		<section id="H31DF3C87249142F681EADBF2DF96E563" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Stop Paying Something for Nothing Act
			 of 2013</short-title></quote>.</text>
		</section><section id="H5C3112E6D09E48AFA87A0A9B7A33B5A5"><enum>2.</enum><header>Expired grant
			 account report</header>
			<subsection id="H6069A79977554CC28E7524737EB00A2F"><enum>(a)</enum><header>Report
			 required</header><text display-inline="yes-display-inline">Beginning 6 months
			 after the date of the enactment of this Act, not later than March 31 of each
			 year, the Director of the Office of Management and Budget shall submit to the
			 Chairs and Ranking Members of the Budget Committees a report that lists—</text>
				<paragraph id="H092A27F6A5E24C70BCA29B5EADE6F3F6"><enum>(1)</enum><text>each grant account
			 that is more than 3 months past the grant end date; and</text>
				</paragraph><paragraph id="H003E25A73C3D4A70B21E9AF59D3E8B71"><enum>(2)</enum><text>the total
			 unexpended balance, the amount of obligated but unexpended funds, and the
			 amount of unobligated funds in each such account for each agency.</text>
				</paragraph></subsection><subsection id="HF7381D6D425A475D8E13A5B3F4618F3E"><enum>(b)</enum><header>Report required
			 To be published on OMB website</header><text display-inline="yes-display-inline">Not later than 15 days after the report is
			 submitted under subsection (a), the report shall be made public on the website
			 of the Office of Management and Budget, in a searchable, human-readable, and
			 machine readable format.</text>
			</subsection><subsection commented="no" id="H14C6F06FED3D4D54B7DD847571316DED"><enum>(c)</enum><header>Return of
			 funds</header><text display-inline="yes-display-inline">On the date that the
			 report is submitted under this section, any unobligated amounts in an expired
			 grant account not listed in the report are rescinded and shall be returned to
			 the general fund of the Treasury.</text>
			</subsection></section><section id="HE13B7DB3842849D8993CCEA0B3473CA5"><enum>3.</enum><header>Account closing
			 procedures</header>
			<subsection id="HE7F23B395E394949A5C5768B0815E9AA"><enum>(a)</enum><header>In
			 general</header>
				<paragraph id="H9E6F6F9471CA4F3FBC477F5253CC8277"><enum>(1)</enum><header>Closure</header><text>Not
			 later than 4 months after the date on which a grant account is published under
			 section 2(b), the head of the relevant agency shall close such grant account in
			 the Payment Management System if the final report required by OMB Circular No.
			 A–110 was filed more than 36 months before such date.</text>
				</paragraph><paragraph id="HB48EF6C7BA3040E2B2D041ED3FFD144C"><enum>(2)</enum><header>Return of
			 funds</header><text>On the date that such grant account is closed, the
			 unobligated amounts in such grant account (if any) are rescinded and shall be
			 returned to the general fund of the Treasury.</text>
				</paragraph></subsection><subsection id="H79ED1DEAC61C41ACA3EFECCE65C1C443"><enum>(b)</enum><header>Payment
			 Management System</header><text display-inline="yes-display-inline">The head of
			 the relevant agency shall close any grant account in the Payment Management
			 System that has no unexpended balance remaining for the previous six months
			 and, not later than June 15 of each year, submit to the Chairs and Ranking
			 Members of the Budget Committees a report that lists each account closed
			 pursuant to this subsection.</text>
			</subsection><subsection id="H1C0ED60B594E45D8B7FFB6E3A248873F"><enum>(c)</enum><header>Automated
			 Standard Application for Payments system</header><text display-inline="yes-display-inline">The Secretary of the Treasury shall close
			 any account in the Automated Standard Application for Payments system that has
			 had no unexpended balance remaining for the previous six months. On June 15 of
			 each year, the Secretary of the Treasury shall submit to the Budget Committees
			 a report that lists each account closed pursuant to this subsection and the
			 agency that controlled the account.</text>
			</subsection><subsection id="H1D20D450C2514D2987B7BCAAD26D86EB"><enum>(d)</enum><header>Exception to
			 closure</header><text display-inline="yes-display-inline">The Director of the
			 Office of Management and Budget may prevent the closure of an account under
			 this Act only after submitting to the Chair and Ranking Member of the Budget
			 Committees a report that describes the reason for not closing such
			 account.</text>
			</subsection></section><section id="H6190ACAAF1D3483AB55025C842C58CA1"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
			<paragraph commented="no" id="H93D0221FFAC646CBA733D230B4F0E1DB"><enum>(1)</enum><header>Agency</header><text>The
			 term <term>agency</term> has the meaning given that term in section 551 of
			 title 5, United States Code.</text>
			</paragraph><paragraph id="H2A611BDCAFD34998BA51BC5FEF76C8D8"><enum>(2)</enum><header>Budget
			 Committees</header><text display-inline="yes-display-inline">The term
			 <term>Budget Committees</term> means the Committee on the Budget of the House
			 of Representatives and the Senate Budget Committee.</text>
			</paragraph><paragraph id="HBF7B9C75D71841FABB476862DC4825C7"><enum>(3)</enum><header>Grant
			 account</header><text display-inline="yes-display-inline">The term <term>grant
			 account</term> includes any account in—</text>
				<subparagraph id="H98E3A4F7A5914C67844BC31706E7F698"><enum>(A)</enum><text>the Payment
			 Management System or the Automated Standard Application for Payments system;
			 or</text>
				</subparagraph><subparagraph id="HBDA5659340DC4482BC15044F91C332E3"><enum>(B)</enum><text>any other system
			 that may be created or administered by the Financial Management System of the
			 Department of the Treasury.</text>
