CAA0B03BE23E528767"><enum>(1)</enum><header>Advisory
			 Committee</header><text>The term <term>Advisory Committee</term> means the
			 Forensic Science Advisory Committee established under section 8.</text>
			</paragraph><paragraph id="HB48DF0F110F74473BF877B04CF767948"><enum>(2)</enum><header>Coordinating
			 Office</header><text>The term <term>Coordinating Office</term> means the
			 National Forensic Science Coordinating Office established under section
			 4.</text>
			</paragraph><paragraph id="HAE330035AAE1439A8351701D79B12CD0"><enum>(3)</enum><header>Forensic
			 science</header><text>The term <term>forensic science</term> means the basic
			 and applied scientific research applicable to the collection, evaluation, and
			 analysis of physical evidence, including digital evidence, for use in
			 investigations and legal proceedings, including all tests, methods,
			 measurements, and procedures.</text>
			</paragraph><paragraph id="H8EE36EF6289247D1A8FF14B01B7CF6AA"><enum>(4)</enum><header>Standards
			 development organization</header><text>The term <term>standards development
			 organization</term> means a domestic or an international organization that
			 plans, develops, establishes, or coordinates voluntary consensus standards
			 using procedures that incorporate openness, a balance of interests, consensus,
			 due process, and an appeals process.</text>
			</paragraph></section><section id="HA58980E6886444C19863A04BE0FA74EF"><enum>4.</enum><header>National forensic
			 science research program</header>
			<subsection id="HAE43D1A0F632430388F60520EDCD8ECA"><enum>(a)</enum><header>Establishment</header><text>There
			 shall be a national forensic science research program to improve, expand, and
			 coordinate Federal research in the forensic sciences.</text>
			</subsection><subsection id="HBEA1133BB4FE4C759032D820DACE4DDE"><enum>(b)</enum><header>National
			 Academies Report on Forensic Science</header><text>The Director of the National
			 Science Foundation, in consultation with the Director of the National Institute
			 of Standards and Technology, shall enter into an arrangement with the National
			 Academies to develop, not later than 180 days after the date of enactment of
			 this Act, a report that—</text>
				<paragraph id="HFD99FFB64D4A4B3DACE141D49E486AAE"><enum>(1)</enum><text>identifies the
			 most critical forensic science disciplines, which may include forensic
			 pathology and digital forensics, that require further research to strengthen
			 the scientific foundation in those disciplines;</text>
				</paragraph><paragraph id="HBE465607B3924F0488778C5900894FA8"><enum>(2)</enum><text>makes
			 recommendations regarding research that will help strengthen the scientific
			 foundation in the forensic science disciplines identified under paragraph (1);
			 and</text>
				</paragraph><paragraph id="H8C991416829A43D894BBE611AEFC58D0"><enum>(3)</enum><text>makes
			 recommendations regarding the mix of funding mechanisms that might be most
			 effective at advancing the research identified in paragraph (2).</text>
				</paragraph></subsection><subsection commented="no" id="HC807B86B0E4B42B2A764228D2170C910"><enum>(c)</enum><header>National
			 forensic science coordinating office</header>
				<paragraph commented="no" id="H089F8F8363D14FBC8B21E02592BC03EB"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established a National Forensic
			 Science Coordinating Office, with a director and full time staff, to be located
			 at the National Institute of Standards and Technology. The Director of the
			 Coordinating Office shall be responsible for carrying out the provisions of
			 this subsection.</text>
				</paragraph><paragraph commented="no" id="HD71112D0307643EEAE9AF18C928C7474"><enum>(2)</enum><header>Unified Federal
			 research strategy</header><text>The Coordinating Office shall coordinate among
			 relevant Federal departments, agencies, or offices—</text>
					<subparagraph commented="no" id="HF39770AFEFA34379A3433CB2E230FBD2"><enum>(A)</enum><text>the development of
			 a unified Federal research strategy that—</text>
						<clause commented="no" id="H9A4E2CE8E40342F294C047F4DBF9C159"><enum>(i)</enum><text>specifies and
			 prioritizes the research necessary to enhance the validity and reliability of
			 the forensic science disciplines; and</text>
						</clause><clause commented="no" id="H3522804CF20F42B7BA0DD095793AE3AF"><enum>(ii)</enum><text>is consistent
			 with the recommendations in the National Academies report on forensic science
			 under subsection (b);</text>
						</clause></subparagraph><subparagraph commented="no" id="HC5FE1DD152204988AE76F90684C855CE"><enum>(B)</enum><text>the development of
			 a 5-year roadmap, updated triennially thereafter, for the unified Federal
			 research strategy under subparagraph (A) that includes a description of—</text>
						<clause commented="no" id="HA1C1DA53477C4A1E9052075286DA14D8"><enum>(i)</enum><text>which department,
			 agency, or office will carry out each specific element of the unified Federal
			 research strategy;</text>
						</clause><clause commented="no" id="H61B95AB9A8A047FEA5BD72CFB5A6A220"><enum>(ii)</enum><text>short-term and
			 long-term priorities and objectives; and</text>
						</clause><clause commented="no" id="HC6BB4C2E4F86458B883F0AE3E792B9A7"><enum>(iii)</enum><text>common metrics
			 and other evaluation criteria that will be used to assess progress toward
			 achieving the priorities and objectives under clause (ii); and</text>
						</clause></subparagraph><subparagraph commented="no" id="H55B1D040D8DF4B7688984D8DAAE876F9"><enum>(C)</enum><text>any necessary
			 programs, policies, and budgets to support the implementation of the roadmap
			 under subparagraph (B).</text>
					</subparagraph></paragraph><paragraph commented="no" id="HBED4EA86CD37455CB1C43D85790524B5"><enum>(3)</enum><header>Annual
			 report</header><text display-inline="yes-display-inline">The Coordinating
			 Office shall submit an annual report to Congress, not later than 90 days after
			 the submission of the President’s annual budget request, that includes the
			 budget for the program established under this section for each agency that
			 participates in the program, including for all activities pursuant to sections
			 5, 6, and 7.</text>
				</paragraph><paragraph commented="no" id="H77B7A09755EA42099B5DD210B871AFD6"><enum>(4)</enum><header>Deadlines</header><text>The
			 Coordinating Office shall submit to Congress—</text>
					<subparagraph commented="no" id="HD4E77E7CF86748268D4D66D577ADA06A"><enum>(A)</enum><text>not later than 1
			 year after the date of enactment of this Act, the unified Federal research
			 strategy under paragraph (2)(A);</text>
					</subparagraph><subparagraph commented="no" id="H1B89EA974E9C4809954E3CFF0FF1B9A3"><enum>(B)</enum><text>not later than 1
			 year after the date of enactment of this Act, the initial 5-year roadmap under
			 paragraph (2)(B); and</text>
					</subparagraph><subparagraph commented="no" id="HCB670530F1054982B74D8F19A2FD18B8"><enum>(C)</enum><text>not later than 1
			 month after the date it is updated, each updated 5-year roadmap under paragraph
			 (2)(B).</text>
					</subparagraph></paragraph></subsection></section><section id="H9B9DEA5F60CF4444AC89B72E55B807B1"><enum>5.</enum><header>Forensic science
			 research at the National Science Foundation</header>
			<subsection id="HC9CA82104C7F49B29EF087EFEA5CC341"><enum>(a)</enum><header>Grants</header><text>The
			 National Science Foundation shall award forensic science basic research grants
			 to improve the foundation and practice of forensic science in the United
			 States, consistent with the Foundation’s mission and the recommendations in the
			 unified Federal research strategy under section 4.</text>
			</subsection><subsection id="HB7FC0E9EE4DC4133ADA19D978133567A"><enum>(b)</enum><header>Merit
			 review</header><text>Each grant under this section shall be awarded on a
			 merit-reviewed, competitive basis.</text>
			</subsection><subsection id="HE5A522E761A04EF8BA0DE6DDF5CDE8D5"><enum>(c)</enum><header>Forensic science
			 research centers</header>
				<paragraph id="H8D200C5E99FB47D98A21FB02FCE11FF4"><enum>(1)</enum><header>In
			 general</header><text>The Director of the National Science Foundation shall
			 award grants to support one or more forensic science research centers—</text>
					<subparagraph id="HC70F69C9BC304F5E814C37351E690069"><enum>(A)</enum><text>to conduct
			 research consistent with the unified Federal research strategy under section 4
			 and with the Foundation’s mission;</text>
					</subparagraph><subparagraph id="H8E13657AE35543919871923FBD3940E7"><enum>(B)</enum><text>to help build
			 relationships between forensic science practitioners and members of the
			 research community;</text>
					</subparagraph><subparagraph id="HC9C1896F58F840A3B27EDD66AE96BE1E"><enum>(C)</enum><text>to encourage and
			 promote the education and training of a diverse group of people to be leaders
			 in the interdisciplinary field of forensic science; and</text>
					</subparagraph><subparagraph id="H4F2A41E50A3648BCA8E8FC08DBCCE846"><enum>(D)</enum><text>to broadly
			 disseminate the results of the research under subparagraph (A).</text>
					</subparagraph></paragraph><paragraph id="H993CCA293CB64C24868FCC5C2B2954D9"><enum>(2)</enum><header>Limitation on
			 use of funds</header><text>No funds authorized under this section may be used
			 to construct or renovate a building or structure.</text>
				</paragraph><paragraph id="HDF17F2F301A04491926985A630F0D697"><enum>(3)</enum><header>Reports</header><text>Each
			 forensic science research center shall submit an annual report to the Director
			 of the National Science Foundation, at such time and in such manner as the
			 Director may require, that contains a description of the activities the center
			 carried out with the funds received under this section.</text>
				</paragraph></subsection><subsection id="H7C30390EC6694DCEAB2197983A1BEE73"><enum>(d)</enum><header>Evaluation</header>
				<paragraph id="H01797ACD6E52469794E45F51FFEE1F86"><enum>(1)</enum><header>In
			 general</header><text>The Director of the National Science Foundation shall
			 conduct a comprehensive evaluation of its full portfolio of forensic science
			 research and education grants every 4 years—</text>
					<subparagraph id="H01A66E47456249F8AC2CF3527B0B5F11"><enum>(A)</enum><text>to determine
			 whether the research supported under the grants is contributing to the
			 objectives of improving the foundation and practice of forensic science in the
			 United States; and</text>
					</subparagraph><subparagraph id="HDABFA9EE2ADB450AA83CD0DC21FDDA8F"><enum>(B)</enum><text>to evaluate the
			 extent to which the research is contributing toward the priorities and
			 objectives described in the roadmap under section 4(c)(2)(B).</text>
					</subparagraph></paragraph><paragraph id="H08ADA95017ED4FEC85600CE07A085B40"><enum>(2)</enum><header>Report to
			 Congress</header><text>The Director of the National Science Foundation shall
			 report to Congress the results of each comprehensive evaluation under paragraph
			 (1).</text>
				</paragraph></subsection><subsection id="HBD8766A8FC7E4C2488BA90ACCB548B33"><enum>(e)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 National Science Foundation to carry out this section—</text>
				<paragraph id="H1CADD03AE94842D7ACD28D35A480B915"><enum>(1)</enum><text>$34,000,000 for
			 fiscal year 2014;</text>
				</paragraph><paragraph id="HB65477B4B0BD43669F608619C526260E"><enum>(2)</enum><text>$37,000,000 for
			 fiscal year 2015;</text>
				</paragraph><paragraph id="HD4AEE2FB026D4DF486A9D88C4961F704"><enum>(3)</enum><text>$40,000,000 for
			 fiscal year 2016;</text>
				</paragraph><paragraph id="H8068DACF819C40E1B54270975D964219"><enum>(4)</enum><text>$43,000,000 for
			 fiscal year 2017; and</text>
				</paragraph><paragraph id="HD6792F1593E3404A9C215D41F84F6F22"><enum>(5)</enum><text>$46,000,000 for
			 fiscal year 2018.</text>
				</paragraph></subsection></section><section id="H4E9DA960A4DF48069487CE837E262711"><enum>6.</enum><header>Forensic science
			 research challenges</header>
			<subsection commented="no" id="H6B410694FD6243498E9E2536A0943E59"><enum>(a)</enum><header>Prizes and
			 challenges</header>
				<paragraph commented="no" id="H35EDDA47FE0D434FA4BBF6EB37440E6B"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">A Federal department,
			 agency, or office may assist in satisfying the research needs and priorities
			 identified in the unified Federal research strategy under section 4 by using
			 prizes and challenges under section 24 of the Stevenson-Wydler Technology
			 Innovation Act of 1980 (<external-xref legal-doc="usc" parsable-cite="usc/15/3719">15 U.S.C. 3719</external-xref>) or under any other provision of law, as
			 appropriate.</text>
				</paragraph><paragraph commented="no" id="HF5DDE9091E74482E8DF415363C1DC183"><enum>(2)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purpose of a prize or challenge under
			 this section, among other possible purposes, may be—</text>
					<subparagraph commented="no" id="HD6AE425BB526471DA28E8D5722CC65A2"><enum>(A)</enum><text display-inline="yes-display-inline">to determine or develop the best data
			 collection practices or analytical methods to evaluate a specific type of
			 forensic data; or</text>
					</subparagraph><subparagraph commented="no" id="HA161B5C8BE4C46589D52415BF32666F2"><enum>(B)</enum><text>to determine the
			 accuracy of an analytical method.</text>
					</subparagraph></paragraph></subsection><subsection commented="no" id="H59D598B6A5B64A389A83B82BC901C71A"><enum>(b)</enum><header>Forensic
			 evidence prizes and challenges</header>
				<paragraph commented="no" id="H5A6AF4BFC2754FC09FFCF5ED5A470E03"><enum>(1)</enum><header>In
			 general</header><text>A Federal department, agency, or office, or multiple
			 Federal departments, agencies, or offices in cooperation, carrying out a prize
			 or challenge under this section—</text>
					<subparagraph commented="no" id="HFBF3B3B706774F38BCFADD4516084001"><enum>(A)</enum><text>may establish a
			 prize advisory board; and</text>
					</subparagraph><subparagraph commented="no" id="HA541E1AD426A48B0A39D2B3C69AFAF79"><enum>(B)</enum><text display-inline="yes-display-inline">shall consult with the Advisory Committee
			 on the appropriateness of the prize or challenge to satisfy the research needs
			 and priorities identified in the unified Federal research strategy under
			 section 4.</text>
					</subparagraph></paragraph><paragraph commented="no" id="H74ABD2B647924D2E89625755A13B6DEC"><enum>(2)</enum><header>Samples</header><text>The
			 National Institute of Standards and Technology or the Department of Justice
			 shall provide or contract with a non-Federal party to prepare a sufficient set
			 of samples, including associated digital data that could be shared without
			 limitation and physical specimens that could be shared with qualified parties,
			 for purposes of a prize or challenge.</text>
				</paragraph><paragraph commented="no" id="HD6C2F397C92146B6B290FA0865C7022C"><enum>(3)</enum><header>Fingerprint data
			 interoperability</header><text>At least 1 prize or challenge under this section
			 shall be focused on achieving nationwide fingerprint data interoperability if
			 the prize advisory board, the Coordinating Office, or a Federal department,
			 agency, or office identifies an area where a prize or challenge will assist in
			 satisfying a strategy related to this issue.</text>
				</paragraph></subsection></section><section id="H32E6CE9CD9C5438B84A94FDA2E242207"><enum>7.</enum><header>Forensic science
			 standards and research at the National Institute of Standards and
			 Technology</header>
			<subsection id="HBF8E3DC97B084534A755383D28D6EC1D"><enum>(a)</enum><header>Establishment</header>
				<paragraph id="HE1B4D99507C94D47840626BE9127EB58"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The National
			 Institute of Standards and Technology shall—</text>
					<subparagraph id="HF25E86C16BB6446DA6437F027EED9E9B"><enum>(A)</enum><text display-inline="yes-display-inline">conduct research supporting the development
			 and dissemination of methods, standards, and technical guidance for forensic
			 science measurements;</text>
					</subparagraph><subparagraph id="H2BA7A738D78A48A3B41BD263E442EB13"><enum>(B)</enum><text display-inline="yes-display-inline">identify or coordinate the development of
			 forensic science standards to enhance the validity and reliability of forensic
			 science activities, including—</text>
						<clause id="H4EBA2B8A32A04920954D50BD71835B0A"><enum>(i)</enum><text display-inline="yes-display-inline">authoritative methods, standards, and
			 technical guidance, including protocols and best practices, for forensic
			 measurements, analysis, and interpretation;</text>
						</clause><clause id="HBAD184CB337B4997A88D9CC662C3A90E"><enum>(ii)</enum><text>technical
			 standards for products and services used by forensic science
			 practitioners;</text>
						</clause><clause id="HE8474FE4924E40F1A2EF8FDF9820F80B"><enum>(iii)</enum><text>standard
			 content, terminology, and parameters to be used in reporting and testifying on
			 the results and interpretation of forensic science measurements, tests, and
			 procedures; and</text>
						</clause><clause id="H7FE2AF5CD6DE4BF5A8025C10C24A291C"><enum>(iv)</enum><text>standards to
			 provide for the interoperability of forensic science-related technology and
			 databases; and</text>
						</clause></subparagraph><subparagraph id="HBDBBA250726745D8AAC925976DB35361"><enum>(C)</enum><text>test and validate
			 existing forensics standards, measurements, and methods as appropriate.</text>
					</subparagraph></paragraph><paragraph id="HAEFACAEA7B1B48BEAB79D7E28E419829"><enum>(2)</enum><header>Consultation</header>
					<subparagraph id="H859BBD3A63B94A1280053902CE40C14D"><enum>(A)</enum><header>In
			 general</header><text>In carrying out its responsibilities under paragraph (1),
			 the National Institute of Standards and Technology shall consult with—</text>
						<clause id="H54D2563A31574E718901B2C5C4D02F09"><enum>(i)</enum><text>standards
			 development organizations and other stakeholders, including relevant Federal
			 departments, agencies, and offices; and</text>
						</clause><clause id="HAB1346DD219C4989A508057745B52B81"><enum>(ii)</enum><text>testing
			 laboratories and accreditation bodies.</text>
						</clause></subparagraph></paragraph><paragraph id="H14B2646D14F742539DAEBC739E2D3918"><enum>(3)</enum><header>Prioritization</header><text>When
			 prioritizing its responsibilities under paragraph (1), the National Institute
			 of Standards and Technology shall consider—</text>
					<subparagraph id="H81AEABE6B40941089B780D20C77230B9"><enum>(A)</enum><text>the unified
			 Federal research strategy under section 4; and</text>
					</subparagraph><subparagraph id="H388651B9CE3B46ED8BDF1791FC683685"><enum>(B)</enum><text>the
			 recommendations of any expert working group under subsection (b).</text>
					</subparagraph></paragraph><paragraph id="H18C71E73C47543E99E58C8CF463D3B9F"><enum>(4)</enum><header>Report to
			 Congress</header><text>The Director of the National Institute of Standards and
			 Technology shall report every 2 years, not later than 90 days after the
			 submission of the President's budget request, to Congress on the progress in
			 carrying out the National Institute of Standards and Technology's
			 responsibilities under paragraph (1).</text>
				</paragraph></subsection><subsection id="HD3F5AE37786D4E2F8EF86B55689A1276"><enum>(b)</enum><header>Expert working
			 groups</header>
				<paragraph id="H0EE500E31E50440DAF09464E27D316C3"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Director of the
			 National Institute of Standards and Technology may establish one or more
			 discipline-specific expert working groups to identify gaps, areas of need, and
			 opportunities for standards development with respect to forensic science. Each
			 working group shall balance scientific rigor with practical and regulatory
			 constraints.</text>
				</paragraph><paragraph id="H5DE48332CD0742BB8E735E8EFA79FD81"><enum>(2)</enum><header>Members</header><text>A
			 member of an expert working group shall—</text>
					<subparagraph id="H3CF39B3E16F349ECAE8E31C719C734B4"><enum>(A)</enum><text>be appointed by
			 the Director of the National Institute of Standards and Technology; and</text>
					</subparagraph><subparagraph id="HA1414A88AB89404BA3D811BF23A916F9"><enum>(B)</enum><text>have significant
			 academic, research, or practical expertise in a discipline of forensic science
			 or in another area relevant to the purpose of the expert working group.</text>
					</subparagraph></paragraph><paragraph id="HFEB7C619B435405084BEC564D1C8E007"><enum>(3)</enum><header>Federal Advisory
			 Committee Act</header><text>An expert working group established under this
			 subsection shall not be subject to the Federal Advisory Committee Act (5 U.S.C.
			 App.).</text>
				</paragraph></subsection><subsection id="HB575E2E2027041D697F43FC288438641"><enum>(c)</enum><header>Authorization of
			 appropriations</header><text>There are authorized to be appropriated to the
			 National Institute of Standards and Technology to carry out this
			 section—</text>
				<paragraph id="H1B9481A606C84887B295302BB865F376"><enum>(1)</enum><text>$5,000,000 for
			 fiscal year 2014;</text>
				</paragraph><paragraph id="H51DFC71C389E4D55882AF5912DD93BDF"><enum>(2)</enum><text>$12,000,000 for
			 fiscal year 2015;</text>
				</paragraph><paragraph id="H8BEE7F933B6147F5B04BA1E93C0F6267"><enum>(3)</enum><text>$20,000,000 for
			 fiscal year 2016;</text>
				</paragraph><paragraph id="H51ACE64BE7E34B3A8F7277BB5AFA85B3"><enum>(4)</enum><text>$27,000,000 for
			 fiscal year 2017; and</text>
				</paragraph><paragraph id="H9F4D590898024F5A80379CF4D2540288"><enum>(5)</enum><text>$35,000,000 for
			 fiscal year 2018.</text>
				</paragraph></subsection></section><section id="H6B6A74395BFB4B5AA375F9F76D6D9E7D"><enum>8.</enum><header>Forensic Science
			 Advisory Committee</header>
			<subsection id="HF7899D243F2B46D6BE615685E8C67ADB"><enum>(a)</enum><header>Establishment</header><text>The
			 Director of the National Institute of Standards and Technology and the Attorney
			 General, in consultation with the Director of the National Science Foundation,
			 shall establish a Forensic Science Advisory Committee.</text>
			</subsection><subsection id="H5AD3C0CECC284E9ABA75BD0D8D3527D3"><enum>(b)</enum><header>Duties</header><text>The
			 Advisory Committee shall provide advice to—</text>
				<paragraph id="HB61DFA60F9944275B2D153544268683E"><enum>(1)</enum><text>the Federal
			 departments, agencies, and offices implementing the unified Federal research
			 strategy under section 4;</text>
				</paragraph><paragraph id="H3EA09E1269954A8C9815961C5B5B1DF2"><enum>(2)</enum><text>the National
			 Institute of Standards and Technology, including recommendations regarding the
			 National Institute of Standards and Technology's responsibilities under section
			 7; and</text>
				</paragraph><paragraph id="H6CF8005FE6634A599020179FEE48C321"><enum>(3)</enum><text>the Department of
			 Justice, including recommendations regarding the Department of Justice's
			 responsibilities under section 9.</text>
				</paragraph></subsection><subsection id="H3DEE6703612E4F179A4E5BE76303FFA9"><enum>(c)</enum><header>Subcommittees</header><text>The
			 Advisory Committee may form subcommittees related to specific disciplines in
			 forensic science or as necessary to further its duties under subsection (b). A
			 subcommittee may include an individual who is not a member of the Advisory
			 Committee.</text>
			</subsection><subsection id="H6778294575D44E66B86AADC147E2FCA6"><enum>(d)</enum><header>Chairs</header><text>The
			 Director of the National Institute of Standards and Technology and the Attorney
			 General, or their designees, shall co-chair the Advisory Committee.</text>
			</subsection><subsection id="HEF9F6CCE887C4C858621CB6456F5CADE"><enum>(e)</enum><header>Membership</header><text display-inline="yes-display-inline">The Director of the National Institute of
			 Standards and Technology and the Attorney General, in consultation with the
			 Director of the National Science Foundation, shall appoint each member of the
			 Advisory Committee. The Advisory Committee shall include balanced
			 representation between scientists with expertise relevant to forensic sciences
			 (including academic scientists, statisticians, social scientists, engineers,
			 and representatives of other related scientific disciplines) and individuals
			 and organizations with expertise in applications of forensic science (including
			 Federal, State, and local representatives of the forensic science community,
			 the legal community, victim advocate organizations, and law
			 enforcement).</text>
			</subsection><subsection id="H11570F8616F0409E86482185BE678058"><enum>(f)</enum><header>Administration</header><text>The
			 Attorney General shall provide administrative support to the Advisory
			 Committee.</text>
			</subsection></section><section id="HE6FB4DB195F34BE1978E44C55299386E"><enum>9.</enum><header>Adoption,
			 accreditation, and certification</header><text display-inline="no-display-inline">The Attorney General—</text>
			<paragraph id="HB5A186DE872444C793E78DF5AB4122C7"><enum>(1)</enum><text display-inline="yes-display-inline">shall promote the adoption of forensic
			 science standards developed under section 7, including—</text>
				<subparagraph id="H6664C2C3D95942A0B098287941319948"><enum>(A)</enum><text>by requiring each
			 Federal forensic laboratory to adopt such forensic science standards;</text>
				</subparagraph><subparagraph id="H4A5B8F9844CD403697C3DAA171D202F0"><enum>(B)</enum><text>by encouraging
			 each non-Federal forensic laboratory to adopt such forensic science standards;
			 and</text>
				</subparagraph><subparagraph id="H9737EFDA2B864F9FADDB5571FCC9A62F"><enum>(C)</enum><text display-inline="yes-display-inline">by disseminating any recommendations made
			 by the Advisory Committee for adoption and implementation of forensic science
			 standards;</text>
				</subparagraph></paragraph><paragraph id="HA99174A8D59145768F6ACBE62DE84FB6"><enum>(2)</enum><text>shall promote the
			 development of minimum training, accreditation, and certification requirements
			 based on the forensic science standards developed under section 7 and any
			 recommendations made by the Advisory Committee;</text>
			</paragraph><paragraph id="HD3C44B2155B846AF83380F1183FF9508"><enum>(3)</enum><text>shall issue
			 guidance concerning the intersection of forensic science and the courtroom;
			 and</text>
			</paragraph><paragraph id="HF801E6E9EE9E4D13AE9B3F857E1B9042"><enum>(4)</enum><text>may require the
			 adoption of the forensic science standards as a condition of Federal funding or
			 for inclusion in national data sets.</text>
