		<section id="H7EB9AABDF89A4924859BFF1AB4FC5CB0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Freedom to Pray
			 Act</short-title></quote>.</text>
		</section><section id="HCBCEDBE99E4D45CBB29EB688A8498643"><enum>2.</enum><header>Prohibition on
			 withholding Federal funds to programs whose participants conduct voluntary
			 religious activities</header>
			<subsection id="HCBC1EF2F951849E9B305D8455979C609"><enum>(a)</enum><header>In
			 General</header><text display-inline="yes-display-inline">It shall be unlawful
			 for the Federal Government to revoke or withhold Federal financial assistance
			 that would otherwise be provided to any recipient of such assistance on the
			 basis of religious activities that are conducted voluntarily and initiated by
			 participants in a program or activity carried out by such recipient.</text>
			</subsection><subsection id="H4A6976E0CA4B4142904654DC6C7A917A"><enum>(b)</enum><header>Rules of
			 construction</header><text>Nothing in this Act shall be construed to authorize
			 the United States or any State or political subdivision thereof—</text>
				<paragraph id="H7D980601AB274F75BDE32816AB82C005"><enum>(1)</enum><text>to sponsor a
			 religious activity;</text>
				</paragraph><paragraph id="H20C09111ADFA41CCB36F6A6878B21F63"><enum>(2)</enum><text>to prohibit a
			 recipient of Federal financial assistance from ensuring that a religious
			 activity does not materially and substantially interfere with the orderly
			 conduct of the program or activities carried out by such recipient;</text>
				</paragraph><paragraph id="HC8FEC8D8484D438EB28AF68ADD77D8FA"><enum>(3)</enum><text>to require any
			 person to participate in prayer or other religious activity; or</text>
				</paragraph><paragraph id="H6623B2CFA0444E69BB8F3EA4CD1DEF0D"><enum>(4)</enum><text>to compel any
			 employee or agent of a program or activity that is carried out by a recipient
			 of Federal financial assistance to participate in an activity if the content of
			 the speech at the activity is contrary to the beliefs of the employee or
			 agent.</text>
