		<section id="H89A86EFB12C14123A76DDD0AFAE2B8E2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sportsmen’s Heritage And Recreational
			 Enhancement (SHARE) Act</short-title></quote>.</text>
		</section><section id="H46F72FC818CD4A3C9A737DACE309454E"><enum>2.</enum><header>Wildlife and
			 Hunting Heritage Conservation Council Advisory Committee</header><text display-inline="no-display-inline">The Fish and Wildlife Coordination Act (16
			 U.S.C. 661 et seq.) is amended by adding at the end the following:</text>

				<section id="HFBE8B668BE774949B3C779DD2E81A852"><enum>10.</enum><header>Wildlife and
				Hunting Heritage Conservation Council Advisory Committee</header>
					<subsection id="H717938085DB047B2B920402BCF55F6BA"><enum>(a)</enum><header>Establishment</header><text>There
				is hereby established the Wildlife and Hunting Heritage Conservation Council
				Advisory Committee (in this section referred to as the <term>Advisory
				Committee</term>) to advise the Secretaries of the Interior and Agriculture on
				wildlife and habitat conservation, hunting, and recreational shooting.</text>
					</subsection><subsection id="H1C2085AB70D84B36A3FB6DDB6A9CD305"><enum>(b)</enum><header>Duties of the
				advisory committee</header><text>The Advisory Committee shall advise the
				Secretaries with regard to—</text>
						<paragraph id="H8F996C3B4F024CDB819BF1FA2F00DC1B"><enum>(1)</enum><text>implementation of
				Executive Order No. 13443: Facilitation of Hunting Heritage and Wildlife
				Conservation, which directs Federal agencies <quote>to facilitate the expansion
				and enhancement of hunting opportunities and the management of game species and
				their habitat</quote>;</text>
						</paragraph><paragraph id="HFFBADAE4DC1A4512B930DB327AF6E547"><enum>(2)</enum><text>policies or
				programs to conserve and restore wetlands, agricultural lands, grasslands,
				forest, and rangeland habitats;</text>
						</paragraph><paragraph id="HDDFED11F6FAE4732B8920A627A219B59"><enum>(3)</enum><text>policies or
				programs to promote opportunities and access to hunting and shooting sports on
				Federal lands;</text>
						</paragraph><paragraph id="H9F03A78654314A88AAB3ABEBC0873F4B"><enum>(4)</enum><text>policies or
				programs to recruit and retain new hunters and shooters;</text>
						</paragraph><paragraph id="H742B4A334C9A4FFC94B00DF6DDCF004A"><enum>(5)</enum><text>policies or
				programs that increase public awareness of the importance of wildlife
				conservation and the social and economic benefits of recreational hunting and
				shooting; and</text>
						</paragraph><paragraph id="H4356ED98E3F34BD782EA643114437A6B"><enum>(6)</enum><text>policies or
				programs that encourage coordination among the public, the hunting and shooting
				sports community, wildlife conservation groups, and States, tribes, and the
				Federal Government.</text>
						</paragraph></subsection><subsection id="H6A4CB041751845B38A1F9D77AACB06EF"><enum>(c)</enum><header>Membership</header>
						<paragraph id="H5CBF69DE5FDF4C7D94745F89F77950CA"><enum>(1)</enum><header>Appointment</header>
							<subparagraph id="H046E1E531DC24C81B2CB57C6A2F0532E"><enum>(A)</enum><header>In
				general</header><text display-inline="yes-display-inline">The Advisory
				Committee shall consist of no more than 16 discretionary members and 7 ex
				officio members.</text>
							</subparagraph><subparagraph id="HB8AE9F6D46BD448384E429F2EAA2BB73"><enum>(B)</enum><header>Ex officio
				members</header><text display-inline="yes-display-inline">The ex officio
				members are—</text>
								<clause id="H5A43E96E739848D6942A4CDF1ABA704E"><enum>(i)</enum><text>the Director of
				the United States Fish and Wildlife Service or a designated representative of
				the Director;</text>
								</clause><clause id="HAFB9C0F5343146D8B0A929A38A05A6B3"><enum>(ii)</enum><text>the Director of
				the Bureau of Land Management or a designated representative of the
				Director;</text>
								</clause><clause id="H6556FBE507D843EF946E569099898B2D"><enum>(iii)</enum><text>the Director of
				the National Park Service or a designated representative of the
				Director;</text>
								</clause><clause id="H876FC493006D4122B5EBD125AF6225E6"><enum>(iv)</enum><text>the Chief of the
				Forest Service or a designated representative of the Chief;</text>
								</clause><clause id="H32F9EC8BE14140E3AF0169B11381AE6C"><enum>(v)</enum><text>the Chief of the
				Natural Resources Conservation Service or a designated representative of the
				Chief;</text>
								</clause><clause id="H97AF049C4D91464C845F36FF3A8CA9E7"><enum>(vi)</enum><text>the Administrator
				of the Farm Service Agency or a designated representative of the Administrator;
				and</text>
								</clause><clause id="H2565816BC6A143718404E4F714C4E4AB"><enum>(vii)</enum><text>the Executive
				Director of the Association of Fish and Wildlife Agencies.</text>
								</clause></subparagraph><subparagraph id="H3C5AEA87F2494F18A63B1FE79A312F16"><enum>(C)</enum><header>Discretionary
				members</header><text>The discretionary members shall be appointed jointly by
				the Secretaries from at least one of each of the following:</text>
								<clause id="H7B86F7CED06A4244A8E84700E61F0604"><enum>(i)</enum><text>State fish and
				wildlife agencies.</text>
								</clause><clause id="H4B9C653EE6C04D31A280512354207DC2"><enum>(ii)</enum><text>Game bird hunting
				organizations.</text>
								</clause><clause id="H496E0294DB0C4B038A7EE0C6742972C2"><enum>(iii)</enum><text>Wildlife
				conservation organizations.</text>
								</clause><clause id="HC72F19371FEE4134ABBF272DFD242ACA"><enum>(iv)</enum><text>Big game hunting
				organizations.</text>
								</clause><clause id="HC4FED0DFF66947FCBA2AE29A0CD92B86"><enum>(v)</enum><text>The tourism,
				outfitter, or guiding industry.</text>
								</clause><clause id="HE2DEE1FBFE2C4EAC90A829C4D6FCB8FB"><enum>(vi)</enum><text>The firearms or
				ammunition manufacturing industry.</text>
								</clause><clause id="HFA7F56D6F4614C939315431E41D9C005"><enum>(vii)</enum><text>The hunting or
				shooting equipment retail industry.</text>
								</clause><clause id="H09AB68D96BA243F4960E24033371F4D4"><enum>(viii)</enum><text>Tribal resource
				management organizations.</text>
								</clause><clause id="HDC7802894B4E479DB85ECA4D584D041B"><enum>(ix)</enum><text>The agriculture
				industry.</text>
								</clause><clause id="H6CD2F9820A8F41B79D2B9AA3D4D554D6"><enum>(x)</enum><text>The ranching
				industry.</text>
								</clause></subparagraph><subparagraph id="H4B0E304A2044487D9F8DA3B1005C5B2E"><enum>(D)</enum><header>Eligibility</header><text display-inline="yes-display-inline">Prior to the appointment of the
				discretionary members, the Secretaries shall determine that all individuals
				nominated for appointment to the Advisory Committee, and the organization each
				individual represents, actively support and promote sustainable-use hunting,
				wildlife conservation, and recreational shooting.</text>
							</subparagraph></paragraph><paragraph id="H69F3D26D194E4AE4A666F02E756D5ABA"><enum>(2)</enum><header>Terms</header>
							<subparagraph id="H04F60A2A6275409596AD3C461E045BEF"><enum>(A)</enum><header>In
				general</header><text>Except as provided in subparagraph (B), members of the
				Advisory Committee shall be appointed for a term of 4 years. Members shall not
				be appointed for more than 3 consecutive or nonconsecutive terms.</text>
							</subparagraph><subparagraph id="HA09001A3EEEB4851907F58D89D4919D7"><enum>(B)</enum><header>Terms of initial
				appointees</header><text>As designated by the Secretary at the time of
				appointment, of the members first appointed—</text>
								<clause id="H9F28173C79DE4BADAB2838DFCDC00F35"><enum>(i)</enum><text>6
				members shall be appointed for a term of 4 years;</text>
								</clause><clause id="HB4EFD95A272549CC81B44C955A813AA2"><enum>(ii)</enum><text>5
				members shall be appointed for a term of 3 years; and</text>
								</clause><clause id="H48330E3AD915495391FDF2EC08B59BFA"><enum>(iii)</enum><text>5 members shall
				be appointed for a term of 2 years.</text>
								</clause></subparagraph></paragraph><paragraph id="H3BD7B4270477491899A372246270D1C2"><enum>(3)</enum><header>Preservation of
				public advisory status</header><text>No individual may be appointed as a
				discretionary member of the Advisory Committee while serving as an officer or
				employee of the Federal Government.</text>
						</paragraph><paragraph id="H2D8969620EE94E948ECC2D1341AD1F60"><enum>(4)</enum><header>Vacancy and
				removal</header>
							<subparagraph id="H8049C249298C493A947E4FA9BF0CE3ED"><enum>(A)</enum><header>In
				general</header><text>Any vacancy on the Advisory Committee shall be filled in
				the manner in which the original appointment was made.</text>
							</subparagraph><subparagraph id="HF1C6901F82FF485AB9332D06B95C60D5"><enum>(B)</enum><header>Removal</header><text>Advisory
				Committee members shall serve at the discretion of the Secretaries and may be
				removed at any time for good cause.</text>
							</subparagraph></paragraph><paragraph id="H4F941CEE03B247F88748E1B9797512C4"><enum>(5)</enum><header>Continuation of
				service</header><text>Each appointed member may continue to serve after the
				expiration of the term of office to which such member was appointed until a
				successor has been appointed.</text>
						</paragraph><paragraph id="H269020BB7EE74843BE2144F7A8754F06"><enum>(6)</enum><header>Chairperson</header><text>The
				Chairperson of the Advisory Committee shall be appointed for a 3-year term by
				the Secretaries, jointly, from among the members of the Advisory Committee. An
				individual may not be appointed as Chairperson for more than 2 consecutive or
				nonconsecutive terms.</text>
						</paragraph><paragraph id="HA9F4FFB5314840A890E2B6631439DB4D"><enum>(7)</enum><header>Pay and
				expenses</header><text display-inline="yes-display-inline">Members of the
				Advisory Committee shall serve without pay for such service, but each member of
				the Advisory Committee shall be reimbursed for travel and lodging incurred
				through attending meetings of the Advisory Committee approved subgroup meetings
				in the same amounts and under the same conditions as Federal employees (in
				accordance with <external-xref legal-doc="usc" parsable-cite="usc/5/5703">section 5703</external-xref> of title 5, United States Code).</text>
						</paragraph><paragraph id="H8DC4241C7FF342479D59678E58022FB2"><enum>(8)</enum><header>Meetings</header>
							<subparagraph id="H23EFEFD1A09B45BF8590E4172E38B311"><enum>(A)</enum><header>In
				general</header><text>The Advisory Committee shall meet at the call of the
				Secretaries, the chairperson, or a majority of the members, but not less
				frequently than twice annually.</text>
							</subparagraph><subparagraph id="HA33347B4E1314A42A7D068E935348A06"><enum>(B)</enum><header>Open
				meetings</header><text>Each meeting of the Advisory Committee shall be open to
				the public.</text>
							</subparagraph><subparagraph id="H719F950DB54B44AC87371F724B9CDF76"><enum>(C)</enum><header>Prior notice of
				meetings</header><text>Timely notice of each meeting of the Advisory Committee
				shall be published in the Federal Register and be submitted to trade
				publications and publications of general circulation.</text>
							</subparagraph><subparagraph id="H0C451B9D4F9F456CA1BEF2601310D3E0"><enum>(D)</enum><header>Subgroups</header><text>The
				Advisory Committee may establish such workgroups or subgroups as it deems
				necessary for the purpose of compiling information or conducting research.
				However, such workgroups may not conduct business without the direction of the
				Advisory Committee and must report in full to the Advisory Committee.</text>
							</subparagraph></paragraph><paragraph id="HE7B4302ADBF0419FB6298CA100321680"><enum>(9)</enum><header>Quorum</header><text>Nine
				members of the Advisory Committee shall constitute a quorum.</text>
						</paragraph></subsection><subsection id="H02250D0CE8EF47B99F505EAF3D56F161"><enum>(d)</enum><header>Expenses</header><text>The
				expenses of the Advisory Committee that the Secretaries determine to be
				reasonable and appropriate shall be paid by the Secretaries.</text>
					</subsection><subsection id="H369E3F89CD074436AF1805439D0A4E31"><enum>(e)</enum><header>Administrative
				support, technical services, and advice</header><text>A designated Federal
				Officer shall be jointly appointed by the Secretaries to provide to the
				Advisory Committee the administrative support, technical services, and advice
				that the Secretaries determine to be reasonable and appropriate.</text>
					</subsection><subsection id="H8421F19E0A3E4B108C0503A19E7AE11E"><enum>(f)</enum><header>Annual
				report</header>
						<paragraph id="H74BBF339FC374753BAF15DEFC1E4C267"><enum>(1)</enum><header>Required</header><text>Not
				later than September 30 of each year, the Advisory Committee shall submit a
				report to the Secretaries, the Committee on Natural Resources and the Committee
				on Agriculture of the House of Representatives, and the Committee on Energy and
				Natural Resources and the Committee on Agriculture, Nutrition, and Forestry of
				the Senate. If circumstances arise in which the Advisory Committee cannot meet
				the September 30 deadline in any year, the Secretaries shall advise the
				Chairpersons of each such Committee of the reasons for such delay and the date
				on which the submission of the report is anticipated.</text>
						</paragraph><paragraph id="H97C12328EF16435E9FDAD6727D2B7CDA"><enum>(2)</enum><header>Contents</header><text>The
				report required by paragraph (1) shall describe—</text>
							<subparagraph id="HB04E965D7DA64592954CD23318C81A9C"><enum>(A)</enum><text>the activities of
				the Advisory Committee during the preceding year;</text>
							</subparagraph><subparagraph id="H83E9078ED6CC450EBC3169663C861B8F"><enum>(B)</enum><text>the reports and
				recommendations made by the Advisory Committee to the Secretaries during the
				preceding year; and</text>
							</subparagraph><subparagraph id="H26D016FA3ED34386A2BB7573E792B5F2"><enum>(C)</enum><text>an accounting of
				actions taken by the Secretaries as a result of the recommendations.</text>
							</subparagraph></paragraph></subsection><subsection id="H627111479CAD4CF0AE5DC14DC03A8F04"><enum>(g)</enum><header>Federal advisory
				committee act</header><text>The Advisory Committee shall be exempt from the
				Federal Advisory Committee Act (5 U.S.C. App.).</text>
					</subsection><subsection id="HB03027094C0E4CEC9FBE3C2633DFB4AC"><enum>(h)</enum><header>Abolishment of
				the existing wildlife and hunting heritage conservation council advisory
				committee</header><text display-inline="yes-display-inline">Effective on the
				date of the enactment of this Act, the Wildlife and Hunting Heritage
				Conservation Council formed in furtherance of section 441 of the Revised
				Statutes (<external-xref legal-doc="usc" parsable-cite="usc/43/1457">43 U.S.C. 1457</external-xref>), the Fish and Wildlife Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/16/742a">16 U.S.C. 742a</external-xref>),
				and other Acts applicable to specific bureaus of the Department of the Interior
				is hereby
				abolished.</text>
					</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
