<official-title>To amend the Fair Debt Collection Practices Act to preclude law firms and licensed attorneys from the definition of a debt collector when taking certain actions.</official-title>

<section id="H55985B64617F41A6B3D1160EC98EFD56" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Fair Debt Collection Practices Technical Clarification Act of 2013</short-title></quote>.</text></section> 
<section id="H09AA5037016F4BA9B09965F6B291B8DD"><enum>2.</enum><header>Legal proceeding exception</header><text display-inline="no-display-inline">Section 803(6) of the Fair Debt Collection Practices Act (<external-xref legal-doc="usc" parsable-cite="usc/12/1692a">12 U.S.C. 1692a(6)</external-xref>) is amended—</text> 
<paragraph id="H909E3F4A796B4B3CBEEA302225AD8F86"><enum>(1)</enum><text>by redesignating subparagraph (F) as subparagraph (G); and</text></paragraph> 
<paragraph id="H17188430B6854BFF89EDE6790816C067"><enum>(2)</enum><text>by inserting after subparagraph (E) the following:</text>

<subparagraph id="H8364E305B89348938584818B28DE7DA4"><enum>(F)</enum><text display-inline="yes-display-inline">any law firm or licensed attorney—</text> 
<clause id="HCAF47E972DE9478D8B5C2D3E52112FEE"><enum>(i)</enum><text>serving, filing, or conveying formal legal pleadings, discovery requests, or other documents pursuant to the applicable rules of civil procedure; or</text></clause> 
<clause id="H9EE2FF94FC0F4B4E932FF06A27D6D8BE"><enum>(ii)</enum><text>communicating in, or at the direction of, a court of law or in depositions or settlement conferences, in connection with a pending legal action to collect a debt on behalf of a client; and</text></clause></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
