		<legis-type>A BILL</legis-type>
		<official-title>To amend the Higher Education Act of 1965 to increase the
		  amount of loan forgiveness available to highly qualified teachers employed in
		  low-income schools who teach in the same school district for five consecutive
		  years.</official-title>

	<legis-body id="H951EA9EF89454BF3B0DA102E926C12FE" style="OLC">
		<section id="HBE9B963CE03443C79C377085EE086275" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote>Support
			 Educators and Reinvest in Valuable Education Act</quote> or <quote>SERVE
			 Act</quote>.</text>
		</section><section id="HA7BABB07FE924098B272773850A86CDF"><enum>2.</enum><header>Additional loan
			 forgiveness for highly qualified teachers employed in a low-income school in
			 the same local educational agency for 5 consecutive years</header>
			<subsection id="H0EBB01D172D848C38A87ABD180A95468"><enum>(a)</enum><header>Federal Family
			 Education Loan Program</header><text display-inline="yes-display-inline">Section 428J(c) of the Higher Education Act
			 of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1078-10">20 U.S.C. 1078–10(c)</external-xref>) is amended by adding at the end the following
			 new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="H9C507ADFAC0C45FD9ADBCD6E617FF0CD" style="OLC">
					<paragraph id="HF04A257E06BB47D79DF1593F4B880013"><enum>(4)</enum><header>Additional
				amounts for teachers employed by the same local educational agency for 5
				consecutive complete school years</header>
						<subparagraph id="HC4A4238215214610B7C493F505B009B1"><enum>(A)</enum><header>Amounts</header><text>Notwithstanding
				the amount specified in paragraph (1), the aggregate amount that the Secretary
				shall repay under this section shall be not more than $17,500 in the case of an
				elementary or secondary school teacher—</text>
							<clause id="H00D9EE18B7364292BF536F9ADE58AA0C"><enum>(i)</enum><text>who meets the
				requirements of subsection (b); and</text>
							</clause><clause id="HD0FF75153F074864A6EEEEA33ABF93F8"><enum>(ii)</enum><text display-inline="yes-display-inline">who has been employed as a full-time
				teacher for 5 consecutive complete school years at the same local educational
				agency.</text>
							</clause></subparagraph><subparagraph id="H48925E5C7D1E4669A35FEFFB62A17AC3"><enum>(B)</enum><header>Inclusion of
				PLUS loans</header><text>A loan made under section 428B (other than an excepted
				PLUS loan) shall be considered a qualified loan amount for purposes of this
				paragraph.</text>
						</subparagraph><subparagraph id="HDB7B8EF865FC474BABB7DF383279A5B4"><enum>(C)</enum><header>Treatment of
				consolidation loans</header><text>Notwithstanding paragraph (2), a loan amount
				for a loan made under section 428C may be a qualified loan amount for the
				purposes of this paragraph only to the extent that such loan amount was used to
				repay a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford
				Loan, a Federal Direct PLUS Loan (other than an excepted PLUS loan), or a loan
				made under section 428, 428B (other than an excepted PLUS loan), or 428H for a
				borrower who meets the requirements of subparagraph (A), as determined in
				accordance with regulations prescribed by the Secretary.</text>
						</subparagraph><subparagraph id="H7DA054B3054849CF8FDFE2BE8D0E4289"><enum>(D)</enum><header>Excepted PLUS
				loan</header><text>In this paragraph, the term <term>excepted PLUS loan</term>
				has the meaning given the term in section
				493C(a).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="HD00DE59595284A34A460244280E94008"><enum>(b)</enum><header>William D. Ford
			 Federal Direct Loan Program</header><text>Section 460(c) of the Higher
			 Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1087j">20 U.S.C. 1087j(c)</external-xref>) is amended by adding at the end the
			 following new paragraph:</text>
				<quoted-block display-inline="no-display-inline" id="HAF62FB51940A469EA9EE4A77E70AF2A5" style="OLC">
					<paragraph id="HABF7CF0F78A0486E8275793199ECC079"><enum>(4)</enum><header>Additional
				amounts for teachers employed by the same local educational agency for 5
				consecutive complete school years</header>
						<subparagraph id="H3DB4E43C9C0E4B8AA0F3E274544BEDDD"><enum>(A)</enum><header>Amounts</header><text>Notwithstanding
				the amount specified in paragraph (1), the aggregate amount that the Secretary
				shall cancel under this section shall be not more than $17,500 in the case of
				an elementary or secondary school teacher—</text>
							<clause id="H922F6A18F7DE4DFDAF2671C7AB70B114"><enum>(i)</enum><text>who meets the
				requirements of subsection (b); and</text>
							</clause><clause id="H647BEFFA0469451A96187315C87651DC"><enum>(ii)</enum><text display-inline="yes-display-inline">who has been employed as a full-time
				teacher for 5 consecutive complete school years at the same local educational
				agency.</text>
							</clause></subparagraph><subparagraph id="HA391B3374B7B4926BBEADB938510C90E"><enum>(B)</enum><header>Inclusion of
				PLUS loans</header><text>A Federal Direct PLUS Loan (other than an excepted
				PLUS loan) shall be considered a qualified loan amount for purposes of this
				paragraph.</text>
						</subparagraph><subparagraph id="HF51859315FB54ECDACFBE752F5B05C40"><enum>(C)</enum><header>Treatment of
				consolidation loans</header><text>Notwithstanding paragraph (2), a loan amount
				for a Federal Direct Consolidation Loan may be a qualified loan amount for the
				purposes of this paragraph only to the extent that such loan amount was used to
				repay a Federal Direct Stafford Loan, a Federal Direct Unsubsidized Stafford
				Loan, a Federal Direct PLUS Loan (other than an excepted PLUS loan), or a loan
				made under section 428, 428B (other than an excepted PLUS loan), or 428H for a
				borrower who meets the requirements of subparagraph (A), as determined in
				accordance with regulations prescribed by the Secretary.</text>
						</subparagraph><subparagraph id="HC24A2F4ED37B47E0B873F879B5F1A3CE"><enum>(D)</enum><header>Excepted PLUS
				loan</header><text>In this paragraph, the term <term>excepted PLUS loan</term>
				has the meaning given the term in section
				493C(a).</text>
						</subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
