		<legis-type>A BILL</legis-type>
		<official-title>To establish a regulatory review process for rules that
		  the Administrator of the Environmental Protection Agency plans to propose, and
		  for other purposes.</official-title>

		<section id="HDAB104B792964B638FC877B5B0EA9E62" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Review EPA’s Language on Agriculture
			 and Thoroughly Engage with the Farm Act of 2013</short-title></quote> or the
			 <quote><short-title>RELATE with the Farm Act of
			 2013</short-title></quote>.</text>
		</section><section id="H8D6B98AF31B84BA7B628B059881E6F3F" section-type="subsequent-section"><enum>2.</enum><header>Regulatory review by
			 the Secretary of Agriculture</header>
			<subsection id="H3EF66D1797004FC2A542EBC3D598CC55"><enum>(a)</enum><header>Review of
			 regulatory agenda</header><text display-inline="yes-display-inline">The
			 Secretary of Agriculture shall review publications that may give notice that
			 the Environmental Protection Agency is preparing or plans to prepare any
			 guidance, policy, memorandum, regulation, or statement of general applicability
			 and future effect that may have a significant impact on a substantial number of
			 agricultural entities, including—</text>
				<paragraph id="H6169120DEDED454E8755637E00EB00D3"><enum>(1)</enum><text>any regulatory
			 agenda of the Environmental Protection Agency published pursuant to section 602
			 of title 5, United States Code;</text>
				</paragraph><paragraph id="H0C8C714425244442A7975A2D8F2C4399"><enum>(2)</enum><text>any regulatory
			 plan or agenda published by the Environmental Protection Agency or the Office
			 of Management and Budget pursuant to an Executive order, including Executive
			 Order 12866; and</text>
				</paragraph><paragraph id="HF25265ADF7ED44E4802E67C8FD1C7355"><enum>(3)</enum><text>any other
			 publication issued by the Environmental Protection Agency or the Office of
			 Management and Budget that may reasonably be foreseen to contain notice of
			 plans by the Environmental Protection Agency to prepare any guidance, policy,
			 memorandum, regulation, or statement of general applicability and future effect
			 that may have a significant impact on a substantial number of agricultural
			 entities.</text>
				</paragraph></subsection><subsection id="H24DB64DD56F6426C85020A8B6413ECFA"><enum>(b)</enum><header>Information
			 gathering</header><text>For a publication item reviewed under subsection (a)
			 that the Secretary determines may have a significant impact on a substantial
			 number of agricultural entities, the Secretary shall—</text>
				<paragraph id="HE520A0D9C11A44C984C6F9473BAF44B8"><enum>(1)</enum><text>solicit from the
			 Administrator of the Environmental Protection Agency any information the
			 Administrator may provide to facilitate a review of the publication
			 item;</text>
				</paragraph><paragraph id="H8743D4CE9DB44FAC88CF63294B0BBC1C"><enum>(2)</enum><text display-inline="yes-display-inline">utilize the Chief Economist of the
			 Department of Agriculture to produce an economic impact statement for the
			 publication item that contains a detailed estimate of potential costs to
			 agricultural entities;</text>
				</paragraph><paragraph id="H0D4D4C23B66E431BA974837AFC7BA147"><enum>(3)</enum><text>identify
			 individuals representative of potentially affected agricultural entities for
			 the purpose of obtaining advice and recommendations from such individuals about
			 the potential impacts of the publication item; and</text>
				</paragraph><paragraph id="H6D2B839BF1034491AE292959E9DFF3E3"><enum>(4)</enum><text display-inline="yes-display-inline">convene a review panel for analysis of the
			 publication item that includes the Secretary, any full-time Federal employee of
			 the Department of Agriculture appointed to the panel by the Secretary, and any
			 employee of the Environmental Protection Agency or the Office of Information
			 and Regulatory Affairs within the Office of Management and Budget that accepts
			 an invitation from the Secretary to participate in the panel.</text>
				</paragraph></subsection><subsection id="H9E50270A23764AFB87D611E843EC2D5C"><enum>(c)</enum><header>Duties of the
			 review panel</header><text display-inline="yes-display-inline">A review panel
			 convened for a publication item under subsection (b)(4) shall—</text>
				<paragraph id="H8A7E2BB5F1E44139AAA7DD1B52950F8D"><enum>(1)</enum><text display-inline="yes-display-inline">review any information or material obtained
			 by the Secretary and prepared in connection with the publication item,
			 including any draft proposed guidance, policy, memorandum, regulation, or
			 statement of general applicability and future effect;</text>
				</paragraph><paragraph id="H71B107E19EE140C2B525027E620AC137"><enum>(2)</enum><text>collect advice and
			 recommendations from agricultural entity representatives identified by the
			 Administrator after consultation with the Secretary;</text>
				</paragraph><paragraph id="H8273B4AFFAAE49E39092F1CA2CB8E965"><enum>(3)</enum><text>compile and
			 analyze such advice and recommendations; and</text>
				</paragraph><paragraph id="HCBD6E039E66B410EB07B3484A6A5935F"><enum>(4)</enum><text>make
			 recommendations to the Secretary based on the information gathered by the
			 review panel or provided by agricultural entity representatives.</text>
				</paragraph></subsection><subsection id="H0783D0CF970745D99A99F51E7BD5B33C"><enum>(d)</enum><header>Comments</header>
				<paragraph id="H1F202E4C730A416180A64D33419822AF"><enum>(1)</enum><header>In
			 general</header><text display-inline="yes-display-inline">Not later than 60
			 days after the date the Secretary convenes a review panel pursuant to
			 subsection (b)(4), the Secretary shall submit to the Administrator comments on
			 the planned or proposed guidance, policy, memorandum, regulation, or statement
			 of general applicability and future effect for consideration and inclusion in
			 any related administrative record, including—</text>
					<subparagraph id="H2D33034CD9DC4195B482F7B789A38176"><enum>(A)</enum><text>a report by the
			 Secretary on the concerns of agricultural entities;</text>
					</subparagraph><subparagraph id="H53D6977B0A7A48D78A47B500204BF9D0"><enum>(B)</enum><text>the findings of
			 the review panel;</text>
					</subparagraph><subparagraph id="HCA92F388C863439C9E97352FD93A8752"><enum>(C)</enum><text>the findings of
			 the Secretary, including any adopted findings of the review panel; and</text>
					</subparagraph><subparagraph id="H2D787C267ECC41ADBDDD794915FC8305"><enum>(D)</enum><text>recommendations of
			 the Secretary.</text>
					</subparagraph></paragraph><paragraph id="H9FE60B60659444F69C343D04B2C1F8BE"><enum>(2)</enum><header>Publication</header><text>The
			 Secretary shall publish the comments in the Federal Register and make the
			 comments available to the public on the public Internet website of the
			 Department of Agriculture.</text>
				</paragraph></subsection><subsection id="HBB3C707F9F5F4EC2B4214620988B2182"><enum>(e)</enum><header>Waivers</header><text display-inline="yes-display-inline">The Secretary may waive initiation of the
			 review panel under subsection (b)(4) as the Secretary determines
			 appropriate.</text>
			</subsection><subsection commented="no" id="H2845161A56694DDE994C09F17CCED6C9"><enum>(f)</enum><header>Definition of
			 agricultural entity</header><text display-inline="yes-display-inline">In this
			 section, the term <quote>agricultural entity</quote> means any entity involved
			 in or related to agricultural enterprise, including enterprises that are
			 engaged in the business of production of food and fiber, ranching and raising
			 of livestock, aquaculture, and all other farming and agricultural related
			 industries.</text>
