		<official-title>To amend the Riegle Community Development and Regulatory
		  Improvement Act of 1994 to provide assistance to small businesses providing
		  low-income individuals with green jobs, and for other
		  purposes.</official-title>

		<section id="H86A104C1EEE84150BE25DACA934A12BD" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Growing Responsible Energy Efficient Neighborhoods Jobs Act
			 of 2013</short-title></quote> or the <quote><short-title>GREEN Jobs Act of
			 2013</short-title></quote> .</text>
		</section><section id="HC34FA1A16F2F4D54A657DDAF5D73F4BB"><enum>2.</enum><header>Small business
			 green jobs initiative</header><text display-inline="no-display-inline">Section
			 108 of the Community Development Banking and Financial Institutions Act of 1994
			 (<external-xref legal-doc="usc" parsable-cite="usc/12/4707">12 U.S.C. 4707</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="H4391929460B6482286ACFE9E7C31C2E3" style="OLC">
				<subsection id="H57B52283F5CB426898862D87E95C4603"><enum>(i)</enum><header>Small business
				green jobs initiative</header>
					<paragraph id="H546FFD65F1314ED9B82CFDF6F08542D9"><enum>(1)</enum><header>Assistance</header><text display-inline="yes-display-inline">Financial assistance and technical
				assistance made available under this subtitle may be used by community
				development financial institutions to develop or support small businesses that
				provide low-income individuals located in low-income communities with green
				jobs.</text>
					</paragraph><paragraph id="HE5BB9B28E6574371B05B2DD2EDAF3DAC"><enum>(2)</enum><header>Limitation</header><text>With
				respect to a particular fiscal year, the Fund may not provide more than—</text>
						<subparagraph id="H69255287219D465E88B136A8B9A7C157"><enum>(A)</enum><text>$2,000,000 in
				financial assistance under this subsection; and</text>
						</subparagraph><subparagraph id="H39A02294D2E0457DAED77CC5F32F3CB1"><enum>(B)</enum><text>$100,000 in
				technical assistance under this subsection.</text>
						</subparagraph></paragraph><paragraph id="H5BEBE3ACA20C43F09FBAFF691ECDE710"><enum>(3)</enum><header>Definitions</header><text>For
				purposes of this subsection:</text>
						<subparagraph id="H274D9E9B694143069141C0D132FECC9A"><enum>(A)</enum><header>Green
				jobs</header><text>The term <term>green jobs</term> means jobs that—</text>
							<clause id="H3A84BFF346544EC9A12A8F942619EF1A"><enum>(i)</enum><text display-inline="yes-display-inline">aim to protect or restore ecosystems and
				biodiversity;</text>
							</clause><clause id="H2FEAC2F8F2CF4807BB05F2A9E9326112"><enum>(ii)</enum><text>reduce energy,
				materials, and water consumption through high efficiency strategies;</text>
							</clause><clause id="H00CA02F080D445D19376F52E2C5A069E"><enum>(iii)</enum><text>reduce
				greenhouse gas emissions and other pollutants;</text>
							</clause><clause id="H24C4116170BB4274A7E52D158C01CE97"><enum>(iv)</enum><text>minimize or
				altogether avoid generation of all forms of waste and pollution; or</text>
							</clause><clause id="HB573C2F88D1846B2BE040ED4D562319F"><enum>(v)</enum><text display-inline="yes-display-inline">increase the use of energy generation
				systems such as solar, fuel cells, natural gas, and micro turbines.</text>
							</clause></subparagraph><subparagraph id="H438B9FFB4D774121B250B963CF2F6F6C"><enum>(B)</enum><header>Low-income
				community</header><text>The term <term>low-income community</term> means a
				contiguous area—</text>
							<clause id="H0FC7D9266D0448B084238311604BF960"><enum>(i)</enum><text>located
				within—</text>
								<subclause id="HBAD3A285811145A883168C71DEA8A19A"><enum>(I)</enum><text display-inline="yes-display-inline">a single county with a population, as
				determined by the most recent census data available, of—</text>
									<item id="HBBA22BE009EE420FB6880EB025EB6233"><enum>(aa)</enum><text>at
				least 4,000, if any of the portion of the area is located within a Metropolitan
				Area with a population of 50,000; or</text>
									</item><item id="H89D0FBEB44DE41448869E4DD30BA22B2"><enum>(bb)</enum><text>a
				population of at least 1,000, in any other case; or</text>
									</item></subclause><subclause id="H8A1C91D82B5341628E92908FF61C575B"><enum>(II)</enum><text>an Indian
				reservation;</text>
								</subclause></clause><clause id="HCF40A22C57934F339B90B0D941E13099"><enum>(ii)</enum><text>at least 30
				percent of the population of which have incomes that are less than the poverty
				threshold, as published by the Bureau of the Census in the most recent
				decennial census for which data is available; and</text>
							</clause><clause id="HDA547A9F50194949A1C2CBACAEFE874E"><enum>(iii)</enum><text display-inline="yes-display-inline">in which the unemployment rate is at least
				1.5 times greater than the national average, as determined by the Bureau of
				Labor Statistics' most recent data.</text>
							</clause></subparagraph><subparagraph id="HF111780C727D4277B08A5B3485F0166B"><enum>(C)</enum><header>Small
				business</header><text display-inline="yes-display-inline">The term <term>small
				business</term> means a business that meets the criteria for a small business
				concern established by the Small Business Administration under section 3(a) of
				the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632(a)</external-xref>).</text>
						</subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
