		<legis-type>A BILL</legis-type>
		<official-title>To treat members of the Armed Forces who were killed or
		  wounded in the November 5, 2009, attack at Fort Hood, Texas, or the June 1,
		  2009, attack at Little Rock, Arkansas, as if the members were awarded the
		  Purple Heart, to clarify the eligibility of such members for combat-related
		  special compensation, and for other purposes.</official-title>

		<section id="H4FF7CA56D714421B858B6B8057432B66" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Justice for Fort Hood and Little Rock
			 Heroes Act</short-title></quote>.</text>
		</section><section id="HFC9AE0BAF64E45949E9CE78E7C1F5912" section-type="subsequent-section"><enum>2.</enum><header>Treatment of members
			 of the Armed Forces who were killed or wounded in the November 5, 2009, attack
			 at Fort Hood, Texas, or the June 1, 2009, attack at Little Rock,
			 Arkansas</header>
			<subsection id="H000370E35E5E4DCCA96EAD70C93C333E"><enum>(a)</enum><header>Treatment</header><text display-inline="yes-display-inline">For purposes of all applicable Federal
			 laws, regulations, and policies, an individual who, while a member of the Armed
			 Forces, was killed or wounded in a covered attack shall be treated as if the
			 individual has been awarded a Purple Heart as of the date of the enactment of
			 this Act.</text>
			</subsection><subsection commented="no" id="HA4E4DEB5E2BB4C30B560DA36B013A134"><enum>(b)</enum><header>Combat-Related
			 special compensation</header><text display-inline="yes-display-inline">An
			 individual who, while a member of the Armed Forces, was wounded in a covered
			 attack shall be treated as an <quote>eligible combat-related disabled uniformed
			 services retiree</quote> under subsection (c) of <external-xref legal-doc="usc" parsable-cite="usc/10/1413a">section 1413a</external-xref> of title 10,
			 United States Code, for purposes of determining the eligibility of the
			 individual for combat-related special compensation paid under such
			 section.</text>
			</subsection><subsection id="H3584F6345DCB41149A85B25F2A2DF3CD"><enum>(c)</enum><header>Exception</header><text display-inline="yes-display-inline">Subsections (a) and (b) shall not apply to
			 an individual whose death or wound as described in such subsection is the
			 result of the willful misconduct of the individual.</text>
			</subsection><subsection commented="no" id="H9D201398DBDC4775AF16CFB56FC884D4"><enum>(d)</enum><header>Sense of
			 Congress</header><text>Congress encourages each State and local government to
			 treat an individual described in subsection (a) as eligible for any benefits
			 provided by the State or local government to individuals by reason of the
			 individual being killed or wounded while serving in the line of duty as a
			 member of the Armed Forces.</text>
			</subsection><subsection id="H2BC4038C40274BD796811A286BD17241"><enum>(e)</enum><header>Covered attack
			 defined</header><text>In this section, the term <quote>covered attack</quote>
			 means the following:</text>
				<paragraph id="H84DD00A5EFCF40F98063E0DDB56A828F"><enum>(1)</enum><text>The attack that
			 occurred at Fort Hood, Texas, on November 5, 2009.</text>
				</paragraph><paragraph id="H286E8A8BFF4E428B94D754D6F607B5C8"><enum>(2)</enum><text>The attack that
			 occurred at a recruiting station in Little Rock, Arkansas, on June 1,
			 2009.</text>
