		  an Inspector General for the Metropolitan Washington Airports Authority, and

		<section id="H50BD9D05610E4FAD9FFA124CBBCC2D95" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Metropolitan Washington Airports Authority Inspector
			 General Act of 2013</short-title></quote>.</text>
		</section><section id="H7DD825E8495744138282816F0334CB11"><enum>2.</enum><header>Inspector General
			 for the Metropolitan Washington Airports Authority</header>
			<subsection id="H7ED6F8F46E0C43079C3D26A535CE3C16"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Section 8G of the
			 Inspector General Act of 1978 (5 U.S.C. App.) is amended—</text>
				<paragraph id="H69B03541842845E992518405B219685A"><enum>(1)</enum><text>in subsection
			 (a)—</text>
					<subparagraph id="H56851BAA412544D8A3105E077364A415"><enum>(A)</enum><text>in paragraph (2),
			 by inserting <quote>the Metropolitan Washington Airports Authority,</quote>
			 after <quote>the Legal Services Corporation,</quote>; and</text>
					</subparagraph><subparagraph id="HC6E96EC3304A45A1A0967AEB692533DC"><enum>(B)</enum><text>in paragraph
			 (4)—</text>
						<clause id="H74CBCF2815F94D9E8155DDC29BF3518A"><enum>(i)</enum><text>by
			 redesignating subparagraphs (D) through (H) as subparagraphs (E) through (I),
			 respectively; and</text>
						</clause><clause id="HFA9AD580CD2B441594AFFE1712075AC7"><enum>(ii)</enum><text>by
			 inserting after subparagraph (C) the following new subparagraph:</text>
							<quoted-block display-inline="no-display-inline" id="H34A24565138C489E9AB8C9C9A4A7017D" style="OLC">
								<subparagraph id="H26D63BD060924A6D8FF46566EEF072D6"><enum>(D)</enum><text display-inline="yes-display-inline">with respect to the Metropolitan Washington
				Airports Authority, such term means the board of directors of the Metropolitan
				Washington Airports Authority;</text>
								</subparagraph><after-quoted-block>;
				and</after-quoted-block></quoted-block>
						</clause></subparagraph></paragraph><paragraph id="HE75EEAAB34A8423D92A232841AD0E21E"><enum>(2)</enum><text>in subsection (c),
			 by inserting <quote>section 8M and</quote> before <quote>subsection
			 (f)</quote>.</text>
				</paragraph></subsection><subsection id="H7D6565C20E1E405BB08CA69CBB1A3F1A"><enum>(b)</enum><header>Rule of
			 construction</header><text display-inline="yes-display-inline">Section 8J of
			 the Inspector General Act of 1978 (5 U.S.C. App.) is amended by striking
			 <quote>8E or 8F</quote> and inserting <quote>8E, 8F, or 8M</quote>.</text>
			</subsection><subsection id="H229BDE25847344B3A97062CF7FD46039"><enum>(c)</enum><header>Special
			 provisions</header><text display-inline="yes-display-inline">The Inspector
			 General Act of 1978 (5 U.S.C. App.) is amended by inserting after section 8L
			 the following new section:</text>
				<quoted-block display-inline="no-display-inline" id="HADE329D5C269496B9B8C39BE1AB84652" style="OLC">
					<section id="HAAD288E5E4474851998F6FAFC6AE14D6"><enum>8M.</enum><header>Special
				provisions concerning the Metropolitan Washington Airports Authority</header>
						<subsection id="H6758D6B5BDF3418E81C46EE06230B4E3"><enum>(a)</enum><header>Appointment and
				removal</header><text display-inline="yes-display-inline">Notwithstanding
				subsections (c) and (e) of section 8G, the Inspector General of the
				Metropolitan Washington Airports Authority shall be appointed and removed by
				the Secretary of Transportation. Such Inspector General shall be appointed
				without regard to political affiliation and solely on the basis of integrity
				and demonstrated ability in accounting, auditing, financial analysis, law,
				management analysis, public administration, or investigations.</text>
						</subsection><subsection id="HE6F5AE9BDE4B482D9FB1A802D0338A2F"><enum>(b)</enum><header>Executive
				session</header><text display-inline="yes-display-inline">The Inspector General
				for the Metropolitan Washington Airports Authority may attend any executive
				session of the board of directors of the Metropolitan Washington Airports
				Authority.</text>
						</subsection><subsection commented="no" id="HF173D163B55340A388B6BA03FE56FB80"><enum>(c)</enum><header>IG
				staff</header><text display-inline="yes-display-inline">The Inspector General
				for the Metropolitan Washington Airports Authority may appoint additional staff
				as the Inspector General considers appropriate.</text>
						</subsection><subsection commented="no" id="HA49984479D8B4793AC5F1E28D0E52B95"><enum>(d)</enum><header>Expenses and
				staff</header><text display-inline="yes-display-inline">The Metropolitan
				Washington Airports Authority shall pay the expenses of the Inspector General
				for such Authority, including staff salaries and benefits. A request for funds
				by the Inspector General shall result in requested funds being made available
				not later than 30 days after such request is made. If the Metropolitan
				Washington Airports Authority fails to comply with this subsection, the
				Secretary of Transportation may not approve a grant for such Authority under
				<external-xref legal-doc="usc" parsable-cite="usc/49/47107">section 47107(b)</external-xref> of title 49, United States Code, until such funding is made
				available for the Inspector General.</text>
						</subsection><subsection id="H669A6DA1487A4C0D8AE6B808B57A0971"><enum>(e)</enum><header>Employee
				compliance</header><text display-inline="yes-display-inline">Employees of the
				Metropolitan Washington Airports Authority and members of the board of
				directors of such Authority shall cooperate with and comply with requests from
				the Inspector General of the Metropolitan Washington Airports Authority
				necessary in the performance of the functions assigned by this Act, including
				providing testimony and other
				information.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H3821217E1E8E4FC08266A87BFE01DBC4"><enum>(d)</enum><header>Deadline for
			 appointment of the Inspector General for the Metropolitan Washington Airports
			 Authority</header><text display-inline="yes-display-inline">Not later than 60
			 days after the date of the enactment of this Act, the Secretary of
			 Transportation shall appoint an Inspector General for the Metropolitan
			 Washington Airports Authority as required by section 8M of the Inspector
			 General Act of 1978 (5 U.S.C. App.), as added by subsection (c).</text>
			</subsection><subsection id="H8EF27CC351BE418087AC2431BE12AA43"><enum>(e)</enum><header>Amount for IG
			 expenses</header>
				<paragraph id="H608D7A2A1E5E4993B2BACE1CF5B9357B"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">The Metropolitan
			 Washington Airports Authority shall make available not less than $1,200,000 for
			 the Inspector General of the Authority for the one-year period beginning on the
			 date that the Inspector General of the Metropolitan Washington Airports
			 Authority is appointed and such funds shall remain available until expended.
			 Requests for subsequent fiscal years shall be made by the Inspector General and
			 paid by the Metropolitan Washington Airports Authority unless expressly stated
			 otherwise in law.</text>
				</paragraph><paragraph id="H2547F4F20CE8495AB41AED9151A88E06"><enum>(2)</enum><header>Staff and budget
			 requirements</header><text>Not later than 1 year after the Inspector General
			 for the Metropolitan Washington Airports Authority is appointed, the Inspector
			 General shall determine any staffing and budget requirements of the Inspector
			 General.</text>
				</paragraph></subsection></section></legis-body>
