		<official-title>To prohibit assistance to foreign countries whose
		  governments hold more than $500,000,000,000 in United States Treasury
		  securities, and for other purposes.</official-title>

		<section id="H6806241091134D058427DA4EED36509E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Prioritizing Debt Reduction in U.S.
			 Foreign Assistance Act of 2013</short-title></quote>.</text>
		</section><section id="H31F0BD64717E429AA89212720A78C0F5"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph id="HDCEECCA6A30C41BFBCA51CB1149DC8C9"><enum>(1)</enum><header>Appropriate
			 congressional committees</header><text>The term <term>appropriate congressional
			 committees</term> means—</text>
				<subparagraph id="H4DB0F4D492EA4492ABBCFB54E2A081C1"><enum>(A)</enum><text>the Committee on
			 Foreign Relations, the Committee on Appropriations, and the Committee on the
			 Budget of the Senate; and</text>
				</subparagraph><subparagraph id="HC14E52C06B5540CB8FE5F836AE151374"><enum>(B)</enum><text>the Committee on
			 Foreign Affairs, the Committee on Appropriations, and the Committee on the
			 Budget of the House of Representatives.</text>
				</subparagraph></paragraph><paragraph id="H8DFEA79842F943658CEEFCD671F1C858"><enum>(2)</enum><header>Major foreign
			 debt holder</header><text display-inline="yes-display-inline">The term
			 <term>major foreign debt holder</term> means any foreign country the government
			 of which the Secretary of the Treasury determines holds more than
			 $500,000,000,000 in United States Treasury securities.</text>
			</paragraph><paragraph id="H1499FB8A65234E75A54CE18CC62DA382"><enum>(3)</enum><header>United States
			 Treasury securities</header><text display-inline="yes-display-inline">The term
			 <term>United States Treasury securities</term> means obligations issued by the
			 United States under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States Code.</text>
			</paragraph></section><section id="HDA2FB253EFE2405EB26089F2FFC7BEE2"><enum>3.</enum><header>Findings</header><text display-inline="no-display-inline">Congress makes the following
			 findings:</text>
			<paragraph id="H08F8B4A883324F80B34537C2C4258003"><enum>(1)</enum><text display-inline="yes-display-inline">The Federal debt of the United States is
			 approximately $17 trillion.</text>
			</paragraph><paragraph id="H98D1FA527B0F4B0FB20D44E8556F7157"><enum>(2)</enum><text>Former Joint
			 Chiefs of Staff Chairman, Admiral Mike Mullen, has repeatedly stated that the
			 biggest threat to the national security of the United States is its
			 debt.</text>
			</paragraph><paragraph id="HC3FEC783242048A9A0A7EAED82283E0F"><enum>(3)</enum><text>A
			 growing proportion of the Federal debt of the United States is held by foreign
			 governments, to some of which the United States provides direct foreign
			 assistance.</text>
			</paragraph><paragraph id="H4013AE6AC472464CA57C379CD73A45B7"><enum>(4)</enum><text>According to a
			 Department of the Treasury report entitled <term>Major Foreign Holders of
			 Treasury Securities</term>, foreign holdings of United States Treasury
			 securities stood at more than $4 trillion at the end of December 2012.</text>
			</paragraph><paragraph id="H96C1A3BB79CB4A1B9FCB6762058A4374"><enum>(5)</enum><text>In August 2011,
			 Standard and Poor’s downgraded the United States long-term sovereign credit
			 from AAA to AA+ due to America’s excessive borrowing and unsustainable spending
			 levels.</text>
			</paragraph></section><section id="H6A02EAE8C2F3484DAE66835CAB9327D0"><enum>4.</enum><header>Sense of
			 Congress</header><text display-inline="no-display-inline">It is the sense of
			 Congress that—</text>
			<paragraph id="H6465375D93F34BEEAF8EB2D9FE13C4C9"><enum>(1)</enum><text>the growing
			 Federal debt of the United States jeopardizes the national security and
			 economic stability of the United States; and</text>
			</paragraph><paragraph id="H2BC51FC1F1DF41D98413D598F4997C6E"><enum>(2)</enum><text>paying money owed
			 to America’s major foreign debt holders is a better use of American taxpayer
			 dollars than providing such debt holders with United States foreign
			 assistance.</text>
			</paragraph></section><section id="H6A1F51B11AB447BEB3725574AF30667F"><enum>5.</enum><header>Statement of
			 policy</header><text display-inline="no-display-inline">It shall be the policy
			 of the United States to—</text>
			<paragraph id="H0E1FA0AA18D0419DB99FC636200A1D55"><enum>(1)</enum><text>prohibit further
			 United States foreign assistance to major foreign debt holders; and</text>
			</paragraph><paragraph id="H0297E0B92BE54D15AF473595365739EC"><enum>(2)</enum><text>aggressively
			 address the unsustainable Federal debt of the United States.</text>
			</paragraph></section><section id="H0FF8C712230D444E990A1640ACCD2E53"><enum>6.</enum><header>Prohibition on
			 assistance to major foreign debt holders</header><text display-inline="no-display-inline">Chapter 1 of part III of the Foreign
			 Assistance Act of 1961 is amended by adding at the end the following new
			 section:</text>
			<quoted-block id="HFA75F5D7DA8644D29F72DCB6593B7A99" style="OLC">
				<section id="HC28840CCB139454487D7703F8DF7F0FA"><enum>620N.</enum><header>Prohibition on
				assistance to major foreign debt holders</header>
					<subsection id="HC4A43869E0DC4CCA8279423D339F5785"><enum>(a)</enum><header>Prohibition</header><text>Except
				as provided in subsection (b), no assistance may be provided directly or
				indirectly under this Act to any foreign country the government of which the
				Secretary of the Treasury determines holds more than $500,000,000,000 in United
				States Treasury securities.</text>
					</subsection><subsection id="HACFFCA8A36C149C59D12AC265173962E"><enum>(b)</enum><header>Exceptions</header><text>Subsection
				(a) shall not apply with respect to the following:</text>
						<paragraph id="H25361790022448E485CC04076BD99B6D"><enum>(1)</enum><text>Assistance to
				respond to an emergency.</text>
						</paragraph><paragraph id="H52E00D31C84E4CAB905691663510E6E5"><enum>(2)</enum><text>Assistance to meet
				humanitarian needs, including needs for food, medicine, medical supplies and
				equipment, education, and clothing.</text>
						</paragraph></subsection><subsection id="HD1B5739523E34103ABB88F9795217FC5"><enum>(c)</enum><header>Waiver</header><text display-inline="yes-display-inline">The Secretary of State may waive the
				prohibition under subsection (a) if the Secretary submits to the appropriate
				congressional committees a written certification that the waiver is in the
				national security interests of the United States.</text>
					</subsection><subsection id="HC2EB40224363442EA5D06EDE71FE6D6F"><enum>(d)</enum><header>Definitions</header><text>In
				this section—</text>
						<paragraph display-inline="no-display-inline" id="H2F886FA5D090416FB5E80CB097E9B2DC"><enum>(1)</enum><text>the term
				<term>appropriate congressional committees</term> means—</text>
							<subparagraph id="H3EA7F778A91C4DC2B886D55162D1744E"><enum>(A)</enum><text>the Committee on
				Foreign Relations, the Committee on Appropriations, and the Committee on the
				Budget of the Senate; and</text>
							</subparagraph><subparagraph id="H1ECFA36B6CBC46DE905653F52C7481B9"><enum>(B)</enum><text>the Committee on
				Foreign Affairs, the Committee on Appropriations, and the Committee on the
				Budget of the House of Representatives; and</text>
							</subparagraph></paragraph><paragraph id="H07C54C71FE5346FF88EEEA1A4A8A40AF"><enum>(2)</enum><text>the term
				<term>United States Treasury securities</term> means obligations issued by the
				United States under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/31">chapter 31</external-xref> of title 31, United States
				Code.</text>
						</paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H4B03A1F0813C4F92B4279DE5E2E69BBF"><enum>7.</enum><header>Report on
			 assistance to foreign debt holders</header>
			<subsection id="H0F35A7470B6546E3AE9F3D14E76418B9"><enum>(a)</enum><header>Annual
			 report</header><text display-inline="yes-display-inline">Not later than
			 September 30 of each year, the Secretary of State shall submit to the
			 appropriate congressional committees a report on the provision of United States
			 foreign assistance to foreign countries whose governments hold United States
			 Treasury securities.</text>
			</subsection><subsection id="H9A1D18E3ED8044F7A05D3B77E44388AF"><enum>(b)</enum><header>Content of
			 report</header><text>Each report submitted under this section shall include the
			 following:</text>
				<paragraph id="H9FC8CCD3CD114A0E9ED1A2084B547149"><enum>(1)</enum><text>An analysis of the
			 current and foreseeable risks to the long-term national security and economic
			 stability of the United States posed by the Federal debt of the United
			 States.</text>
				</paragraph><paragraph id="HBC6D659BAB0C4D8093A16172A8E63BE4"><enum>(2)</enum><text>How much foreign
			 assistance per country, per year, has been provided to foreign countries whose
			 governments hold United States Treasury securities.</text>
				</paragraph></subsection><subsection id="H60E9335A7E4B40C6A36D09FA4D985549"><enum>(c)</enum><header>Form</header><text>Each
			 report submitted under this section shall be submitted in unclassified form,
			 but may contain a classified annex if necessary.</text>
			</subsection><subsection id="H75A796C8B5EC424CABC8E60EFAE394F0"><enum>(d)</enum><header>Public
			 availability</header><text>The Secretary of State shall make each report
			 required by subsection (a) available, in its unclassified form, to the public
			 by posting it on the Internet website of the Department of State in a
			 conspicuous manner and location.</text>
