		<official-title>To direct the Administrator of the Transportation
		  Security Administration to assess and report on the risk posed to commercial
		  aviation security if a flight deck door is opened during
		  flight.</official-title>

		<section id="HCBCBA2C646444DE6814DDD062194797A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Risk-Based Cockpit Security Act of
			 2013</short-title></quote>.</text>
		</section><section id="H12F5221285AA446ABE0211AA2E518C65" section-type="subsequent-section"><enum>2.</enum><header>Security risk
			 assessment</header>
			<subsection id="H57CF0D1B5A7747828589410450A76AB3"><enum>(a)</enum><header>Assessment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of
			 the enactment of this Act, the Administrator of the Transportation Security
			 Administration shall complete an assessment that—</text>
				<paragraph id="H4CE67FF68BD44E06A1DEB34DFBF98B4C"><enum>(1)</enum><text display-inline="yes-display-inline">identifies any risk posed to commercial
			 aviation security if a flight deck door is opened while a commercial aircraft
			 is in flight;</text>
				</paragraph><paragraph id="HA433896C3A1A4989AFCECBADB7BC88AD"><enum>(2)</enum><text display-inline="yes-display-inline">identifies methods to mitigate such risk;
			 and</text>
				</paragraph><paragraph id="H5EAC8BD2D85E4D7F9425AF3947291D6D"><enum>(3)</enum><text display-inline="yes-display-inline">recommends security standards for any
			 mitigation method that involves installing a physical secondary cockpit barrier
			 on a commercial aircraft.</text>
				</paragraph></subsection><subsection id="H108B74B7237943D088154C2378893D47"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 10 days after completing the
			 assessment described in subsection (a), the Administrator of the Transportation
			 Security Administration shall submit to the Committee on Homeland Security of
			 the House of Representatives and the Committee on Homeland Security and
			 Governmental Affairs of the Senate a report containing any findings and
			 recommendations of the assessment.</text>
