		  to exist from conception.</official-title>

		<section id="H23BE44DAC3C24A84AD622204864DDB40" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the
			 <quote><short-title>Sanctity of Life Act of
			 2013</short-title></quote>.</text>
		</section><section id="HFAD520B000AC47CAADD9EE76FA114878"><enum>2.</enum><header>Findings and
			 declaration</header>
			<subsection id="HDC625635002C47879E97AE1854904D33"><enum>(a)</enum><header>Findings</header><text>Congress
			 finds that uncontroverted scientific evidence has always shown that actual
			 human life exists from the moment of conception.</text>
			</subsection><subsection id="id6AE10549E0644DE7BB987A7E9AB389B1"><enum>(b)</enum><header>Declaration</header><text>Upon
			 the basis of these findings, and in the exercise of the powers of the Congress,
			 the Congress hereby declares that human life shall be deemed to exist from
			 fertilization, without regard to race, sex, age, health, defect, or condition
			 of dependency; and <quote>person</quote> shall include all human life as
			 defined herein. Congress further recognizes that each State has a compelling
			 interest in protecting the lives of those within the State’s jurisdiction whom
			 the State rationally regards as human beings.</text>
			</subsection></section><section id="id1CDEB27978BB45A390B0FF8A90B30952"><enum>3.</enum><header>Limitation on
			 jurisdiction</header>
			<subsection id="id7D76EC4DE00D43AEAF34575885937EFB"><enum>(a)</enum><text>Chapter 81 of
			 title 28, United States Code, is amended by adding the following new section
			 and renumbering any appropriate section accordingly:</text>
				<quoted-block display-inline="no-display-inline" id="idCF7B12AC24D14C4C8E4B592A016D164A" style="USC">
					<section id="id3255DC7DCB6B4CFD9E865F888A48A304"><enum>1260.</enum><header>Appellate
				jurisdiction; limitations</header>
						<subsection id="id998458357BC04731A812F6DD4C8D4E3B"><enum></enum><text>Notwithstanding the provisions of
				sections 1253, 1254, and 1257 of this chapter, the Supreme Court shall not have
				jurisdiction to review, by appeal, writ of certiorari, or otherwise, any case
				arising out of any statute, ordinance, rule, regulation, practice, or any part
				thereof, or arising out of any act interpreting, applying, enforcing, or
				effecting any statute, ordinance, rule, regulation, or practice, on the grounds
				that such statute, ordinance, rule, regulation, practice, act, or part thereof
				(1) protects the rights of human persons between conception and birth, or (2)
				prohibits, limits, or regulates (a) the performance of abortions or (b) the
				provision of public expense of funds, facilities, personnel, or other
				assistance for the performance of
				abortions.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idDBE317F2C35B495A844EEB753C7AA9A2"><enum>(b)</enum><text>The section
			 analysis of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/81">chapter 81</external-xref> of title 28 is amended by adding the following new
			 item:</text>

						<toc-entry bold="off" level="subsection">1260. Appellate
				jurisdiction;
				limitations.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="id6D2405FA61C84B319896010223599DFE"><enum>4.</enum><header>Limitation on
			 jurisdiction</header>
			<subsection id="id3E11F355FC2B43F2A8E2D178572634F5"><enum>(a)</enum><text>Chapter 85 of
			 title 28, United States Code, is amended by adding at the end thereof the
			 following new section and renumbering any appropriate section
			 accordingly:</text>
				<quoted-block display-inline="no-display-inline" id="idE50259A1BE5B49D9970B9CEDFB1F0694" style="USC">
					<section id="idEA6DB7DC5B54443A86BF1943BE99A14B"><enum>1365.</enum><header>Limitations
				on jurisdiction</header>
						<subsection id="id783B41AC9DA442FD951577F9EB2B6233"><enum></enum><text>Notwithstanding any other
				provision of law, the district courts shall not have jurisdiction of any case
				or question which the Supreme Court does not have jurisdiction to review under
				section 1260 of this
				title.</text>
						</subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection><subsection id="idF13AF08CD42D49DCA16C1014E59A0BED"><enum>(b)</enum><text>The section
			 analysis at the beginning of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/28/85">chapter 85</external-xref> of title 28 is amended by adding at the
			 end thereof the following new item:</text>

						<toc-entry bold="off" level="subsection">1365. Limitations on
				jurisdiction.</toc-entry>
					</toc>
					<after-quoted-block>.</after-quoted-block></quoted-block>
			</subsection></section><section id="id20B91D5D9043414EB8143D322BCCBF7B"><enum>5.</enum><header>Effective
			 date</header><text display-inline="no-display-inline">The provisions of this
			 Act shall take effect immediately upon enactment.</text>
		</section><section id="idC8A4AE2A97294EE0891CB747CA2004A0"><enum>6.</enum><header>Severability</header><text display-inline="no-display-inline">If any provision of this Act or the
			 application thereof to any person or circumstance is judicially determined to
			 be invalid, the validity of the remainder of the Act and the application of
			 such provision to other persons and circumstances shall not be affected by such
			 determination.</text>
