		<official-title>To provide grants to cities with high unemployment rates
		  to provide job training, public works, and economic development programs, and
		  for other purposes.</official-title>

		<section id="H35F1693AF47B4C3399BFD0916BA938A5" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Jobs for Urban Sustainability and
			 Training in America Act of 2013</short-title></quote>.</text>
		</section><section id="HCB43BC5A5F4240E8BB6581A4E0900F3F"><enum>2.</enum><header>Grants to cities
			 with high unemployment</header>
			<subsection id="H34A6D0316F404139A75E0D45A99DD26B"><enum>(a)</enum><header>Department of
			 Commerce grants for public works and economic development</header><text display-inline="yes-display-inline">The Secretary of Commerce may make
			 additional grants—</text>
				<paragraph display-inline="no-display-inline" id="HC074843DE62B4FC280A7C44DDE1EC551"><enum>(1)</enum><text display-inline="yes-display-inline">to cities with high unemployment, under
			 sections 201, 203, 207, and 209 of the Public Works and Economic Development
			 Act of 1965; and</text>
				</paragraph><paragraph id="H1C419BCA4D6649DD84DAB008C9457461"><enum>(2)</enum><text display-inline="yes-display-inline">under the Trade Adjustment Assistance for
			 Firms Program under chapters 3 and 5 of title II of the Trade Act of
			 1974.</text>
				</paragraph></subsection><subsection id="H6971B5A7AF994528B275104B5F8C6C9B"><enum>(b)</enum><header>Department of
			 Labor grants for job training programs</header><text display-inline="yes-display-inline">The Secretary of Labor shall carry out
			 adult and dislocated worker employment and training activities under chapter V
			 of subtitle B of title I of the Workforce Investment Act of 1998 (29 U.S.C.
			 2861 et seq.) to benefit cities with high unemployment.</text>
			</subsection><subsection id="H5942A2DE9CAD40ADBD8F20614C2D9F14"><enum>(c)</enum><header>City with high
			 unemployment defined</header><text display-inline="yes-display-inline">For
			 purposes of this section, the term <term>city with high unemployment</term>
			 means a city that—</text>
				<paragraph id="H92C2074283E3441897B9E6F047DFA293"><enum>(1)</enum><text>has a population
			 of at least 600,000 people; and</text>
				</paragraph><paragraph id="H5703FD32C1464E0192448DD84A814250"><enum>(2)</enum><text display-inline="yes-display-inline">has, for each month beginning with January
			 2009, and ending on the date of the enactment of this Act, an unemployment rate
			 greater than the national unemployment rate (determined by reference to the
			 monthly unemployment data announced by the Bureau of Labor Statistics of the
			 Department of Labor).</text>
				</paragraph></subsection><subsection id="H8DB49FC20152483DA00B2F137413F2B9"><enum>(d)</enum><header>Authorization of
			 appropriations</header><text display-inline="yes-display-inline">There are
			 authorized to be appropriated for all fiscal years—</text>
				<paragraph id="H364F67F01B5843DE8E578B69B8851D5E"><enum>(1)</enum><text display-inline="yes-display-inline">$5,000,000,000 for purposes of making
			 grants under subsection (a), and</text>
				</paragraph><paragraph id="HA540FAAD2AE047D3AC24A94E9F5754E6"><enum>(2)</enum><text>$5,000,000,000 for
			 purposes of carrying out subsection (b).</text>
				</paragraph></subsection></section><section display-inline="no-display-inline" id="HBD5424CC88F44FE58444E50D630E74C9" section-type="subsequent-section"><enum>3.</enum><header>Deduction for income
			 attributable to domestic production activities not allowed with respect to oil
			 and gas activities of major integrated oil companies</header>
			<subsection id="H7BBF0CD3F1A1424CA504A135E3032679"><enum>(a)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Subparagraph (B) of
			 <external-xref legal-doc="usc" parsable-cite="usc/26/199">section 199(c)(4)</external-xref> of the Internal Revenue Code of 1986 is amended by striking
			 <quote>and</quote> at the end of clause (ii), by striking the period at the end
			 of clause (iii) and inserting <quote>, and</quote>, and by inserting after
			 clause (iii) the following new clause:</text>
				<quoted-block display-inline="no-display-inline" id="HC4A0BF0E87ED4351B0AD61A78945F744" style="OLC">
					<clause id="HF2D4101F54C44B4B8480E722DE69D40B"><enum>(iv)</enum><text display-inline="yes-display-inline">in the case of a major integrated oil
				company (as defined in section 167(h)(5)), the production, refining,
				processing, transportation, or distribution of oil, gas, or any primary product
				thereof.</text>
					</clause><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="H2EF98F8260F542E4A3BBD1BCC9003F90"><enum>(b)</enum><header>Effective
			 date</header><text>The amendment made by subsection (a) shall apply to taxable
			 years beginning after the date of the enactment of this Act.</text>
