<enum>I</enum><header>Banning Access to
Do-It-Yourself Assault Weapons</header>
<section id="H52C26050E398478BA77A82F1A4E025F8"><enum>101.</enum><header>Do-it-yourself
assault weapon ban</header>
<subsection id="HB9F0D4386F104497AFE9F00BB5EC1E19"><enum>(a)</enum><header>Banned hazardous
products</header><text display-inline="yes-display-inline">Notwithstanding
section 3(a)(5)(E) of the Consumer Product Safety Act (15 U.S.C.
2052(A)(5)(E)), a firearm receiver casting or firearm receiver blank
that—</text>
<paragraph id="H99D11000C8E44651B91855942EBEF596"><enum>(1)</enum><text>at the point of
sale does not meet the definition of a firearm in <external-xref legal-doc="usc" parsable-cite="usc/18/921">section 921(a)</external-xref> of title 18,
United States Code, and</text>
</paragraph><paragraph id="HFA7F20D65BE748B493131E483EC8B487"><enum>(2)</enum><text display-inline="yes-display-inline">after purchase by a consumer, can be
completed by the consumer to the point at which such casting or blank functions
as a firearm frame or receiver for a semiautomatic assault weapon or machine
gun,</text>
</paragraph><continuation-text continuation-text-level="subsection">shall be
considered a banned hazardous product under section 8 of such Act (15 U.S.C.
2057).</continuation-text></subsection><subsection id="HFDAF9C8D04054828B131DCDEE76E91E0"><enum>(b)</enum><header>Prohibited
Acts</header><text>It shall be unlawful for any person to sell, offer for sale,
manufacture for sale, or import into the United States for sale, to a
consumer—</text>
<paragraph id="HAB677150232D458C81A96A4FF97DC535"><enum>(1)</enum><text>an assault weapon
parts kit; or</text>
</paragraph><paragraph id="H6E6625847C0941998FBB3788BD6535D3"><enum>(2)</enum><text>a
machinegun parts kit.</text>
</paragraph></subsection><subsection id="H7840A4C831BD4ABAAFC1D8CAA7C93BEE"><enum>(c)</enum><header>Enforcement</header>
<paragraph id="HA9789561DD3047C1A1F141B851DB136E"><enum>(1)</enum><text display-inline="yes-display-inline">Subsection (a) shall be treated as a ban
under section 19 of the Consumer Product Safety Act (<external-xref legal-doc="usc" parsable-cite="usc/15/2068">15 U.S.C. 2068</external-xref>).</text>
</paragraph><paragraph id="HB2A1566DF925445A8F9161BCB8CD6CBA"><enum>(2)</enum><text display-inline="yes-display-inline">Notwithstanding section 3(a)(5)(E) of the
Consumer Product Safety Act (15 U.S.C. 2052(A)(5)(E)), a violation of
subsection (b) shall be treated as a violation of section 19 of such Act and
any person who violates such subsection shall be subject to the penalties set
forth in section 20 of such Act.</text>
</paragraph></subsection><subsection id="H88143D22F5DA4510BA4F5692DBA10829"><enum>(d)</enum><header>Consultation</header><text>In
enforcing this section, the Consumer Product Safety Commission shall
periodically consult with the Bureau of Alcohol, Tobacco, Firearms and
Explosives regarding effective strategies for and methods of
enforcement.</text>
</subsection></section><section id="H0073F108F03A4B4597388FEB4971D9FE"><enum>102.</enum><header>Prohibition of
advertising do-it-yourself assault weapons</header>
<subsection id="H7C00E5F1FE9F4B97988DE509792B893B"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">It shall be unlawful
to market or advertise, on any medium of electronic communications, including
over the Internet, for the sale of any of the following:</text>
<paragraph id="H7ECAA2E6F169412AAB216B1F226490A7"><enum>(1)</enum><text display-inline="yes-display-inline">A firearm receiver casting or firearm
receiver blank that—</text>
<subparagraph id="HFFA66C7222864939A7B7583D52E5C169"><enum>(A)</enum><text>at the point of
sale does not meet the definition of a firearm in <external-xref legal-doc="usc" parsable-cite="usc/18/921">section 921(a)</external-xref> of title 18,
United States Code; and</text>
</subparagraph><subparagraph id="H9B44DDB6F4F246CC83F10F28CB7C2E69"><enum>(B)</enum><text>after purchase by
a consumer, can be completed by the consumer to the point at which it functions
as a firearm frame or receiver for a semiautomatic assault weapon or
machinegun.</text>
</subparagraph></paragraph><paragraph id="H015097682D544A37A2331891C1847506"><enum>(2)</enum><text>An assault weapon
parts kit.</text>
</paragraph><paragraph id="H90F68B274411493FA9B7828A6AE9C541"><enum>(3)</enum><text>A
machinegun parts kit.</text>
</paragraph></subsection><subsection id="HD4332CB0883046D0AE0AF193064E87DE"><enum>(b)</enum><header>Enforcement by
the Federal Trade Commission</header><text display-inline="yes-display-inline">A violation of subsection (a) shall be
treated as a violation of a rule defining an unfair or deceptive act or
practice described under section 18(a)(1)(B) of the Federal Trade Commission
Act (<external-xref legal-doc="usc" parsable-cite="usc/15/57a">15 U.S.C. 57a(a)(1)(B)</external-xref>). The Federal Trade Commission shall enforce this
section in the same manner, by the same means, and with the same jurisdiction,
powers, and duties as though all applicable terms and provisions of the Federal
Trade Commission Act were incorporated into and made a part of this Act.</text>
</subsection><subsection id="HDC521772865B45A9A939704F6DA04C6F"><enum>(c)</enum><header>Rule of
construction</header><text display-inline="yes-display-inline">Nothing
contained in this title shall be construed to limit the authority of the
Federal Trade Commission under any other provision of law.</text>
</subsection></section><section id="HFB98E8A4977D40E9B7963E2495B6C8D7"><enum>103.</enum><header>Definitions</header>
<subsection id="H2251B8DCA958472CBC86BDB17487998E"><enum>(a)</enum><header>Terms</header><text display-inline="yes-display-inline">For purposes of this title—</text>
<paragraph id="HD2A0814489C141A0A9BFD5E97FF24B08"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>assault weapon parts
kit</term> means any part or combination of parts not designed and intended for
repair or replacement but designed and intended to enable a consumer who
possesses all such necessary parts to assemble a semiautomatic assault
weapon;</text>
</paragraph><paragraph id="H48E4217740224E54A28543EDEB9AF8F4"><enum>(2)</enum><text display-inline="yes-display-inline">the term <term>machinegun parts kit</term>
means any part or combination of parts designed and intended to enable a
consumer who possesses all such necessary parts to assemble a machinegun or
convert a firearm into a machinegun;</text>
</paragraph><paragraph id="HEE758FEECDFB40F09904573FF86D2229"><enum>(3)</enum><text display-inline="yes-display-inline">the term <term>semiautomatic assault
weapon</term> means—</text>
<subparagraph id="H9E8AA49078F9451CB161E05A90F1CB23"><enum>(A)</enum><text>a semiautomatic
rifle or semiautomatic shotgun that has the capacity to accept a detachable
ammunition magazine; or</text>
</subparagraph><subparagraph id="HC67756C1E715416C90BC2870C44B535B"><enum>(B)</enum><text>a semiautomatic
pistol that has—</text>
<clause id="H490B64435C354948A815C4D6B576AFE8"><enum>(i)</enum><text>the
capacity to accept a detachable ammunition magazine; and</text>
</clause><clause id="H4E0B6FFA350C41F2917F3BC82E6DFB31"><enum>(ii)</enum><text display-inline="yes-display-inline">any one of the features described in
subsection (b);</text>
</clause></subparagraph></paragraph><paragraph id="H76B0E9CC9E2B48149E6865518FF2F70D"><enum>(4)</enum><text display-inline="yes-display-inline">the term <term>machinegun</term> has the
meaning given such term in <external-xref legal-doc="usc" parsable-cite="usc/26/5845">section 5845(b)</external-xref> of title 26, United States
Code;</text>
</paragraph><paragraph id="HB3D2C42EEA8E42F29B3C7D5DFD5CB05F"><enum>(5)</enum><text>the term
<term>semiautomatic pistol</term> means any repeating pistol that utilizes a
portion of the energy of a firing cartridge to extract the fixed cartridge case
and chamber the next round and requires a separate pull of the trigger to fire
each cartridge;</text>
</paragraph><paragraph id="HB56C95FD28B4494EAD23FB14B262F968"><enum>(6)</enum><text>the term
<term>semiautomatic rifle</term> has the meaning given such term in section
921(a)(28) of title 18, United States Code; and</text>
</paragraph><paragraph id="HE34B6098AEC548D68B41B152FE0FE6FE"><enum>(7)</enum><text>the term
<term>semiautomatic shotgun</term> means any repeating shotgun that utilizes a
portion of the energy of a firing cartridge to extract the fixed cartridge case
and chamber the next round and requires a separate pull of a trigger to fire
each cartridge.</text>
</paragraph></subsection><subsection id="HFEE20ED3FA93450FB73A7F18A1EF9C31"><enum>(b)</enum><header>Special features
of a semiautomatic pistol</header><text>The special features described in
paragraph (3)(B)(ii) are—</text>
<paragraph id="HE3E287E789684551BC2C058A1B88478B"><enum>(1)</enum><text display-inline="yes-display-inline">an ammunition magazine that attaches to the
pistol outside of the pistol grip;</text>
</paragraph><paragraph id="HA7F45463E1F04C0AB97CF90C7091B73C"><enum>(2)</enum><text>a
threaded barrel capable of accepting a barrel extender, flash suppressor,
forward handgrip, or silencer;</text>
</paragraph><paragraph id="HFE63BC29187C4B1497268612CCB99FE4"><enum>(3)</enum><text>a
shroud that is attached to, or partially or completely encircles, the barrel
and that permits the shooter to hold the firearm with the nontrigger hand
without being burned;</text>
</paragraph><paragraph id="HAFBE0A163F77471C96EB018FD94F6B69"><enum>(4)</enum><text>a
manufactured weight of 50 ounces or more when the pistol is unloaded;
and</text>
</paragraph><paragraph id="HF864FBE3A5554C819FDAB00DDD083D51"><enum>(5)</enum><text>a
semiautomatic version of an automatic firearm.</text>
</paragraph></subsection></section><section id="H24643650570B4F51BF505062B346A33F"><enum>104.</enum><header>Construction</header><text display-inline="no-display-inline">Nothing in this title shall be construed as
limiting the ability of a State to enact more restrictive gun-related laws, or
bans on firearm receiver casts, firearm receiver blanks, assault weapon parts
kits, or machinegun parts kits.</text>
</section><enum>II</enum><header>Strengthening the
Nation’s Mental Health Infrastructure </header>
<subtitle id="HA53F644793DE45CEA35E848E636E2D88"><enum>A</enum><header>Advancing Research
on Serious Mental Illness</header>
<section id="H8D96DB3B16C54CACB53ACFEAECE455D9"><enum>201.</enum><header>National
Institute of Mental Health research program on serious mental illness</header>
<subsection id="H2F108DEB42E346B7B9459FD631B849F8"><enum>(a)</enum><header>Purpose of
Institute</header><text display-inline="yes-display-inline">Section 464R(a) of
the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/285p">42 U.S.C. 285p(a)</external-xref>) is amended by inserting
<quote>serious mental illness research,</quote> after <quote>biomedical and
behavioral research,</quote>.</text>
</subsection><subsection id="H42347579D3A345988593A5FB71C0EDC1"><enum>(b)</enum><header>Research
program</header><text display-inline="yes-display-inline">Section 464R(b) of
the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/285p">42 U.S.C. 285p(b)</external-xref>) is amended—</text>
<paragraph id="H8F8831C3E33B409A98A074CA51CA30C6"><enum>(1)</enum><text>by striking
<quote>The research program</quote> and inserting the following:</text>
<quoted-block display-inline="no-display-inline" id="H8DF384061C0B4FABA44BA4462C231889" style="OLC">
<paragraph id="HEC093D1FB15A4A07869D86E2233CA5BE"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">The research
program</text>
</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
</paragraph><paragraph id="H7CC6AEED9CB24889AB0D51B7BB7867E3"><enum>(2)</enum><text>by striking
<quote>to further the treatment and prevention of mental illness</quote> and
inserting <quote>to further the treatment and prevention of mental illness
(including serious mental illness)</quote>; and</text>
</paragraph><paragraph id="HDBC04412B6B24588B3179B3F0E873CF9"><enum>(3)</enum><text>by adding at the
end the following:</text>
<quoted-block display-inline="no-display-inline" id="HDA9C2EAE16454B1C84419DBF15A93DB9" style="OLC">
<paragraph id="H4D67DFE689A143F6A424A63CFF187788"><enum>(2)</enum><header>Research with
respect to serious mental illness</header><text display-inline="yes-display-inline">As part of the research program established
under this subpart, the Director of the Institute shall conduct or support
research on serious mental illness, including with respect to—</text>
<subparagraph id="H82B101E3761C4D19B42093CEDDEE85F7"><enum>(A)</enum><text>the causes,
prevention, and treatment of serious mental illness; and</text>
</subparagraph><subparagraph id="H80F01D36BE9449DBBCCFAB620E905CAA"><enum>(B)</enum><text display-inline="yes-display-inline">interventions to improve early
identification of individuals with serious mental illness and referral of such
individuals to mental health professionals for
treatment.</text>
</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection><subsection id="H9281E95785E94EEB8384F569ABD4D954"><enum>(c)</enum><header>Biennial
report</header><text>Section 403(a)(5) of the Public Health Service Act (42
U.S.C. 283(a)(5)) is amended—</text>
<paragraph id="HB4782D63723544FBBAB329BC3214BC48"><enum>(1)</enum><text>by redesignating
subparagraph (L) as subparagraph (M); and</text>
</paragraph><paragraph id="H1FA43E63D11A411DBCF29177CD2578EE"><enum>(2)</enum><text>by inserting after
subparagraph (K) the following:</text>

<subparagraph id="H9845CE13B9044BE3A1FCB15555A75C18"><enum>(L)</enum><text display-inline="yes-display-inline">Serious mental

</subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection></section></subtitle><subtitle id="H9FFED16417F44ECEA050029F45DDB8BA"><enum>B</enum><header>Improving the
Mental Health Workforce</header>
<section id="HA6407A18C25445D2BED17830967E7DC7"><enum>211.</enum><header>National Health
Service Corps scholarship and loan repayment funding for behavioral and mental
health professionals</header><text display-inline="no-display-inline">Section
338H of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/254q">42 U.S.C. 254q</external-xref>) is amended—</text>
<paragraph id="H932BDC01074C473CB05A46EC151BA083"><enum>(1)</enum><text>by redesignating
subsections (b) and (c) as subsections (c) and (d), respectively; and</text>
</paragraph><paragraph id="H17203D89C26D4F7FB5C590996D10A52C"><enum>(2)</enum><text>by inserting after
subsection (a) the following:</text>
<quoted-block display-inline="no-display-inline" id="H0627A7A9C2D347A2B5525AE5DE673F4B" style="OLC">
<subsection id="HE048B8DE6B524D43986239E1E2811BFB"><enum>(b)</enum><header>Additional
funding for behavioral and mental health professionals</header><text display-inline="yes-display-inline">In addition to the amounts authorized to be
appropriated under subsection (a), and in addition to the amounts appropriated
under section 10503 of <external-xref legal-doc="public-law" parsable-cite="pl/111/148">Public Law 111–148</external-xref>, there are authorized to be
appropriated such sums as may be necessary for fiscal years 2014 through 2018
for scholarships and loan repayments under this subpart for ensuring, as
described in sections 338A(a) and 338B(a), an adequate supply of behavioral and
mental health
professionals.</text>
</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></section><section id="HFB7CC354D80747419DC472E264DF3AD2"><enum>212.</enum><header>Reauthorization
of HRSA’s Mental and Behavioral Health Education and Training
Program</header><text display-inline="no-display-inline">Subsection (e) of
section 756 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/294e-1">42 U.S.C. 294e–1</external-xref>) is amended to
read as follows:</text>
<quoted-block display-inline="no-display-inline" id="H507BC44532F34ADA835E4CEB569B7495" style="OLC">
<subsection id="HEA5855B6DF824FD6ACB6A65AA84E4952"><enum>(e)</enum><header>Authorization of
appropriations</header><text display-inline="yes-display-inline">To carry out
this section, there are authorized to be appropriated such sums as may be
necessary for fiscal years 2014 through
2018.</text>
</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section commented="no" id="H43B842C9745A4B6A9C9B1EA8E8FB08DF"><enum>213.</enum><header>Mental health
awareness training for school and emergency services personnel</header><text display-inline="no-display-inline">Section 520J of the Public Health Service
Act (42 U.S.C.
290bb–41) is amended—</text>
<paragraph commented="no" id="HE14EC4275FDF4FB2AEB485F153EB2BCD"><enum>(1)</enum><text>in the section
heading, by inserting <quote><header-in-text level="section" style="OLC">Mental
health awareness</header-in-text></quote> before <quote><header-in-text level="section" style="OLC">Training</header-in-text></quote>; and</text>
</paragraph><paragraph commented="no" id="HB695F433000A4A1A848AB05A2F6476FA"><enum>(2)</enum><text>in subsection
(b)—</text>
<subparagraph commented="no" id="H8B693A67D691472DBDB2AD99EA2600F5"><enum>(A)</enum><text>in the subsection
heading, by striking <quote><header-in-text level="subsection" style="OLC">illness</header-in-text></quote> and inserting
<quote><header-in-text level="subsection" style="OLC">health</header-in-text></quote>;</text>
</subparagraph><subparagraph commented="no" id="H1F173C450AC349D3A7DFAB03B5065732"><enum>(B)</enum><text>in paragraph

(5)—</text>

preceding subparagraph (A), by striking <quote>to</quote> and inserting
<quote>for evidence-based programs for the purpose of</quote>; and</text>

personnel regarding resources available in the community for individuals with a
mental health disorder and other relevant resources; or</text>
</clause><clause commented="no" display-inline="no-display-inline" id="H64D5772EE69C439789082AB8427F3122" indent="up1"><enum>(ii)</enum><text>the safe de-escalation of crisis
situations involving individuals with a mental health
disorder.</text>
</clause></subparagraph><after-quoted-block>;
and</after-quoted-block></quoted-block>
</clause></subparagraph><subparagraph commented="no" id="H46E767AB21144AF489BFD3B03F6450AE"><enum>(D)</enum><text>by amending
paragraph (7) to read as follows:</text>

</subparagraph></paragraph></section><section id="H84749127EA994F5A8C93E384C04F86CB"><enum>214.</enum><header>SAMHSA grant
program for development and implementation of curricula for continuing
education on serious mental illness</header><text display-inline="no-display-inline">Title V of the Public Health Service Act is
amended by inserting after section 520I (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-40">42 U.S.C. 290bb–40</external-xref>) the
following:</text>

<subsection id="H859A277F7BAD4FCDB898A382B3AABF42"><enum>(a)</enum><header>Grants</header><text display-inline="yes-display-inline">The Secretary may award grants to eligible
entities for the development and implementation of curricula for providing
continuing education and training to health care professionals on identifying,
referring, and treating individuals with serious mental illness.</text>
</subsection><subsection id="H376F5D0E5BEB4F6CBCF6C8155350E2F9"><enum>(b)</enum><header>Eligible
entities</header><text>To be eligible to seek a grant under this section, an
entity shall be a public or nonprofit entity that—</text>
<paragraph id="H7F449E7F299B4A0E9AD1324932AAF918"><enum>(1)</enum><text>provides
continuing education or training to health care professionals; or</text>
</paragraph><paragraph id="H8E634794A15841D683C4093F978F518A"><enum>(2)</enum><text>applies for the
grant in partnership with another entity that provides such education and
training.</text>
</paragraph></subsection><subsection id="H5A75745EC8524744AF74D1A632E17A6F"><enum>(c)</enum><header>Preference</header><text>In
awarding grants under this section, the Secretary shall give preference to
eligible entities proposing to develop and implement curricula for providing
continuing education and training to—</text>
<paragraph id="H19AF52C51E1C49FAB71BE1F371D09DC3"><enum>(1)</enum><text>health care
professionals in primary care specialities; or</text>
</paragraph><paragraph id="H022D96DAF409490AA49CD2D7554A5140"><enum>(2)</enum><text>health care
professionals who are required, as a condition of State licensure, to
participate in continuing education or training specific to mental
health.</text>
</paragraph></subsection><subsection id="H90F65B32D80A4911B19BE6B0E260585F"><enum>(d)</enum><header>Authorization of
appropriations</header><text>To carry out this section, there are authorized to
be appropriated such sums as may be necessary for fiscal years 2014 through
2018.</text>
</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section id="HFDE54BF495EC4B53AF8BC5BDE34CC180"><enum>215.</enum><header>Clarification
of HIPAA training requirements regarding disclosure of protected health
information concerning individuals with mental health disorders</header><text display-inline="no-display-inline">Not later than 6 months after the date of
enactment of this Act, the Secretary of Health and Human Services shall issue
guidance regarding the requirements of <external-xref legal-doc="usc" parsable-cite="usc/45/164">section 164.530(b)</external-xref> of title 45, Code of
Federal Regulations, so as to ensure that training under such section includes
a clear explanation of the circumstances under which health care professionals
and other covered entities (as such term is defined for purposes of regulations
promulgated under section 264(c) of the Health Insurance Portability and
Accountability Act of 1996) are permitted or required to disclose protected
health information concerning individuals with a mental health disorder.</text>
</section></subtitle><subtitle id="H01B07773B1134CDAAE53F96B9653DA6A"><enum>C</enum><header>Expanding Access
to Mental Health Services</header>
<section id="HF4AD3D73BB904087B0265333AA5D2736"><enum>221.</enum><header>Advancing
Wellness and Resilience in Education (AWARE) Initiative</header>
<subsection id="H7BE85FA6C3AF4943A5F26A3EBED166E2"><enum>(a)</enum><header>Children and
adolescents, violence, and school- and community-Based mental health</header>
<paragraph id="HF8015E448D604AACAD04F68B8FA40C90"><enum>(1)</enum><header>In
general</header><text>The first section 581 (in the first part G relating to
projects for children and violence) of the Public Health Service Act
(<external-xref legal-doc="usc" parsable-cite="usc/42/290hh">42 U.S.C. 290hh</external-xref>)
is amended to read as follows:</text>

<section id="H0A0B770A9BEC47DAABDEBA576E3889AF"><enum>581.</enum><header>Children and
adolescents, violence, and school- and community-based mental health</header>
<subsection id="H881F29502BDB4C27988A45C8A28D1552"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">The Secretary shall,
directly or through grants, contracts, or cooperative agreements awarded to
local educational agencies and other public entities, assist schools and local
communities in implementing a comprehensive mental health program that—</text>
<paragraph id="H9FDBDF54583E4920A42B7C0B32FF5841"><enum>(1)</enum><text>assists children
and adolescents in dealing with trauma and violence;</text>
</paragraph><paragraph id="H622B99F17D564086A5B4368FB45FCBA8"><enum>(2)</enum><text>provides
comprehensive, age-appropriate mental health services and supports;</text>
</paragraph><paragraph id="HE51A4FC2436D4A8D8D38B353C78C9C16"><enum>(3)</enum><text>is linguistically
and culturally appropriate; and</text>
</paragraph><paragraph id="H63A85E5D9498429F8FFB7228B922FF21"><enum>(4)</enum><text>incorporates
age-appropriate strategies of positive behavioral interventions and
supports.</text>
</paragraph></subsection><subsection id="HA4E5B828AEF94B15ABA33BFCC5552AB6"><enum>(b)</enum><header>Collaboration;
consultation</header><text display-inline="yes-display-inline">The Secretary
shall carry out this section—</text>
<paragraph id="H8951FA4E05AD4FA39625AC85CFC7775A"><enum>(1)</enum><text>in collaboration
with the Secretary of Education; and</text>
</paragraph><paragraph id="H93A65E1939BE4A3BBEF44191D907863A"><enum>(2)</enum><text>in consultation
with the Attorney General of the United States.</text>
</paragraph></subsection><subsection display-inline="no-display-inline" id="H2FC8B3FFE27E41FD9FA8F3323F9C0F78"><enum>(c)</enum><header>Activities</header><text>In
carrying out subsection (a), the Secretary may—</text>
<paragraph id="H111374376ACC41D180CE47D1D8222365"><enum>(1)</enum><text display-inline="yes-display-inline">provide financial and technical support to
enable schools and local communities to implement a comprehensive mental health
program described in such subsection;</text>
</paragraph><paragraph display-inline="no-display-inline" id="H3D2EA2ED8DE544E3B621B57E3000E985"><enum>(2)</enum><text>facilitate
community partnerships among families, students, law enforcement agencies,
education systems, mental health and substance use disorder service systems,
family-based mental health service systems, welfare agencies, health care
systems (including physicians), faith-based programs, trauma networks, and
other community-based systems; and</text>
</paragraph><paragraph id="H3FAAB831932D4FDC9F4548EA09EA91BD"><enum>(3)</enum><text>establish
mechanisms for children and adolescents to report incidents of violence or
plans by other children, adolescents, or adults to commit violence.</text>
</paragraph></subsection><subsection id="HC79A1BDDF4E44FF8938B4C8F79A0B8D2"><enum>(d)</enum><header>Requirements</header>
<paragraph id="H645B57C3F0184E439676D11DF1D107EA"><enum>(1)</enum><header>In
general</header><text display-inline="yes-display-inline">To be eligible for an
award under this section, an entity shall—</text>
<subparagraph id="H8D66D517FD0B4557A04A77C7B6863DF6"><enum>(A)</enum><text>be a partnership
between a local educational agency and at least one community program or agency
that is involved in mental health activities; and</text>
</subparagraph><subparagraph id="H775E3E1A745C4ABFA3C4DC325DEBDA09"><enum>(B)</enum><text>submit an
application that—</text>
<clause id="H936D0CCC2FFE49B894D8F17222B342C0"><enum>(i)</enum><text>is
endorsed by all members of the partnership;</text>
</clause><clause id="H95450605ECC64A48B4B86D99BF0E9138"><enum>(ii)</enum><text display-inline="yes-display-inline">designates an entity to serve as
coordinator of the activities to be funded through the award; and</text>
</clause><clause id="H5D28B52EAC764CB8B59CF43EFF366AF5"><enum>(iii)</enum><text>contains the
assurances described in paragraph (2).</text>
</clause></subparagraph></paragraph><paragraph commented="no" id="HABADAFCFD5874AC19EC948C23CCBBA2E"><enum>(2)</enum><header>Required
assurances</header><text display-inline="yes-display-inline">An application
under paragraph (1) for a comprehensive mental health program shall contain
assurances as follows:</text>
<subparagraph commented="no" id="H40C7996012D9494A9F9AD55F7EEA1BE4"><enum>(A)</enum><text>The local
educational agency involved will enter into a memorandum of
understanding—</text>
<clause commented="no" id="HF4632341C6514E1E9B550E24318262D3"><enum>(i)</enum><text>with—</text>
<subclause id="H7C31E538452747DB868413CFAB6C7B08"><enum>(I)</enum><text>at least one of
each of the following: a public or private mental health entity, a health care
entity, a law enforcement or juvenile justice entity, a child welfare agency, a
family-based mental health entity, a family or family organization, and a
trauma network; and</text>
</subclause><subclause id="HFC722CEBAA454933AA9B8CA9A15F8F86"><enum>(II)</enum><text>any other
community-based entities deemed appropriate by the local educational agency;
and</text>
</subclause></clause><clause commented="no" id="H241D85DAD0504523B1432842F04C2150"><enum>(ii)</enum><text>that
specifies—</text>
<subclause commented="no" id="H9C6268F730F3479381596B6796108C8D"><enum>(I)</enum><text>the
responsibilities of each partner with respect to the activities to be carried
out;</text>
</subclause><subclause commented="no" id="H1BD205ACD34F48BC838388D193B4EF80"><enum>(II)</enum><text>how each partner
will be accountable for carrying out such responsibilities; and</text>
</subclause><subclause commented="no" id="HDD01F65314D14BF2A5D3F9A8EB34A41C"><enum>(III)</enum><text>the amount of
non-Federal funding or in-kind contributions that each such partner will
contribute in order to sustain the program.</text>
</subclause></clause></subparagraph><subparagraph commented="no" id="H4E5C82CAB9F647349A6AA5BCEACAD430"><enum>(B)</enum><text>The program will
address—</text>
<clause commented="no" id="H259096CEE9E440299AE2D3443CAF242F"><enum>(i)</enum><text>the promotion of
the social, emotional, and behavioral health of all students in an environment
that is conducive to learning;</text>
</clause><clause commented="no" id="HA9C285BCFF564A39AA84B2E8988ABB6F"><enum>(ii)</enum><text display-inline="yes-display-inline">the reduction in the likelihood of at-risk
students developing social, emotional, or behavioral health problems, or
substance use disorders;</text>
</clause><clause commented="no" id="HE9686EBC07C84437A73F72113D53A249"><enum>(iii)</enum><text display-inline="yes-display-inline">the early identification of social,
emotional, or behavioral problems, or substance use disorders, and the
provision of early intervention services;</text>
</clause><clause commented="no" id="HB28E5983FFC64D15B9044D67DD5BDCB1"><enum>(iv)</enum><text display-inline="yes-display-inline">the treatment or referral for treatment of
students with existing social, emotional, or behavioral health problems, or
substance use disorders; and</text>
</clause><clause commented="no" id="HEBA1A87BC6774412B00336149A604AB0"><enum>(v)</enum><text>the development
and implementation of programs to assist children and adolescents in dealing
with trauma and violence.</text>
</clause></subparagraph><subparagraph id="H3EB99F2E416B4016927712B0E28218A5"><enum>(C)</enum><text display-inline="yes-display-inline">For appropriate school personnel, the
program will provide in-service training on—</text>
<clause id="H55FDF691C0DC44F19A4D160CD4EF6C92"><enum>(i)</enum><text>the techniques and
supports needed for the early identification of children and adolescents with
trauma histories and children and adolescents with, or at risk of, mental
health disorders;</text>
</clause><clause id="H6BDB58FB01634D4284637C14C5E5D707"><enum>(ii)</enum><text>the use of
referral mechanisms that effectively link such children and adolescents to
appropriate treatment and intervention services in the school and in the
community and to followup when services are not available;</text>
</clause><clause id="H45A4A92D341F4A4B96120C578270F13E"><enum>(iii)</enum><text>strategies that
promote a school-wide positive environment;</text>
</clause><clause id="HC872BDEDA1F944858CB52B3C6EAA3187"><enum>(iv)</enum><text display-inline="yes-display-inline">strategies for promoting the social,
emotional, mental, and behavioral health of all students; and</text>
</clause><clause id="H124E2056A77D41158FC7394446271D5C"><enum>(v)</enum><text display-inline="yes-display-inline">strategies to increase the knowledge and
skills of school and community leaders about the impact of trauma and violence
and on the application of a public health approach to comprehensive mental
health programs.</text>
</clause></subparagraph><subparagraph id="H1343CFE1632E4914A2F41E9CECC7927F"><enum>(D)</enum><text display-inline="yes-display-inline">For parents, siblings, and other family
members of children and adolescents with mental health disorders, and for
members of the community, the program will provide training on—</text>
<clause id="H1641C45FE8DF4805903798C3EB28822D"><enum>(i)</enum><text>the techniques and
supports described in subparagraph (C)(i);</text>
</clause><clause id="H2025C516DF174CE5BD5D6B865FDC528E"><enum>(ii)</enum><text>the referral
mechanisms and followup described in subparagraph (C)(ii); and</text>
</clause><clause id="H352EBDBD9A6D4BDAB1B28DE23B4AE199"><enum>(iii)</enum><text>the strategies
described in clauses (iii), (iv), and (v) of subparagraph (C).</text>
</clause></subparagraph><subparagraph commented="no" id="H8AE3A052F42149BE8980A14190D1D039"><enum>(E)</enum><text>A plan will be
developed and implemented to sustain the program after funding under this
section terminates.</text>
</subparagraph><subparagraph commented="no" id="HF348D996550E48BDBBA337D0BEE4D760"><enum>(F)</enum><text display-inline="yes-display-inline">The local educational agency partnership
involved will be supported by the appropriate State educational and mental
health authority to ensure that the sustainability of the program is
established after funding under this section terminates.</text>
</subparagraph><subparagraph commented="no" id="H9653332D691F4E52993B8E1BCDF16440"><enum>(G)</enum><text>The program
will—</text>
<clause id="HBFB57449379F43D0B51BDA838AC68C69"><enum>(i)</enum><text>be
based on evidence-based practices, including those related to trauma;</text>
</clause><clause id="HF86F82B035D24C1DB081E56D211A0BBE"><enum>(ii)</enum><text>be implemented in
a culturally and linguistically appropriate manner;</text>
</clause><clause commented="no" id="H5FD4620F947644EF8CD6CC5950550EC3"><enum>(iii)</enum><text>be coordinated
with early intervening activities carried out under the Individuals with
Disabilities Education Act; and</text>
</clause><clause id="HB8CE8CD65FFB4D0FA0297C73F6F77780"><enum>(iv)</enum><text display-inline="yes-display-inline">include a broad needs assessment of youth
who drop out of school due to policies of <term>zero tolerance</term> with
respect to drugs, alcohol, or weapons and an inability to obtain appropriate
services.</text>
</clause></subparagraph><subparagraph id="H186EDD9D0D0D4D039E5F42687E1FABC7"><enum>(H)</enum><text display-inline="yes-display-inline">The program will provide mental health
services through qualified mental and behavioral health professionals who
are—</text>
<clause id="H41B366AEED72439BB638C4F36C67A212"><enum>(i)</enum><text>certified or
licensed by the State involved; and</text>
</clause><clause id="H83A529E8DBDC4373A1D82517964F3DD4"><enum>(ii)</enum><text>practicing within
their area of expertise.</text>
</clause></subparagraph></paragraph><paragraph id="H58EEEC8867F146C8B40B5EFF2C8B8C40"><enum>(3)</enum><header>Compliance with
HIPAA</header><text>An award recipient under this section shall be deemed to be
a covered entity for purposes of compliance with the regulations promulgated
under section 264(c) of the Health Insurance Portability and Accountability Act
of 1996 with respect to any patient records developed through activities funded
through the award.</text>
</paragraph></subsection><subsection id="H5A07BAB9E3CA48BA910DED476F302B78"><enum>(e)</enum><header>Geographical
distribution</header><text>The Secretary shall ensure that awards under this
section are distributed equitably among the regions of the country and among
urban and rural areas.</text>
</subsection><subsection id="H83DD510950804AE78698CC732D7AEA19"><enum>(f)</enum><header>Duration of
awards</header><text>The period of an award under this section shall be 6
years. An entity may receive only one award under this section, except that an
entity that is providing services and supports on a regional basis may receive
additional funding after the expiration of the preceding award period.</text>
</subsection><subsection id="H95BE721C2278402EA777B75EA9A8E45B"><enum>(g)</enum><header>Program
evaluation and outcome measures</header>
<paragraph id="HB95541837FA44CC5B3359D79390FC734"><enum>(1)</enum><header>Development of
process</header><text display-inline="yes-display-inline">The Secretary shall
develop a process for evaluating comprehensive mental health programs under
this section that includes—</text>
<subparagraph id="H498FB9A74D5748678B7833EE5A8CA35F"><enum>(A)</enum><text>the development of
guidelines for the submission of program data by an award recipient;</text>
</subparagraph><subparagraph id="HCA78646C3F2F42A8994201EFA1B834F1"><enum>(B)</enum><text>the development of
outcome measures (in accordance with paragraph (2)) to be applied by such
recipient, and used by the Secretary, to measure and evaluate the program’s
effectiveness and success; and</text>
</subparagraph><subparagraph id="H8E3C0B257D594EBFA63F243BB1890829"><enum>(C)</enum><text>the submission by
such recipient of annual reports—</text>
<clause id="HF3FCAE793AA244CDA97616F9FAC45025"><enum>(i)</enum><text>concerning the
effectiveness and success of the program; and</text>
</clause><clause id="HC01F328E89554FFE8404D4D210152A9D"><enum>(ii)</enum><text>including data
and other information relating to each outcome measure developed under
subparagraph (B).</text>
</clause></subparagraph></paragraph><paragraph id="H12354BCB79EB4008B319A3103F87CE07"><enum>(2)</enum><header>Outcome
measures</header>
<subparagraph id="H4E51ECAD0AC1454F9B60E8DDD5CB84D3"><enum>(A)</enum><header>Student and
family measures</header><text>The outcome measures developed under paragraph
(1)(B) shall include outcome measures relating to students and families, which,
at a minimum, should be designed to measure a program’s effectiveness
in—</text>
<clause id="HACC3E3F2C7C04942A256F7BEA2633881"><enum>(i)</enum><text>increasing social
and emotional competency;</text>
</clause><clause id="H3C32CF293F2B4B5AA05251931C353B97"><enum>(ii)</enum><text>increasing
academic competency (as defined by Secretary);</text>
</clause><clause id="HE57A363490F8465F93F8895EF245337A"><enum>(iii)</enum><text>reducing
disruptive and aggressive behaviors;</text>
</clause><clause id="H2FBC8ED9C20B4F86B005D1A0BCC41B00"><enum>(iv)</enum><text>improving child
and adolescent functioning;</text>
</clause><clause id="HA7CA49436022489190CFEE1122B57B3A"><enum>(v)</enum><text>reducing substance
use disorders;</text>
</clause><clause id="H098B8C8DC9794269B985322D5D750C32"><enum>(vi)</enum><text>reducing
suspensions, truancy, expulsions, and violence;</text>
</clause><clause id="HD2505EE79BAE4B19BBADC1A56FD52862"><enum>(vii)</enum><text>increasing
graduation rates (as defined under section 1111(b)(2)(C)(vi) of the Elementary
and Secondary Education Act of 1965); and</text>
</clause><clause commented="no" display-inline="no-display-inline" id="H67D320F30BDB41C5AA96C5444177CEED"><enum>(viii)</enum><text>improving
access to care for mental health disorders.</text>
</clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HA8D1ADA9E9D6499886E9C3126231C110"><enum>(B)</enum><header>Local
educational system measures</header><text>The outcome measures developed under
paragraph (1)(B) shall include outcome measures relating to local educational
systems, which, at a minimum, should be designed to measure—</text>
<clause id="H58529CDEBBF3456F9681EF4F5975907C"><enum>(i)</enum><text>the effectiveness
of—</text>
<subclause id="H89E3A9079DF249B9897EAF7D3A1A9817"><enum>(I)</enum><text>formal partnership
linkages among child and family-serving institutions, community support
systems, and the educational system in addressing mental health disorders;
and</text>
</subclause><subclause id="HBBEF3F9819DC45F492D1AF0E616F7B3F"><enum>(II)</enum><text>training and
professional development programs, including culturally and linguistically
appropriate training for appropriate school personnel; and</text>
</subclause></clause><clause id="HA0CB47629BFE4FC5A7095A93413D0FC1"><enum>(ii)</enum><text>the progress
in—</text>
<subclause id="HE0EBA675AABD41EF934C5EAAE9C4D4A8"><enum>(I)</enum><text display-inline="yes-display-inline">improving the perception of a safe and
supportive learning environment among school staff, students, and
parents;</text>
</subclause><subclause id="H1629541248944B7794AB5EFEA5E51337"><enum>(II)</enum><text>improving the
identification of students in need of more intensive mental health services and
referral of such students to early intervention and clinical mental health
services;</text>
</subclause><subclause id="H6A34C09219BE48138BC04849A70122C3"><enum>(III)</enum><text>improving access
to clinical assessment and treatment services within the context of the local
community to students posing a danger to themselves or others; and</text>
</subclause><subclause id="HA6BD0D123BFE43E6AF689680CE07448B"><enum>(IV)</enum><text>improving rates
of matriculation to postsecondary school and reducing referrals to the juvenile
justice system.</text>
</subclause></clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H83A1335EADEA43A3A492958AB9061268"><enum>(3)</enum><header>Evaluation and
dissemination by Secretary</header>
<subparagraph id="HBA3261CAA620487DBA66C807749BDFDD"><enum>(A)</enum><header>Evaluation</header><text>The
Secretary shall annually submit to Congress a report on the effectiveness and
success of the programs under this section, based on the data submitted under
paragraph (1)(C).</text>
</subparagraph><subparagraph id="H465FB1CF3D3D4DEA9E3C9F0DB50BF430"><enum>(B)</enum><header>Dissemination</header><text>The
Secretary shall establish comprehensive information and education programs to
disseminate to the general public and to health care professionals findings and
conclusions based on the data submitted under paragraph (1)(C).</text>
</subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H14F9FDAAD03F4A7AA69C646BC3B1397B"><enum>(4)</enum><header>Limitation on
evaluation activities</header><text>An award recipient shall not use more than
10 percent of amounts received under this section to carry out evaluation
activities.</text>
</paragraph></subsection><subsection id="H91DF20C9CDFE46E7A60300FCC2122AF0"><enum>(h)</enum><header>Definition</header><text>In
this section, the terms <term>children and adolescents</term> and <term>child
and adolescent</term> refer to individuals under 22 years of age.</text>
</subsection><subsection id="H7D57A95814DD42C0ACAC34A538D6A059"><enum>(i)</enum><header>Funding</header>
<paragraph id="HF2CDA00A257F4CBB96E23CBB6FA07B01"><enum>(1)</enum><header>Amount of
awards</header><text display-inline="yes-display-inline">An award to an entity
under this section shall not exceed $1,000,000 for each of fiscal years 2014
through 2018. The Secretary shall determine the amount of each award based on
the population of children and adolescents in the area to be served through the
award.</text>
</paragraph><paragraph id="H5885FDE5ADE84EF6A6A5A0C5E12AE251"><enum>(2)</enum><header>Authorization of
appropriations</header><text>There are authorized to be appropriated to carry
out this section such sums as may be necessary for fiscal years 2014 through
2018.</text>
</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph><paragraph id="H4CD05DCEB4EE494FB5841DD00D729E34"><enum>(2)</enum><header>Technical
amendments</header><text>The second part G (relating to services provided
through religious organizations) of title V of the Public Health Service Act
(42 U.S.C. 290kk et
seq.) is amended—</text>
<subparagraph id="H64D02E8D18C843A2A2A0F631CCCCAFB3"><enum>(A)</enum><text>by redesignating
such part as part J; and</text>
</subparagraph><subparagraph id="H9F5B5AEFC03D40D19F8433A26A014BE0"><enum>(B)</enum><text>by redesignating
sections 581 through 584 as sections 596 through 596C, respectively.</text>
</subparagraph></paragraph><paragraph id="HD01F43A6CB82414599661A64947B8B2E"><enum>(3)</enum><header>Conforming

</subsection><subsection id="H68CBDD3EE7C946B98C07995DB249A4B4"><enum>(d)</enum><header>Evaluation</header><text display-inline="yes-display-inline">Not later than the end of fiscal year 2017,
the Secretary of Health and Human Services shall submit to the Congress a
report on the implementation and effectiveness of the activities carried out
under sections 581, 520C, 520E, and 520E–2 of the Public Health Service Act, as
amended by this section, and section 520J of the Public Health Service Act, as
amended by section 213.</text>
</subsection></section><section id="HE94F5BEFC3CC4E7E9F5F1A9A87DACB1A"><enum>222.</enum><header>SAMHSA and HRSA
integration of mental health services into primary care settings</header><text display-inline="no-display-inline">Title V of the Public Health Service Act is
amended by inserting after section 520K (<external-xref legal-doc="usc" parsable-cite="usc/42/290bb-42">42 U.S.C. 290bb–42</external-xref>) the
following:</text>
<quoted-block display-inline="no-display-inline" id="H306984FFE4B7405B95F9947FB97627AD" style="OLC">
<section id="H40C3D733B7B34C92AC7D6FF7D1FC2F57"><enum>520K–1.</enum><header>Awards for
co-locating mental health services in primary care settings</header>
<subsection id="H0FD5910DC9BB41C6ACC42633E20DD584"><enum>(a)</enum><header>Program
authorized</header><text display-inline="yes-display-inline">The Secretary,
acting through the Administrators of the Substance Abuse and Mental Health
Services Administration and the Health Resources and Services Administration,
shall award grants, contracts, and cooperative agreements to eligible entities
for the provision of coordinated and integrated mental health services and
primary health care.</text>
</subsection><subsection id="H4E7F3DCC48624E69824E38612552B4F5"><enum>(b)</enum><header>Eligible
entities</header><text>To be eligible to seek a grant, contract, or cooperative
agreement this section, an entity shall be a public or nonprofit entity.</text>
</subsection><subsection id="H4BF3780217F948939ECAFFFB115BAD4A"><enum>(c)</enum><header>Use of
funds</header><text>An eligible entity receiving an award under this section
shall use the award for the provision of coordinated and integrated mental
health services and primary health care through—</text>
<paragraph id="H75907449DA014B6BA7A32C3663803735"><enum>(1)</enum><text>the co-location of
mental health services in primary care settings;</text>
</paragraph><paragraph id="HB9177153E65F4EDEA7C4664FC0E8D332"><enum>(2)</enum><text>the use of care
management services to facilitate coordination between mental health and
primary care providers;</text>
</paragraph><paragraph id="HFBA5DBF48C5B41EC9F7B2D298C74A7B4"><enum>(3)</enum><text>the use of
information technology (such as telemedicine)—</text>
<subparagraph id="H3E32DDB247174F749643BFCFCCA2CBBD"><enum>(A)</enum><text>to facilitate
coordination between mental health and primary care providers; or</text>
</subparagraph><subparagraph id="HC67371E02B0940498222C22BD5C5DFBD"><enum>(B)</enum><text>to expand the
availability of mental health services; or</text>
</subparagraph></paragraph><paragraph id="H275CFF14098B485CB43D4720B79D945A"><enum>(4)</enum><text>the provision of
training and technical assistance to improve the delivery, effectiveness, and
integration of mental health services into primary care settings.</text>
</paragraph></subsection><subsection id="HBE52E9E447F440B592AC7C1D09806A1C"><enum>(d)</enum><header>Authorization of
appropriations</header><text>To carry out this section, there are authorized to
be appropriated such sums as may be necessary for fiscal years 2014 through
2018.</text>
</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section commented="no" id="H3E226DA051A44C73B58ADB995FA2B0C1"><enum>223.</enum><header>Children’s
recovery from trauma</header><text display-inline="no-display-inline">Section
582 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/290hh-1">42 U.S.C. 290hh–1</external-xref>) is
amended—</text>
<paragraph commented="no" id="HB787D26FDE0F46C0A1BF3F61132BBC84"><enum>(1)</enum><text>in subsection (a),
by striking <quote>developing programs</quote> and all that follows and
inserting “developing and maintaining programs that provide for—</text>
<quoted-block display-inline="no-display-inline" id="H0FE34CDFF3DD493592DE72A250142F0A" style="OLC">
<paragraph id="H104B05A87C95417CB225A30404B230AD"><enum>(1)</enum><text>the continued
operation of the National Child Traumatic Stress Initiative (referred to in
this section as the <term>NCTSI</term>), including a coordinating center, that
focuses on the mental, behavioral, and biological aspects of psychological
trauma response; and</text>
</paragraph><paragraph id="H494A1020E9E14E56BD9DF111606BCBD4"><enum>(2)</enum><text>the development of
knowledge with regard to evidence-based practices for identifying and treating
mental, behavioral, and biological disorders of children and youth resulting
from witnessing or experiencing a traumatic
event.</text>
</paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
</paragraph><paragraph commented="no" id="H8990F0D811F0484DA31F6CA2E90CBF6E"><enum>(2)</enum><text>in subsection (b)
by striking <quote>subsection (a) related</quote> and all that follows through
the end of the subsection and inserting <quote>subsection (a)(2) (related to
the development of knowledge on evidence-based practices for treating mental,
behavioral, and biological disorders associated with psychological trauma), the
Secretary shall give priority to universities, hospitals, mental health
agencies, and other programs that have established clinical expertise and
research experience in the field of trauma-related mental
disorders.</quote>;</text>
</paragraph><paragraph commented="no" id="HE49AA267B2F84F9099FAD4ECB03995C2"><enum>(3)</enum><text>by redesignating
subsections (c) through (g) as subsections (e) through (i),
respectively;</text>
</paragraph><paragraph commented="no" id="H7DC03C57C523400EA4E7E1C1BBA03923"><enum>(4)</enum><text>by inserting after
subsection (b), the following:</text>

Traumatic Stress Initiative</header><text>The NCTSI coordinating center
shall—</text>
<paragraph id="H9364340C345B4A9F9F387CAF68430EA0"><enum>(1)</enum><text>collect, analyze,
and report NCTSI-wide child treatment process and outcome data regarding the
early identification and delivery of evidence-based treatment and services for
children and families served by the NCTSI grantees;</text>
</paragraph><paragraph id="HFA6716F2416E4699BE33166D0D8C1023"><enum>(2)</enum><text>facilitate the
coordination of training initiatives in evidence-based and trauma-informed
treatments, interventions, and practices offered to NCTSI grantees, providers,
and partners; and</text>
</paragraph><paragraph id="H16318E360D8F4B4E9DB51EB77567AF65"><enum>(3)</enum><text>collaborate, as
appropriate, with the Secretary in the dissemination of evidence-based and
trauma-informed interventions, treatments, products, and other resources to
appropriate stakeholders.</text>
</paragraph></subsection><subsection id="HF7440A8D05A24937B3426B8B73396C01"><enum>(d)</enum><header>Review</header><text>The
Secretary shall, consistent with the peer review process, ensure that NCTSI
applications are reviewed by appropriate experts in the field, including
experts in child
trauma.</text>
</subsection><after-quoted-block>;</after-quoted-block></quoted-block>
</paragraph><paragraph commented="no" id="HF56DB0F90C614B7E9DE42CD4BA03299E"><enum>(5)</enum><text>in subsection (e)
(as so redesignated), by striking <quote>with respect to centers of excellence
are distributed equitably among the regions of the country</quote> and
inserting <quote>are distributed equitably among the regions of the United
States</quote>;</text>

health and substance use disorders among geriatric populations, as well as
disseminate information about such evidence-based practices to States and
nongrantees throughout the United

</section><section id="HD33B883CB5084E5ABA23B51277FB373C"><enum>225.</enum><header>GAO study on
availability of inpatient beds</header><text display-inline="no-display-inline">Not later than 2 years after the date of
enactment of this Act, the Comptroller General of the United States shall
conduct a study and submit a report to the Congress on—</text>
<paragraph id="H1FF2BF67594A4855A8CA54E63EC5D4BA"><enum>(1)</enum><text>the availability
of inpatient beds for treatment of mental health disorders;</text>
</paragraph><paragraph id="HE64B437AAA224C94A5A68E471BFDC304"><enum>(2)</enum><text>the impact of such
availability on access to, and the quality of, mental health services;
and</text>
</paragraph><paragraph commented="no" id="H18E0D338EDE540BFA164668E3CEDA0D8"><enum>(3)</enum><text>the impact on
individuals with serious mental illness and on States of the exclusion from
medical assistance under section 1905(a) of the Social Security Act (42 U.S.C.
1396d(a)) of payment with respect to care or services for certain patients in
an institution for mental diseases.</text>
</paragraph></section><section id="H975D21DFE8DB4080B310A38A548DE075"><enum>226.</enum><header>Reporting
requirements for block grants regarding mental health and substance use
disorders</header><text display-inline="no-display-inline">Section 1942 of the
Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300x-52">42 U.S.C. 300x–52</external-xref>) is amended to read as
follows:</text>

<paragraph display-inline="no-display-inline" id="H8FCB5CE379814B73B12AC98F262AB105"><enum>(1)</enum><header>Annual
report</header><text>A funding agreement for a grant under section 1911 is
that—</text>
<subparagraph id="H744428BBA3A44FC1AB20E71A31920689"><enum>(A)</enum><text>the State involved
will prepare and submit to the Secretary an annual report on the activities
funded through the grant; and</text>
</subparagraph><subparagraph id="HF3B6593172D248D89E236352AE047B39"><enum>(B)</enum><text>each such report
shall be prepared by, or in consultation with, the State agency responsible for
community mental health programs and activities.</text>
</subparagraph></paragraph><paragraph id="HECEB64B980834A2C8DF47E98ED4A0298"><enum>(2)</enum><header>Standardized
form; contents</header><text>In order to properly evaluate and to compare the
performance of different States assisted under section 1911, reports under this
section shall be in such standardized form and contain such information as the
Secretary determines (after consultation with the States) to be
necessary—</text>
<subparagraph id="H8980116F630945F6BCBA14857CB5B9D7"><enum>(A)</enum><text>to secure an
accurate description of the activities funded through the grant under section
1911;</text>
</subparagraph><subparagraph id="HAB9F03EA494643DBA6223DEE0527C25A"><enum>(B)</enum><text>to determine the
extent to which funds were expended consistent with the State’s application
transmitted under section 1917(a); and</text>
</subparagraph><subparagraph id="H6DF550F481814C08958FBD227FA7BBF0"><enum>(C)</enum><text>to describe the
extent to which the State has met the goals and objectives it set forth in its
State plan under section 1912(b).</text>
</subparagraph></paragraph><paragraph id="H7B22C92EF5944F66A8C9BB4DBC678B3D"><enum>(3)</enum><header>Minimum
contents</header><text>Each report under this section shall, at a minimum,
include the following information:</text>
<subparagraph id="H1B5277EE01E04E7DAD436AD70D6E2235"><enum>(A)</enum><clause commented="no" display-inline="yes-display-inline" id="HDAB4F4FE2F3641168191295B22B54664"><enum>(i)</enum><text>The number of
individuals served by the State under subpart I (by class of

</clause><clause id="H251E279C6A594CE2845E8DC6978180A6" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">The proportion of each class of such
individuals which has health coverage.</text>
</clause><clause id="HAFB921B68FE74C91A7066B4C20704726" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">The types of services (as defined by the
Secretary) provided under subpart I to individuals within each such
class.</text>
</clause><clause id="H6097211BD1A44699B5CEBB84D809212B" indent="up1"><enum>(iv)</enum><text display-inline="yes-display-inline">The amounts spent under subpart I on each
type of service (by class of individuals served).</text>
</clause></subparagraph><subparagraph id="H2D6C907B54AF40ABA089053F80EB3E70"><enum>(B)</enum><text>Information on the
status of mental health in the State, including information (by county and by
racial and ethnic group) on each of the following:</text>
<clause id="H55898E3F4519472C98C8C74871001670"><enum>(i)</enum><text>The proportion of
adolescents with serious mental illness (including major depression).</text>
</clause><clause id="H4517455A4DE547F587890FB11900EEDD"><enum>(ii)</enum><text>The proportion of
adults with serious mental illness (including major depression).</text>
</clause><clause id="H0955F66DF3C94FDCB539EB743B13A21F"><enum>(iii)</enum><text>The proportion
of individuals with co-occurring mental health and substance use
disorders.</text>
</clause><clause id="HEEA9B75EFC6E46F38353029F6758F38C"><enum>(iv)</enum><text>The proportion of
children and adolescents with mental health disorders who seek and receive
treatment.</text>
</clause><clause id="H0695B9143EA7419CA0FBADD965A64431"><enum>(v)</enum><text>The proportion of
adults with mental health disorders who seek and receive treatment.</text>
</clause><clause id="HC9D02E8AB15B4A7B84AB5D33FE443CCB"><enum>(vi)</enum><text>The proportion of
individuals with co-occurring mental health and substance use disorders who
seek and receive treatment.</text>
</clause><clause id="H6DBE57D5317B4940814AD05E01A7F127"><enum>(vii)</enum><text>The proportion
of homeless adults with mental health disorders who receive treatment.</text>
</clause><clause id="H067D18A4FB1F46C08B4D4636216F3C4F"><enum>(viii)</enum><text>The number of
primary care facilities that provide mental health screening and treatment
services onsite or by paid referral.</text>
</clause><clause id="HA110BFED7775490B9CC57A7AD831ADD6"><enum>(ix)</enum><text>The number of
primary care physician office visits that include mental health screening
services.</text>
</clause><clause id="H50A88D6736394DA189F55D7319672010"><enum>(x)</enum><text>The number of
juvenile residential facilities that screen admissions for mental health
disorders.</text>
</clause><clause id="H5B2DEF61B5414EAC8ABE6569D9E030B8"><enum>(xi)</enum><text>The number of
deaths attributable to suicide.</text>
</clause></subparagraph><subparagraph id="H043624F438F94BA3A32EFCAEFB3094BF"><enum>(C)</enum><text>Information on the
number and type of health care practitioners licensed in the State and
providing mental health-related services.</text>
</subparagraph></paragraph><paragraph id="HB92A867DEEEB4004BC2F0E02CF274522"><enum>(4)</enum><header>Availability of
reports</header><text display-inline="yes-display-inline">The Secretary shall,
upon request, provide a copy of any report under this section to any interested
public agency.</text>
</paragraph></subsection><subsection id="H6B8E71601F0B4DA29A8CF3B6FDB6B771"><enum>(b)</enum><header>Block grants for
prevention and treatment of substance use disorders</header>
<paragraph display-inline="no-display-inline" id="H31737B237D2E4459B8BBEEECF499FC2D"><enum>(1)</enum><header>Annual
report</header><text>A funding agreement for a grant under section 1921 is
that—</text>
<subparagraph id="H3F7C2D848FEB4206BCA290E21C7AB9CC"><enum>(A)</enum><text>the State involved
will prepare and submit to the Secretary an annual report on the activities
funded through the grant; and</text>
</subparagraph><subparagraph id="H8B8791088C1F41E6813BCD92A95F20CD"><enum>(B)</enum><text>each such report
shall be prepared by, or in consultation with, the State agency responsible for
substance use disorder programs and activities.</text>
</subparagraph></paragraph><paragraph id="H2EF4D6688BD44F10980CA5492610F86A"><enum>(2)</enum><header>Standardized
form; contents</header><text>In order to properly evaluate and to compare the

contents</header><text>Each report under this section shall, at a minimum,

</clause><clause id="H79614BA278FB4C23973AC55632CEB0FE" indent="up1"><enum>(iii)</enum><text display-inline="yes-display-inline">The types of services (as defined by the
Secretary) provided under subpart II to individuals within each such
class.</text>
</clause><clause id="HB4F917839E8B4470890E35B21E528EC4" indent="up1"><enum>(iv)</enum><text display-inline="yes-display-inline">The amounts spent under subpart II on each
type of service (by class of individuals served).</text>
</clause></subparagraph><subparagraph id="HFA281133B4C745F8BDBB21A8F3FBAE19"><enum>(B)</enum><text>Information on the
status of substance use disorders in the State, including information (by
county and by racial and ethnic group) on each of the following:</text>
<clause id="HD88574C451D94216A67E8A051441559A"><enum>(i)</enum><text display-inline="yes-display-inline">The proportion of adolescents using alcohol
or other addictive drugs (including nicotine).</text>
</clause><clause id="H2520847357BB434B9430FA5AC27DB074"><enum>(ii)</enum><text>The proportion of
adults (including pregnant women) using alcohol or other addictive drugs
(including nicotine).</text>
</clause><clause id="HC51EB879363749448143341ED774AA02"><enum>(iii)</enum><text>The proportion
of adolescents using prescription drugs for nonmedical purposes.</text>
</clause><clause id="H921626FB6D314DE9B5877BC3BD91E1D8"><enum>(iv)</enum><text>The proportion of
adults using prescription drugs for nonmedical purposes.</text>
</clause><clause id="H8A8F8237B2B54821AA5F17B055760822"><enum>(v)</enum><text>The number of
individuals (including pregnant women) admitted to substance use disorder
treatment programs (including group home arrangements).</text>
</clause><clause id="H89568E278CCC48A5BD55A81CF5CE61CB"><enum>(vi)</enum><text>The number of
deaths attributable to alcohol.</text>
</clause><clause id="HB7A3832DFB904594AE04F907D8FEB192"><enum>(vii)</enum><text>The number of
deaths attributable to illicit drugs.</text>
</clause><clause id="HFD7F497A16904C3E998FEE6E450C03A0"><enum>(viii)</enum><text>The number of
deaths attributable to prescription drugs.</text>
</clause></subparagraph><subparagraph id="HD1868A393DC74247A4FFF71BF1B778B7"><enum>(C)</enum><text>Information on the
number and type of health care practitioners licensed in the State and
providing substance use disorder-related services.</text>
</subparagraph></paragraph><paragraph id="H1181389EA8A44149A96778553D26E32C"><enum>(4)</enum><header>Availability of
reports</header><text display-inline="yes-display-inline">The Secretary shall,
upon request, provide a copy of any report under this section to any interested
public
agency.</text>
</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section><section id="H40D56ACE127C472E88A8E49030D5ED07"><enum>227.</enum><header>Mental health
parity</header><text display-inline="no-display-inline">In the case of a group
health plan or health insurance coverage that provides both medical and
surgical benefits and mental health and substance use disorder benefits, the
Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act
of 2008 (subtitle B of title V of division C of <external-xref legal-doc="public-law" parsable-cite="pl/110/343">Public Law 110–343</external-xref>) and the
amendments made thereby shall be construed to ensure full parity of such
benefits, including—</text>
<paragraph id="H3FC4DE39B490469CBD21860F00C6007C"><enum>(1)</enum><text>at all levels of
medically appropriate treatment; and</text>
</paragraph><paragraph id="H8D19684B2FF3413599560B70DEF42A98"><enum>(2)</enum><text>with respect to
applicable medical management techniques.</text>
</paragraph></section></subtitle><subtitle id="H43F6902E5B3944C4A546E67E456BC77F"><enum>D</enum><header>Promoting Public
Awareness of Mental Health Disorders and Reducing Stigma of Such
Disorders</header>
<section id="HA8B632E37B694FD7A19B8428194CC4B0"><enum>231.</enum><header>Promoting
public awareness of mental health disorders and reducing stigma of such
disorders</header><text display-inline="no-display-inline">Title V of the
Public Health Service Act is amended by inserting after section 520E–2 (42
U.S.C. 290bb–40) the following:</text>
<quoted-block display-inline="no-display-inline" id="H01576E09DFB94844B5FAD637BDCEB900" style="OLC">
<section id="HCD87215000A242C49C4B6C4254610A79"><enum>520E–3.</enum><header>Promoting
public awareness of mental health disorders and reducing stigma of such
disorders</header>
<subsection id="H07A33F9231594DE5B89EF915A74FB1CE"><enum>(a)</enum><header>Program
authorized</header><text display-inline="yes-display-inline">The Secretary may,
by awarding grants, contracts, and cooperative agreements to eligible entities,
provide for planning, establishing, coordinating, and evaluating a nationwide
public education campaign that is designed—</text>
<paragraph id="HB4116DF4684545DB88575AA8BD17E833"><enum>(1)</enum><text>to promote public
awareness and understanding of mental health disorders, including serious
mental illness; and</text>
</paragraph><paragraph id="H6490C51D867D4130BAD2C70B351F07D6"><enum>(2)</enum><text>to reduce the
stigma associated with mental health disorders.</text>
</paragraph></subsection><subsection id="HCA55F2A166924DC284B8F1138DFC5B57"><enum>(b)</enum><header>Eligible
entities</header><text>To be eligible to seek an award under this section, an
entity shall be a public or nonprofit entity with demonstrated expertise in
conducting a public health-related campaign.</text>
</subsection><subsection id="H0F891ED6381549AA8F7E8D004A7E2732"><enum>(c)</enum><header>Activities</header><text>The
public education campaign under this section shall include—</text>
<paragraph id="H5E39D543CC494D9D8B2F7CE2DA34BA27"><enum>(1)</enum><text>national education
and outreach through television advertisements, radio advertisements,
Internet-based resources, social media, and print media; and</text>
</paragraph><paragraph id="H6862F2CC563D4266B9B073FFA6C4684E"><enum>(2)</enum><text>community-based
education and outreach.</text>
</paragraph></subsection><subsection id="H32B6B499C1334ADB8A61554EC0D42B41"><enum>(d)</enum><header>Preference</header><text>In
making awards under this section, the Secretary shall give preference to
eligible entities that—</text>
<paragraph id="H7CFDA9CA72C94208AE59AD2A4E8697AA"><enum>(1)</enum><text display-inline="yes-display-inline">have demonstrated expertise in conducting a
public health-related campaign that is focused on mental health disorders;
and</text>
</paragraph><paragraph id="H53609568265D48DBA7AA55A2F2C9C144"><enum>(2)</enum><text>are proposing
public education campaigns that will—</text>
<subparagraph id="H3777E44051DF4145917B882D30A4C987"><enum>(A)</enum><text>be carried out in
partnership with local community partners; and</text>
</subparagraph><subparagraph id="H4969C1A69F3E495E81554418931B7317"><enum>(B)</enum><text>emphasize
education and outreach targeting children, adolescents, and young adults
through 24 years of age.</text>
</subparagraph></paragraph></subsection><subsection id="H7725C8E408EE4E48990161B62F8BC587"><enum>(e)</enum><header>Consultation</header><text display-inline="yes-display-inline">In carrying out this section, the Secretary
shall consult with each of the following stakeholders:</text>
<paragraph id="H6FD04B9CFD7340C59FD97FFE0E1D4071"><enum>(1)</enum><text>Mental health
consumers, including youth, adults, and family members.</text>
</paragraph><paragraph id="HFFE7EBC107794580A3E28EB1EACA06D7"><enum>(2)</enum><text>Representatives of
mental and behavioral health organizations.</text>
</paragraph><paragraph id="H45555C285D7B41F486B0736D05386B0E"><enum>(3)</enum><text>Representatives of
medical, public health, and behavioral health professional
organizations.</text>
</paragraph><paragraph id="HEB07AEBF84B3469882BFF29B6B4F7CBA"><enum>(4)</enum><text>Representatives of
mental health providers, including community mental health centers.</text>
</paragraph><paragraph id="H651B8A148CD4442D81740017CB503144"><enum>(5)</enum><text>Representatives of
private- and public-sector groups with experience in the development of
effective public health education campaigns.</text>
</paragraph><paragraph id="HAF04545F4BC841CF8A9848215B68DE86"><enum>(6)</enum><text>Other stakeholders
with relevant subject matter expertise as appropriate.</text>
</paragraph></subsection><subsection id="H0C374970255D40A687F9CAF20B7C115D"><enum>(f)</enum><header>Evaluation</header><text>As
a condition on receipt of an award under this section, an eligible entity shall
agree—</text>
<paragraph id="H7EC524A6B8A04C00B65A6EB759787CF0"><enum>(1)</enum><text>to evaluate the
effectiveness of activities funded through the award; and</text>
</paragraph><paragraph id="HC210250CC43D4547A2A045F96010780E"><enum>(2)</enum><text>to report the
results of such evaluation to the Secretary.</text>
</paragraph></subsection><subsection id="H40984A8DF5B3432997D7CD559BC6E028"><enum>(g)</enum><header>Authorization of
appropriations</header><text>To carry out this section, there are authorized to
be appropriated such sums as may be necessary for fiscal years 2014 through
2018.</text>
</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
</section></subtitle><enum>III</enum><header>Understanding
the Epidemic of Gun Violence</header>
<section id="H644F0B495C604CB096A1DF9245994FDD"><enum>301.</enum><header>Reaffirming CDC
research authority</header>
<subsection id="HA2A83614AF874A61B4BEAA7040E39DE9"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">Section 391 of the
Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/280b">42 U.S.C. 280b</external-xref>) is amended—</text>
<paragraph id="H6B65962248CD4CC982B71B51C63BD02F"><enum>(1)</enum><text>in subsection
(a)(1), by striking <quote>research relating to the causes, mechanisms,
prevention, diagnosis, treatment of injuries, and rehabilitation from
injuries;</quote> and inserting</text>
<quoted-block display-inline="yes-display-inline" id="HDF1CB30122734EEE8604D1B01770BCDC" style="OLC">
<text>research,
including data collection, relating to—</text><subparagraph id="H2B7292E05EEB4489B626FD6023D4A1C9"><enum>(A)</enum><text display-inline="yes-display-inline">the causes, mechanisms, prevention,
diagnosis, and treatment of injuries, including with respect to gun violence;
and</text>
</subparagraph><subparagraph id="H3110ECCFA3E54CE5AC666411CA298C69"><enum>(B)</enum><text>rehabilitation
from such injuries;</text>
</subparagraph><after-quoted-block>;
and</after-quoted-block></quoted-block>
</paragraph><paragraph id="HCF01D8D129024B769B8FBF4E60375CFA"><enum>(2)</enum><text>by adding at the
end the following new subsection:</text>
<quoted-block display-inline="no-display-inline" id="H63166C7BD33A4DC2A6AEC6E8C8FF47ED" style="OLC">
<subsection id="H35C6F6ADD65B495585E3DF282C12D2BC"><enum>(c)</enum><header>No advocacy or
promotion of gun control</header><text display-inline="yes-display-inline">Nothing in this section shall be construed
to—</text>
<paragraph id="HBAB0154A0FC143A29F13655F8FDB087B"><enum>(1)</enum><text>authorize the
Secretary to give assistance, make grants, or enter into cooperative agreements
or contracts for the purpose of advocating or promoting gun control; or</text>
</paragraph><paragraph id="H3ECD12252A0340408FF42B3BC5A96B66"><enum>(2)</enum><text>permit a recipient
of any assistance, grant, cooperative agreement, or contract under this section
to use such assistance, grant, agreement, or contract for the purpose of
advocating or promoting gun
control.</text>
</paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
</paragraph></subsection><subsection id="H369C7FAE451C4E3E914BC9812246A81E"><enum>(b)</enum><header>Authorization of
appropriations</header><text>Section 394A of the Public Health Service Act (42
U.S.C. 280b–3) is amended by striking <quote>authorized to be
appropriated</quote> and all that follows through the end and inserting the
following: <quote>authorized to be appropriated such sums as may be necessary
for fiscal years 2014 through 2018.</quote>.</text>
</subsection></section><section id="H7657F539265547159834624ECF0C37B6"><enum>302.</enum><header>National
violent death reporting system</header><text display-inline="no-display-inline">The Secretary of Health and Human Services,
acting through the Director of the Centers for Disease Control and Prevention,
shall improve, particularly through the inclusion of additional States, the
National Violent Death Reporting System, as authorized by title III of the
Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/241">42 U.S.C. 241 et seq.</external-xref>). Participation in the system
by the States shall be voluntary.</text>
</section><section id="H62ED68F25D0E425D8A311424E702198C" section-type="subsequent-section"><enum>303.</enum><header>Protecting
confidential doctor-patient relationship</header><text display-inline="no-display-inline">Section 2717(c) of the Public Health Service
Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300gg-17">42 U.S.C. 300gg–17(c)</external-xref>) is amended by adding at the end the following new
paragraph:</text>
<quoted-block display-inline="no-display-inline" id="H374F56E338DC4E4E94450105858A3774" style="OLC">
<paragraph id="H50EF5228CD81463FA66C760690A0D973"><enum>(6)</enum><header>Rule of
construction</header><text display-inline="yes-display-inline">Notwithstanding
the previous provisions of this subsection, none of the authorities provided to
the Secretary under the Patient Protection and Affordable Care Act, an
amendment made by that Act, or this subsection shall be construed to prohibit a
physician or other health care provider from—</text>
<subparagraph id="H2F187B96F8FA4A37B26D265076DEFC9A"><enum>(A)</enum><text>asking a patient
about the ownership, possession, use, or storage of a firearm or ammunition in
the home of such patient;</text>
</subparagraph><subparagraph id="HD9D582E664C640E6892BE37C49CE6459"><enum>(B)</enum><text>speaking to a
patient about gun safety; or</text>
</subparagraph><subparagraph id="H4B89BDF6125747AA851D32A18D9C3C03"><enum>(C)</enum><text>reporting to the
authorities a patient’s threat of
violence.</text>
</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
</section>
